Abstract                Article 31 in Law no. 24 of 2009 requires the use of the Indonesian language in any agreement involving Indonesian and foreign parties in the contracts made. Judicial practice, there is a difference judge consideration related to the obligation of using the Indonesian language. The existence of these two different judgments creates legal uncertainty. The approach used in this research is normative juridical. The result of research that there is no definite understanding what is causa or cause in contract. The legal implications of contracts made in foreign languages are null and void. The existence of differences in the judgment of judges' considerations, causes legal uncertainty. Lawmakers should be more careful in formulating the Article and test its consequences. In addition, Law Number 24 Year 2009 needs to be revised, especially regarding sanctions if violated Article 31 Abstrak Pasal 31 dalam Undang-Undang No. 24 Tahun 2009 mewajibkan penggunaan bahasa Indonesia dalam setiap perjanjian yang melibatkan pihak Indonesia dan pihak asing dalam kontrak yang dibuat. Praktik peradilan, terjadi perbedaan pertimbangan hakim terkait kewajiban penggunaan bahasa Indonesia. Adanya dua putusan hakim yang berbeda ini menimbulkan ketidak pastian hukum. Pendekatan yang digunakan dalam penelitian ini adalah yuridis normative. Hasil penelitian bahwa belum ada pengertian pasti apa itu causa atau sebab dalam kontrak. Implikasi hukum kontrak yang dibuat dalam bahasa asing adalah batal demi hukum Adanya perbedaan pertimbangan putusan hakim, menyebabkan adanya ketidak pastian hukum hukum.Pembuat undang-undang seharusnya lebih cermat dalam memformulasikan Pasal dan melakukan uji konsekuensi terhadapnya.Selain itu, Undang-Undang Nomor 24 Tahun 2009 perlu direvisi khususnya mengenai sanksi jika dilanggarnya Pasal 31.

The construction of China’s free trade zones (FTZs) has levered the evolution of the arbitration regime in the People’s Republic of China (PRC). Under the FTZ template, breakthroughs in arbitration have been made in regulations, FTZ arbitration rules, arbitral proceedings and judicial practice. The development of FTZ arbitration mechanism is highlighted with the introduction of new concepts, such as ad hoc arbitration consolidation of arbitration joinder of third parties and model cases, and with the updated or expanded interpretation of the existing concepts, such as permission for the offshore arbitration for WFOEs and FIEs interim measures arbitration in combination with mediation, and the open panel of arbitrators. Regardless of the progress, many issues related to the FTZ arbitration need to be clarified, among which is the amendment of the PRC Arbitration Law and keeping it in line with the mainstream international arbitration, constitute probably the most effective way to promote and guarantee the arbitration evolution.

In Law on the Occupation of Notary Article 43, there are 2 (two) contradicting Paragraphs, namely Paragraph (1) and Paragraph (3). In Paragraph (1) it is stated that "deeds must be made in Indonesian", while in Paragraph (3) it states "if the parties wish, the deed can be drawn up in a foreign language". The disharmony of the 2 (two) rules could potentially reduce the perfection of the deed. As for the problems raised in this study regarding what is the notary's responsibility in making authentic deeds in foreign languages? and what is the urgency of using Indonesian in making authentic deeds? Then the objective of this research is to knowing the Notary's responsibility in making authentic deeds in foreign languages ??and to find out how much urgency the use of Indonesian is in making authentic deeds. This study is using a normative research method with statutory approach. Through this research it is known that the responsibility of notaries in making authentic deeds in foreign languages ??can be classified into administrative, civil and criminal responsibilities, then it is known that the urgency of using Indonesian in making deeds is very important because the regulation of the applicatian of Indonesian in the territory of the Indonesian state is clearly stated in Article 36 of the 1945 Constitution of the Republic of Indonesia.

