The article includes an analysis of the most significant trends in the socio-economic development of the Far Eastern Federal District in 2020 in the context of administrative units and main types of economic activity. The analysis is based on advanced statistical, analytical, and expert information. The article considers the most important factors and issues of the functioning of the real sector of the economy, the social sphere, and foreign economic activity in the conditions of uncertainty in the oil and foreign exchange markets, as well as the implementation of quarantine and restrictive measures due to the propagation of the coronavirus infection. There is a decrease in investment in Amur Oblast, Sakhalin Oblast, Primorsky Krai, and the Republic of Sakha (Yakutia), which are the main ‘investment-intensive’ regions of the Far Eastern Federal District. There is still a significant industry asymmetry when it comes to attracting foreign direct investment, most of which is concentrated in the exploration and production of fuel and energy resources. The negative impact of macroeconomic shocks has led to a decrease in the volume of production in the industrial complex of the macroregion, especially affecting mechanical engineering, oil refining, and production of construction materials in Primorsky Krai and Khabarovsk Krai. The failure to implement the plans for the development of the railway infrastructure in the context of the growth of cargo flows to the seaports of the Far Eastern basin led to restrictions on cargo transportation. The reduction in the real monetary income of people in most regions of the Far Eastern Federal District is becoming a factor in reducing the attractiveness of the Far East as the high income area. The population of the macroregion has continued to decline not only due to migration outflow, but also due to natural population decline as a result of both factors of objective decline in the birth rate and the social and economic consequences of the pandemic

The article presents an analysis of the dynamics of self-employed citizens of the Far-Eastern federal district. The quantitative effect as a result of introduction of a special tax regime «Tax on professional income» is presented. An assessment of expectations of the local authorities in the regions of the Far East from the introduction of special tax regime is given. A retrospective of status of the self-employed at the legislative level is presented. An assessment of the most rapidly developing spheres of activity of the self-employed is given, an attempt is made to draw up a social portrait of this category of citizens. The analysis of job search activity of the self-employed and their hiring by employers has been carried out. It is shown that as a result of lack of exhaustive concept of the category of «self-employed», enshrined at the legislative level, there is confusion with the self-identification of persons who consider themselves as self-employed citizens. In addition, there are a number of economic, legal and social problems that the self-employed face today. According to the author, development of the legislative activity in this direction (development of the state support programs, national projects in the field of small and medium-sized businesses, expansion of the rights of the self-employed, etc.), expansion of the economic and sociological research of this category of citizens (in particular, selective observation, compilation an exhaustive social portrait, inclusion of a large social group of self-employed in the social structure of the society) contributes to a more active «exit from the shadows», legalization of implementation of their own activities, overcoming difficulties arising on the way of self-employed, growth of trust in the authorities. The conclusions are formulated on the basis of results of a sociological survey of citizens.

The subject of this study is formation and effectiveness of measures of the state support for development of the economy of the Far-Eastern federal district of the Russian Federation. The article discusses measures of investment, infrastructural and financial support for the economic entities and the social sphere of the Far East, which have been formed in the recent years under the influence of the goals of its development, the structural transformation of the economy of the Far-Eastern regions and external challenges caused by financial and economic crises. Particular attention is paid to the measures of state support for development of the investment activities in the Far East, financial support for small and medium-sized businesses, as well as support for the economy in connection with the new challenges related to the coronavirus pandemic. The qualitative difference in external challenges, crisis phenomena associated with the economic, financial reasons, as well as the causes of the crisis caused by a viral pandemic require constant transformation and development of mechanisms and measures to support the economy. Difference in the reasons entails fundamental differences in the means of ensuring recovery growth. It is shown that the constant adjustment and readjustment of measures to support the development of the Far Eastern economy and business, the variety of measures proposed to accelerate the development of the economy and create a new quality of life for the population of the Far East did not become a driver of accelerated growth. New challenges can become a platform for the further transformation of structure of the Far-Eastern economy and make it necessary to adjust the priorities, tools and measures to support development of the Far-Eastern economy.

In this article are analyzed current problems of attraction of foreign investments into regions of the FEFD. The analysis of new innovative mechanisms of their attraction with use of preferences for the territories of the advanced development (TAD) and the regimes of the Free Port of Vladivostok (FPV) is carried out. The structure, organizational and management mechanisms for attracting of FDI, created for the social and economic development of the regions of the Far Eastern Federal District, as well as the effectiveness of their activities are disclosed. Analysis of existing problems has allowed to formulate reasonable offers and recommendations on the use of new, innovative approaches in attracting of FDI. The article is prepared on the basis of the results of studies carried out at the expense of budgetary funds under the state task of the Financial University in 2017.

