The brief analysis of publications in the field of transport development, the organization and management of urban passenger traffic in the conditions of constantly changing passenger traffics is carried out. The efficiency of using logistic methods is proved by optimization of public passenger transport of the megalopolis. The factors influencing regularity of passenger traffics formation and their dynamic spatial distribution taking into account the main communications between passenger formed points and service providers are revealed. For improvement of traffic flows management the relevance of development of new mathematical models and methods considering relationship of cause and effect between the input and output parameters is established. Methods of solving large-size problems in the conditions of difficult criterion function are considered. Advantages and the prospects of meta-heuristic methods application – genetic algorithms – are shown at the solution of the transport tasks characteristic of unstable streams.For solving the objective using a set of genes is proposed which elements represent a chromosome with a certain set of decisions. Restrictions are formulated and operators of casual changes for a work of genetic algorithm are defined. The algorithm allowing to define and range the key input parameters influencing process of providing transport services and to receive parameters for the output correlation analysis is obtained.

Various methods of collecting data on passenger traffic, their advantages and disadvantages are considered. It is shown that in order to improve the quality of transport services, it is necessary to regularly collect and refine data on passenger traffic. The goals and methods of obtaining information about passenger traffic in the system of municipal passenger transport are indicated. All currently existing methods are divided into three categories: data collection using technical means, data collection with the help of censors and volunteers, and interpretation of fare payments. All the methods presented in the article were compared in terms of labor intensity, costs and accuracy of the results obtained. The advantages and disadvantages of each method are considered. The general structure of an automated system for collecting data on passenger traffic is presented. The necessity of creating a centralized system for collecting and processing data associated with all passenger transport control systems has been substantiated. The tasks solved by this system at all levels of transport services for passengers are shown. Each of the tasks is assigned to one of three service levels: pre-transport, transport and post-transport. It is shown that only solving problems at all levels can ensure high-quality operation of the municipal passenger transport system.

Peculiarities of transport services for the transportation of passengers, which must be taken into account when creating logistics models for organizing and managing passenger flows, are considered. Need of cost reduction of time of passengers for transport service is proved. The conclusion is drawn on need of the effective transport system creation, for the purpose of observance of intervals of the movement of buses on routes. The possibility of use of architectural approximations classes for the solution of transport logistics problems is analysed. The methods used for solving transport problems where the most widespread is modeling and algorithmization of the determined task formulation strategy with use of a classical algorithm of mathematical programming are considered. The prospects of a meta-heuristic method use is a genetic algorithm for the solution of tasks of the control of city passenger transport adapted to objective conditions are proved. The main features of genetic algorithms consisting in an opportunity by optimization to use criterion function and to consider the necessary number of restrictions are defined. The structure of a chromosome which represents the coded option of the movement of the bus in real time depending on a road situation is received.

This paper analyses and evaluates major characteristics of transport services relevant for the organization of fast inter-city lines in maritime passenger transport. Service characteristics that have been subjected to research and assessment include: 1) individual travel costs, 2) travel duration, 3) travel safety, 4) social costs of transport, 5) ability to create a traffic service and 6) other elements of the traffic service. Using descriptive statistics and growth matrix, the analysis reveals that the Ability to create a traffic service and Travel duration, both having direct growth rates of 75 %, will have the largest impact on the establishment of fast inter-city sea-borne lines, followed by the Social costs of transport with the direct growth rate of 68.42 %. The impact of other transport service characteristics on the organization of fast inter-city lines in maritime passenger transport is estimated as moderate.

The rapid significant increase in the quality of the process of passenger transportation by Kyiv public transport can be a powerful motivation to increase the frequency of its use. However, the parameters of the desired change in the quality of urban transport remain unknown, which leads to its chaotic management. Two trends in urban passenger traffic quality research are common. The first approach deals with measuring the operating parameters of the transport system, and the second one focuses on the research of customers' opinions regarding transport services. However, none of the scientists focuses fully on the specific human behavioral responses to the quality of the city's passenger transportation service, when urban transport is opposed to a private car. Because of this, the assessment of the quality of urban passenger transport requires the development of special tools. It is already clear today that not all traditional approaches used in studies of transport behavior that depend on the quality structure may be suitable for this.

Passenger transport is a basis in the transport system of any country. The task of transport is to provide an opportunity for every person to reach any point of our planet, not only safely, comfortably and quickly, but with little expenses. Aim: the arm of this study is to evaluate dynamics and share of transport expenses in population of the Russian Federation, and to study interrelation between figure of transport expenses of population and its transport mobility, and passenger transport fares. Methods: to achieve the set aim, such common scientific methods as observation, analysis, generalization, and analogy were used. Results: it is noted that transport expenses of the population increase at a slower pace than consumer spending. When considering the factors affecting the transportation costs of the population, it was determined that against the background of decreasing volumes of passenger traffic there is an increase in transportation tariffs. When comparing the indices of passenger tariffs and the consumer price index, a rapid increase in the cost of passenger traffic compared to prices for consumer goods was noted, which makes transport services less accessible to the public. Conclusion: The accelerating pace of life and economic realities today pose to transport companies certain tasks to ensure high speeds. High-speed ground transportation is coming to the fore, one of the types of which is a magnetic-vehicle transport, which, in addition to high speed, has certain advantages, such as safety, comfort, energy efficiency and high throughput. The development of new high-speed modes of transport, including a magnetic-casting, will ensure a high level of transport mobility and, accordingly, the country's economic development.

