The object of the research is the relationships ensuring nuclear safety in Ukraine. The methodological basis of this study is modern general scientific methods and techniques of cognition, scientific theories about the state and law, the organization of public administration, development in the field of philosophy of law, public administration, administrative law and process, sociology. The work uses dialectical, structural-functional, historical, comparative-legal, system-structural and other methods. The purpose of this research is to characterize the measures provided by the national legislation of Ukraine for ensuring nuclear safety, which are carried out by authorized state bodies and officials. To achieve this purpose, the following tasks are set: to define the content of the concepts of ‘national security’ and ‘nuclear safety’, elements of the mechanism of management in the nuclear sphere; to allocate legal bases for ensuring nuclear safety and authorized entities; to carry out an analysis of the control system for nuclear safety in Ukraine; to characterize the research activity and international cooperation of Ukraine in the nuclear sphere; to characterize administrative services in the nuclear sphere; to investigate the activities of the governing body on the management of nuclear power plants in Ukraine – the State Enterprise National Nuclear Energy Generating Company ‘Energoatom’

The types of forms of activity of the state-migration service of Ukraine are analyzed and defined by the effective implementation of the tasks and functions of the implementation of state policy in the spheres of migration (immigration and emigration), including counteraction to illegal (illegal) migration, in particular an administrative offense of foreigners. It is determined that regardless of classification, the optimal use of those or other forms of public administration forms the effectiveness of the state-migration service of Ukraine on the implementation of the tasks entrusted to it as a whole, as well as in part of counteracting an administrative offense of foreigners. The analysis of forms used in public administration shows that their aggregate is a kind of systematic formation, whose components closely interact with each other, and are not interchangeable. The system of forms plays an important role in the management process of the state-migration service of Ukraine. The forms of managerial activity are marked by noticeable independence and universality on specific industries and spheres of public administration, in particular migration. Given the significance of the administrative activity of the state-migration service of Ukraine to create appropriate conditions for the effective implementation of state policy in the field of migration, ensuring effective state management of migration processes, creating conditions for sustainable demographic and socio-economic development of the state, raising national security by preventing the emergence of uncontrolled migration processes. and the elimination of their consequences, the coordination of national legislation in the field of migration with international standards, observance of the principles of protection of interests of Ukraine, one of the directions of creation of a professional and effective state migration service of Ukraine is to improve the forms of activity of this service and its officials. Invisible is the fact that timely and adequate increase in the effectiveness of the migration service used by the migration service will contribute to the successful performance of the tasks and implementation of functions. Based on the analysis, modern forms of activity of the state-migration service of Ukraine are defined: 1. Edition of legal acts of normative management: Acts of the Ministry of Internal Affairs of Ukraine concerning the activities of the State Migration Service of Ukraine; normative acts of the state-migration service of Ukraine; Normative acts of territorial divisions of the state-migration service of Ukraine. 2. Publishing of legal acts of administration of an individual nature: procedural acts; Deport acts of internal and external direction. 3. Conclusion of administrative contracts (agreements). 4. Committing other legally significant action. 5. Providing administrative services (for example, issuance of a passport). 6. Organizational actions. 7.Material and technical operations. The most significant modern form of activity of the state-migration service of Ukraine regarding counteraction to the administrative offense of foreigners in Ukraine is the provision of administrative services. The latter can be defined as a result of the exercise of the authorities of officials of the state-migration service of Ukraine regarding the change or termination of the rights and / or duties of foreigners and stateless persons in accordance with the law on the application of the latter about the provision of such a service. Successful activity of the state-migration service of Ukraine regarding the counteraction to the administrative offense of foreigners directly depends on the integrated use of these forms of activity that require their further improvement and should be focused on the comprehensive observance of human rights and freedoms during their implementation.

