De-Bureaucratization of Public Administration is a Key Condition for Improving the Efficiency of the National Economy

The article shows some problems of improving the effi ciency of public administration and the impact on it of the professional activity of civil servants. The main reasons for restraining the development of the public civil service due to the lack or insuffi cient scientifi c and economic justifi cation of the necessary socioeconomic mechanisms for the rational regulation of the creation of the necessary conditions for this are identifi ed. Based on the analysis of the results of the implementation of the Concept of reforming the civil service system, the article notes that along with the successful solution of a number of problems in this area, key tasks on these issues have not been solved so far. These include: the absence to date of the Federal state body for civil service management, since 2014 suspended the development and implementation of programs for the development of the public civil service; the principle of interaction between the state and citizens — “de-bureaucratization”, which was defi ned in the above-mentioned Concept in 2001, etc., is completely ignored in the system of public administration. the article off ers some recommendations for solving these problems, as well as for improving the system and structure of Federal Executive bodies.

The nature of the relationship between the public administration and politics and the subsequent role of the administration appear to be incompatible with the emergence of an administrative elite. After analysing the reasons for this incompatibility, the article explores the impact of the measures taken in the wake of the economic crisis on the civil service and its reform, and also the prospects for the development of a senior civil service. The key, and also the challenge, to any change in this direction remains the rebalancing of the relationship between the public administration and politics. Points for practitioners What might interest practitioners is the issue of the conditions of effectiveness of civil service reform in times of economic crisis and significant pressure.

The public administration principles characteristic of many Commonwealth countries served as the foundations for building the Hong Kong civil service. These have continued to operate in line with the `one country two systems' concept under which Hong Kong has been administered, since 1997, as a Special Administrative Region (SAR) of China. Career employment, hierarchy and public service values combined to provide an overarching unity to a system that nevertheless has developed considerable differentiation over time. This article examines the developments that are currently modifying Hong Kong's public sector. The discussion draws on documentary sources and a recently completed qualitative study on the experiences and perspectives of senior Hong Kong managers working in a dozen government departments and agencies. The discussion addresses questions about whether greater differentiation across government departments, in combination with increasing differential within these organizations, will ultimately bring about the demise of the traditional civil service system.


Introduction. The article is devoted to the analysis of the content of the institute of legal restrictions imposed on a woman who is in the civil service and performs tasks in the field of public administration. On the basis of the provisions of acts of international law and the laws of Ukraine on Civil Service, found that for women - civil servants subject to special legal restrictions, which are provided by law bans involvement of women in certain forms of their professional duties and tasks for narrowing their total workload to preserve their health and create conditions for full implementation of the social function of the mother. The main results of the study. It is proved that the relevant legislation on public service both Ukraine imposed restrictions on female civil servant to attract her to the tasks of public administration and, at the same time, it focused on social protection. This approach is contributes to the establishment of a regime of "normal living conditions for civil servants. In particular, under the law relating to limiting women's participation in official missions, limiting working hours for women, limitations associated with the transfer of female civil servant to another location and so on. Particular attention is paid to the specifics of women's performance in the field of public administration of defense and national security. It is established that many legal restrictions for women in these areas are not always observed. In particular, attention is focused on unequal age conditions for concluding a contract for military service for women, the established age limit for female conscripts, regardless of service, and the ability of men to serve in the army for 15 years longer than women. The latest changes in the legislation to correct this situation are also disclosed. Conclusions. It is noted that the legal restrictions provided for in the legislation, which are provided for women involved in public administration, despite their positive impact, narrow in some way the scope of their professional opportunities, as well as limit the actual ability to exercise power. However, their inherent social nature and the state must provide adequate compensatory mechanisms stimulating professional activity of women civil servants and minimize the impact on female civil servant consequences relevant restrictions. In its turn, optimal administration of such measures is intended to increase not only the professional performance of women as public administrators, but also enhance the social effectiveness of public administration in general.

The development of technology, information technology and various means of communication have a significant impact on public relations activity; especially in government institutions. Many government institutions have invested these means in their management system, in order to facilitate the goals of the institution, and ultimately the interaction between the internal and external public. In this theoretical research, I tried to explain the impact of the new media on public relations in the public administration, based on the views of specialists. The aim of the research is to know the use of the new media of public relations and how in the system of public administration, as well as, Explaining the role it plays in public relations activities of government institutions. Add to this, analyzing the way of how new media and public relations participate in the birth of e-government. In the results, it is clear that the new media has facilitated public relations between the public and other institutions, as it strengthened relations between them

This article focuses upon gender differences in the satisfaction with career opportunities of civil servants in the Netherlands. Women have become better represented at all levels in the Dutch civil service in recent years, but they are still underrepresented in the higher level positions. Nevertheless, women are slightly more satisfied with their career opportunities than men are and they seem to be increasingly so. Their relatively positive evaluation of extrinsic aspects of their work situation is one of the explanations of this finding, as is their higher intrinsic work motivation compared to that of men. It is suggested that the career orientations and aspirations of women better fit the changing context of career formation in the Dutch civil service and the accompanying new psychological contract. Points for practitioners The Dutch civil service has set ambitious targets with respect to the representation of women at all levels in the service, but insight into the determinants of women’s careers in the public sector is still very scarce. The findings in this article show that there are gender differences in the weighting of intrinsic and extrinsic aspects of the work in evaluating one’s career opportunities. Besides, the article may assist human resource management practitioners in anticipating the impact of changing career trajectories on the career satisfaction of male and female civil servants.

