This paper aims to analyze the management of fisheries and marine vocational secondary schools in Indonesia. This paper will discuss two parts. The first part is the management of fisheries and marine vocational high schools in Indonesia. The second part is crucial problems in managing vocational schools for fisheries and maritime affairs in Indonesia. The data used in this paper is research data in the Special Region of Yogyakarta in 2018 and several data updates carried out during 2020. This research uses qualitative methods through a combination of data collection techniques, namely interviews, focus group discussion (FGD), and observation. Observations were made at SMKN 1 Sanden, SMKN 1 Temon, and Sadeng Harbor, Gunung Kidul. The results showed that local governments role in developing Fisheries and Marine Vocational High Schools is still not optimal and needs to be improved because it can be optimized to its regional potential. The synergy between the central government and local governments in developing and managing a Fisheries and Marine Vocational School is the crucial factor that needs to be considered.

Penelitian ini bertujuan mengembangkan model evaluasi diri yang efektif dan dapat memberikan hasil yang akurat dan menunjukkan kelebihan dan manfaat untuk pengambilan keputusan pengembangan. Penelitian dilaksanakan di 8 SMK di DIY. Fokus penelitian untuk mengetahui problem internal sekolah yang dihadapi, tujuan yang akan dicapai, dan capaian program yang telah diperoleh, sehingga dapat digunakan sebagai dasar pengembangan sekolah mendatang secara berkelanjutan. Metode pengembangan melalui pendekatan R&D (Research and Development) yang dikembangkan oleh Borg and Gall terdiri 10 tahapan/langkah yaitu: penelitian dan pengumpulan informasi, perencanaan, membangun prarencana produk, uji pendahuluan, revisi produk, uji produk di lapangan, revisi produk operasional, uji operasional di lapangan, revisi produk akhir, dan tahap penyebaran dan pelaksanaan. Pengembangan untuk memperoleh komponen dan indikator mutu sekolah digunakan dua pendekatan, yakni teknik Delphi dan focus group discussion (FGD). Spesifikasi produk adalah model evaluasi diri yang dikembangkan berbasis teori, hasil riset, dan informasi yang dapat digunakan untuk menetapkan kinerja SMK berupa: Panduan Umum (Guideline), Instrumen, dan Panduan Pengisian Instrumen, analisis data dan hasil evaluasi. A MODEL OF SELF-EVALUATION FOR VOCATIONAL HIGH SCHOOLS IN DAERAH ISTIMEWA YOGYAKARTAAbstractThe research aims to develop a model of effective self-evaluation, to provide an accurate result and to show the advantages of implementation within the decision making. The research wass conducted in 8 vocational high schools in Yogyakarta. The focus of the research is to find the internal problems that the school encounters, the objective that the school would like to achieve and the achievements that the school has accomplished so that the research might be used as the foundation for the school development in the future. The development method by means of Research and Development (R&D) developed by Borg and Gall consists of 10 stages namely: research and information gathering, planning, pre-plan product assembling, preliminary test, product revision, field test, operational product revision, operational field test, final product revision and implementation/distribution. The development for attaining the component and the indicator of quality is obtained by means of two approaches, namely Delphi and focus group discussion (FGD). The product spesification is a model of self-evaluation being developed based on the theory, the results of research and information. Then, the items that might be used evaluating the performance of vocational high school are: Guideline, Instrument and Instrument Manual, data analysis and results of evaluation.

Work readiness of Vocational School (SMK) students will not be formed by itself, but through learning outcomes obtained inside and outside the school in the form of industrial work practices. This is necessary as the practical facilities in Vocational High Schools are inadequate and thus have an impact on the quality of graduates' competencies. One policy of the Directorate of Vocational School is that students are required to take part in the program in the workplace/industry in a certain period of time. This study aims to examine the work readiness of graduates of SMK Negeri 5 Surabaya on the competency of Building Drawing Engineering based on perceptions of the workplace, principals, and productive teachers. Data collection method is conducted through focus group discussion. The results of the study show that graduates of Building Drawing Engineering of that school are ready to work according to their competencies. This study concluded that graduates of Building Drawing Engineering in SMK Negeri 5 Surabaya are ready to work because they are supported by 6 to 9 months internship. Therefore, they have 1) sufficient industrial practice experiences; (2) adequate level of basic competency mastery; and 3) highly potential work adaptation.

