In recent years, significant structural changes have taken place in agricultural production, small forms of management have developed substantially. A spontaneous migration of a significant part of the vegetable crops from the public sector to personal subsidiary and farming enterprises occurred. In this situation, the concept of creating for the current consumer a multivariate technique that adapts to changing production and agro-technical conditions has become relevant. In order to implement the above-mentioned concept, a multivariate cabbage harvester was developed in the Chuvash State Agricultural Academy together with JSC “TechMA” of “Tekhmashholding” group of companies, equipped with radically new working units: a cutting device, a separating device, a bulk transporter, a copying mechanism, cabbage in a sparing regime. The harvester allows to organize the harvesting process of cabbage in three technological schemes: shipment of cabbage in bulk to a universal vehicle device; shipment of cabbage to the containers, installed in the body of the vehicle; by shipping the cabbage first to a flexible floor of a trough-like shape, and then manually shifted to containers.

Being at a global development crossroad under an era plagued by major global challenges including financial crisis, poor governance, economic inequalities, climate change, food insecurity, human rights injustices, among others calls for a concerted effort from all the stakeholders to play a critical role in development. These roles are to be embraced through market-driven and people-centered modalities that seek to address inefficiency in service delivery and unequal distribution of economic gains. To foster this, the public sector is at the central point in driving institutional reforms in safeguarding progressive development-oriented norms and practices within an economy. In this regard, strategic reforms ought to be upheld as multifaceted processes that involve social structural changes, attitudinal changes, national institutions reforms, economic growth acceleration, reduction of inequalities, and poverty eradication. Restructuring, participation, public-private partnership, accountability, human-resource issues are some of the reformation strategies identified in this chapter.

A crisis is a situation approaching a dangerous phase, which requires urgent intervention to avoid harmful effects on the body of an organization in order to return to normal situation. It is a decisive and critical time for the organization, where the wrong decision can even cost its viability. This situation can shape political, legal, economic, and governmental impact on its activities. From different definitions of crisis, we seek to underscore key elements of a crisis that may threat a public organization and, also, to highlight both the elements of management responsiveness resulting in the loss of control in the organization, regarding the short time demand for decision-making. The key purpose of this chapter is to illustrate the basis available in the international literature, upon which public risk mechanisms can be reviewed and chosen in public sector organizations under the scope of their applicability.

PurposeRisk management (RM) is receiving increasing academic and practitioner attention in the public sector. Despite this, there is a lack of systematization of this body of knowledge. The purpose of this paper is to analyze the state of art by examining the knowledge gaps and defining the emerging themes of RM in the public sector to guide future research agendas.Design/methodology/approachThe authors conducted a structured literature review (SLR). They analyzed 63 papers, by using Scopus database, published from 1990 to 2018. All papers were categorized and analyzed according to 11 criteria defined by the literature.FindingsResults show that there is an increasing attention to RM with a need for more effort to consolidate research knowledge. Findings also established a lack of theorization, with a limited explanatory capacity of most studies. The paper defined four main areas for future developments to increase the body of knowledge. Namely, RM and managerial systems (i.e. MCSs and performance management), integrating RM systems and the building blocks of RM that the authors identify will also play a role in helping the authors to understand the diffusion of RM within public sector organizations.Originality/valueDespite the increasing attention to RM in the public sector, more research is required. Considering RM in public sector risks to be a “black box”, this paper revealed some new insights that could help to analyze better RM in the public sector, to open the black box and to avoid a symbolic use of the RM. In fact, integration with the managerial systems and the strengthening of the building block could help to exploit the potential of RM in the public sector.

Purpose This study aims to analyze the complexities of the Brazilian soybean supply chain (SSC) and develop strategic interventions to improve the origin system’s performance. Design/methodology/approach This study used stakeholder interviews to identify the SSC bottlenecks and determine and assess drivers of competitiveness. A methodological framework based on the systems thinking approach for developing long-term structural changes was used. The problem was structured using behavior over time graph and causal loop modeling to propose three investment strategies to solve the logistics problem in SSC. Findings This study highlights the gaps in coordination between stakeholders and the public sector regarding the public policy for infrastructure investment. Three strategic interventions were developed to address the agro-industrial logistical problem, namely, investment in storage, multimodal transport systems and improvements in existing transport infrastructure. To overcome transport and storage logistics limitations, the authors suggest different forms of partnerships, including public-private partnerships. Research limitations/implications This research is limited to evaluating an agricultural commodity (soybean) and does not include its by-products. The sample of stakeholders was limited and the boundary of analysis was Brazil. Nevertheless, the study showed how strategic interventions could be developed following a holistic analysis. Practical implications The proposed integrated approach illustrates the development of three strategic initiatives. It can be implemented by stakeholders, including the public sector, which is the basis for providing assertive long-term investments in Brazilian logistics. Social implications The SSC analysis could promote the implementation of systemically determined interventions and strategies. It could significantly improve the performance of agricultural systems and help the formulation of public policies aimed at rural development. Originality/value The use of system dynamics to identify intervention points is an essential contribution to mitigating the SSC’s hindrances. Moreover, the combining methodologies resulted in comprehensive intervention strategies.

