As year 2021 was announced the year of rail transport, by the decision made by the EU Council and Parliament on 23rd December 2020, the authors of this article present the history of railway development in Europe and in Poland. The directions of changes in transport policy in the last years of previous century and the early years of this century were not positive for the development of railway. Thou, there is an opportunity for this branch of transport to experience a renaissance. In the article some trends of current changes are shown. A year to year increase in traffic congestions as well as the awareness to protect the natural environment cause that this branch of transport has good perspectives of development. The use of modern technology in rolling stock and in passenger transport infrastructure contribute to the increase of speed, reliability and comfort of travelling and what is more regaining the clients. To minimize the negative influence of transport on environment it is crucial to develop cargo transport. Keywords: Railway transport; Train; Railway development

The article analyzes the EU rail transport directives to be implemented in Ukraine after signing the Association Agreement between the EU and Ukraine, as well as the systematic positive and negative consequences and reservations of the implementation of the directives in the Ukrainian rail transport legislation. However, bringing of rail transport to the state declared in these directives requires significant investments including foreign ones. At the same time, the investment attractiveness of the railway industry is very low. The reason for this is the unsatisfactory state of the non-current assets, low quality of transportation, unprofitable passenger transportation which requires cross-subsidization, etc. Upgrade of the transport infrastructure should be carried out with the use of the latest energy efficient technologies. There is a need to change the management principles of the railway industry as a whole. Fulfilment of implementation conditions will trigger the attraction of investments and increase of the revenue part of the budget of Ukrzaliznytsia, which in turn will increase the competitiveness of the domestic railway.

Effective planning and optimization of rail transport operations depends on effective and reliable forecasting of demand. The results of transport performance forecasts usually differ from measured values because the mathematical models used are inadequate. In response to this applicative need, we report the results of a study whose goal was to develop, on the basis of historical data, an effective mathematical model of rail passenger transport performance that would allow to make reliable forecasts of future demand for this service. Several models dedicated to this type of empirical data were proposed and selection criteria were established. The models used in the study are: the seasonal naive model, the Exponential Smoothing (ETS) model, the exponential smoothing state space model with Box–Cox transformation, ARMA errors, trigonometric trend and seasonal components (TBATS) model, and the AutoRegressive Integrated Moving Average (ARIMA) model. The proposed time series identification and forecasting methods are dedicated to the processing of time series data with trend and seasonality. Then, the best model was identified and its accuracy and effectiveness were assessed. It was noticed that investigated time series is characterized by strong seasonality and an upward trend. This information is important for planning a development strategy for rail passenger transport, because it shows that additional investments and engagement in the development of both transport infrastructure and superstructure are required to meet the existing demand. Finally, a forecast of transport performance in sequential periods of time was presented. Such forecast may significantly improve the system of scheduling train journeys and determining the level of demand for rolling stock depending on the season and the annual rise in passenger numbers, increasing the effectiveness of management of rail transport.

Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. Transport plays an important role in the economy of any country. Efficient and developed transport infrastructure of various modes of transport significantly affects the availability of transport services, and consequently, the well-being of citizens. This article presents an analysis of the volume of passengers and cargo transport using rail and road transport in Poland in 2009-2019. These analyses were carried out based on data obtained from the Central Statistical Office. All data concerns Polish entities that provide services in the field of passenger and freight transport in Poland and focuses on such information as the volume of passengers and cargo by individual means of transport, broken down into domestic and international transport. Further, the presented analyses concern the length of the available rail and road routes, tracks, the size of the rolling stock as well as the groups of transported loads.

