Local government in Ukraine: the form without content Ukrainian crisis of 2013/2014 that is perceived as Euromaidan can be explained, besides other external reasons, also in the terms of the mental and societal conflict between formally democratic, but non‑working legal norms, and the clientele, even feudal political practice. The ideal of democracy can be tested on the local level where the government structures are physically closer to citizens that can use the mechanisms of the direct and other forms of democracy. But in Ukraine the scenario of the rapid and radical transition towards the principles of the local democracy that was implemented in some Central‑European countries was not realized because of the inherited system of the centralized governance, the administrative and territorial division, lack of the motivated elite, non‑activist type of the political culture. The existing legal environment for functioning of the elected councils and mayors did not stimulated the efficient development of the local communities, as well as the faith of the citizens in the role of the political decision‑making, that is the core of the local democracy. Set of the political discourses that are vital in the modern Ukraine and connected with the question of the political system renovation is centered around the decentralization of power, construction of the new scheme of the administrative division of Ukrainian regions. The adoption of the new Constitution in the pair with the political activism of Ukrainian can be a starting point for the construction of the vital local government filled with the sense of democracy.

This study aims to determine and analyze the Diversification Strategy of Cultural Attractions in Support of Tourism Development in Wakatobi Village. This research method is qualitative research. The determination of the informants in this study was obtained by purposive sampling. The informants are community leaders and traditional leaders who are key informants. The results show that the opportunity for Wakatobi Regency to become a cultural tourism destination can be opened, because it is supported by the exoticism of local communities with their cultural diversity. The strategy that can be prioritized in the development of Wakatobi village tourism is the diversification of cultural attractions that are organized through institutions or Tourism Awareness Groups initiated by the community and funded by the local government and acting as an active facilitator. It seems that the political will and political commitment of leaders to maximize local government efforts need to be supported by tourism stakeholders from the government, private sector and the wider community, this is a weakness that needs to be covered so that the strategy in developing Community Base Tourism (CBT) tourism in Wakatobi provides a diversification of attractions. tour which is actually quite interesting to witness. Penelitian ini bertujuan untuk mengetahui dan menganalisa Strategi Diversifikasi Atraksi Budaya Dalam Mendukung Pengembangan Wisata Desa Wakatobi. Metode penelitian ini adalah penelitian kualitatif. Penentuan informan penelitian ini diperoleh secara Purposive sampling. Adapun informan yaitu tokoh masyarakat dan tokoh adat yang merupakan informan kunci. Hasil penelitian menunjukkan peluang kabupaten wakatobi menjadi destinasi wisata budaya dapat terbuka, karena didukung oleh eksotisme komunitas lokal dengan keberagaman budaya yang mereka miliki. Strategi yang dapat diprioritas dapat dalam pengembangan wisata desa Wakatobi adalah  diversifikasi atraksi budaya yang terorganisasi melalui kelembagaan atau Kelompok Sadar Wisata yang diprakarsai masyarakat dan didanai oleh pemerintah daerah serta berperan sebagai fasilitator yang aktif. Tampaknya political will dan political comitment pemimpin untuk memaksimalkan upaya pemerintah daerah perlu di dukung oleh stekholder pariwisata dari pihak jajaran pemerintah, swasta dan masyarakat luas hal merupakan kelemahan yang perlu ditutupi agar strategi dalam pengembangan wisata Community Base Tourism (CBT) di Wakatobi menyajikan adanya diversifikasi atraksi wisata yang sesungguhnya cukup menarik untuk disaksikan.

This chapter argues that democratic local government embeds the culture of democracy at grassroots: as the government closest to the people, it establishes a culture of responsiveness, transparency, and accountability more readily and effectively than by holding national leaders to account. Local democracy can also be used strategically when a country seeks to move from an authoritarian or military regime to democracy. Furthermore, it provides space for political inclusivity—an argument with particular relevance in ethnically diverse societies, where a winner-takes-all paradigm of competition at the national level typically results in the marginalization of geographically concentrated losers. Finally, local government allows for experimentation in different forms of inclusive politics, be they representative or participatory. However, although most African countries have adopted decentralization policies, the dividends are meagre. Local government is but feebly equipped to play a democracy-constituting role: operating in a constrained constitutional environment, central governments have generally not allowed local governments the opportunity to hold regular free and fair elections and thereby play a role in democratization. Despite these findings, there is also some evidence that on occasion local democracy has indeed played such a role and thus enhanced democratic participation.

