This paper makes a case for that declines in population size must be counteracted via a well-substantiated anti-depopulation policy. Russia’s current anti-depopulation policy has yet to live up to its potential. The linkage between depopulation and social/economic processes taking place across the Russian Federation may well be associated with the nation’s rather inhomogeneous, polarized natural-terrain, territorial-economic, and settlement structure and marked differentiation in terms of major demographic and natural/economic determinants. By its subject matter, the issue of depopulation has long stopped being strictly scientific – it now also has a political, economic, and ethnocultural ring to it. In this context, ‘The Concept on Demographic Policy in the Russian Federation for the Period through to 2025’ expressly sets out the goals, principles, objectives, and key focus areas for Russia’s demographic policy, as well as the mechanisms for implementing it and curbing depopulation. However, all these postulates have thus far failed to be a factor for rational activity and greater responsibility for implementing set objectives on the part of relevant public authorities, which is affecting the nation’s geopolitical security.

Extremism prevention is an essential component of the work in the field of national security of the country. The article reveals some of the main forms of extremism, such as religious-political, ethno-social, economic, pseudoscientific, and others, and provides examples. The main content of the article is devoted to the disclosure of the essence and diversity of manifestations of cultural extremism in the country, especially in the North Caucasus and Dagestan. Numerous concrete examples are given, proving that cultural extremism takes place and sometimes takes on quite acute forms. It is shown that the manifestations of cultural extremism are more difficult to combat, since it manifests itself among more literate and intellectually savvy people and does not have open ideologically organized forms, as in the case of religious and political extremism. The article considers the current law of the Russian Federation and the draft new law on culture, which notes all the mechanisms for overcoming extremism in culture, and which clearly emphasize the primacy of the rights and freedoms of an individual creative personality.

The article is devoted to topical issues of determining the effectiveness of the work of governmental agencies in the Russian Federation. The relevance of the study’s subject matter is determined by the lack of comprehensive examination of the subject matter from the perspective of methodology and practice. Public authorities’ activities in the Russian Federation are changing acquiring new qualities. Thus, clear and uniform criteria for their assessment are necessary. Evaluation criteria should be closer to social indicators and should meet the demands of society. The author analyzes the normative-legal regulation of this issue. to this end, the paper provides examination of the Decrees of the President of the Russian Federation that have been issued since 2007 to establishing indicators for assessing the effectiveness of the activities of the executive authorities of the Russian Federation. It is possible to observe a constant change in the methodological approach to the number, formulation and content of the criteria for assessing the effectiveness of the executive authorities of the constituent entities of the Russian Federation. Between 2007 and 2012, the evaluation criteria were based on public control over the public services effectiveness exercised by citizens. Currently, the approach has changed — public control has been removed from the system under consideration and is now governed by a separate regulatory act. For the first time, to recognize executive authorities’ activities as effective the determination of the level of evaluation criteria to be met by executive authorities is used.The normative regulation of the evaluation of the effectiveness of the executive power at the federal level is also investigated. At the national level there is no any regulatory framework for assessing the activities of federal executive authorities of the Russian Federation. The author draws conclusions about the lack of a uniform approach to the evaluation of governmental authorities’ activities at both federal and regional levels. The conclusions can be used in law-making activities of state bodies.

The purpose of the article is to develop recommendations for countering the destruction of the nationhood of the Russian Federation. The subject of the article is various aspects of countering the technologies of destruction of nationhood, reflected in the strategic planning documents. The results of the accomplished work: based on the analysis of the doctrinal documents of foreign actors and the modern practice of destructive impact on the target countries, the authors identified the most relevant technologies through which the destruction of nationhood occurs: information, political, economic and cyber impact on the population and infrastructure. Currently, the main threats are shifted from the military and economic spheres to the information one. One of the priority tasks of external actors is to influence the population in order to change values and meanings. In connection with the dominance of the power component in the regulatory and legal framework in the field of national security of Russia, the authors propose to make a number of changes to the main documents of strategic planning, strengthening the problems of the humanitarian component, spiritual and moral values, and culture. At the same time, the main task at the state level should be the creation of a holistic, in terms of goal-setting and management, system of counteracting the destruction of statehood.

The Analysis of the current geopolitical situation of the Russian Federation shows that it continues to occupy a fairly strong position on the geopolitical map of the modern world and has all the necessary and real prerequisites for revival in the new century as a developed democratic state that actively influences the nature and direction of global political, economic, social and cultural processes.

