В статье рассматривается дифференциация субъектов Российской Федерации по величине прожиточного минимума в период с 2008 по 2018 гг. Произведена группировка субъектов РФ по уровню бедности населения. Применение методов статистического, картографического анализа позволило выявить концентрацию регионов в области низких значений, рост различий между богатыми и бедными регионами. The article considers the differentiation of the constituent entities of the Russian Federation in terms of minimum wage in the period from 2008 to 2018. The grouping of subjects of the country according to the level of poverty of the population is made. The application of statistical and cartographic analysis methods allowed us to identify the concentration of regions within low values, the growth of differences between rich and poor regions.

The subject of this research is the set legal norms that regulate public relations arising in the process of compensation for damage inflicted to the environment as a result of oil spills. The goal of this work consists in formulating the theoretical and practical conclusions and proposals on the improvement of the institution of compensation for environmental damage as a whole, and the legal aspects of compensation for damage inflicted to the environment due to oil spills in particular. The relevance of this topic is substantiated by the statistical data; for example, in the Arctic Zone of the Russian Federation, the total area of disturbed land as of 2019 was 218,641 hectares, and most of them (according to the data for the entire observation period) were formed due to the extraction of mineral resources, as well as a result of oil and spills during their transportation. In 2019, 17, 000 accidents related to oil spills took place in the Russian Federation, among which 10, 500 were the accidents on oil pipelines. The article explores the questions associated with compensation for environmental damage. The analysis of the effective legislation in this sphere and its practical implementation allowed making a range of conclusions It is noted that the mechanism of compensation for environmental damage in the Russian Federation has significant flaws, namely with regards to compensation for damage in kind, offsetting the costs incurred by the infliction of environmental damage to repair such damage. The issues related to the procedure of disbursement of compensation for environmental damage to restore the state of the environment remain open and virtually unresolved. Recommendations are made on solution of the indicated problems.

Oil production, being a key source of the budget of the Russian Federation, is associated with a serious negative impact on the environment. In particular, the storage and transportation of oil and petroleum products are often accompanied by spills, as a result of which harmful substances enter the soil, water and atmosphere. These incidents are man-made disasters, and their consequences affect not only the site of the spill, but also the neighboring territories. This article analyzes the state of the Russian regulatory framework for the prevention of accidental spills of oil and petroleum products and concludes that it is imperfect.

Purpose. The strategic objectives of sustainable development of the Russian economy include improving energy efficiency and capital efficiency, increasing labor productivity, and reducing the negative impact on the environment. Due to the significant differentiation of the Russian Federation economy, the priorities of these tasks in regions are not the same. There-fore, the analysis of various components of the regional macroeconomic efficiency and the choice of methodical approaches to their composite assessment are being important. The pur-pose of this paper is to test the multidimensional analysis methods of key regional production indicators for measuring the integral indicator – the relative level of economy-wide efficiency of the Russian regions.Materials and methods. “Per unit” indicators of the gross regional product: energy con-sumption, use of fixed assets, labor, and environmental impact, that are calculated by the ROSSTAT data are the basis for assessing of the regional economy efficiency. The research interest of joint consideration of these regional economy indicators is due to their connected-ness as major components of the latent synthetic property of efficiency. The study used meth-ods of comparative multidimensional analysis: nonparametric method of frontier analysis – Data Envelopment Analysis, methods of the average and taxonomic indicator and principal components.Results. The tested methods allowed assessing the differentiation, to rank the regions of the Russian Federation by the level of their economic systems’ efficiency and to identify the “lagging” ones and determine the factors that reduce their positions. The specifics of the ap-plication of the considered methods are noted. Attention is paid to the economic interpreta-tion of the integral indicators. The grouping of regions of the Russian Federation has been car-ried out according to the data of 2016. Twenty-eight regions are classified as “high efficiency” (integral index 0,85–1,0), most of which are effective on all four criteria. The “medium-performing” group (0,75–0,84) comprises thirty-three regions with a reduced level of efficien-cy due to one or two factors: high energy intensity, increased emissions or insufficient labor productivity. The “low efficiency” group (0,5–0,74) comprises twenty-six regions, the problem of their efficiency is a complex one, mainly energy-environmental, with critically low efficien-cy indicators for some components.Conclusion. This article presents an assessment of the differentiation of the regional economy efficiency by using an integral indicator, taking into account the performance of the use of labor, physical capital, fuel and energy resources and environmental impact. Firm con-clusions on the choice of the method for aggregating particular performance criteria into one generalizing indicator have not been obtained. A practical approach is to solve such problems Economic statistics by different available methods to compare results and to obtain consistent conclusions. Four basic criteria of the regional economy efficiency were taken into account, but methodically their number is not limited and can be increased. The results can be used in the system of mon-itoring and strategic planning of regional economy development. The proposed methodical approach is applicable to other practical tasks of multi-factor comparative analysis of regional development.

The world society tends to economic growth more and more, due to the social orientation, to so-called inclusive development. The World Economic Forum proposed recommendations and methods of evaluation of such a growth that would be very useful for the Russian Federation. The theoretical basis of work is supported by foreign scientists' writings devoted to the inclusive development, as well as on recommendations and methods of evaluation of the inclusive development of the World Economic Forum and International Bank. The methodological research basis consists of general scientific methods of perception, which include analysis, methods of system, complex and statistical analysis allowing researching the main indices of the inclusive development. The methods of the inclusive development evaluation proposed by WEF have been considered, and you can see the place of the Russian Federation in this rating for 2016. The experts of WEF have made a lot of remarks and claims to the financial area during determination of Russia's place in the inclusive index. That's why it's necessary to develop the methods and adapt the inclusive development for Russia and its regions for the purpose of forming the inclusive development.The inclusive development concept is not only the display of political programs of the developed countries but also the global aim of the world society. The work on studying the inclusive development is high-priority in the work of UN and includes more than thirty seven thousand scientists, public authority and civil organizations worldwide. In the Russian Federation, the inclusive development remains a topic for discussion rather than agenda for clearly defined actions. It's important to adapt the methods of the inclusive development evaluation for the Russian realia for the purpose of creating the national strategy of inclusive development

The results of the work to create a complex of high-precision hardware for the unit of length reproduction and transferring carried out at “D. I. Mendeleyev Institute for Metrology (VNIIM)” are represented. This complex will serve as the basis for the further development of the reference base of the Russian Federation in the field of length measurements and will allow reproduction of the unit of length at two wavelengths of 633 nm and 532 nm, as well as measurements of the wavelength of laser sources in vacuum in the range from 500 to 1050 nm.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.
