Addressing food poverty in the UK

The foodbank network The Trussell Trust does not only give emergency food supplies, but also offers emotional support and a growing range of practical projects via the More Than Food programme to help tackle poverty-related issues. The mission is to bring communities together to end hunger and poverty in the UK by providing compassionate, practical help while challenging injustice. This chapter details the different programmes The Trussell Trust have devised and thereby examines some external challenges the London network faces. The chapter concludes that poverty and hunger are often amplified through social isolation. It suggests that more work needs to be done in order to increase collaboration across sectors, and specifically between the government, third sector, and businesses. There is increased need for more community life, and the fostering of social relations appears ever greater.

Abstract This paper describes and analyses the response of UK civil society in the early months of the Covid-19 crisis, roughly the period March to July 2020. While focussing primarily on civil society actors, the paper includes an exploration of how civil society and the national government interacted with each other. It considers the extent to which responses to the Covid-19 crisis reflect familiar patterns of behaviour by civil society in the UK, and in the relationship between the government and ‘third sector’. The paper concludes by pointing to emergent issues for civil society as the UK looked towards recovery from the initial wave of crisis.

From March to May 2020 in the UK, measures that became known across the world as ‘lockdown’ curtailed personal freedoms in order to curb the spread of the SARS-CoV-2 Coronavirus. While initial criticisms of lockdown focused on the adverse impacts of social isolation on wellbeing, this research article explores how lockdown creates new and altered proximities and intimacies as well as distances. During the initial UK lockdown, the ‘household’ and ‘home’ were deployed in public rhetoric as default spaces of care and security in the face of widespread isolation and uncertainty. However, emergent proximities created by bringing people together in the assumed safety of home also deepened existing inequalities and vulnerabilities. Using anthropological theory, third sector evidence, and ethnographic interview data we explore this process. We argue that understanding proximity and intimacy as fundamentally ambivalent, not normatively affirming, is central to recognising how pandemic responses such as lockdown reinforce and reproduce existing forms of inequality and violence.

Methodology: An exploratory methodology was adopted to examine experiences relating to capability and capacity among formal and informal helpers within the PHN domain. An online survey, mainly open-ended questions, was used to capture experiences over the period 2010 - 2020. A mixed sampling strategy, including snowball and convenience sampling, via social media and social network contact-sharing approaches, was adopted. Data was analysed using an inductive thematic approach. Results: A total of 89 participants representing the PHN system in England were recruited over two months. Three main themes and eight sub-themes were identified. The first reflected unequivocal accounts of the impact of austerity and the inability of PHN services to meet demand for food security. The second articulated capacity and capability issues within the system, with geographical variations in service delivery, and a lack of connectivity between central, local government, and third sector providers. These were attributed to widening nutrition and health inequalities. Participants felt that the government needed to invest more technical and financial resources to support public health nutrition. They also felt that schools could play a larger role at local level, but there was a need for a clear national recovery plan, setting out a comprehensive and fully supported national strategy to eradicate food insecurity in England Conclusions: Further in-depth research is needed to continue to track the impact of recovery strategies on food insecure people and the capacity of the PHN system. Urgent investment in the capacity and coordination of PHN services is needed to support food insecure people in England. The UK could include the ratification of the right to food in national laws, in line with global commitments already agreed to by the UK State Party.

Many Western states have sought in recent years to harness the energies of voluntary agencies and charitable bodies in the provision of welfare (Brandsen and Pestoff, 2006; Milligan and Conradson, 2006; Haugh and Kitson, 2007). More than ever is expected of the Voluntary and Community Sector (VCS) in supporting people and communities, entering into partnerships with governments, and delivering public services (Lewis, 2005; Macmillan, 2010). The mainstreaming of the VCS has been associated with a push towards market reform and reducing state obligations for welfare provision (Amin, 2009). In some European states – for example, Germany and the Netherlands – a three-way mix of state, market and voluntary sector dates back to the nineteenth century (Brandsen and Pestoff, 2006). In the UK too, on which this review article focuses, the delivery of public services by voluntary organisations and charities is far from new, but over the past decade local government and health services, especially in England, have been required to step up their engagement with VCS organisations (VCSOs) (Alcock, 2009; Di Domencio et al., 2009; Macmillan, 2010). Commitment to this sector by the government under New Labour was signalled by the creation for England of the Office of the Third Sector within the Cabinet Office in 2006 and the associated appointment of the first dedicated Minister of the Third Sector, initially Ed Miliband MP. Working with charities, social enterprises and community and faith-based organisations appeals to politicians across the mainstream British political spectrum (Di Domencio et al., 2009; Alcock, 2010); the ‘Big Society’ agenda of the Coalition government elected in 2010 promises a continuation in this direction of travel, albeit in a new regime of reduced budgets, service cuts and demands of more for less.