Морехозяйственные виды деятельности всегда играли ключевую роль в формировании и развитии территориально-производственных систем Дальнего Востока России. Такие виды деятельности, как рыбное хозяйство, морской транспорт, судостроение и судоремонт и др. возникли на территории Дальнего Востока в результате хозяйственного использования благоприятных экономико-географических факторов – богатые природные ресурсы акватории (биологические и топливные), выгодное и во многом уникальное географическое положение, наличие в береговой зоне удобных бухт и заливов. Влияние «морских» факторов на экономику прибрежных территорий Дальнего Востока привело к формированию здесь особых аква-территориальных производственных систем, функционирование которых особым образом влияет на развитие всей экономики субъектов Дальневосточного федерального округа (ДФО). Это позволяет выделить на территории Дальнего Востока особый регион – Тихоокеанскую Россию, в состав которой включаются не только прибрежные субъекты, но и континентальные регионы, тяготеющие к морской транспортной инфраструктуре ДФО. В прибрежной зоне Тихоокеанской России формируются подзоны морехозяйственной активности – «северная» и «южная», которые различаются географическими, природно-ресурсными и социально-экономическими условиями ведения хозяйственной деятельности. При этом, отмечается инерционность развития морехозяйственных звеньев структуры территориально—производственных систем, которые образуют особые локальные «опорные базы морехозяйственной деятельности» в прибрежных субъектах ДФО. Marine economic activities always played a key role in the formation and development of territorial production systems of the Russian Far East. Such activities as fishing, marine transport, shipbuilding, and ship repair, etc. emerged on the territory of the Far East as a result of the economic use of favorable economic - geographical factors, i.e. rich natural resources of the water area (biological and fuel), favorable and in many ways a unique geographical location, the presence of convenient bays, and the bays in the coastal zone. The effect of the "sea" factors on the economy of the coastal areas of the Far East led to the formation of special aqua-territorial production systems, the functioning of which has a specific effect on the development of the entire economy of the Far Eastern Federal district (FEFD). This makes it possible to distinguish a special region in the Far East – Pacific Russia, which includes not only coastal subjects, but also continental regions, which tend to the maritime transport infrastructure of the Far Eastern Federal District. In the coastal zone of Pacific Russia, the sub-zones of marine economic activity are formed – "northern" and "southern", which differ in the geographical, natural-resource, and socio-economic conditions of economic activity. At the same time, inertia of the development of marine economic links in the structure of territorial production systems, which form special local "support bases of marine economic activity" in the coastal subjects of the Far Eastern Federal District, has been noted.

The nature and pace of social changes, global challenges and threats, the constant reproduction of social risks – all of these things speak to the problematic nature of the world’s current social portrait. This allows us to point out that today, despite all of civilization’s achievements, certain problems associated with the social well-being of a person, and society as a whole, remain unresolved. Social well-being is a multifactor construct, which itself is the result of a synthesis of causes and effects, a joining of objective and subjective factors; we are dealing with a systemic phenomenon, the categorization of which is distinguished by various facets and components which determine a person’s social well-being, the degree of public safety and modern value-normative implications. In conjunction these parameters define and bring a person’s social well-being to the forefront of the research and political agenda. The authors of this article insist that the study of the effect which objective processes occurring in society have on social well-being must be conducted in parallel with studying its subjective component, namely – a person’s subjective evaluation of this construct’s various aspects. Aside from that, special practical relevance is attributed to matters concerning the study of issues of social well-being in various social groups and cohorts, as well as within the regional context. Primorsky Krai, being part of the Far Eastern Federal District, possesses a distinct geographical, socio-economic and demographical specificity, while being an object of government strategic interests and goals; this is a territory where a plethora of innovative solutions aimed at stimulating the region’s socio-economic development are being initiated and implemented. Nonetheless, despite the government’s best efforts, the social effectiveness of these measures is not as pronounced as the current situation calls for them to be. The region is still in a state of demographic depression, with there being distinct sector-specific socio-economic and management issues. The article cites data collected by its authors while studying the subjective evaluation of the social well-being of Primorsky Krai’s population. A regional-scale quantitative study was conducted in May of 2019 by means of questionnaire survey (n=780). The results of this study of the population’s satisfaction with various aspects of life are generally favorable, with certain disparities having been recorded based on age and gender.

The advantages of this model are described using the example of the Far Eastern Federal District subjects that could be the proof of the necessity of "resource correction" of regional economic policy in Russia.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.

AbstractThe why and the how of knowledge production are examined in the case of the transnational cooperation between the directors of observatories in the Far East who drew up unified typhoon-warning codes in the period 1900–1939. The why is prompted by the socioeconomic interests of the local chambers of commerce and international telegraphic companies, although this urge has the favourable wind of Far Eastern meteorologists’ ideology of voluntarist internationalism. The how entails the persistent pursuit of consensus (on ends rather than means) in international meetings where non-binding resolutions on codes and procedures are adopted. The outcome is the co-production of standardised knowledge, that is, the development of a series of processes and practices that co-produce both knowledge and ideas about the social order in a force field characterised by negotiations and power struggles.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated

The present paper analyses migration policy measures implemented in the Russian Far East, namely, State Programme to Assist the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation, the Far-Eastern Hectare Programme, establishment of Priority Development Areas (PDAs) and territories with a special regime of economic activity. The synthetic control method was applied to quantitatively assess how the adopted measures affect the migration outflow from regions of the Far Eastern Federal District. According to this method and relevant statistics, constituent entities of the Far Eastern Federal District were compared with control regions of the Siberian Federal District, where these policy tools have not been introduced. Comparable areas had similar socio-economic development trends and migration flows in the period preceding the implementation of the state programmes. To analyse the impact of migration policy changes in 2011–2018, the difference between outflow values of the Far Eastern and synthetic control regions was calculated. The results showed that the average estimated values are negative and significantly different from zero. This indicates a positive effect of new migration mitigation measures on reducing the outflow from the Russian Far East. Future research will separately assess the effectiveness of each migration policy tool implemented in the Far Eastern Federal District.
