This study aims to find out the strategy applied by Surabaya city in implementing the 12-year compulsory education program and the funding of school operational cost of secondary education. The approach used was both qualitative and quantitative with data and information gathered from interviews, Focus Group Discussion (FGD), and survey form. It can be concluded that the first strategy done by Surabaya city in supporting 12-year compulsory education was preparing a regulation support through a local government’s (including the mayor’s) laws and regulations, which mandate about educational financing. This educational budget is used in improving students’ participation and competence, improving schools’ infrastructure and facility, and improving educators and educational staffs’ competence and welfare. The only sources of school operational cost funding for public secondary schools in Surabaya are the BOS grant from central government and BOPDA grant from local government, whereas for private schools, there is also support from the community in the form of committee contribution. The 12-year compulsory education program in Surabaya can be adopted as a best practice for other districts/cities who are implementing the program.

Penelitian ini bertujuan menghasilkan model evaluasi kinerja pendidikan inklusif (EKPI) di SD dengan menggunakan pen-dekatan kualitatif dan kuantitatif. Tahapan penelitian dimodifikasi dari model Borg & Gall dengan melibatkan Kepala Sekolah, guru, dan orang tua. Data diperoleh melalui teknik Focus Group Discussion, wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa (1) model EKPI merupakan salah satu model evaluasi yang baik berdasarkan hasil penilaian pakar maupun praktisi penyelenggara pendidikan inklusif di SD; (2) model evaluasi kinerja SD penyelenggara pendidikan inklusif memiliki tujuh komponen, yakni kepemimpinan, rencana strategis, fokus terhadap peserta didik-orang tua, analisis kebutuhan, fokus ter-hadap guru-staf, pengelolaan kelas inklusif, dan hasil; (3) evaluasi model EKPI dalam proses implementasi di SD mampu meng-ungkap data secara: (a) komprehensif; (b) faktual; (c) fleksibel; dan (d)  berorientasi keragaman layanan. Kata kunci: pengembangan model evaluasi, pendidikan inklusif, SD. ______________________________________________________________DEVELOPING A MODEL OF PERFORMANCE EVALUATION OF ELEMENTARY SCHOOLS IMPLEMENTING INCLUSIVE EDUCATIONAbstract This study aims to produce a model of performance evaluation of elementary schools (ESs) implementing inclusive education by using qualitative and quantitative approaches. The research steps used the model by Borg & Gall, involving principals, teachers, and students’ parents. The data were collected through Focus Group Discussion (FGD), interviews, observations, document study, and discussions. Based on the results of the study, the following conclusions can be drawn. (1) The EKPI model is a good evaluation model. It is based on the result ofthe assessment by experts, usesrs and practitioners of inclusive education instruction; (2) The model of an evaluation of the performances of ESs implementing inclusive education has seven components, i.e. leadership, strategic plan, focus on students and parents, needs analysis, focus on teachers and staff, and inclusive class management, and product of the inclusive education implementation; (3) The EKPI model implemented  in the elementri schools can reveal data (a) comprehensively, (b) factualy, and (c) flexibly, (d) it was also oriented to a variety of services. Program pengabdian dengan skema Program Pengembangan Desa Mitra (PPDM) ini dilakukan untuk memperkuat kelembagaan pengelola desa wisata dan destinasi di Desa Wisata Tapak Tilas Sultan Agung, Mangunan. Tujuan program ini adalah menjadikan mitra sebagai model pusat pertumbuhan ekonomi kerakyatan dan kesejahteraan masyarakat berkelanjutan melalui pengembangan potensi desa wisata yang dipadukan dengan budaya dengan pendekatan community based tourism. Metode pelaksanaan dilakukan dengan: survei dan wawancara, focus group discussion, pelatihan, pendampingan, dan fasilitasi.Hasil Pengabdian berupa penguatan kelembagaan dan destinasi Desa Wisata Tapak Tilas Sultan Agung Mangunan dilakukan dengan melakukan pemetaan potensi unggulan daya tarik wisata melalui survei dan wawancara. Setelah dipetakan secara baik, tentu dilakukan penguatan berkaitan dengan kelembagaan dan sumber daya manusia pengelola desa wisata melalui berbagai pelatihan yang diselenggarakan, yaitu: pelatihan manajemen kelembagaan desa wisata dan community based tourism, pelatihan komunikasi pariwisata, komunikasi pemasaran dan  “branding desa wisata”, pelatihan pelayanan prima desa wisata, pelatihan best practice dan studi banding pengelolaan desa wisata ke Desa Wisata Nglanggeran dan Desa Wisata Bleberan. Selain itu, dilakukan penguatan destinasi di Desa wisata Tapak Tilas Sultan Agung dilakukan dengan menambahkan wisata agro berupa pemberian bibit kopi, penyediaan papan informasi daya tarik wisata yang ditempatkan pada daya tarik wisata wayu goyang, dan fasilitasi legalisasi perkumpulan seni budaya dengan pembuatan akta notaris.Kata Kunci: Desa Wisata, Tapak Tilas Sultan Agung, Destinasi Wisata, Manajemen Kelembagaan.

