The formation of the knowledge economy, the intellectualization of labor, the development of new information technologies, technological changes in production, the demographic crisis contributed to serious changes in the existing mechanism of social development of the agricultural enterprise and necessitated the formation of an effective personnel management system, including all aspects of management, including those related to staff motivation. In the formation of employee motivation, increasing their self-expression in work, a special place is occupied by the social policy of the enterprise. The social policy of an enterprise (organization), as an integral part of management, is an activity related to the provision of additional benefits, services and social benefits to its employees. The factors of the social environment are studied in the article, the directions of making managerial decisions on the social development of the agricultural enterprise are determined, the theoretical aspects are considered and the organizational foundations of the formation of the social development mechanism are identified, the main stages of the process of formation and implementation of the social policy system are identified, the methodology of social development analysis is determined. The developed recommendations on improving the social policy of an agricultural enterprise, consisting in the selection of effective forms and methods for realizing the needs of various social groups and their financing sources, are of practical importance. To improve the work of the personnel service for personnel management in the social policy system, it was proposed to carry out activities such as personnel monitoring, controlling, marketing personnel and personnel consulting.

The object of the research is to determine the major lines in forming the social process mechanism and elaborate the recommendations on improving the social policy of agricultural farming community. The article examines the social factors, indicates the trends of making management decisions on the social process of agricultural enterprise, reviews the theoretical aspects and outlines the basic arrangements of forming the social process mechanism, proposes the milestones of forming and implementing the social policy system, as well as defines the method of analyzing social process. The elaborated recommendations on improving the social policy of agricultural farming community, which consist in selecting effective forms and methods of satisfying the demands of different social groups and their sources of financing, are of practical importance.

The article examines the relationship between the social policy of the state and the Institute of social work. Some foreign and domestic approaches to defi ning the essence of social work as a specifi c type of activity are presented. It is noted that at a specifi c historical stage, the prevailing directions of social work, models of social assistance and support are determined by the socio-economic situation in the country, the level of social development, and the socio-cultural context. It is emphasized that in the conditions of modern reality, there is a need to develop the Institute of social work and realize its potential.

This chapter considers more specific statutory and common law rules that may also seem to have the potential to deny, or at least affect, a claim based on proprietary estoppel. It therefore considers the effect of informality, incapacity, ultra vires, and illegality. The chapter focuses in particular on informality, as this is the area of most practical importance. In its interaction with rules as to formality, capacity, vires, or legality, proprietary estoppel is no different from any other legal doctrine: it will not be allowed to operate in such a way as to stultify or undermine the statutory or common law rule. The effect of a particular statutory provision on a proprietary estoppel claim will therefore depend on ‘the nature of the enactment, the purpose of the provision and the social policy behind it’; the same can be said for the impact of a non-statutory rule. The court will also have to consider the conduct of each of A and B and whether it would, overall, be ‘disproportionate’ to deny B’s claim. The precise nature of the claimed estoppel is therefore important.

The aim of the study is to analyse the effectiveness of personnel social development management tools. The essence of social policy, social guarantees, social programs has been considered in the article. The importance of managing social development of personnel for large companies has been substantiated, the functions and tasks of social management have been highlighted. The implementation of the functions considered will help to attract and retain more qualified and talented employees, improve the effectiveness of professional interaction in the team and, accordingly, increase the efficiency of the staff and the enterprise as a whole.The influence of the level of planning social programs on increasing the level of employee loyalty to the organization, the growth of labor productivity, social activity, creativity, rationalization of activities have been noted. The role of management of the personnel social development, the social working conditions and social infrastructure has been argued. The most important tools for managing social development of enterprise personnel have been highlighted.

In this work we report the results of the documentary analysis of a scholarship program and of the social policy in which it falls, with a double objective: to uncover epistemological and ethical-social deficiencies in its design and operation, and to derive some recommendations for the formulation of policies and programs in the educational field. Methodologically, our first step was to review 13 evaluations of social development programs carried out between 2015 and 2018. The review led us to do a meta-analysis of the evaluations, based on the weaknesses and strengths pointed out by the evaluators. To systematize and make comparisons, we used the Atlas Ti tool (version 7). What stands out in the analysis of the discourse carried out is that the social development policy was not entirely coherent with the purpose established in the corresponding regulations and sought to meet objectives and goals, beyond what was established in the laws. This made the design more complex, made the diagnoses insufficient, made the operation more difficult and moved the programs away from the central objective: overcoming poverty. Furthermore, it is concluded that political will and innovative ideas are not enough for an effective social policy. Good diagnoses are required, based not only on an analysis of the reality that is problematic, but also on a review of available scientific works and articles, and on the results of previous experiences. On this basis, the design of social policy should formulate clear objectives, have a consistent logical and technical structure, and propose viable and precise strategies for action. The same would have to happen with programs derived from social policy.

