A modern Russian university today is a large property complex, the effective use of which is necessary to ensure educational and scientific process problems in regard to academic process. However, universities also have to solve a wide range of social problems related to creating and maintaining a comfortable environment for students and professors, amongst other things engaging various organizations to create social services on campus. Although, characterization of outsourcing practices at universities shows that the existing legal base is incomplete, resulting in long and expensive procedures. All that reduces the universities’ effectiveness in solving an issue of creating a comfortable environment for learning and scientific research. The article analyses the decision-making process for some types of leases and proposes different measures to improve the regulatory framework, controlling the management of state property at universities.

Abstract This article reveals the topic of the implementation of information modeling in the legislation of the Russian Federation. The world experience of creating information models of capital construction and the main features of control and standardization of BIM formation are considered. The analysis of the existing legal framework is carried out in relation to the responsibilities of organizations for the formation and maintenance of information models. The scheme of the life cycle of the model was developed. The article is related to the field of highways property complex management. The main features of the formation of BIM roads, their systematization, storage and regular updating were identified. As a result of the study, a geoportal of highways was developed for the modernization of the land and property complex management of highways. It serves as the basis for geoinformation support for information modeling, cadastral, urban planning, inventory and other works on highways. Conclusions and recommendations for the further development of this area in the territory of the Russian Federation are presented.

The article the main traditional approaches to business valuation, namely: profitable, costly and comparative have been explored and analyzed. The main methods within each of the traditional approaches have been investigated. The methods of estimating the value of business by income approach are the method of capitalization of net income, the method of capitalization of dividends, the method of capitalization of excess income and the method of discounting cash flow. The methods of estimating the value of business by the cost approach are: the method of net book value, the method of adjusted book value, the method of estimating the net market value of tangible assets, the replacement cost method, the replacement cost method and the liquidation value method. The methods of estimating the value of business by a comparative approach are the method of industry ratios, the method of comparing sales and the method of multipliers. In addition, it is found that in modern conditions, traditional approaches to assessing the value of the business “in its pure form” are not always used by venture investors, and the most popular methods are contractual, multipliers, discounted cash flow, venture and real options. Synthetic models play an important role today. In world practice, many different approaches are used to assess the value of companies, their assets, business in general. However, the issue of evaluation is still insufficiently addressed. When conducting valuation work in enterprises, many of the existing approaches are either not used at all, or are used very rarely, resulting in practice does not always achieve a comprehensive, complete and objective assessment of the amount of capital. A characteristic feature in determining the value of the business within the application of each of the commonly used methods is the need to take into account various aspects of financial activities, which leads to different estimates of the value of the business, which requires coordination of the results. This situation involves the selection of key cost parameters to obtain the final value of the business. Given the above, there is a need and feasibility to reconcile the results of business valuation methods, which will help to obtain a reasonable value by combining the advantages of each of the traditional methods. Determining the value of the company is one of the most important tasks in the field of corporate governance, which makes it possible to assess the level of competitiveness and success of the company in the market. The process of determining the value is carried out with a specific purpose: calculating the sale price, property insurance, obtaining a loan, etc., which determines the choice of valuation method. Business valuation is the determination of the value of a business as a property complex that can bring profit to the owner. When conducting an appraisal examination, the value of all the company’s assets is determined: real estate, machinery and equipment, inventories, financial investments, intangible assets. In addition, the efficiency of the company, its past, present and future revenues, development prospects and competitive environment in this market are assessed separately, and then the evaluated company is compared with similar companies. On the basis of such a comprehensive analysis, the business is actually assessed as a property complex that can be profitable.

The evaluation of the property of road economy is a complex and important issue for the road sector. During carrying out the evaluation of the property, it is recommended to use regulations, provisions of national standards on property evaluation and regulations of the State Property Fund. Since the property of road economy can be attributed to a specialized type of property, which is the most useful in an integral property complex, then for its evaluation it is necessary to use cost approach methods. The article describes the methodical approaches and mechanisms of their implementation for evaluation of property of road economy. The basis of each of the methods is a set of evaluation procedures that will allow carrying out the evaluation. Practical approaches to property evaluation will promote a good coordination of the evaluation results and drawing up the reports and conclusions on their basis about evaluation of road economy property.