The countries of the European Union have a huge territory and a large number of objects of transport infrastructure and rolling stock. In these countries, various methods, complex systems and technologies are offered for the organization and management of the cargo transportation process and passengers with traffic safety. The acceptance and admission of rolling stock to operation is carried out in accordance with the requirements set out in document EN 14363. This document defines the main indicators of railway traffic safety, methods, means and conditions for conducting tests of rolling stock on the definition of its qualitative driving characteristics. In the author’s article, the following safety indicators were studied on the EU railways: the coefficient of stability from rolling the wheel flange of the wheel pair onto the rail head, the value of the turning of the trolley relative to the body of the rolling stock (index X), the indicator of the lateral action of the rolling stock on the rails. The stability of the rolling of the wheel of the wheel pair onto the rail head on the EU railways is investigated on the basis of the Nadal’s criterion. The value of the resistance of the trolley rotation relative to the body of the rolling stock is decisive for proving the safety condition against the derailment wheel pairs on the EU railways. With the help of the indicator of the lateral action of the rolling stock on the rails limited the size of the lateral forces to minimize the risk of shifts of rail-sleeper lattice. The article describes how a rolling stock test on EU railways is being conducted to determine the traffic safety indicators. The author notes that in order to determine the possibility of derailment of rolling stock under the norm EN 14363, it is necessary to have the value of the guiding force. However, determining the direction of the force is a complicated and time-consuming process, since it requires a large number of experimental studies. Due to the reliability standard set during the design and even when it reaches orexceeds the standard service life of more than 90 % of locomotives, railway transport continues toperform its functions. Many years of experience in the operation of locomotives confirm thecorrectness of the norms laid down in the standards for their design to the design loads andindicators of dynamics and strength of load-bearing structures: the standard stock ratio (2) ensurestheir operation during the service life.(25 ... 30 years) In many countries, as part of the extension of the service life of TRS at onetime had to solve complex scientific and applied problems. For example, most recently in Europeancountries, rolling stock depreciation was up to 65% of service life. In the interaction of TRSproducers and users, the concept of repair and modernization of TRS at the facilities ofmanufacturers was adopted, and the amount of modernization depended on customer requirements.After the modernization of the extension of the service life of TRS, it could be used on certainsections of the railway or in other types of work: economic, export, shunting. In our country, thelong-term operation of the TRS of a small number of series led to the fact that the rolling stock wasalmost not renewed and the problem of extending the service life was not solved. Now difficultpolitical and environmental factors have led to the fact that after some time it will be dangerous touse rail transport. As the world and domestic experience of TRS operation shows, urgent changes inall links of the industry and operation are necessary. The resource of TRS put in production allowsto keep and maneuver in a choice of strategy of management of the maintenance of TRS. Inconnection with the aging of rolling stock and the development of the assigned service life arerelevant to the study of the original and residual resources of the structure. To do this, thestandards must be clarified and supplemented on the basis of accumulated operating experienceand taking into account modern knowledge to assess and ensure the necessary durability and safetyof operation of vehicles. Based on this, the topic of changing the system of extending the service lifeis relevant. The article considers the concept of general approaches to extending the service life oflocomotives.

This paper presents and analyses the redefined Rijeka railway junction. The redefined concept of the Rijeka railroad hub in the context of port and railway interdependence dictates the need to find the accommodation of cargo transport to peripheral locations such as: Krasica, Kukuljanovo, Bakar, Ivani, Bršica and capacity for the island of Krk, while passenger transport would be implemented in the urban area. The most important projects related to Rijeka rail transport system are the construction of a new line of high efficiency between Zagreb and Rijeka, and a new railroad through the tunnel of Učka which will link the ports of Rijeka, Koper and Trieste. Together with the reconstruction of cargo stations Rijeka and Brajdica, an extension of the other tracks on the railroads Škrljevo-Rijeka and Rijeka-Opatija/Matulji should be performed as well as the construction of Krasica, Ivani, Tijani and Vrgljevo stations. The construction includes a multipurpose bridge to the Island of Krk and a railway line to the new container terminal as well as the new railway bypass to “elevation 200”. The advantages of using motor transport for transportation of goods are substantiated. On the basis of an analysis of the indicators of the volume of transported goods and the turnover of goods of motor transport in a number of countries of Europe (Austria, Great Britain, Spain, Italy, Poland, Finland, France, the Czech Republic, Sweden), reduction of activity in the field of road transportation of goods in 2013 − 2014 and its activation in 2015-2016 are established; in addition, the influence of such negative environmental factors on the activity of road transportation of goods as reduction of the trade turnover of these countries with Russia as a result of the EU sanctions, increasing competition in the road transportation market, and the strengthening of the EU requirements for rolling stock and social guarantees for transportation workers was identified. The statistical data on the volume of transported goods and goods turnover of motor and all types of transport during 2012 − 2017 in Ukraine was explored, and a number of problems were identified that hinder the development of this sphere of activity, the main of which are: low quality of transport infrastructure and, above all, unsatisfactory conditions of road communication lines and corruption in the road construction sector, resulting from inefficient management of the field of activity; low level of safety control as far as road traffic and environmental protection are concerned; environmental pollution by road transport with emissions of harmful gases and transport noise, etc. The basic areas of the development of the sphere of road transportations of goods and of the network of highways are determined.
