Mechanisms of Intercultural Interaction in the Education Space of the Republic of Moldova

The article addresses language policy in the Republic of Moldova and their realization in the context of communication between representatives of multicultural and plurilingual community. The author analyses the system of teaching the state language (Romanian) and the languages of ethnic and cultural communities represented in Moldova (Russian, Ukrainian, Bulgarian, Gagauz), considers issues of training educators for universities and schools of the country and realization of new curricula aimed at forming the ability to provide effective communication in the intercultural space.

Today, the formation of conditions for the development of the state language is one of the strategic tasks of the country's further development. And in this regard, the most important area of implementation of the language policy is the public life of the country as a whole. The new socio-political realities of Kazakhstan as a sovereign state require a language policy that meets the needs of the country's multi-ethnic population and takes into account the peculiarities of the language, demographic and political situation. President of the Republic of Kazakhstan N.A. Nazarbayev attaches great importance to the problems of language and language policy in the country. In his work "To preserve memory and strengthen harmony", he points out that "... everything must be done to ensure that the language of the titular nation, as it is sometimes said, is in demand for life - in the public service, in production, in science, and in education, as well as Russian, should become a guide to action for all of us. The desire to respect other languages without showing concern for the native language means a lack of respect for the honor and dignity of one's own people. The independence of language also means the independence of every person's thinking and is a fundamental condition of state sovereignty." The problem of the state language, which has been the subject of heated discussions for many years, still cannot find a solution. Despite the fact that the Kazakh language has the status of the state language, we still do not dare to demand its knowledge from civil servants. The Supreme power has tried several times to introduce this rule without fail, but has met with active opposition. And this problem has not yet found its solution. The language policy of the state, the current situation and prospects for the development of the Kazakh language are always in the center of public attention.

On 17.03.2020, the Parliament declared a state of emergency on the entire territory of the Republic of Moldova for the period March 17 - May 15, 2020. By the same Decision, the Parliament delegated the Commission for Exceptional Situations with the right to implement a series of measures to overcome the epidemiological situation in the country. However, in the conditions of a functioning Parliament and despite the clear and exhaustive texts of the Constitution, the Commission for Exceptional Situations amended during the state of emergency the Contravention Code, which is an organic law. The amendments specifically concerned the procedure and terms for examining infringement cases brought in connection with non-compliance with the measures adopted by the Commission for Exceptional Situations and the Extraordinary Commission for Public Health. In the conditions in which an organic law can be modified only by the Parliament, it is obvious the unconstitutionality, at least partial, of the Disposition no. 4 of 24.03.2020 of the Commission for Exceptional Situations, but unfortunately, the Constitutional Court is not mandated with the right to submit to constitutional review the normative acts adopted by the Commission for Exceptional Situations. Under these conditions, the state is obliged to identify solutions in order not to allow an authority to adopt unconstitutional normative acts that cannot be subject to constitutional review.

The article focuses on the issue of legislative regulation of linguistic relationships in Ukraine. The ability of a national language to function as a means of consolidation and national identification depends to a large extent on state linguistic policy, political support that the language receives. The state legislation on language is indicative in this regard while it establishes the status of languages, the linguistic model and the linguistic regime. In accordance with the Constitution of Ukraine, the Ukrainian language is a state language in Ukraine. The dynamics of the Ukrainian legislation on languages illustrates the inconsistency of the implementation of this constitutional norm. The article analyzes the milestones of its formation. The content of the basic laws in the sphere of linguistic relationships (Law of the USSR ‘On Languages in the Ukrainian SSR’ (1989), the Law of Ukraine ‘On the Principles of the State Language Policy’ (2012), which is invalid now, and the new Law of Ukraine ‘On the Functioning of the Ukrainian Language as a State Language’ (2019)), the socio-political tendencies, that preceded their adoption, their evaluation by tpublic and world community as well as their consequences for linguistic situation in Ukraine are described. The possibility of official bilingualism approving is studied. The article analyzes historical, cultural and political preconditions for the adoption of official bi- or multilingualism by other states, acceptability of this linguistic model for Ukraine and possibility to overcome existing linguistic contradictions.

