The importance of small and medium enterprises (SMEs) for the economy of our country is constantly growing. In 2018, they made up 99.8% of the enterprises in the country. They employ 75.7% of all employees in the economy and they provide 65.3% of the country‘s added value. The innovation activity of SMEs largely determines the overall innovative performance of our country, and therefore the pace of its development. It is increasingly realized that the stimulation of innovation in SMEs is an important mechanism for achieving competitiveness and economic success not only of individual enterprises but also of our country as a whole. Given this, the first purpose of this study is to perform a comparative analysis of the innovation activity of Bulgarian SMEs compared to the other EU countries and to determine the main areas of achievement and lag. The comparative analysis was performed on the basis of data from official national, European and world sources, as well as from published research results on this issue. The second purpose is to present the results of an empirical study of the innovation activity of a sample of Bulgarian SMEs, conducted by the authors. The survey covers 100 micro, small and medium-sized enterprises from different sectors of the processing industry and its purpose is to check, supplement and clarify secondary information studied for the first stage.

The article deals with the provisions of the current legislation containing measures of state stimulation of investment activity for the purpose of industrial development and production of competitive products. Among the array of legislation, the author identifies the position of the industrial policy under which conditions are created for legal, economic and organizational stimulation of legal entities and individual entrepreneurs to establish or maintain (modernizing) industrial projects in the Russian Federation. The author points out that the legislation provides for financial assistance in terms of grants from the federal budget of the Russian Federation, the budgets of the Russian Federation, local budgets; the possibility of concluding a special investment contract; provision of information and consulting services; support scientific and technological activity and innovation activity of investors in the industry. The article details the procedure for granting state guarantees of the Russian Federation on loans or bond loans, attracted for implementation of investment projects related to the creation of new or renovation of existing social, agroindustrial, industrial, utility and transportation facilities, and the possibility of their further exploitation. The authors point to the desirability of introducing legislation on investment activities, the provisions on the criteria for the recognition of investment objects as socially important facilities in the Russian Federation.

The paper focuses on modernization of the Russian national innovation system under conditions of the emerging "new economy", determined by transformation of innovations, information technology and education into key factors of economic growth. Analysis of specifics of the S&T and innovation sector is provided from the viewpoint of its consistence with the requirements of the economy and society. Potential measures of its reforming are formulated, e.g. required institutional changes, reorganization of the public budget system, stimulation of technology commercialization and innovation activity.

Currently, technological parks constitute the most organisational and conceptually developed type of innovation centres and entrepreneurship. This results in the fact that they can be encountered in all highly developed countries in the world. They are also formed in the catching-up countries. However, one should consider whether the stimulation of innovation in the countries, which are not based on knowledge through institutional solutions used in the developed countries will turn out to be effective. Because between these countries there is a technological gap. The aim of the article was therefore to determine, using the probit modelling, the direction and strength of technological parks on the innovation activity. The study covered two provinces: Silesian, which is one of the most developed regions in Poland and Pomeranian with the intermediate industrial system. The influence of technological parks on innovation was determined based on the survey conducted in 1453 industrial enterprises. The main conclusions are brought down to the following theses: (1) using the technological parks increases the chance for the implementation of new solutions by enterprises, (2) parks to a greater extent stimulate the innovation activity in the developed province, (3) enterprises entering in the cross-regional network relations favours the selection of the technological park as the catalyst for innovation processes.

The article considers alternative financial models and their characteristics; the possibility of adaptation in the economy of the Russian Federation is analyzed. The operating Russian financial system is aimed more at financing major enterprises and holdings with stable development. Economic projects of priority development don’t conform to the standards of traditional financial institutions. It’s necessary to implement the system of alternative models of drawing private capital, currently not active, into innovation and technologic small enterprises and innovation start-ups.