Purpose The purpose of this paper is to demonstrate the widespread but fragmented application of Lean Six Sigma within the UK public sector, providing the context of some of the challenges faced within the sector as well as some of the successful applications of Lean Six Sigma. The paper fundamentally seeks to challenge the concept that Lean Six Sigma is not suitable for use in the public sector. Design/methodology/approach A summary of the challenges facing the public sector is shown from current literature and this is presented as drivers for change. A number of successful applications of Lean Six Sigma are then evidenced demonstrating examples across areas of the public sector. Findings This paper concludes that while Lean Six Sigma is applicable to the UK public sector additional work is required to better evidence the benefits and return on investment that can be delivered as well as considering more holistic approaches on an agency wide basis. Research limitations/implications This paper seeks to contribute to and broaden the limited body of evidence of the applicability of Lean Six Sigma to the UK public sector and identifies areas for further research and review. Practical implications Understanding the applicability of Lean Six Sigma affords opportunities to public sector agencies in the current budget climate but additionally affords ways in which quality of service can be enhanced. In some cases, it provides opportunities to meet new statutory requirements around community empowerment. Originality/value The paper contributes to the body of evidence that demonstrates the effectiveness of Lean Six Sigma within the public sector and suggests opportunity for those agencies to meet funding challenges faced across the UK.

Summary This paper describes a case study of a particular form of knowledge worker; lawyers, and their efforts to achieve collective bargaining. Within self-regulated professions like law, the professional regulatory body controls much of the labour process and defines the body of professional knowledge. Apprenticeships, such as clinical locums in medicine and articles in law, play an important role in the transfer of labour process norms. However, more and more professionals seek employment in large organizations where the autonomy historically enjoyed by the self-employed worker and crafted in the confines of mentorships is increasingly subject to bureaucratic and administrative controls. In large employment settings rules and policies may interfere with workers’ exercise of professional discretion and full utilization of their knowledge. The result of the erosion of traditional labour process power under bureaucratic forms of organization leads professionals to seek alternate forms of control. Many turn to collective bargaining as a mean to wrest back control over the application of discretionary judgment from large, often public sector, employers. In the case of the legal profession in Canada, a great many lawyers are employed in the public sector. The subspecialty of criminal prosecution was broadly framed as a service private sector lawyers once provided on a fee-for-service basis, but until relatively recently it was not a distinct area of practice to which one dedicated a career. The regularization of prosecution in the public sector results in a strong sense of occupational community among public prosecutors. The forces of bureaucratic control and occupational community act together to support collective bargaining among professionals who otherwise have been opposed to this strategy, claiming it is “unprofessional”.

The objectives of the professional agencies must embody provisions that promote good governance and embrace values of integrity and accountability and seek support from the public and the government of the day to provide an independent view on all matters. The universal truth is that everything should be done in the public good. Professionals form the backbone of human infrastructure in any economy, politics, social and legal growth. Their contributions through professional performance enhance the good delivery system that facilitates policies making and management for public sector. They provide the skills and talent in balancing the pursuits of maximization of services. The expression “good governance” has constantly been used lately in both public sector as well as private sector in Malaysia. In the context of a private body, it should be within the framework of the statute, which governs the body and also its constitution. In the public sector, it means that the administrators should act professionally and not to abuse or misuse the power or authority given to them. They are regarded as the trustees of the public at large. The Civil Service refers to the body of officials who carry out functions of government under the direction and supervision of the head of government [Rahman (1998), p. 2]. Excluded in this definition are employees of state-owned enterprises, the army, teachers, the judiciary and the police who, together with civil servants, collectively constitute the public sector. It is the civil service, and not the public sector, which will be the focus of this paper. Civil Service arrangements have emerged as important mediating institutions which interface between the state and its citizens. Traditionally these were monolithic, centralised, powerful structures with immense power over the management of the affairs of a nation, and often not very responsive to the changing needs of governance and public management.

Purpose – Despite the abundant literature in the private sector, a significant gap was detected in the public sector where there were only a few academic efforts to appraise or assess the implementation of the Japanese approach. The likely reason for this lack of literature is the low implementation of Kaizen that has been evidenced over the years in the public sector. Public organizations have a large number of recommendations at their disposal which are vague, abstract and even contradictory. Accordingly, the assessment of the implementation of Kaizen represents a theoretical gap, the filling of which is both necessary and vital to the body of knowledge that represents the application of continuous improvement in a public setting. Therefore, the main purpose of this paper is to evaluate the design, management and implementation of Kaizen projects in local governments through the analysis and comparison of empirical data with regard to a theoretical conceptual scheme found in the literature. Design/methodology/approach – A qualitative study was conducted using a case study strategy. The case studies were conducted in three Town Halls (two in Spain and one in Mexico) with active and sustained implementation of Kaizen projects. It was verified throughout that the selected cases applied Kaizen projects for at least five years in their work processes and public services. Findings – As a result of the empirical work the authors proposed a new specific and individualized framework for the public sector called: “Kaizen projects conceptual schemes (KPCS), based on the cycle Plan-Do-Check-Act in order to form a theoretical and practical guide that can serve as a base for local governments seeking to implement Kaizen in their management. Research limitations/implications – The study focussed on three Town Halls (two Spanish and one Mexican), so is not possible to generalize the results. Practical implications – El KPCS may represent an instrument of evaluation, management, development and improvement to any Kaizen effort initiated in the public sector. Social implications – The study focussed on public service. Originality/value – As far as the authors are aware, this is one of the first paper to propose a framework of Kaizen in public organizations within both academic and practitioner ambits.