Abstract. Modern views on the economic nature of countering raiding are a permanently important prerequisite for the stable development of the enterprises and the formation of a system of their effective management as the basis for ensuring economic security through the development and implementation of scenarios for countering raiders. The presented article is aimed at the use of the analytical and methodological tools regarding the introduction into the activities of the enterprise to ensure economic security in terms of countering raiding. Using the methods of forecasting and modeling the risk of raider seizure of the enterprises, scenarios for countering raiders (intensive, extensive and complex) have been developed for specifying and selecting the appropriate tools for making management decisions to ensure economic security. The results of forecasting of the enterprises activities showed a significant influence of the environmental factors (financial, economic, social, etc.) on the risk of raider seizure of the representative enterprises within the formed groups. This became the scientific basis for justifying the choice and implementation of the comprehensive scenario for preventing the risk of raider seizure which combines the strategic alternatives. The outcomes have confirmed the importance of the justification to support the choice and implementation of a comprehensive scenario for the risk preventing of raider seizure through the prism of the problems of ensuring the economic security of the enterprises in a transition economies. The comprehensive scenario of prevention of raider capture for the enterprises-representatives of the first group provides carrying out the constant analysis of financial and economic activity, introduction of mechanisms of stimulation of management and financing of risk protection. The following alternatives are proposed for the second group of enterprises with a high level of risk of raider capture, in particular: restructuring and separate accounting of the property complex, constant analysis of financial and economic activities, inclusion of government representatives in the board of directors, risk protection financing. The practical value lies in the formation and implementation of preventive and stimulating measures to counter raiding to ensure the economic security of the enterprise. This will allow the managers to use the tools to protect against raiding and strengthen of the economic security of the enterprise. The influence of the forms of ownership of land and organizational and legal forms of management on the system of on-farm organization of land use is considered. The unified and isolated systems of land use organization and its influence on the solution of individual land management problems are substantiated. The content of the stages of land management is shown depending on the organization of the land and property complex in agricultural organizations.

This article is dedicated to the composition analysis of municipal property in the Russian Federation. Being the grassroots of the system of administrative-territorial division of the country, the municipalities in the Russian Federation have a considerable number of the objects of municipal property. Therefore, it requires effective administration and appropriation in full accordance with the rights, freedoms and legitimate interests of the citizens residing on the territory of these municipalities. The article provides the original definition of municipal property, which implies property complex of the municipality, including items of property owned by municipalities. The authors explore the composition of municipal property in the Russian Federation analyzing the legal consolidation of the key types of its items, as well as the practice of exercising the right to municipal property by municipalities with regards to certain items of municipal property. The article formulates and substantiates the recommendations for improving the legislation of the Russian Federation that regulates the questions of municipal property. The authors believe that the implementation of such proposals would enable effective administration and appropriation of municipal property in the interests of citizens of the Russian Federation.

Valuation of the company is important in the management of the company's activities. It may be implemented for solving large complex tasks: checking the validity of the current stock quotes of joint-stock companies; objective evaluation of results of activity of enterprises of different organizational-legal forms, as market and book value of assets of companies are usually essentially differ; reorganization, bankruptcy, privatization of enterprises; the issue of new shares; the rationale for the options of reorganization of the enterprise, etc. The evaluation of enterprises is carried out using certain methods, which are based on cost, comparative and profitable approaches to evaluation. The article deals with the classification, characteristics and distinctive features of the main methods of evaluating enterprises. In most cases, these methods are used only to assess the company's property complex, which does not allow us to fully assess its competitive advantages. It is concluded that the evaluation of companies should use information about the size and cost of its production potential. The proposed approach will make it possible to determine the value of enterprises more accurately and reasonably and will contribute to the development of valuation methods and separate theoretical provisions in the field of determining the production potential of an enterprise. It can be used in solving a number of practical problems related to the assessment of: business lines, or product lines of the company; the effectiveness of investment projects for the creation and development of enterprises; determining the forecast value of the created companies, etc.

The article is devoted to the study of the directions of use of regional property in the Udmurt Republic. Optimization of the composition of the republican property complex and bringing it into line with the powers of the Udmurt Republic is one of the priority tasks of regional government bodies. The author identifies priority decisions on property management in the region in accordance with the State Program of the Udmurt Republic "State Property Management". The article presents data on the number of objects of the Udmurt Republic, in respect of which decisions on the creation, reorganization, liquidation were made, and a conclusion on the reduction of the number of such objects is formulated. Based on official data, the dynamics of changes in the number of business entities whose shares are owned by the Udmurt Republic is shown. Based on the comparison of the corresponding indicators, it was found that the number of business entities whose shares are owned by the Udmurt Republic significantly decreased during the period under review. During the analysis, the author revealed a persistent tendency to reduce the number of transferred objects between different levels of management. Using the data of the "Road Map", the article formulates problems in the implementation of the powers to involve real estate objects, including land plots, in economic turnover by the executive bodies of state power of the Udmurt Republic and local self-government bodies of the Udmurt Republic, defines measures for the rational use of real estate objects and land plots that are the property of the Udmurt Republic.