<p class="15bIsiAbstractBInggris">The purpose of this research is to find out how parents were coaching activities in Raudatul Atfal (RA). Darul Muttaqien and RA. Ibn Sina. The research method used in this study is qualitative field research—data collection tool through observation, interviews and documentation. The Parenting Meeting (KPO) coaching module has been tested for validity through a Focus Group Discussion (FGD) with four experts: religious experts, linguists, psychologists and education experts. The results of this study are coaching parents in RA. Darul Muttaqien Parung has not been systematically planning on an activity program sheet. 80% of parents state that the child's development at home is the same as the school. While fostering parents in RA. Ibnu Sina Pamijahan has been going well, planned and systematic; 50% of parents statements is that the development of morals at home is not the same as the school.</p><p class="16aJudulAbstrak"><strong>Abstrak</strong></p><p>Tujuan penelitian ini adalah untuk mengetahui bagaimana orang tua pembinaan kegiatan di Raudatul Atfal (RA). Darul Muttaqien dan RA. Ibnu Sina. Metode penelitian yang digunakan dalam studi ini adalah penelitian lapangan kualitatif. Alat pengumpulan data melalui pengamatan, wawancara dan dokumentasi. The Parenting Meeting (KPO) modul pembinaan telah diuji untuk validitas melalui Focus Group diskusi (FGD) dengan 4 ahli: ahli agama, linguis, psikolog dan ahli pendidikan. Hasil penelitian ini adalah pembinaan orang tua di RA. Darul Muttaqien Parung belum direncanakan secara sistematis pada lembar program kegiatan. 80% orang tua menyatakan bahwa perkembangan anak di rumah sama dengan sekolah. Sementara, membina orang tua di RA. Ibnu Sina Pamijahan telah berjalan dengan baik, terencana dan sistematis, 50% dari pernyataan orang tua adalah bahwa perkembangan moral di rumah tidak sama dengan sekolah</p>

National examination for skills competency at vocational high schools is held annually by the central government. The implementation of the national examination is one of the determinants of graduation apart. A national examination is also used for three other things: mapping, selecting to a higher level, and providing assistance or affirmation to the regions. Local governments can also use the national examination to mapping the achievements' standards for students, academic units, and regions. This community service aims to help students increase students' readiness and expertise in solving the national exam for competency skills in the multimedia field. This activity's target is the XII grade students of SMK NW Wanasaba, the main partners. This activity's target and output is the development of skills to work on skills competency National Examination questions, which are skills. The method is Participatory Learning and Action (PLA). This activity was providing practical knowledge and skills to students of SMK NW Wanasaba. This expertise competency training, especially in the multimedia field, can help students prepare for expertise competency exams to get maximum results and improve student competence.

This study aims to develop and determine the feasibility of the annual program of guidance and counseling in higher education. The method used in this research is Research and Development (R & D) Research and development carried out by adopting the concept of research and development by Borg and Gall. Based on product test using inter-rater agreement models, it is concluded that the product has fulfilled the content validity of 0.76 or can be categorized as valid (good). Furthermore, based on the results of Focus Group Discussion (FGD), it is concluded that the product can be categorized well, but needs to be refined by making improvements given.

This study aims to find out the strategy applied by Surabaya city in implementing the 12-year compulsory education program and the funding of school operational cost of secondary education. The approach used was both qualitative and quantitative with data and information gathered from interviews, Focus Group Discussion (FGD), and survey form. It can be concluded that the first strategy done by Surabaya city in supporting 12-year compulsory education was preparing a regulation support through a local government’s (including the mayor’s) laws and regulations, which mandate about educational financing. This educational budget is used in improving students’ participation and competence, improving schools’ infrastructure and facility, and improving educators and educational staffs’ competence and welfare. The only sources of school operational cost funding for public secondary schools in Surabaya are the BOS grant from central government and BOPDA grant from local government, whereas for private schools, there is also support from the community in the form of committee contribution. The 12-year compulsory education program in Surabaya can be adopted as a best practice for other districts/cities who are implementing the program.