The author proves the idea of sanctity of the testator’s will and the development of opportunities for its most complete implementation in the laws as well as in the modern notarial practice. Judicial practice in cases on acknowledgment of a will invalid is in the center of the author’s attention. Its analysis has allowed to identify the tendency of acknowledgment of wills made in favor of persons taking care of the elderly over the last years of their lives invalid based on claims of relatives showing no concern and paying no attention to the elderly during their lifetime. In the meantime, wrongful acts of notaries expressed in violation of the procedure and the rules for performance of notarial actions have served as the grounds for acknowledgment of wills invalid. The author encourages notaries and judges to pay more attention to the testator’s will (intentions) and create all conditions to implement such will after the testator’s death as adequately as possible.

This study aims to describe the speech act of requests in Indonesian, theirdeterminant factors, and their special functions. The data sources were spoken requests bystudents. The data were collected by taping them and were analyzed by grouping them andinterpreting them contextually. The results show that there are direct and indirect requests.Direct requests are made in imperatives, and indirect requests are made in statements orquestions. Sometimes a combination of an imperative and a question and that of a questionand a question are employed in requests. Politeness in requests is marked by certainexpressions, such as tolong, ayo/yo/yok/yuk, mari, coba, maaf and mohon. The socialcontext influencing the choice of requests includes the intimacy of the speaker andinterlocutor, the speech situation, the age difference between the speaker and interlocutor,and the speaker’s cultural background. The special functions of requests include that ofasking for or borrowing an object, of asking the interlocutor to do something, ofwelcoming, of inviting, and of prohibiting.Keywords: speech act, form, function, politeness

This study describes English borrowing or loan words during COVID-19 pandemic  frequently used by public and absorped by Indonesian. Some words mostly from medical and healthcare terms, but many of them are from  daily, practical, social life  terms. People don’t realize that they use many unfamiliar words and phrases when they communicate in Indonesian. Those words are English borrowings. The aims of the study are ; (1) to investigate some English borrowing words or phrases, (2) to describe the borrowing process from English into Indonesian. The Qualitative Decriptive Analysis Method used in analysing English  borrowings . Obtains  95 English words taken then classified into the process of borrowings. 56 words from 95 words or 58,95 % already available in Kamus Besar Bahasa Indonesia (KBBI), 39 words or 41,05% is not listed in KBBI or signed with n.a or  not available. In the borrowing process obtains 34 words or 35,7% as adoption  , 45 words or 47,3% as adaptation , 14 words or 14,7 % as translation, and the rest is 2 words or 2,1 % as creation process. The  result shows that English borrowings absorped by Indonesian through both adoption and adaptation are  quite significant, total both is 83%. It means that Indonesian is quite  open language to foreign languages. This fact also shows that Indonesian is a dynamic, up to date, and modern language.

An important problem of practical application of the law is invalid perpetuated judicial practice. It connects call for mediation with art. 184 of the Civil Code, with the effects of limitations of art. 123 § 1 of the Civil Code. Summoning to a conciliation hearing isn’t directly aimed at the fulfillment of the provision, therefore cannot be identified with legal transactions, to be determined content of 123 § 1 of the Civil Code. Practice currently carried out in the case law leads to a prolonged state of legal uncertainty, actual creditor victimization and denying institutions of antiquity.

