The article analyzes the EU rail transport directives to be implemented in Ukraine after signing the Association Agreement between the EU and Ukraine, as well as the systematic positive and negative consequences and reservations of the implementation of the directives in the Ukrainian rail transport legislation. However, bringing of rail transport to the state declared in these directives requires significant investments including foreign ones. At the same time, the investment attractiveness of the railway industry is very low. The reason for this is the unsatisfactory state of the non-current assets, low quality of transportation, unprofitable passenger transportation which requires cross-subsidization, etc. Upgrade of the transport infrastructure should be carried out with the use of the latest energy efficient technologies. There is a need to change the management principles of the railway industry as a whole. Fulfilment of implementation conditions will trigger the attraction of investments and increase of the revenue part of the budget of Ukrzaliznytsia, which in turn will increase the competitiveness of the domestic railway.

Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. The article provides a comparative analysis of the place of Ukraine in the international rankings such as GCI, Doing business, IEF, SPI, CPI. The necessity of transformation and socio-economic features and indicators of development of the existing economic model of Ukraine are researched. The main reasons for the low level of management quality of the enterprises are identified and analyzed. The world experience of the structure of elements and implementation of organizational and economic mechanism of managing the competitiveness of enterprises of individual countries with the most successful indicators of economic development is researched. The main problems of the railway industry and the necessity of continuous improvement of the enterprise competitiveness management system are determined. The article outlines the main directions of increasing the competitiveness and development of rail transport.

As year 2021 was announced the year of rail transport, by the decision made by the EU Council and Parliament on 23rd December 2020, the authors of this article present the history of railway development in Europe and in Poland. The directions of changes in transport policy in the last years of previous century and the early years of this century were not positive for the development of railway. Thou, there is an opportunity for this branch of transport to experience a renaissance. In the article some trends of current changes are shown. A year to year increase in traffic congestions as well as the awareness to protect the natural environment cause that this branch of transport has good perspectives of development. The use of modern technology in rolling stock and in passenger transport infrastructure contribute to the increase of speed, reliability and comfort of travelling and what is more regaining the clients. To minimize the negative influence of transport on environment it is crucial to develop cargo transport. Keywords: Railway transport; Train; Railway development

Abstract The quality of the transport process in railway transport depends on the compliance of the timetable. Delays in rail transport are due to various reasons. One of the common factors is also failures in the stations or track interlocking systems. In the article is published the results of the performed simulation of failures of interlocking systems in the conditions of the transport laboratory at the Department of Railway Transport. The research was part of a student project solved at the University of Zilina.

AbstractWhile there is broad scholarly agreement that policy-making in the European Union (EU) involves a multitude of public and private actors at different levels of government, there is less agreement whether the EU should be conceptualized as a form of governancebynetworks or governanceinnetworks. This article first examines different concepts of networks. It then sets out multiple functions of networks within the EU policy process. Particular attention is paid to the extent to which networks may provide added value to European integration and improve the quality of governance by effectively solving common problems and helping to address the democratic deficit or whether, by acting as mechanisms of exclusion rather than inclusion, they actually contribute to the EU's legitimacy deficit. Since networks can enhance governance quality as well as undermine its democratic credentials, a balance sheet shows both positive and negative consequences.

The decline in the volume of passenger traffic, the critical level of financial condition, and the depreciation of the material and technical base caused a significant economic downfall of the railway transport. The reorganization of structural units is intended to improve the quality of service provision, which affects the final demand of consumers, which influences the volume and profitability of passenger transportation. The author suggests applying the principles of the organization of the revenue account from passenger transportation, exempt from VAT, to reduce its loss ratio amid organizational and structural transformations during the reshaping of passenger transport segment. Increasing the competitiveness of passenger rail transportation will contribute to the economic development of the entire nation.

