The article analyzes methods of ensuring the migrants rights by the public authorities of the Russian Federation, the individual elements of the migration policy of the Russian Federation relating to the activities of public authorities. It considers the activities in the field of protection of the migrants rights by such authorities as the Russian President's Office for Constitutional Rights of Citizens, the Presidential Council for Civil Society and Human Rights, the Council for Interethnic Relations, General Directorate for Migration, Chief Directorate for Migration Issues of Ministry of Internal Affairs of the Russian Federation, their normative documents, that regulate their activities. It examines separately the activities of the RF Government in the field of protection of the migrants rights, as well as judicial authorities; it identifies the special role of the RF Constitutional Court in the field of ensuring the rights of migrants, refugees, the internally displaced and stateless persons. It underlines the role of authority bodies of the RF entities in ensuring the migrants rights in terms of Irkursk Oblast. The article offers to differentiate strictly the role of each authority body in the field of migrants rights protection, as well as to pay specific attention to regulation of activities of the FR entities authority bodies in this direction.

The article considers the peculiarities of foreign citizens stay on the Russian Federation territory. The rights and freedoms of foreigners guaranteed by the Constitution of the Russian Federation and other laws are reviewed and examined. The article provides a comparative legal analysis of the status and rights of both the Russian Federation citizen and a foreign citizen residing in the territory of this state. Common and distinctive features of these two categories are specified. The matters of employment of foreign citizens and restrictions on the rights to participate in labor relations, which is due to the fact that non-citizens have the right to work only if they have a work permit, are also considered. In its turn, the component of migration policy is revealed, that is, the problem of expulsion and deportation of a foreign citizen from the Russian Federation is touched upon. Administrative expulsion and deportation of foreign citizens from the Russian Federation is a form of state activity that regulates relations with foreign citizens and is aimed to protect the State border.

Introduction. The article is devoted to the transformation of migration policies during the COVID-19 coronavirus pandemic. The article discusses changes in migration processes in connection with the COVID-19. The aim of the article is to illustrate how the countries’ migration policy has changed due to the pandemic and what measures have been developed to support migrants. Methods and materials. The research methodology includes general scientific research methods, such as analysis, synthesis, content analysis and the aristotelian method. As well as specific scientific methods, such as comparative legal and system analysis. The empirical basis of the study is the data of the General Administration for Migration Issues of the Ministry of Internal Affairs of Russian Federation, the International Organization for Migration (IOM), and the United Nations (UN). Analysis. The authors conducted a comparative analysis of migration policies of various countries during the COVID-19 coronavirus pandemic. Considerable attention is paid to the measures taken by countries to provide various types of support to migrants. The authors also analyzed the activities of international organizations and the civil society. The authors concluded that measures to restrain the pandemic affected the implementation of funded integration projects in the European countries, some activities were postponed, however, the European countries made certain efforts to adopt new integration practices to support migrants during the COVID-19 pandemic. Discussion. The authors assessed the further development of migration processes and countries migration policies. Results. The authors effectuated a conclusion that the COVID-19 pandemic has had a significant impact on the transformation of migration processes and migration policies. The authors focused on how events in the migration sphere would develop, and what changes would take place in the migration policy of the Russian Federation. The research results presented in the article can be used to improve the migration policy of the Russian Federation in relation to labour migrants and to develop regulatory migration measures.