The reality of the language usage that exists in Indonesia is still apprehensive. If we observed, until now there are so many language usages in public spaces, both billboards and instructional boards still use foreign languages or a mix between Indonesian language and foreign languages. That reality of language is not relevant with the legislations which prevail in Indonesia because the legislations stipulate the preferential using of Indonesian language in public space. However, the legislations about language are not well known by the society, so they still prefer using the foreign languages. This research aimed to reveal the knowledge of rural Sundanese society in Garut and Cianjur Regency, West Java about the language regulations. This research used quantitative approach with survey method. The result showed that in general the knowledge of rural Sundanese society in Garut and Cianjur Regency, West Java about language regulations can be categorized not good because the average value only reached 34.25% of the ideal standard. Abstrak Kenyataan kebahasaan yang ada di Indonesia masih saja memprihatinkan. Jika diamati, hingga kini masih banyak pemakaian bahasa di ruang publik, baik papan nama maupun papan petunjuk, yang menggunakan bahasa asing atau campuran bahasa Indonesia dan bahasa asing. Kenyataan kebahasaan tersebut tidak sesuai dengan peraturan perundang-undangan yang berlaku di Indonesia karena peraturan perundang-undangan mengharuskan pengutamaan penggunaan bahasa Indonesia dalam ranah publik. Namun, peraturan perundang-undangan tentang kebahasaan tersebut sepertinya belum diketahui oleh masyarakat sehingga mereka masih mengutamakan bahasa asing. Penelitian ini bertujuan untuk mengungkapkan pengetahuan masyarakat Sunda pedesaan di Kabupaten Garut dan Cianjur Jawa Barat tentang peraturan kebahasaan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei. Hasil dari penelitian ini menunjukkan bahwa secara umum pengetahuan masyarakat Sunda pedesaan di Kabupaten Garut dan Cianjur di Jawa Barat tentang peraturan kebahasaan dapat dikategorikan tidak baik sebab rata-ratanya baru mencapai 34,25% dari ideal.

Abstrak: Kompetensi Minimal Profesi Sekretaris Direksi di Sepuluh Perusahaan Indonesia. Tujuan penelitian ini adalah untuk melakukan pemetaan terhadap kompetensi minimal yang harus dimiliki oleh seorang sekretaris direksi agar memiiki kemampuan yang tinggi guna penyelesaian tugas dan tanggungjawabnya dengan baik. Diharapkan juga agar penelitian ini dapat menjadi rujukan bagi calon sekretaris direksi dalam mempersiapkan dengan tepat dalam membangun kompetensi yang sesuai dengan kebutuhan profesi tersebut. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa kompetensi utama yang harus dimiliki sekretaris direksi adalah pribadi yang dapat dipercaya, memiliki perhatian pada pekerjaannya, memiliki pengetahuan berbahasa asing, memiliki keahlian menggunakan bahasa Indonesia dan bahasa asing, memiliki ketrampilan berkomunikasi serta memiliki pengalaman kerja di bidang perkantoran dan tata usaha kantor. Kata kunci: Kompetensi, Sekretaris. Abstract: Minimum Competence Secretary of Director in Ten Indonesian Companies. The purpose of this study is to map the minimum competencies that must be owned by a director's secretary so that they have a high ability to properly complete their duties and responsibilities. It is also hoped that this research can be a reference for prospective secretaries of directors in preparing properly in developing competencies that are in accordance with the needs of the profession. This research use desciptive qualitative approach. The results showed that the main competencies that the directors' secretaries must possess are individuals who can be trusted, have attention to their work, have foreign language knowledge, have expertise in using Indonesian and foreign languages, have communication skills and have work experience in office and office administration. Keyword: Competence, Secretary.

The study was aimed at describing what linguistic errors namely, grammatical, syntactical, morphological, phnological and lexical errors that English education program students made in translating Indonesian language into English. This research was a descriptive qualitative research. Research participants were 19  sixth semester students of English education at STKIP YDB who took translation subject for academic year of  2018/2019. The research instrument was translation test derived from the students’ translation midterm examination which comprised translating 15 Indonesian sentences into English. Data was analyzed through error analysis in which was proposed by Ellis (1997) involving  steps such as (1) collecting samples / data, (2) identifying the errors, (3) classifying translation errors, (4) explaining the errors, and (5) evaluating / interpreting the error.             The results of the study revealed that the main linguistic errors that the students had in translating Bahasa Indonesia into English was in lexical  aspect. It was found that lexical error comprised  72,8% of total errors. For grammar and syntactical aspects,  it was found that both contained 12,% of total errors made by the students. For morphological aspects,  it was found that only 3,1% of total errors was made. For the linguistic problems in phonological aspects, surprisingly it was found 0% of total errors . It can be concluded language acquisition of these students in the linguistic component of English as a foreign language was inadequate in the act of translating, especially in the level of "lexicon" (vocabulary and choice of words), grammar and syntax.