When Mary queen of Scots met her first Parliament, she encountered an institution that had long played an influential part in Scottish history. The Scottish Parliament was important for its legislation and taxation, but it was even more important as the forum in which the political community assembled to take major decisions about how the government should be configured. This article uses a newly-discovered list of those attending the Parliament of 1563 as the starting-point for an investigation of the political community in Mary's reign.Although our understanding of sixteenth-century politics has been much enhanced by studies focused on “kingship,” many crucial issues concern relationships among people other than the king. For more than half of the century there was no adult monarch present, and government had to be carried on by consensus between a regent and the nobility. Adult monarchs usually had more power than temporary regents, but they, too, had to seek consensus if they were to rule successfully.

Problem setting. Ukraine has significant regional imbalances in attracting investment. The most attractive for investors is Kyiv city, where almost 50% of foreign investments are accumulated. At the same time, other regions remain unattractive for investors. The unsatisfactory situation in the regions is a reflection of unfavorable investment climate and requires the use of new tools to attract investment. The use of marketing tools can stimulate the inflow of investment into small cities and communities. Given these, the issue of using marketing tools to attract investment in local communities remains unexplored and relevant.Recent research and publications analysis. An important contribution to the study of territory marketing and investment attraction was made by: S. Ankholt, V. Bondarenko, D. Vizghalov, M. Hovorukhina, N. Hrynchuk, K. Dinni, O. Ignatenko, F. Kotler, O. Osovets, A. Pankrukhin, S. Smerichevskyi, R. Fedorov, O. Fedorovych, D. Frolov, O. Khymych, and others.Highlighting previously unsettled parts of the general problem. An analysis of the literature on this issue has shown that domestic researches are quite narrowly specialized and most English-language works on this topic are written in the form of study of real situations and have non-scientific characters.The purpose of the article is to reveal the essence of marketing tools and justify the feasibility of their use to attract investment in local communities, and improve the investment climate in Ukraine.Paper main body. In recent years, Ukraine has taken significant steps to decentralize its power and resources. And although decentralization is a complicated reform, it is also one of the most successful reforms in Ukraine. This reform provides the transfer of powers and finances for their implementation from the central government to local authorities. The starting point of the reform is the thesis that local authorities are better oriented at local problems and can use funds more effectively to solve them.However, in the context of the economic crisis caused by the spread of the COVID-19 pandemic, the government is cutting transfers to support infrastructure and urban development in general. The local authorities in Ukraine suffer from an austerity policy pursued by the government. With this in mind, communities need to work to create a positive image of the area, to diversify sources of capital, and attract new investors.Taking into account the limited budgets and the specifics of activities at the local level, the minimum set of tools for attracting investment in local communities should include: development of investment strategy and program, brand formation of the territory, development of investment passport, formation of industry reviews, construction of investor’s roadmap, distribution of investment proposals, creation and updating of investment website, work in social networks, development of interactive investment map, press kit formation, preparation of multimedia presentations, participation in road-shows, investment seminars, conferences, forums and exhibitions, targeted search for new investors and formation of existing investors database.Conclusions of the research and prospects for further studies. The results of the study confirm that in the conditions of competition for investment funds, marketing tools for attracting investments come to the fore. Although the marketing of territories is a relatively young area of research, it can contribute to the successful promotion of local communities to attract investment and improve the image of the territory. The skillful use of marketing tools can help attract investment to local communities.In further research, we plan to study tax instruments to stimulate investment activity to improve the investment climate in Ukraine.

The study aims to identify the role of local government and its transformation in response to the COVID-19. It also shows how local governments extended the scope of accountability and transparency to strengthen democracy. The study followed the social survey method and collected data online through Google Docs form. The data were analyzed through descriptive statistics to generate expected results and test the hypothesis by the Spearman correlation coefficient. The study found local governments were positive during COVID-19 to provide services and offered more public engagement in policy formulation, thus more democratic. The health sector has shown the highest priority, with food and environmental services. Inefficient management capacity of leaders and apathy in public engagement hamper resource mobilization at the local level. During COVID-19, ICT intervention and innovation for digital transformation in local governance increased accountability and transparency through easy and effective participation of mass people to strengthen local democracy to respond effectively against COVID-19.