Tujuan kegiatan pengabdian pada masyarakat ini adalah untuk, 1) meningkatkan kualitas perencanaan pembelajaran biologi (penyusunan perangkat pembelajaran) dengan menerapkan pola lesson study di SMA Negeri 1 Lembar, 2) meningkatkan kualitas proses pembelajaran biologi dengan menerapkan pola lesson study di SMA Negeri 1 Lembar, dan 3) meningkatkan kualitas cara mengevaluasi pembelajaran dengan menerapkan pola lesson study di SMA Negeri 1 Lembar. Manfaat yang dapat diperoleh melalui kegiatan pengabdian pada masyarakat ini antara lain, 1) secara praksis dapat meningkatkan kualitas pembelajaran biologi melalui penerapan model-model pembelajaran inovatif denganpola lesson studi, 2) dapat mengembangkan kompetensi pedagogik guru khususnya dalam merencanakan, melaksanakan, dan mengevaluasi pembelajaran dengan pola lesson studi, 3) hasil yang akan diperoleh dapat digunakan sebagai acuan dalam merencanakan, melaksanakan, dan mengevalusai pembelajaran biologi dengan pola lesson studi.  Kegiatan pengabdian pada masyarakat ini akan dilaksanakan melalui tiga tahap, yaitu 1) sosialisasi dan focus group discussion tentang materi lesson study, 2) pendampingan pembuatan perangkat pembelajaran dengan pola lesson studi, 3) pendampingan pada saat melaksanakan dan mengevaluasi pembelajaran dengan pola lesson studi. Metode yang digunakan dalam kegiatan ini antara lain adalah, 1) diskusi informasi terkait dengan konsep, prosedur, best practice tentang lesson study, 2) praktek langsung penyusunan perangkat pembelajaran, pelaksanaan proses pembelajaran, dan evaluasi pembelajaran dengan pola lesson studi. Hasil yang diharapkan dapat dicapai melalui kegiatan ini sesuai dengan tujuan yang telah direncanakan, yaitu 1) meningkatnya pemahaman pendidik biologi tentang konsep dan prosedur pembelajaran biologi dengan pola lesson studi, 2) meningkatnya keterampilan pedidik biologi dalam merancang dan melaksanakan pembelajan biologi dengan pola lesson studi, dan 3) meningkatnya keterampilan pendidik biologi dalam mengevaluasi pembelajaran yang telah dilakukan dengan pola lesson studi.Kata Kunci: Kompetensi Pendidik Biologi; Kegiatan Pembelajaran; Lesson Study.