Purpose of research. The article examines the human potential of the Russian Federation in the context of the established second wave of the demographic crisis. The article analyzes the state of the number, composition and structure of the population of the Russian Federation during the first (1992–2012) and second demographic crisis (2016 and up to the present), taking into account the factors of population reproduction (birth rate and mortality) and migration inflows to the country. Factors and causes of external migration with the CIS countries are identified, as they have been and remain the main donors for replenishing the population of the Russian Federation. On the basis of analytical indicators of dynamics and methods of statistical relationships, an assessment of external migration growth and its impact on the country's economy is carried out. Special attention is paid to measures taken at the state level to stabilize and improve migration problems.Materials and methods. The information base of the study is statistical data and analytical information on external migration flows, based on statistical surveys conducted in the country. The methodological basis of the research is represented by statistical methods of information analysis: comparative analysis, structural and dynamic analysis, analysis of the interrelationships of migration and economic indicators.Results. The article analyzes in detail the results of current events in the country during periods of demographic decline and population growth since 1992. Due to the demographic policy implemented in the country, as well as the peculiarities of the age and gender structure of the population, it is proved that the main component for population growth is still the migration inflow. Special attention is paid to external labor migration in recent years. The impact of migration growth on economic indicators (unemployment rate, real wages, index of physical volume of GDP) and the development of the economy as a whole are estimated. Also, on the scale of the State National Policy Strategy being implemented until 2025, state measures to stabilize and improve the situation in the field of migration policy are presented and analyzed.Conclusion. Due to the fact that migration policy is a defining component of demographic policy, which is currently one of the priorities of the state's development, it is advisable to regularly study external migration as one of the most important sources of replenishment of human capital and hence the development of the country's economy. Therefore, the government of the Russian Federation should pay special attention to measures to attract foreign highly qualified labor force in active working age; providing foreign students who have successfully completed their studies and defended their diplomas in Russian universities with the opportunity to find a job in our country in order to obtain Russian citizenship and create a family in Russia. As well as carrying out regular monitoring studies on adaptation of foreign citizens, taking into account regional peculiarities of development of economy of our country, because today in the conditions of demographic decline of the Russian population it is one of the main sources of economic development on the geopolitical level, as labor potential – a basis for national economic growth.

Migration is a mass phenomenon of our time, a permanent phenomenon which takes manyforms, affects all continents and all countries. This phenomenon is one of the most important socialand international issues of the modern world. In this context, the Russian Federation is not freefrom problems arising from migration processes. Migration policy of the Russian Federation isa very important part of that country’s geopolitical game. Location Russia between the EuropeanUnion and China creates considerable scope to influence the shape of migration processes notonly regional but also global. Russia has become a country of immigration. There are two veryimportant aspects in the migration policy of Russia: the internal and external aspects. The internalaspect relates to such phenomena as the fight against the demographic crisis and related deficitsin the labor market, national and religious revival of ethnic groups living in Russia, the low levelof social integration of immigrants. In terms of external migration policy is treated as an instrumentof pressure on the countries of the former Soviet Union, a way of shaping relations with Chinaand the element of national security. Russian migration policy is an active instrument for solvingproblems within the country, as well as a very important foreign policy wizard. Pejorative sideof this policy is that it is planned from above, without taking into account the needs and natureof various Russian regions.

The article examines the problems of transformation of migration policy and territorial devel-opment strategy of Russia in the post-Soviet period. Some aspects of the development of market relations and integration processes in Russia are analyzed in historical retrospect. Conclusions from the comparison of the stages of integration development within the framework of the CMEA and the EAEU are summarized. The objectives of the "Concept of the state Migration Policy of the Russian Federation for 2019-2025" and "Strategy of Spatial development of the Russian Federation for the period till 2025" are analyzed. The inconsistency is noted between the goals of territorial development of the Russian Federation, proposed the "Strategy of spatial development of the Russian Federation for the period till 2025" approaches to reducing uneven socio-economic development of the Russian Federation, the quality of life of Russians, excluding migration as an important mechanism of territorial redistribution of Russians on the territory of the country. The author gives an example of his own participation in the development of theoretical and practical approaches to reduce the severity of the problem of significant territorial differentiation of the quality of life of Russians in the period of administrative-command, planned economy in the RSFSR. Emphasizes the enduring social purpose of the concept of a Unified Settlement System (USS) proposed by B. S. Khorev on the territory of the RSFSR. It raises the question about the need for creative adaptation of the proposed by USS solutions to the social territorial inequalities in the digital economy. The need to use the USS methodology to select and formulate the goal of territorial development of the Russian Federation — the social state. Take into account the specifics of modern processes of globalization — the regionalization, both in the concepts of migration policy and in the strategies of territorial development of the Russian Federation in the coordinates of the prospects for developing and defining the goals of the concept of demographic development within the EAEU, proposed for discussion by S. V. Ryazantsev.