The political culture of the local community, especially the coastal communities in Dulupi District, Boalemo Regency, is the main instrument in strengthening democracy at the local level of Gorontalo. The composition of voters according to 2019 election data shows 38.4% or 4,418 voters in Dulupi District are in coastal areas including 2,926 people in Dulupi village and 1,492 people in Tabongo village. The figure of 38.4% shows that political participation for coastal communities will determine the direction of development and strengthening democracy at the local level, especially in Boalemo Regency. In fact, the strengthening of local democracy is strengthened through the participant's political culture, but the paternalistic coastal social system tends to direct the political culture of the local community to the parochial aspects and subjects or what is known as kaula politics. Therefore, the tendency of coastal communities to determine their political rights is more on the consideration of parochials and subjects than the participant's cultural aspects. This writing would like to analyze and map the orientation of the political culture of coastal communities in Dulupi District as an agenda for strengthening local democracy in Boalemo District which encompasses: 1) How is the cultural orientation of coastal communities in Dulupi District in strengthening Boalemo local democracy and 2) What factors affect the political cultural orientation of coastal communities in Dulupi District in strengthening Boalemo local democracy.

In a developing country like Bangladesh, the devolved local government system is widely recognized as one of the key institutional forms for the citizen-centric public service delivery system and ensuring democratic governance at the grassroots level. However, the democratic nature of local governments and their effective role in rendering services are contingent upon the political and institutional environments of the country. Competitive electoral process is key to local democratic governance. The purpose of this article is to analyze the implications of contemporary political order and institutional environments for the proper functioning of the Union Parishad (council), the lowest tier of the local government system in Bangladesh. More specifically, this study will reflect on how political clientelism, partyarchy and institutional environments have stymied competitive electoral politics at the local level which may result in democratic backsliding.

Using social representations theory, we studied the social meanings of a controversial Memorandum of Agreement (MOA) between the Government of the Republic of the Philippines and the Moro Islamic Liberation Front. In Study One, we describe the discursive content of the social debate by content analyzing articles from newspapers and selected websites. Study Two uses a survey to examine the fit between social representations of the political elite, as found in media, and the nonelite in Mindanao territories where the MOA was hotly contested. Study Three presents the social representations of the MOA at the local level through analysis of key informant interviews and archival data. Discriminant analysis on survey data shows that in general, the debate of political elites in media mirrors the contentions on-the-ground. However, the issue of constitutionality was only taken up by the political elite. Our findings suggest that the political stumble of the GRP-MILF peace process lay in a lack of procedural fairness and an on-the-ground participatory process acceptable to all antagonistic parties. However, the socially represented fair procedure is not about conventional democratic ways like using or not using a constitutional frame, but rather about pragmatic positioning and public consultations.

The study has examined the effectiveness of fund management at local government bodies in Nepal. Many problems could be observed at the local level government units, in terms of management of fund, lack of capacity, lack of elected representatives at grassroots level, political transition, lack of capacity to use information, and weak institutional mechanism. The study reports that the data on fund utilization should be easily available and comprehensible to the general public so that people can extract data, compare them, analyze them, and use them as per their needs. The study further highlights that the government need to focus on adequacy of the fund, proper mechanism of budget spent, and enhancing the efficiency of financial planning and budgetary process at the local level. To upgrade the credibility of the budget at the local and central government units, some measures need to be considered, for example efficiency of Municipality in delivery of service need to be strengthened, level of development work need to be visible enough.

The chapter is a study of the democratic challenges faced and the local governance structures in Pakistan; how these two are intertwined and influenced by one another. The importance of local government elections and the issue of reinstatement of local government system in the current political scenario has also been the focus of the research. The role of political parties both in the government and in the opposition, in holding the local government elections that is also affecting the mainstream politics up to a significant level. Thus, the resultant situation is definitely affecting the democratic process in the country. The chapter will therefore study this cause and effect phenomenon occurring in the political landscape of Pakistan.