In the article, the problem of determining the directions of research of the development of the tourist and recreational sphere as an object of public administration acquires further theoretical and methodological substantiation. The directions of improving the mechanisms of decision-making by state bodies for the development of the tourist and recreational sphere are formulated on the basis of the introduction of a systematic approach, digitization and modeling. The efforts of state bodies to form the structure of the market in order to study and analyze the impact of public administration and regulation on the realities of the tourist and recreational sphere and the proposals of tourist and recreational products that affect the public interest in them on the part of consumers of tourist services are a separate area of scientific research in tourism. -recreational sphere as an object of public administration and decision-making mechanisms by state bodies for the development of tourist and recreational territories It is shown that the processes of using tourist and recreational resources and diversification of the economy are positively influenced by the intersectoral nature of the tourist and recreational sphere due to the multiplier effect for related sectors of the economy of the territories, directly involved in the tourist services served by consumers. It has been proved that a city characterized by a significant territorial concentration of labor, consumers, related industries and services is very attractive for the activities of enterprises in the tourism and recreation sector in terms of minimizing costs, and it is expedient in determining the role and mechanisms of government influence on the development of the tourism and recreation sector. and the formation of strategic goals for the development of a regime for promoting their development is the study of the tourist and recreational market of the territory. The development of the regional and local tourist and recreational sphere is greatly facilitated by the transformation in the public consciousness of the concept of free time, i.e. changes in the behavior of consumers of tourism services in relation to specific settlements or the region as a whole. The main goal of the qualitative improvement of state management of the development of the tourist and recreational sphere is to increase its openness, spread goodwill towards the population, accelerate management processes, effectively solve problems, increase the mobility of workers in tourist and recreational enterprises and their satisfaction with work.

In this article we focus on identifying the specificity of digital transformation within the public sector. The aim of the article is to present the main mechanisms resulting from the introduction of digital innovations that have changed the functioning of the public sector. Starting from a discussion on the technological requirements of digital transformation, we briefly characterise the use of computers and the Internet in public administration, resulting in the development of e-services and administration. The main part of the article is devoted to discussing the specificity of the implementation of the new digital technologies in public administration, focusing mainly on artificial intelligence and blockchain technologies. Our thesis is that the impact of innovative digital technologies on the operation standards and structure of public administration should be analysed through the prism of interrelated mechanisms of datafication and platformisation, characteristic for the digital economy. The adopted methodology, which is based on an analysis of the subject literature and an analysis of new technology implementations in public administration in EU countries, indicates the pilot, random and non-transformational nature of these implementations, partly due to the lack of well-established methodologies to study and assess the maturity of digital transformation within the public sector.

The work and work of public administration should strive to continuously improve the quality of its services, as well as to improve the overall quality of public administration as an organization. It is necessary to constantly set new goals and gradually, over time, get closer to those goals. In this way, the effectiveness and efficiency of the organization, that is, the entire system, would be improved. The new concept of management in public administration should improve the functioning of the public sector, which means that administrative bodies operate in accordance with the legitimate expectations of the users of their services. This paper presents a review of the current state of eGovernment and eServices that local governments in Serbia provide to citizens and the economy, from the aspect of service providers on the one hand and service users on the other. The author intends to point out the areas in which there is room for improvement, but also the challenges that local governments face every day in their work. The contribution of the paper is in the theoretical presentation of the importance of the implementation of quality management systems in public service management systems in order to improve them.

The chapter sketches a way out of the privatized state, by defending certain constitutional limits on privatization. It articulates, in broad terms, some policy proposals for rebuilding a more democratic and representative system of public administration, such as an educational program for the civil service. It also emphasizes how the education of the civil service should share many of the features of the civic education of citizens. The chapter discusses proposal concerns the introduction of democratic practices within the administrative state through arrangements like codetermination. It examines the purpose of arrangements that strengthen the democratic legitimacy of the administrative state and the citizens' trust in it without compromising its independence from undue political pressures.

This chapter discusses the impact of the pan-European general principles of good administration on Armenian administrative law. The chapter claims that successful reform of Armenian public administration is an indispensable prerequisite for successful implementation of these principles but that there is still a long way to go. Besides this, the Armenian legal order is generally open to being shaped and influenced by the said principles and demonstrates numerous successful examples thereof. Nevertheless, the chapter highlights that usually the Armenian legislator is the only one to transfer these principles into Armenian law. It describes the reception of the pan-European general principles of good administration as still being under development in Armenia. The chapter concludes that in order to guarantee the full extent of ‘good administration’ it remains necessary that general reforming of Armenian public administration be successfully implemented.