Efficiency of collective action, aimed at social development, in many ways depends on the level of being well-informed and the intensiveness of knowledge sharing between the social agents, which are the professional corporate communities in this domain. Modern information technologies allow influencing the social development by establishing of Internet networks for geographically separated social agents who collaborate on the basis of “horizontal” communications. From this point of view, the Internet can be considered a catalyst of inter-group communication and an instrument for decentralized projection of social development. There has been no sociological research conducted in Ukraine to find out the efficiency level of cooperation between social agents using an Internet network to share information and knowledge concerning local and regional development. But even a general overview of the Ukrainian Internet shows an unsatisfactory state of such cooperation. Indirectly, this is proved by the data regarding the Internet content for 2002, which demonstrates that scientific research and educational organizations represented only 4.4% of the Internet content (Bryzhko, , Tsymbaliuk, Orekhov, & Galchenko, 2002, p. 101). We have all the grounds to state that computer databases existing in Ukraine do not meet the requirements of the local and regional development. Further, they do not contribute sufficiently to the professional growth and development of the professional communities’ ethical standards.

The main aim of the research is to distinguish scientific approaches to determining the essence of the management of social development of staff and the justification of interrelated management decisions aimed at developing strategic planning and forecasting in the personnel management system based on the principles of social responsibility. The subject of the study is the management system of social development of the personnel of economic entities. Research design is the basis of the theoretical and methodological research was the scientific works of domestic and foreign scientists concerning the strategic management of social development of personnel, as well as the concept of corporate social responsibility of business. Research results: the concept of strategic planning for the social development of personnel is presented, a methodological approach to evaluating the effectiveness of personnel management based on the principles of corporate responsibility is proposed, which allows determining the level of employee compliance.

The purpose of the study was to identify and characterize the factors that affect the efficiency of innovations implementation in the social development. Methodology. It was possible to characterize the essence and content of innovations in the social development, to identify factors that affect the efficiency of innovations implementation in the social development through the use of the methods of analysis, systematization, comparison, confronting, generalization of scientific literature and legal and regulatory framework. Results. It was found that in a broad meaning, scientists considered the social development as a change in society, resulting in new social relations, institutions, norms and values. In a narrow meaning, the social development could be seen as a change in the social structure, individual institutions of the society, as a result of which they appeared themselves in a new state. At the same time, the characteristic features of the innovative social development were: novelty for the social environment in which it was implemented; focus on meeting current social needs, solving social problems; had a practical nature of the development, involved the implementation of ideas; transformation of social relations. It was established that innovations in today's conditions were a basic condition of the social development which provided both innovative ideas and innovative methods, ways, technologies of their application. The key factors of the innovative social development were identified: legal support and financial assistance, favorable social-and-economic conditions, innovative resources, critical mass. It was found that efficiency in the implementation of the innovative social development could be achieved through the accumulation of human potential and economic support; formation of the corresponding legislative, financial, economic base; increasing the social activity of young people; modernization of social infrastructure; introduction of innovative technologies, etc. Practical importance. We hope that the results of the study, our observations and comments will contribute to the effective implementation of innovations in the social development, will help to create the necessary conditions, to develop appropriate measures to regulate the activity. Prospects for further study. In our opinion, the issues of factors influencing the quality of human potential, mechanisms of implementing social innovations, etc. can be further developed.

Abstract The reduction in the number of households living at risk of poverty is a common objective of EU countries but the social policy of each member state is different. This paper provides an overview of components of social transfers and their share in total household incomes in EU countries. The aim of the paper is to assess the effectiveness of the social systems of each on the basis of the number of households at risk of poverty determined before and after the payment of social benefits. Four segments of EU countries were identified in cluster analysis according to their approach to social transfer settings using primary data from EU-SILC survey. The combination of high share of social benefits and low share of old age pensions proves to be better in the fight against poverty. The relationship between an economic performance and a functioning social policy system appears in EU countries.

The аtricle presents the analysis of modern trends in shaping, implementation, and development of regional social policy in Ukraine. It breaks into stages shaping the regional social policy in the period of independent Ukranian state: the stage of post-Soviet reconstruction and the Eurointegration stage. Social priorities are ranged on the basis of empirical research in regional strategies of Ukrainian regions. Among top priorities in social development of the regions, in particular, social protection of population is recognized as the regional priority in half of the regions of Ukraine. On these grounds, the article justifies the special role of the department of social protection of population in the regional state administration as a key management subject in the field of regional social policy implementation. It is proved that the functional content load in the activities of executive authorities in the regions is based on the functions of social and service contents and functions of social development (goal-setting, forecasting, monitoring, and outsourcing). The article provides suggestions on the improvement of methodological tools for active implementation of social development function in the conditions of decentralization in the social sphere. It is proved that regional social policy in its development is perspective-oriented, which ensures gradual European integration progression of the Ukrainian state.