Introduction. The article concentrates on the mathematical modeling features of the organization of passengers’ transportations by motor transport in stop-transfer point (STP) with the multiple change of passenger traffic, which is characteristic for resort municipal formations, and also at the organization of sports, cultural and other mass actions.Materials and methods. Materials are presented and a mathematical model is developed, based on the formalization of the STP functioning, as an infrastructural object intended for realization of the transportation process by various types of passenger transport. In addition, compliance with the conditions of the rolling stock rhythmicity on the STP is considered as the basic operating condition.Results. Consequently, the problem of finding the optimal structure and number of bus transport substation units for the STP functioning parameters and the condition for full and timely development of the repeatedly changing passenger flows in it is solved.Discussion and conclusions. The results of mathematical modeling of passengers’ transportations by motor transport allow estimating parameters of functioning of STP and efficiency of management in the conditions of repeatedly changing passenger flows. Therefore, the involvement of additional carriers, flexible planning of routes and schedules according to the regularity of bus traffic, the rhythm of the buses interaction and other types of passenger transport interaction in the STP during peak periods of loading, which ultimately ensures the efficiency and quality of transport services to the population, are considered as control actions.

This article briefly describes the transport system of the Republic of Ecuador and, in particular, the organization of the route network of urban passenger transport in Quito, the capital city of Ecuador. The features of the organization and management of transportation of passengers on the main routes of urban passenger transport of Quito are determined by the Bus Rapid Transit (BRT) system. We revise possible ways of improving the management and control of urban passenger transport in Quito by using telematics tools and systems. We propose that the main direction of improvement is to introduce tools for assessing the dynamics of passenger traffic in real time through the use of telematics. In comparison with traditional systems, the peculiarity of the approach proposed is the use of telematics equipment and special sensors for calculating the number of incoming/outgoing passengers from the vehicle, which are installed directly in the doors of the pavilions of the bus stops of the BRT system routes. The goal of this approach is to reduce the cost of telematics equipment and normalize the occupancy inside transport vehicles, which is one of the service level indicators.

The approaches to assessing the quality of passenger transport services and indicators considered in scientific works, and also existing in state and international standards, are considered. A hierarchical system of indicators (ranking level) has been drawn up, which distributes the sequence of indicators of transport services. The foreign experience of organizing the work of municipal transport was taken into account, the quality of service of which is constantly monitored and as close as possible to the needs of passengers. However, a number of issues, namely: measuring the quality of transport services for the population on a digital scale, methods and methods for monitoring quality assessment, and improving it, etc., remain open. Based on the results of the preliminary study, the main indicators for assessing the quality of passenger transport were identified and grouped, both objective and dependent on the perception of the consumer, which most clearly describe the quality of the provision of passenger transport services. Almost all researchers in their works have determined that the system of general quality indicators should include the following indicators: availability, reliability, comfort, information content, safety, regularity, cost-effectiveness. But due to the importance of each of the elements of the complex indicator, it is necessary to take into account not only all the components of the quality assessment, but also, to a certain extent, their impact on the quality of the transportation process. The article analyzes the importance of each component included in the system of indicators for assessing the quality of transport services for passengers. The necessity of digital assessment of the quality of services for the transportation of passengers by city bus transport has been substantiated. The developed methodology will allow assessing the quality of passenger transportation by other types of transport. The degree of the need for quality indicators in the passenger traffic assessment system has been substantiated, which will allow evaluating the quality of passenger service not at the verbal level ("bad", "good"), but at the level of digital comparison. substantiation of the degree of need for quality indicators in the passenger traffic assessment system; considering the feasibility of each indicator with its constituent components, determining the degree of influence of each component on the quality of the provision of services for the carriage of passengers by road. For the digitalization of the assessment of the quality of transportation, the designation of the general quality indicator is adopted - Яобщ. In numerical terms, the quality indicator should tend to the maximum value, which in this study is taken as 4. For this, all indicators will be divided into separate components, the weight of which will be estimated at 0.1. A general indicator for assessing the quality of passenger transportation has been determined, which will determine the competitiveness of the enterprise, satisfy the need for a high-quality transportation process, taking into account all criteria and indicators. Thus, the assessment of the quality of passenger transportation, based on the minimum value of the coefficient, which will tend from 3.5 to 4, will determine the ability of the enterprise to carry out the transportation of passengers according to a qualitative assessment and, taking it into account, conduct tenders for the transportation of passengers. The article presents a prediction regarding the development of passenger transport services, considering random factors related to the COVID-19 pandemic situation, based on scenario methods. The SARS-CoV-2 coronavirus pandemic has significantly affected the way passenger transport services are provided, mainly due to sanitary restrictions imposed by epidemiological services. At the same time, the communication behaviour of travellers has also changed, which in turn has influenced the demand for these services. The following study investigates transport service future development issues from multiple perspectives, including demand analysis, the selection of major factors influencing the development of passenger transport for individual Polish passengers using an online questionnaire, and scenario designs. The main purpose of this article is to build various scenarios for the development of passenger transport, considering changes in the demand for these services and factors related to their perception by the users of the means of transport. The main factors influencing the future development of passenger transport and the possible scenarios can support public transport service providers in planning their services in the post-shutdown phase as well as in their respective modelling development requirements. This can support the planning process with decision-making based on future behavioural trends.
