The purpose of this study are to: 1) To be able to know and analyze about the function of Notary / PPAT in Appeals Process Acquisition of Land Rights Under the Foreign Investment Regulations. 2.) To be able to know and analyze the Protection of Investor Interests Investing in the Era of Regional Autonomy Under the Foreign Investment Law. The method shows the procedure and process of a study undertaken to achieve an objective results. Method of normative juridical approach specifications in this research is descriptive analysis, the data collection method, literature (study document), with critical analysis and finding the problems and legal issues that will be examined and gather all the information related to the problems studied.The results of this study concluded Function Notary / PPAT in the filing process of acquiring land rights based on foreign investment regulations number 25 in 2007. The function of Notaries easier for the public to take legal actions both Indonesian citizens or citizens of foreign countries who participate in investing in Indonesia , The Indonesian government also needs to prepare for national law and the law of international relations to establish it. Government to maintain legal certainty for foreign investors without discrimination by being able to compete with domestic investors. Protection of the interests of investors in investing in regional autonomy based on legislation.Keywords: Function of Notaries; Investments; Autonomy; Foreign Investment.

AbstractFiscal decentralization can create eficiency and effectiveness to promote growth and change in economic structures as well as to reduce inequalities amongst regions. This study intends to find out whether the fiscal decentralization policies during 2001-2010 contribute to the shift of economic sectors and inequality rates amongst districts/municipalities in the Province of Central Sulawesi. By using econometrics of panel data, the study found that fiscal decentralization supports a shift in the economic sector where the role of primary sector gradually decreased and the secondary and tertiary sector tend to be increased since the implementation of regional autonomy. As a result, the fiscal decentralization creates an economic change in Central Sulawesi, while at the same time, can inevitably generates higher economic inequality amongst regencies/municipalities in the region.Keywords: Fiscal Decentralization, Sectoral Shifts, Inequality AbstrakDesentralisasi skal dapat menciptakan esiensi dan efektivitas untuk mendorong pertumbuhan dan perubahan struktur ekonomi, serta mengurangi ketimpangan antardaerah. Studi ini ingin mengetahui pengaruh kebijakan desentralisasi fiskal terhadap pergeseran sektor dan ketimpangan antarkabupaten/kota di Provinsi Sulawesi Tengah. Dengan menggunakan metode ekonometrika melalui persamaan data panel pada periode tahun 2001-2010, studi ini menemukan bahwa kebijakan desentralisasi fiskal dapat mendorong pergeseran sektor, di mana peranan sektor primer kecenderungannya makin menurun, sehingga berakibat pada peningkatan peranan sektor sekunder dan tersier selama pelaksanaan otonomi daerah, dengan demikian kebijakan desentralisasi fiskal dapat menciptakan perubahan struktur ekonomi di Sulawesi Tengah. Kebijakan desentralisasi fiskal mendorong terjadinya peningkatan ketimpangan antara kabupaten/kota di Sulawesi Tengah selama periode studi.Kata kunci: Desentralisasi Fiskal, Pergeseran Sektoral, Ketimpangan

This study aims to analyzed and assess the process of using village funds derived since march 2017, adjusted to priority development program by president Joko Widodo called “NAWACITA”on the third point of building the outskirts  of Indonesia from the periphery. The village funds distributed annually are itended to improve the economy of rural communities, and make the village as a productive area, considering Indonesia is an agrarian country consisting of many villages. In accordance with the regional autonomy system adopted by the Indonesian government system, villages have an important role to manage the village funds themselves. The project of this research is the use of village funds in Dulumai Village, Pamona Puselemba sub-district, Poso district, Central Sulawesi Province. Keyword:Excellent Product of Rural Area, Management of Village Fund.

As one of the countries that have a regional autonomy policy, Indonesia gives authority to regional governments to implement and manage the wealth of natural resources in the region, including the potential and wealth of marine resources. The basic juridical area in carrying out natural resource management which is the authority of the regions is set out in Law No. 23 of 2014 which is a revision of the previous Law, namely Law No. 32 of 2004. Local governments have the right to conduct the management of marine resources with an area of 12 miles drawn from the position of the baseline towards the Indonesian archipelago waters. One segment of the sea area management boundary that needs to be resolved is in the Maluku sea region, namely Central Sulawesi Province and North Maluku. This study aims to provide an alternative sea level management line between Central Sulawesi and North Maluku Provinces. The method used to produce the boundaries of marine management areas is the Equidistance Principles method (equal distance) using the basepoint to basepoint. The results show that the lines produced through the boundary withdrawal process using the basepoint to basepoint approach look different when compared to the sea boundary lines that are on the national marine environment map

One of the authorities possessed by the regional government is in terms of tax collection, one of which is the Land Title Acquisition Fees (BPHTB) carried out by the Regional Revenue Agency. The legal basis is Law Number 28 of 2009. The proceeds of the revenue which constitute state revenue are handed over to the regional government to finance development in the regions and realize regional autonomy. This study aims to identify and describe the basis for local government regulations to determine the value of an object of land rights as a tax object and to regulate the authority to collect BPHTB in relation to local regulations. Researchers used an empirical method, namely an approach with legal aspects from the results of research in the field through data collected through interviews and observations. The results of research which are based on BPHTB which are the final results of BPHTB are the results of the Acquisition of Tax Objects (NPOP). NPOP is stipulated in Article 87 of Law No.28 of 2009 concerning Regional Taxes and Regional Levies. Fees for acquisition of land rights that were not previously imposed in the case of transfer, with the issuance of Law Number 21 of 1997 which was later bound by Law Number 21 of 2000 which gave regional government authority to impose it.

This study aims to describe and analyze the legal status of mineral mining companies' land in Central Sulawesi, and secondly to explore and/or find alternative concepts in the field of land use adopted by the community in the mining area and its surroundings. To achieve this goal, a sociological/socio legal research method will be used. Document studies are carried out through a search for legal materials; primary, secondary and tertiary to obtain some data, then field data collection was carried out in the form of observations, in-depth interviews and participatory discussions (PRA). The phenomenon of problematic mineral mining occurs in almost every region in Indonesia, including Central Sulawesi. These facts show the importance of this research to be carried out in Central Sulawesi. Mining business is carried out after obtaining a permit from the government, prior to agreement with the party who has land rights, the government has first issued a mining business permit (hereinafter abbreviated as IUP), after the IUP is issued then a settlement with the party who has land rights in order to obtain approval. Land rights are very important in this regard, so the author is of the opinion that in granting mining business permits, comprehensive and effective consultation and deliberation first need to be carried out, involving communities directly affected by mining business activities, so that land rights are guaranteed optimal

The fi nancial relationship between central and local government can be defi ned as a system that regulates how some funds were divided among various levels of government as well as how to fi ndsources of local empowerment to support the activities of the public sector.Fiscal decentralization is the delegation of authority granted by the central government to theregions to make policy in the area of   fi nancial management.One of the main pillars of regional autonomy is a regional authority to independently manage thefi nancial area. State of Indonesia as a unitary state of Indonesia adheres to a combination of elementsof recognition for local authorities to independently manage fi nances combined with the element oftransferring fi scal authority and supervision of the fi scal policy area.General Allocation Fund an area allocated on the basis of the fi scal gap and basic allocation whilethe fi scal gap is reduced by the fi scal needs of local fi scal capacity. Fiscal capacity of local sources offunding that comes from the area of   regional revenue and Tax Sharing Funds outside the ReforestationFund.The results showed that the strengthening of local fi scal capacity is in line with regional autonomy.