Strategic tasks for building the innovative economy in Ukraine require qualitatively new approaches to the development and use of the innovative component of human capital in Ukraine, reforming existing motivational mechanisms. Prospects for quality human development and competitiveness of Ukraine's economy are becoming increasingly dependent on innovation activity of workers in the field of labor. There is a practical need to find opportunities for development and use of the innovative component of human capital based on improving the motivational mechanisms of enterprises and organizations. Imperfection of motivational mechanisms at the enterprises of Ukraine slows down the processes of development and use of the innovative component of human capital. The unsolved parts of the outlined problem include insufficient study of the possibilities of motivational mechanisms to stimulate innovative activity of employees, it is necessary to prove the need to take into account the system of stimulation of regulated and creative (innovative) components of labor activity. The aim of the article is to develop scientific and practical recommendations for improving the motivational mechanism of development and use of the innovative component of human capital of enterprises, based on labor incentives, taking into account the regulated and creative (innovative) component of labor activity. The objective need for the development of the innovative component of human capital in the conditions of growing demand for innovations was substantiated. Scientific approaches to understanding the essence of the motivational mechanism in the field of labor taking into account the needs of the development of the innovative component of human capital were revealed. The author's version of the interpretation of the motivational mechanism for regulating the development and implementation of the innovative component of human capital in the field of labor was proposed. By means of modeling the authors proved the feasibility of priority stimulation of work with elements of creativity, which significantly affects the change in profitability of the enterprise. Taking into account the theoretical analysis and modeling, it was proposed to develop a structural and logical scheme of the motivational mechanism for regulating the development and implementation of the innovative component of human capital, which is based on the system of stimulating regulated and creative work. The advantages and new features of the proposed motivational mechanism is that it is based on the stimulation of labor, taking into account the regulated and creative (innovative) components of labor. Prospects for further research are related to the improvement of the system of incentives for innovative work and the development of flexible mechanisms for their regulation.

The paper presents possibilities of the use of leasing as an instrument of financing of innovation activities. At present times the issue of search of new ways of financial provision for innovation activity, which is the main factor of competitiveness of the enterprises, is of a particular importance. In the paper advantages of the leasing funding mechanism for innovation activities are presented, and the role of innovative leasing in modern conditions is revealed. The comparative analysis of regulation of leasing in a number of European countries is carried out, and also the analysis of the European leasing market is submitted. The structure and current trends of development of the domestic leasing market are considered. The main problems interfering development of leasing in Armenia are revealed. On the basis of the best European practices recommendations are provided, which will promote the use of leasing for stimulation of innovation activities of the enterprises in Armenia.

Summary The impact of business support organizations on the innovative activity of Lubusz industrial enterprises Business support institutions are one of the institutional solutions that are aimed at stimulating innovation, and influenced by innovation policy. The aim of the article was to determine the impact of business support institutions on the innovative activity of enterprises that use their services in comparison to entities that do not. However, the research hypothesis was that institutions will increase the chances of running innovation activity and cooperation, but the impact will be diversified. 756 industrial enterprises from the Lubusz voivodeship took part in the survey. It was carried out in 2014 for the years of 2011-2013. The multifactorial logit modelling was used as the research model. As a result of the conducted analyses, it was established that technology parks and training and consulting centres are a strong link of supporting the innovation of industrial enterprises in the region. In addition, innovation centres, such as technology parks, technology incubators, technology transfer centres and business angel networks increase the chances of incurring expenditures on research and development activities. In the voivodeship, the institutions also initiate cooperation in the area of new solutions. Entrepreneurs are more likely to cooperate with each other than to transfer knowledge from the sphere of science to business.

The Russia’s innovative development is the most important indicator of the competitiveness of the national economy. By implementing an innovation policy, the state stimulates the innovative activity of industrial enterprises. The study analyzes the impact of changes in the regulatory framework in the Russian Federation on the level of innovation development and the country’s position in the world ranking of innovative activity. The article reviews the tendencies of foreign government stimulation of business innovation activity on the example of the USA, India and Sweden and draws a conclusion about the significant role of the state and the need for targeted financing of enterprises’ innovative activities. Comparative analysis and diagnostics of innovation policy problems, analysis of the rating of innovation activity, forecasting the costs of technological innovation, determination of criteria for innovative activity of industrial enterprises were used as research methods. As a result, the proposed approaches to stimulate the innovative activity of industrial enterprises, taking into account the differentiation of enterprises by the addressee, channels, frequency and method of implementation of incentives. The introduction of the proposed approaches will increase the innovative activity of industrial enterprises, which will lead to an increase in the competitiveness of the national economy.