The purpose of the article. The article considers the Blockchain technology asan innovative tool. In particular, the essence and background of the developmentof blocks, the principles and specifics of the functioning of the system, as well asthe scheme of its work, are determined. The article presents the prospects forusingdistributed registry technologies (blockchain) in various socioeconomic spheresrelated to state administration. Provided examples and forecasts of the use ofblockchain technologies in the provision of state and municipal services forindividuals and legal entities in the following areas: formation of a unified registercontaining the history of the placement of the state, municipal order, as well asprocurement of corporations with state participation and / or control; registers ofdocuments (diplomas, certificates, lost and disavowed passports, policies for movableand immovable property insurance, health, etc.); database of court decisions andexecutive proceedings; public participation portals for citizens of Ukraine district- city – country. The fact that the blockchain technology is, first of all, theprinciples, and not the only possible way of implementing them, allows us to counton maximum openness and multivariate application in a dynamically changingchanging«digital world». Methodology. The research methodology is to use a combinationof methods: analytical, historical, comparative. The scientific novelty. The priorityof state blockchain systems introduction in stationary and distant voting, distributeddocument circulation, medical data registration, land resources registration,electronic auctions (auctions) in Ukraine was grounded. Conclusions. Already today,blockchain systems can change the role and participation of citizens in the conductof the state-management process, by raising the responsibility level, from thetransparent will expression in the elections to regulating the government serviceactivity in the society’s digitization conditions. The main advantages blockchainsystems using by public authorities that will increase the level of citizens trust todigital technologies using in general, namely: reliability and reliability of datastorage, transparency of transactions and virtually absolute protection of informationfrom distortion and unauthorized removal (relocation), are determined. In furtherscientific research it is proposed to consider the promising areas of the blockchaindigital technology usage: service activities of public authorities, legal proceedings,property rights management, implementation of migration control, verification ofgoods and services, registration of data on passing qualifying tests, patenting,intellectual property, digital identification, logistics , taxation, accounting ofbudget funds movement.

Problem setting. The COVID-19 pandemic, global quarantine, quarantine restrictions created the conditions for society to react quickly. Digital technologies are now being used more intensively, and the public administration sector is no exception. At the same time, the country's development requires systematic strategic and tactical decisions that will accelerate the introduction of modern digital technologies in all spheres of Ukrainian society, also forming and implementation of public policy at various levels of government. The analysis of recent researches and publications. Problems of digital society are studied by such Ukrainian scientists as O. Klepanchuk, O. Petryk, S. Lisovsky, S. Romanyuk, L. Rudenko (the emphasis – achieving by Ukraine the goals of sustainable development, where the development of the digital society is considered as one of the tools); issues of implementation of e-government and e-democracy are studied by A. Emelyanova, S. Loboyko, O. Maevska, A. Semenchenko, V. Dreshpak; research on the implementation of public policy in a particular area, including in the field of justice and the provision of administrative services, are among the research interests of Y. Starylov, J. Sobko, I. Markvych and others. Among foreign researchers, these issues are being investigated by C. Emmanuelli, N. Jain, N. Maechler, D. Malfara etc. Highlighting previously unsettled parts of the general problem: the main contradictions, trends, problems and prospects for the provision of digital public services, based on the conditions created by the COVID-19 pandemic, namely – the application of quarantine restrictions; influence of digitalization on the public policy forming in Ukraine. Paper main body. The article analyzes the problems inherent in modern Ukrainian society in connection with the rapid digitalization processes, that have taken place over the past year. The influence of digitalization on the forming and implementation of public policy is considered on the example of the activity of the Ministry of justice of Ukraine. Based on the results of a survey of civil servants and local government officials conducted by the author, the main trends, problems and prospects for providing public services online are identified. 2020 turned out to be the crisis year for all mankind on the one hand, and on the other hand – it encouraged the rapid development of certain industries, including the field of digital transformation. In public administration, this has been embodied in promoting the use of digital services and governance platforms. In the direction of forming and implementation of justice state policy main efforts are aimed at building online interaction between citizens and the state, reducing the number of paper documents, more efficient administration of open state registers, ensuring control at each step of citizens' appeals, reducing corruption risks. minimization of the human factor in the processes of providing administrative services. The author conducted the survey among students of the Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine on the provision of administrative services online. 66 applicants from eight regions of Ukraine were involved in the survey. The question was asked: what hinders the development of administrative services online? Among the answers, the most common are (in order from most popular to least): low technical literacy of service consumers; technical unpreparedness of networks;  unpreparedness of the citizens; unpreparedness of officials; insecurity of the information processed; lack of habit to use online;   distrust to the state. Conclusions of the research and prospects for further studies. Contradictions of the digital society development in Ukraine include: the digital divide (the gap in the level of digital equipment); technological unemployment; digital dependence and digital control; digital opportunities for crime; unlimited digital space and its content; the need for large-scale efforts and resources to address the digital space, and needs will only increase; unavailability of information created by bodies-not information managers; form of obtaining information, information is created or obtained in a form unsuitable for machine processing; method of information processing – non-interoperability of data sets from different managers. Among the factors that will determine digitalization processes on the public policy forming in Ukraine, we consider: increasing the technical literacy of service consumers; improving the technical readiness of networks; work with the population to promote the tools of consumption of administrative services online; training of officials to work in the digital space; taking measures to protect information held by the authorities; forming the habit of using online in the field of forming and implementation the public policy; increasing the level of trust to the state.

Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. The model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Abstract With the development of digital instrument and control technology for nuclear power plants in recent decades, communication networks have become an important part of safety digital control systems, which takes charge in data exchange between the various sub-systems, and extremely impact on the reliability and safety of the entire I&C system. Traditional communication systems where some special features, such as reliability, safety, real-time, certainty, and independence are not strictly required are various illustrated. However, how to implement a communication system in a safety I&C system is rarely stated in current research. In this research, a reliable safety communication system applied in nuclear power plants is designed and analyzed. The five key characteristics of nuclear safety communication networks are explained, followed by explanation of how to achieve these characteristics. The analysis and verification of the designed system are also stated in this paper, which contributes to proving that the designed nuclear safety communication system could applied in the nuclear power plants.

Nuclear safety goal is the basic standard for limiting the operational risks of nuclear power plants. The statistics of societal risks are the basis for nuclear safety goals. Core damage frequency (CDF) and large early release frequency (LERF) are typical probabilistic safety goals that are used in the regulation of water-cooled reactors currently. In fact, Chinese current probabilistic safety goals refer to the Nuclear Regulatory Commission (NRC) and the International Atomic Energy Agency (IAEA), and they are not based on Chinese societal risks. And the CDF and LERF proposed for water reactor are not suitable for high-temperature gas-cooled reactors (HTGR), because the design of HTGR is very different from that of water reactor. And current nuclear safety goals are established for single reactor rather than unit or site. Therefore, in this paper, the development of the safety goal of NRC was investigated firstly; then, the societal risks in China were investigated in order to establish the correlation between the probabilistic safety goal of multimodule HTGR and Chinese societal risks. In the end, some other matters about multireactor site were discussed in detail.

A method is presented for estimating the possible annual risk that a hydrogen superstructure at a nuclear power plant (NPP) may have in the production of explosive hydrogen. With the observance of safety rules in terms of receiving, storing, transporting and using hydrogen, it is possible to minimize the occurrence of fi re and explosion hazard situations on the hydrogen superstructure. Scheduled repair and overhauls with all diagnostics reduce emergencies and equipment failures in the same way. However, there is a likelihood for the equipment to be found in an abnormal state (breakdown, fi re and explosion) as a result of hydrogen leaks. Depressurization of equipment with leakage of explosive hydrogen in enclosed spaces concurrently with adverse attendant factors may lead to the destruction of the electrolysis plant due to fi re and explosion. With the help of the state graph, the probabilities of a failure of electrolysis equipment because of unplanned breakdowns and possible fi res or explosions indoors due to depressurization of equipment are estimated. To this effect, possible scenarios of breakdowns of the electrolyzer in one and two workshops are considered. In the calculations of the state graph, a system of linear equations was composed for steady-state values only. The calculations have shown that for a configuration involving two electrolysis plants, the possible annual risk would increase. Minimizing the annual risk can be achieved through boosting the capacity of the electrolysis plant still in operation by increasing its productivity in hydrogen and oxygen. The effect will only be achieved if the cost of electricity from nuclear power plants is kept within 0.81 rubles/(kW·h) with a peak electricity tariff at 3.5 rubles/(kW·h).

The ripples of the tsunami crisis in Japan triggered introspections of nuclear plant safety issues in the worldwide. Many countries have claimed the suspension of nuclear power plants. However, some countries such as Taiwan, under nearly 99% energy is exported, the disasters force government and citizen to face the importance of nuclear safety, especially the neighborhoods nearby the nuclear power plants. We have to face the nuclear safety since there is no other alternative energy presently. The 3rd nuclear power plant located in the south of Taiwan, which has the same geographic features with Fukushima, Japan. Presently, there is no precedent in Taiwan of precaution and rescue team and civil supervised mechanic on nuclear security issue. This paper will review according to transparent information, public participation and cross-organization cooperation to propose the execution and work division principles, including information monitor, educational propagation, hide and evacuation, emergence aid and care, rear and refuge service. The ultimate target is to establish self-governance inside nearby neighborhood to confront nuclear disaster at the critical moment.