Male-factor infertility is a common but stigmatised issue, and men often do not receive the emotional support and the information they need. This study sought to understand awareness of male fertility issues compared to female fertility among the UK general male public, and also what were perceived as being the optimum methods for providing support for affected men, emotionally and through information. Men feel that male infertility is not discussed by the public as much as female infertility. Lifestyle issues that affect male fertility are not well understood, and men affected by infertility desire more support, including online, from health professionals and through peer support. Health professionals, including those in public health, could offer evidence-based programmes to reduce stigma and increase public knowledge about infertility, as well as offer emotional support to men with infertility problems.

The UK government’s leaders initially believed that it was among the best-prepared governments for a pandemic. By June 2020, the outcome of the collision between the government’s initial confidence, on the one hand, and the aggressiveness and virulence of COVID-19, on the other, was evident. The UK had one of the worst COVID-19 mortality rates in the world. This article explores the UK government’s response to COVID-19 from a public administration and governance perspective. Using factual information and statistical data, it considers the government’s preparedness and strategic decisions, the delivery of the government response, and public confidence in the government. Points for practitioners Possible lessons for testing through application include: Use the precautionary principle to set planning assumptions in government strategies to create the possibility of government agility during a pandemic. Use central government’s leadership role to facilitate and enable local initiative and operational responses, as well as to take advantage of local resources and assets. Choose smart government responses that address tensions between the goal of saving lives and other government goals, and beware choices that are unsatisfactory compromises.

ObjectiveInvestigate the impact of the COVID-19 lockdown on feelings of loneliness and social isolation in parents of school-age children.DesignCross-sectional online survey of parents of primary and secondary school-age children.SettingCommunity setting.Participants1214 parents of school-age children in the UK.MethodsAn online survey explored the impact of lockdown on the mental health of parents with school-age children, and in particular about feelings of social isolation and loneliness. Associations between the UCLA Three-Item Loneliness Scale (UCLATILS), the Direct Measure of Loneliness (DMOL) and the characteristics of the study participants were assessed using ordinal logistic regression models.Main outcome measuresSelf-reported measures of social isolation and loneliness using UCLATILS and DMOL.ResultsHalf of respondents felt they lacked companionship, 45% had feelings of being left out, 58% felt isolated and 46% felt lonely during the first 100 days of lockdown. The factors that were associated with higher levels of loneliness on UCLATILS were female gender, parenting a child with special needs, lack of a dedicated space for distance learning, disruption of sleep patterns and low levels of physical activity during the lockdown. Factors associated with a higher DMOL were female gender, single parenting, parenting a child with special needs, unemployment, low physical activity, lack of a dedicated study space and disruption of sleep patterns during the lockdown.ConclusionsThe COVID-19 lockdown has increased feelings of social isolation and loneliness among parents of school-age children. The sustained adoption of two modifiable health-seeking lifestyle behaviours (increased levels of physical activity and the maintenance of good sleep hygiene practices) wmay help reduce feelings of social isolation and loneliness during lockdown.

This paper examines how the British government has used statistics about COVID-19 for political ends. A distinction is made between precise and round numbers. Historically, using round numbers to estimate the spread of disease gave way in the 19th century to the sort precise, but not necessarily accurate, statistics that are now being used to record COVID-19. However, round numbers have continued to exert rhetorical, ‘semi-magical’ power by simultaneously conveying both quantity and quality. This is demonstrated in examples from the British government’s claims about COVID-19. The paper illustrates how senior members of the UK government use ‘good’ round numbers to frame their COVID-19 goals and to announce apparent achievements. These round numbers can provide political incentives to manipulate the production of precise number; again examples from the UK government are given.

The Responsible Use of Medicines in Agriculture Alliance (RUMA) was established to promote the highest standards of food safety, animal health and animal welfare in the British livestock industry. It has a current focus to deliver on the Government objective of identifying sector-specific targets for the reduction, refinement or replacement of antibiotics in animal agriculture. The creation and roll out of sector specific targets in 2017 through the RUMA Targets Task Force, has helped focus activity across the UK livestock sectors to achieve a 50% reduction in antibiotic use since 2014. This has been realised principally through voluntary multi-sector collaboration, cross sector initiatives, codes of practice, industry body support and farm assurance schemes. This article provides an overview of RUMA's work to date providing insight into the methods used to create the targets, why they are so important, the impact they are having and how ongoing support and robust data are vital components in achieving the latest set of targets.