Introduction. Population growth in the world is uneven: while in some countries the population has been growing for a long time (China, India), in Russia and in many EU and BRIC countries, the birth rate has been declining in recent years; and if this does not affect the population, then only by increasing life expectancy and migration. Abrupt changes – both growth and decline – in the population are a threat to the national security of the state. The purpose of this work is to evaluate the effectiveness of political management (strategies and tools) aimed at solving demographic problems and increasing the birth rate in the Russian Federation, as well as to identify the stages of the formation of demographic policy in the Russian Federation in 1992–2019. Methods and materials. Based on the qualitative analysis of normative documents, the frame analysis of speeches of political leaders the main factors that influenced the coverage of demographic problems are revealed (the authors used official electronic versions of the following publications: “Sobranie Zakonodatelstva Rossiyskoy Federatsii” (Collection of Legislation of the Russian Federation) and “Byulleten normativnykh aktov federalnykh organov ispolnitelnoy vlasti” (Bulletin of Normative Acts of Federal Executive Authorities). Analysis. The proposed research strategy allowed identifying demographic threats to national security articulated by political actors and presented in official documents, statements of officials, as well as to compare the political decisions taken in the Russian Federation with the decisions taken in some European countries. Strategic documents that ensure national security of the Russian Federation by including the demographic agenda in political discourse are considered as a tool of political management. Results. The article assesses the effectiveness of political management in solving demographic problems and increasing the birth rate in the Russian Federation, identifies the stages of the formation of demographic policy in the Russian Federation in 1992–2019, as well as the features of the articulation of demographic problems in the political discourse of Russia, and describes demographic threats. The analysis of the regulatory framework as a tool for political management, demographic threats prevention, as well as the basis of the state strategy for increasing the birth rate in the Russian Federation allowed identifying policy decisions that can be used to develop new measures within the framework of programs to increase the birth rate in the Russian Federation.

The article discusses the theoretical and practical aspects of the migration policy of the Russian Federation in the context of the demographic crisis in 2021-2025, in the coordinates of the implementation of the activities of the plan for the second period of stage III of the Concept of the demographic policy of the Russian Federation until 2025, approved by the Order of September 16, 2021 No. 2580-r .2 The features of the demographic development of individual subjects of the Russian Federation in 2020 are discussed. The article deals with the issues of the methodology for analyzing migration processes as complex simultaneously social, economic, and demographic processes with the smallest inertial lag. The issue of legitimacy in these extraordinary objective and subjective conditions — raised in September 2021, is brought up for discussion. By the President of the Russian Federation V.V. Putin, the task of reaching positive dynamics of the population already by the end of 2024, the choice of priority constituent entities of the Russian Federation, in order to activate in the conditions of the demographic crisis, at the regional level, the peculiar "points of growth" and specific situational measures of migration policy in the Russian Federation are not at the federal level, but at the level of individual constituent entities of the Russian Federation. Especially those who, in the emergency sanitary and epidemiological conditions of 2020, despite the pandemic, came with a positive contribution of migration to their demographic development. The proposal of S.V. Ryazantsev on the priorities of migration policy for the countries of Central Asia is being considered.

В статье автором изучен такой общественно опасный феномен как коррупция, в частности, коррупционные правонарушения сотрудников УИС, вызывающие наибольший резонанс и создающие реальную угрозу не только пенитенциарной, но и национальной безопасности государства, поскольку именно сотрудники УИС должны являться гарантом обеспечения законности, правопорядка и справедливого исполнения наказаний. Показывается, что в борьбе с данным негативным явлением одним из эффективных средств является правовое просвещение и воспитание, поскольку причиной многих коррупционных правонарушений, совершаемых в УИС, является правовая безграмотность сотрудников. На основе проведенного анкетирования были изучены содержание, формы и методы работы сотрудниками УИС по правовому просвещению в рамках профилактической деятельности в борьбе с коррупцией в УИС. Автор приходит к выводу, что достижение реальных результатов в деле формирования атмосферы нетерпимости к коррупционным проявлениям, подрывающим авторитет государственной службы в Российской Федерации, возможно только путем консолидации всех усилий, а проводимый комплекс информационно-пропагандистских и просветительских мероприятий дает положительные результаты. In the article the author studied such socially dangerous phenomenon as corruption, in particular - corruption offenses of CES employees, causing the greatest resonance and creating a real threat not only to penitentiary, but also to national security of the state, since it is the CES employees should be the guarantor of legality, law and order and fair execution of punishment. It is shown that one of the effective means to combat this negative phenomenon is legal enlightenment and education, since the cause of many corruption offenses committed in the CES is the legal illiteracy of employees. The content, forms and methods of work on legal education as part of preventive anti-corruption work with employees of prisons have been studied on the basis of the questionnaire. The author concludes that the achievement of real results in the formation of an atmosphere of intolerance to corrupt practices that undermine the authority of public service in the Russian Federation is possible only through the consolidation of all efforts, and the ongoing set of outreach and educational activities gives positive results.