Context A novel peer concussion-education program (PCEP) was developed to enhance concussion knowledge and reporting among collegiate student-athletes. Objective To describe the PCEP and its development and implementation. Design Program development consisting of a literature review, focus group, and pilot implementation. Setting Athletics department at a college participating at the National Collegiate Athletic Association Division II-sanctioned competition level. Patients or Other Participants Fifteen student-athletes from the women's soccer and men's lacrosse teams participated in the focus group. Four peer concussion educators (PCEs) were debriefed after the pilot implementation of the PCEP with the women's soccer and men's lacrosse teams. Data Collection and Analysis Focus-group data were analyzed qualitatively. The PCEs were debriefed, and responses were organized into recommendation types. Results The literature review contributed information that supported the development of the PCEP's conceptual model. Focus-group results provided information used to train the PCEs and refine the PCEP's education modules. The pilot implementation and PCE debriefing supplied information used to further revise the education modules, PCE training, and PCEP implementation procedure. Conclusions The PCEP was developed based on the Theory of Reasoned Action and Planned Behavior and uses a peer-mediated, cognitive-behavioral, and interdisciplinary model to enhance concussion knowledge of and reporting by collegiate student-athletes. After a focus-group discussion and pilot implementation, we revised the PCEP and its education modules and developed an online manual to facilitate broad dissemination.

Article 25 A of the Constitution of Pakistan stipulates that free and compulsory education must be given to all children between the ages of 5 and 16. However, there are gaps in its implementation leaving out pockets such as children in slums. Non-government organizations (NGOs) play an essential part in bridging the said gaps. This study explored the context of education in a slum area located at Babu Sabu Interchange, Lahore where an NGO PAHCHAAN (Protection and Help of Children against Abuse and Neglect)is providing non-formal education to children via community engagement. The current study explored the context of education in a slum where intervention is already implemented through/using the case study method. A survey from all the households in this area (N=26) and a focus group discussion from six mothers were conducted. The results showed a positive attitude of the mothers towards the education of their children, as 65.4% of the participants strongly agreed that it is essential to get children enrolled in schools. The findings from the focus group discussion highlighted several challenges such as the lack of financial resources, distance of school from the slum area, lack of acceptance of over-aged children and a difficult admission procedure. Bullying and cursing were, however, the leading cause of dropping out of regular schools. This preliminary study highlights the importance of taking a strategic approach towards “education for all,” looking at deep-rooted issues so that no child is left behind.

<p>The relation between the three tiers of government in Nigeria has been problematic over the years. Several commissions and committees have been set and recommendations proffered, but up till today there is still fiscal conflict among the tiers of government. The local government being the third tier of government is the worst hit and this has resulted to inability of the local government to carry out its statutory functions effectively. It is in view of this that this study examined inter-governmental relation and the performance of local government in Nigeria. The study adopted survey design, specifically descriptive research was adopted. Data was collected using questionnaire, focus group discussion. Secondary data was generated from government records and Central Bank of Nigeria. The findings revealed among other things that inter-governmental relation has to an extent helped to reduce tension among the three tiers of government in Nigeria. Also the imperfection of 1999 constitution has hampered fiscal relation in the three tiers of government in Nigeria. The study recommended among other things that effort should be made to ensure that all tiers of government adhere to fiscal transparency, accountability and constitutional provisions on fiscal relations.</p>

A marketing audit is needed to facilitate business owners who have difficulty developing business activities in the Koloh Berora hamlet. This effort was made to change the traditional marketing concept of business owners who are only oriented towards passive marketing. Passive marketing is characterized by the lack of business from the owners of various types of businesses in the village of Koloh Berora to recognize consumers. Most businesses actually run just because they join in. A simple marketing audit effort is carried out through various method for example: focus group discussion, best practice, and brainstorming to observe what products consumers like, the simple thing is to keep evidence of frequent order records. This inventory inventory effort is expected to help business owners to better identify their customers. Discipline in recording or archiving stock books is an important key to the success of the marketing audit. Further business development can be identified if the business owners have a high commitment to continue the marketing audit process itself.