A comparative comprehensive analysis of the socio-pedagogical problem field of modernization of the educational system of Ukraine and the EU in the context of administrative reform and taking into account economic needs and the establishment of universal democratic values has been conducted. A comparative pedagogical study of the theoretical, organizational, methodological and regulatory principles of reforming the educational system of Ukraine, which is currently acquiring national features and integrated into the world educational space, has been carried out.  Conceptual principles of reforming the educational system of Ukraine as a basis for improving the quality of life of citizens from the standpoint of an innovative educational project in the context and professional psychological and pedagogical aspects of training in the field of educational policy have been theoretically substantiated. The provision is that education, like other institutions of public life, requires operational and strategic management actions, aimed at its modernization and renewal. A conceptual integral dynamic model of reforming educational policy in Ukraine with substantiation of methodological approaches and theoretical positions has been developed on the basis of comparative pedagogical research. A necessity of expansion and qualitative improvement of the network of preschool educational institutions has been proved. There are trends that Ukrainian secondary education will eventually become on a par with the world standards of secondary school. A need to create and coordinate a strong system of out-of-school education in Ukraine has been justified, as the mass unemployment of children and youth in out-of-school time entails huge negative consequences. Peculiarities of reforming the system of training of working professions and vocational education in Ukraine have been specified. A strategic issue is the state policy on teacher training.  Ukrainian origins of the phenomenon of pedagogical skill as a fundamental basis of the theory and practice of educational policy to improve the quality of teaching and learning in EU countries have been revealed. A necessity of development of a target program of professional and pedagogical selection and preparation of experts in the field of educational policy for Ukraine and an algorithm of estimation of its efficiency on the basis of the comparative analysis has been proved. The content of the concept of "educational policy" has been clarified, knowledge of the regulatory framework for reforming educational policy in the EU has been deepened.

Today, the European vector of our country’s development and the strategy of economic partnership with the EU pose certain challenges for our state. Signing the EU Association Agreement made an important impact on the changes in Ukrainian legislation concerning harmonization of laws and rules in economics. Providing the proper quality of agricultural products remains an important task. It requires improving the organizational and legal support in changing accents in legal regulation: giving manufacturers more freedom in economic issues instead of administering directly. The above-mentioned Agreement gave a good boost to create the State Service of Ukraine for Food Safety and Consumer Protection, which, in turn allowed merging three state organizations to start monitoring food safety and quality “from field to fork.” Especially important are the Requirements to the Development, Introduction, and Usage of Standing Procedures based on the HACCP system principles. Today, HACCP-based certification of standing procedures is not obligatory, unlike the presence of Prerequisite Programmes of HACCP, which is obligatory. A Prerequisite Programme must cover 13 processes: from planning the manufacturing, auxiliary, and staff facilities in order to avoid cross-contamination to marking finished products. A number of requirements must be met by each of these processes in particular. The authors of this article have analysed the legislation changes and the latest publications about a number of Ukrainian food enterprises that have introduced the HACCP principles. This analysis has allowed concluding that in these enterprises, this process has caused some changes in their manufacturing technologies and management systems. Groups of factors influencing the products’ quality have been outlined. The importance of the human element at various stages of quality formation and control has been emphasized. The existing systems of quality and safety management in food industries have been analysed in detail.

Adoption by Russia of the Kigali Amendment to the Montreal Protocol on substances that deplete the ozone layer posed a very difficult task for consumers of artificial cold, including rail transport, to find an acceptable alternative to the R134a freon and mixtures based on it, which is being phased out. Considering that there are no equivalent alternatives to these substances on the market, it was proposed to consider the use of widely known and previously used working fluids in climate technology, based on the positive experience of the European Union (EU) countries. The article analyzes the reasons for the bans on the use of hydrofluorocarbons, presents the mechanism for the legal use of refrigerants that are safe for humans and nature in the EU and a version of the roadmap for converting the climatic units of the Russian Railways holding to R22 freon and other types of fluorocarbons within the framework of the Kigali Amendment.

The competitiveness of an enterprise in comparison with other entities working with it in the same plane has a significant impact on the results of its activities, including profit. If we talk about railway transport, in the field of providing passenger transportation within the country, then road transport has become a close and fairly significant competitor of railway transport, because the availability of cars to an ordinary citizen, an extensive network of bus routes, competitive cost and speed of delivery of a passenger from point A to point B by road vehicles have significantly weakened the place of rail transport in the passenger transportation market. The following factors negatively influence the volume of passenger transportation by rail in Ukraine: ineffective reforms, their obsolescence and protraction, ineffective industry management system, outdated financial model and tariff setting system. Ensuring a stable, profitable operation of a transport organization by identifying and meeting the needs of passengers to the maximum is the main goal of marketing in the field of passenger transportation. The current tough market conditions for the implementation of financial and economic activities in the field of railway transportation require a change in the policy of using the labor potential of Ukrzaliznytsia in order to increase its financial potential. In the article, the authors, in order to increase the competitiveness of railway transport, note not only on a thorough and large-scale renovation and reconstruction of railway transport infrastructure and rolling stock (with the help of public and private funding), but also the need to determine the needs of the passenger, his hopes and expectations from railway travel (for this it is proposed to create an appropriate marketing service in the structure of the railways, conduct regular surveys of passengers, etc.). The authors consider an increase in the motivation for high-quality performance of official duties by railroad employees as one of the important areas of increasing the competitiveness of rail passenger transportation, because it is they who come into direct contact with passengers and significantly affect the general impression of the passenger from the trip.