Tujuan penelitian ini adalah untuk: (1) mendeskripsikan implementasi  penilaian pada Kurikulum 2013; (2) mengidentifikasi hambatan dan keberhasilan pelaksanaan penilaian pada Kurikulum 2013, (3) memberikan rekomendasi kepada Pemerintah dalam mengambil kebijakan pelaksanaan penilaian pada Kurikulum 2013. Populasi dalam evaluasi ini adalah sekolah di Indonesia jenjang sekolah dasar dan menengah. Penentuan sampel dengan purposive sampling, yaitu sekolah jenjang sekolah dasar dan menengah di 15 provinsi di Wilayah Indonesia Bagian Barat, Wilayah Indonesia Bagian Tengah, dan Wilayah Indonesia Bagian Timur. Pengumpulan data menggunakan kuesioner, dokumentasi, dan Focus Group Discussion(FGD). Data dianalisis dengan analisis deskriptif kuantitatif dan kualitatif. Model ini digunakan untuk mengevaluasi kesenjangan antara kriteria yang telah ditetapkan dengan pelaksanaan program di lapangan. Hasil penelitian dibagi tiga tahap, yaitu: (1) perencanaan, disarankan kepada pemerintah untuk melakukan sosialisasi dan pelatihan membuat kisi-kisi dahulu baru membuat soal-soalnya, bukan yang dilakukan sebaliknya, juga pelatihan analisis instrumen penilaian dan membuat rubrik untuk soal uraian; (2) pelaksanaan, disarankan kepada pemerintah untuk menyederhanakan pedoman penilaian pada Kurikulum 2013, melakukan sosialisasi dan pelatihan penilaian kompetensi sikap, untuk jenjang SD perlu diberikan pelatihan teknik penilaian pada pembelajaran tematik, dan membimbing guru melakukan kegiatan analisis instrumen dan revisi butir soal; (3) pelaporan, disarankan pengambil kebijakan mengkaji kembali  penggunaan rentang nilai 1-4 pada penilaian pengetahuan dan keterampilan.Kata kunci: penilaian pada Kurikulum 2013, rubrik untuk soal uraian, penilaian pada pembelajaran tematik, rentang skor 1-4 THE  IMPLEMENTATION  OF ASSESSMENT IN THE CURRICULUM  2013AbstractThe objectives  of  this study are (1) to describe the implementation of the assessment in the curriculum 2013, (2)to identify the obstacle and the success of the implementation  of assessment in the curriculum 2013, and (3)to make a recommendation for policy makers to improve the implementation of  assessment in the curriculum2013. The population of the study consist of the elementary schools, junior schools, and senior high schools in Indonesia. The sample was determined purposively, consisting of the elementary schools, junior schools, and senior high schools in 15 provinces in Indonesia. Data were collected through questionnaires and Focus Group Discussion (FGD). Data were analyzed using quantitative and qualitative descriptive. The findings of this study are: (1) in the planning step, the recommendations were given to principals, teachers, and  head of educational districts to make socialization and workshop on developing assessment grid first, and then writing items not the other way around, and make a rubric first when writing the essay items; (2) in the implementation step, the recommendation were given to government to simplify the guidance of assessment in the curriculum 2013, to make socialization and workshop about the affective assessment, workshop thematic assessment for elementary teachers, and guiding teachers to revise and analyze the instrument; (3) in the report step, the recommendation were given to policy makers to look back at the policy of using the score range 1-4, for assessing knowledge and psychomotor domain.Keywords: assessment incurriculum 2013, rubric for essay items, assessment in thematic learning, score range 1-4

The growing impact of climate change has piqued public interest in determining the effects of people's actions on future generations. However, while environmentalists continue to advocate for accountability, most people in the places where the majority of these pollutions occur, particularly in oil-producing communities, have no say in their future. The study proposes a qualitative approach and the creation of a focus group environmental matrix as a unique technique for oil spill management that considers people's perceptions. This study takes a qualitative approach, relying on a focus group discussion of 12 open-ended questions about oil spills effects on the ecosystem. The questions were all about the spills' impact on residents. The qualitative study was performed between March and May 2018 in Gio, Ogale, Kwakwa, and KeDere Local Governments in Ogoniland. Gender-based strategies were studied with pre-determined questions and a total of 48 participants. Participants were indigenous who were conversant with the chosen topic and were asked leading questions. Finally, matrix analysis was used, which matched the people's perspectives. As a result, the total environmental components were affected. The following are the effects of oil pollution recognised by the focus group matrix: unsustainable income, devalued economy, devalued culture, weathering mangrove, respiratory disorders, inaccuracy in reaction, communication barrier, and economic deterioration. It ascertained that the focus group technique to promote environmental restoration and sustainability is vital. It allows for a more direct connection with the most vulnerable and provides policymakers with potential solutions.