ABSTRACT  South Nias Regency is currently still in the category of lagging areas based on composite index in North Sumatera province. However, South Nias Regency has a variety of potential, especially maritime tourism potential, fisheries, and agriculture. Focus Group Discussion with the stakeholders in South Nias Regency was done to formulate the right business model in South Nias regency. Based on the results of FGD and the analysis of business model conducted, business activities that can be done by South Nias Regency was to focus on the development of maritime tourism activities through surfing and agroindustry activities. The business Model would be able to succeed if the cooperation between stakeholders, such as the central government, local government, tourism business, and local communities with various models of operational cooperation. Keywords: business model, disadvantaged area, South Nias, maritime tourism.   ABSTRAK Kabupaten Nias Selatan saat ini masih masuk dalam kategori daerah tertinggal berdasarkan Indeks Komposit Ketertinggalan di Provinsi Sumatera Utara. Akan tetapi, Kabupaten Nias Selatan memiliki berbagai potensi, terutama potensi wisata bahari, perikanan, dan pertanian. Focus Group Discussion bersama para stakeholder yang ada di Kabupaten Nias Selatan pun dilakukan guna merumuskan model bisnis yang tepat di Kabupaten Nias Selatan. Berdasarkan hasil FGD dan analisis model bisnis yang dilakukan, kegiatan bisnis yang dapat dilakukan oleh Kabupaten Nias Selatan adalah dengan memfokuskan pengembangan aktivitas pariwisata bahari melalui kegiatan berselancar dan agroindustry. Model bisnis tersebut akan dapat berhasil jika adanya kerjasama antar stakeholder, seperti Pemerintah Pusat, Pemerintah Daerah, Pelaku Usaha Wisata, dan Masyarakat Lokal dengan berbagai model kerjasama operasional Kata kunci: model bisnis, kawasan tertinggal, Nias Selatan, pariwisata bahari.

This study is aimed to investigate the mechanism of abroad apprenticeship labour program, including income rate, to understand the process of transferring knowledge, and to portray its implementation to regional development. There are at least three aspects will be discussed, firstly, to understand the process of apprenticeship overseas; secondly, to evaluate their income and economic activities after returning home; and thirdly, to evaluate how the local government involves in empowering ex-apprentice labour overseas. The research employed several methods for getting data such as structured interview by using questionnaire, focus group discussion, in-depth interview, tracking, and observation. This study indicated that (I) Apprenticeship process mechanism is not fully transparent yet; (2) Their income are relatively high, however, looking at their job they are still absorbed in 3D jobs (dirty, dangerous, difficult); (3) Several arising problems set the volunteer in low bidding position, and (4) process of transferring knowledge they got from overseas is vague.

The purpose of this study is to analyze whether there is relationship between level of local government internal auditor (LGIA) capability and local government financial management (LGFM) quality. Furthermore, this study also identifies factors affecting the presence or the absence of a significant relationship between LGIA capability and LGFM quality. This research uses in-depth interviews and focus group discussion to identify factors affecting the presence or the absence of relationship between LGIA capability and LGFM quality. The results show that there is no relationship between LGIA capability and LGFM quality. The absence of the relationship is caused by dominant role of Local Government Working Units (LGWU) in the process of financial management; improvement of LGIA capability is not followed by improvement on the roles and services provided by LGIA; and potential weakness in assessment process of LGIA capability by The Finance and Development Supervisory Agency. Findings of this study will assist both central and local governments to evaluate “what went wrong” with their Improvement of LGIA Capability Programs and assist central government to formulate a better policy on relationship and coordination among head of local government, LGWU, and LGIA.This research develops a new method to measure LGFM quality comprehensively. This study also fills gap in the literature exploring the relationship between LGIA capability and LGFM quality, which is still rare at present.