Aastate 1918–1940 kohta on analüüsitud 41 mälestusteraamatut, lisaks suulist tõlget käsitlevaid ajaleheartikleid, Eesti Rahvusarhiivi materjale diplomaatilise kirjavahetuse kohta ja Venemaaga peetud rahuläbirääkimiste protokolle aastatest 1919–1920. Analüüsi on kaasatud Pierre Bourdieu mõiste sümboolne kapital, diplomaatilist tõlget käsitletakse kui mõjufaktorit riigi sümboolse kapitali akumuleerimisel.SU M M A R YDiplomatic interpreting in Estonia emerged concurrently with the proclamation of independence of the Republic of Estonia. The author of this article examined authentic material in relevant Estonian archives, museums, including newspaper articles, and memoirs, enabling her to follow the timeline of this evolution of interpreting from 1918 to 1940, as well as to locate events, languages interpreted, and attitudes vis-à-vis interpreters.Between the two World Wars, diplomatic interpreting in Estonia was carried out by diplomats themselves, acting as interpreters. As early as September 1919, in preparation for the beginning of the Tartu Peace negotiations with Russia, the state language of the Republic of Estonia (Estonian) was used together with interpreters. French sociologist Pierre Bourdieu has argued that the state can „reap symbolic benefits“ by speaking „with distinction and thereby distinguish[ing itself] from all those who are less well endowed with linguistic capital“ (Bourdieu 1997: 21). The use of Estonian was directly linked to the prestige of the state language and to sending a message that contributed explicitly to the growth of the state’s symbolic capital. It also presupposed the subsequent use of interpreters throughout the period under review.The Foreign Ministry was established on 14 November 1918. Of the first three officials, two were designated as interpreters (tõlk). From 1918 to 1940, the Foreign Ministry and legations had 34 officials on the staff list whose job description included the word tõlk (interpreter). No job description mentions the word tõlkija (translator), as no terminological difference was made between tõlk and tõlkija. In the inter-war period neither the ministerial officials nor diplomats had had any professional interpreter training.To the author’s knowledge, this article is the first to associate diplomatic interpreting in Estonia with the creation of symbolic capital for the state. Symbolic capital is one of the key concepts Bourdieu introduced. By applying this concept to research on diplomatic interpreting in Estonia, we can identify a new aspect of the value of interpreters. Bourdieu stresses that political acts may enhance the symbolic capital of a state „with only their faces, their names and their honor“ (Bourdieu 1992: 119). A diplomatic interpreter is at the centre of historic events not as a passive mediator but as an active agent with a responsibility to communicate legitimate views and actions unambiguously. Diplomatic interpreters, in the sense meant by Bourdieu, enjoyed a privilege, because their acts contributed to symbolic capital and because of their association with those who laid the foundation for Estonia’s symbolic capital.

The article analyzes the features of the modern language trilingual’s policy in the Republic of Kazakhstan under conditions of modernization of public consciousness. The author studies cause and effect relationships of the occurrence of this phenomenon in the state, assesses the prospects for its development, identifies the difficulties faced by the Kazakhstan’s society on the path to introducing trilingual’s, and shows the current development priorities of the linguistic personality of the most developed countries of the world. Nowadays many difficulties arise in the way of ensuring a new language policy in Kazakhstan, caused by the fact that the Kazakh language lacks many scientific terms and concepts. Their use in the state has always been provided by the Russian language. At the same time, a number of scholars evaluate the transition to the Latin alphabet as a destructive phenomenon in language policy that can harm the Kazakh language and national culture. This paper presents a sociolinguistic analysis of the current linguistic situation in the Russian Federation. Preservation and development of the Russian language represents the national interest of the state. The Russian language has the status of a state language, but, given the large number of ethnic groups living on the territory of Russia, it must not jeopardise other national languages, as this could lead to inter-ethnic conflicts. Some of the key issues Russia is currently facing in this field are: the process of globalisation, the uncontrolled penetration of anglicisms into the Russian language, the adverse impact of the Internet and social networks on literacy, especially with the younger population. All valid rules of the Russian orthography are, in fact, prescribed by the Government of The Russian Federation. Laws regulating the area of language policy are the Constitution of the Russian Federation, the Law on the Languages of the Peoples of the Russian Federation, and the Law on the State Language of the Russian Federation.

The financial sector of the Republic of Moldova belongs to the developing ones and is characterized by a higher level of risk and, therefore, a higher likelihood of a systemic crisis. Globalization and development of advanced information technologies not only create great opportunities for rapid economic development, but also pose serious security threats to the economic development of states, especially in a developing economy. In these conditions, the issue of ensuring the financial stability of the state is becoming increasingly relevant. The state of the financial and foreign exchange market represents one of the most important aspects of the financial security of the state. This study has been developed as part of the scientific project 15.817.06.02A "Development of tools for measuring the financial stability of the state". The study analyzes various macrofinancial risk management tools. The purpose of this study was to calculate the pressure index on the foreign exchange market of both the Republic of Moldova and the main partner countries in terms of international trade. The results of related studies conducted by the authors of this work, which revealed that stability indicators in the foreign exchange market are associated with foreign trade risks served as an argument for the authors of the work to calculate the pressure index on the currency market of Romania and the Russian Federation for comparison with the indicators of the Republic of Moldova. Methods used in research include theoretical and comparative approaches, descriptive statistics and econometric models. The results of the research showed that international trade and the foreign exchange market are interdependent. The first can be considered a channel for transmitting the currency crisis, since demand increases with increasing imports, and this leads to increased pressure on the foreign exchange market. Increased exports reduce pressure on the foreign exchange market. But the greatest impact on the foreign exchange market in the Republic of Moldova is made by remittances from abroad, which are directly correlated with the dynamics of labor exports. At the same time, it was concluded that at present, due to macroprudential regulation, there are no linear dependencies in financial markets and, therefore, there are no correlations, but only the interdependence of variables.
