Abstract Between 2007 and 2013, the European Rural Development Policy targets were supported by the LEADER policy, an instrument that can be interpreted differently according to each country. Based on the examples of France and Lithuania, we studied the way in which the institutional organization of the device at local level helps to understand the stakeholders system and how adaptable it is to situations in each of the corresponding countries and project areas. A comparative approach, based on a joint methodology of investigation and analysis, was used on four project areas: Joniškis and Ignalina in Lithuania, and Gévaudan-Lozère and Pays Coeur d’Hérault in France. It shows that, in all cases, a form of “municipalization” of the LEADER programme, or at least a strong integration of the association sector, is dominant and seems to be established. Studying the network of stakeholders helps to identify the interknowledge as well as the interdependency relationships that lie at the heart of the system. The development of the “social capital of individuals” is often an entry point, if not a cornerstone, of the stakeholders system in place. Finally, it is through the analysis of the project selection process that we can truly grasp the characteristics of the new public action mode, in particular by studying the allocation of projects in these local areas.

Physical social interaction relevant to the spread of infectious diseases occurs, by its nature, at a local level. If infection and related mortality are associated with social background, it is therefore natural to study variation in them in relation to the social composition of local areas. The first part of the paper studies the geographical impact of Covid-19 infection on age-standardised sex-specific excess death rates during the peak months of the pandemic so far, March through May 2020. The second part examines monthly mortality dynamics in relation to predictions from a spatial SIR (Susceptible, Infected, Recovered) model of infection introduced by Bisin and Moro (2020). The analysis indicates that during the peak months of the Covid-19 pandemic, a larger non-white population and higher social deprivation in an area were associated with higher excess mortality, particularly among men. Regarding dynamics, higher population density accelerated the growth in mortality during the upsurge in infection and increased its rate of decline after the peak of the epidemic, thereby producing a more peaked mortality profile. There is also evidence of a slower post-peak decline in mortality in more socially deprived areas but a more rapid decline in areas with a larger non-white population.

The research aimed to explain the pattern of social communication on the issue of rejection of the PLTU Batang development policy. It used data on Twitter accounts involved in the rejection of the PLTU Batang development policy. In analyzing existing data, qualitative methods and social analysis networks were used. To see social networks in the rejection of the PLTU Batang development policy, the research used the NodeXL application to find out the patterns of social communication networks in #TolakPLTUBatang. From the results, it can be seen that in the dissemination of social networking information, the @praditya_wibby account is the most central account in the social network and has a strong influence on the social network. The @praditya_wibby account has a role in moving the community through Twitter to make a critical social movement. This means that in the current digital era, democracy enters a new form through the movement of public opinion delivery through social media. Besides, by encouraging the role of online news, the distribution of information becomes faster to form new perceptions of an issue. This is evident from the correlation network where the @praditya_wibby account has correlations with several compass online media accounts, tirto.id, okezonenews, vice, antaranews, BBCIndonesia, and CNN Indonesia.

This chapter characterizes the overall strategy of public services reform apparent in England after the global financial crisis of 2008 and during the period of the UK’s Coalition government 2010–15. It argues that what can be termed a ‘proto narrative’ of reform, orientated around so-called ‘Big Society’ ideas, emerged around 2010. However, we argue it was trumped in the end by Treasury-led and New Public Management-friendly austerity discourse. The concrete example is taken of the health policy to form new clinical commissioning groups in the primary care sector. They were presented as a mechanism which could promote professional engagement in commissioning. However, they were soon subjected to top-down performance management pressures and systems, including strong attempts to prevent financial deficits from emerging at a local level, which eroded bottom-up and professionally driven innovation. We conclude that the Big Society proto reform narrative failed to consolidate itself.

Abstract Issue Sporadic accounts of initiatives, interventions and good practices in Migrant Health at the Municipality level account for Norways' lower score on “Measures to achieve change” in the Migrant Integration Policy Index (MIPEX). While the structure and organization at the municipality level should enable intersectoral action (as all under one umbrella), the municipal counties say lack of intersectoral collaboration is one of the main barriers for long-term public health work. Description of the Problem 51 municipalities have an immigrant population larger than the national average 17,8% (2019). In a recent Country Assessment (part of Joint Action on Health Equity Europe), limited inter-sectoral action on the social determinants of health including migration was observed. Although multiple agencies are engaged in attempts to address these issues. While there is a drive to promote public health and primary health care in municipalities, these initiatives do not pay special attention to migrants. In the first stage of this project, we have reviewed municipal policy documents to map policy and measures on public health, migrant health and intersectoral collaboration. In the second stage, municipalities will be contacted to engage them in the implementation of intersectoral actions. Results The desk review and mapping show that only 8 of the “top” 32 municipalities mention “intersectoral” in the municipal master plan (5 were not available online), its mentioned in 9 action program/budgets, but not necessarily by the same municipalities. 15 of the municipalities mention migrants, but rarely in relation to health. We observe that, the size of the municipality, financial resources and support from the County are factors that may play a significant role in prioritising migrant health and intersectoral collaboration. Lessons Advocating for and supporting the local/municipal level for intersectoral action is highly relevant, timely and essential. Key messages Intersectoral action on the social determinants of migrants’ health needs to be implemented through municipal policies to reduce inequities in migrants’ health. Implementation on the local level is the main arena for good public health work and is crucial to ensure good health for migrants.

People possess a creative set of strategies based on their local knowledge (LK) that allow them to stay in flood-prone areas. Stakeholders involved with local level flood risk management (FRM) often overlook and underutilise this LK. There is thus an increasing need for its identification, documentation and assessment. Based on qualitative research, this paper critically explores the notion of LK in Malawi. Data was collected through 15 focus group discussions, 36 interviews and field observation, and analysed using thematic analysis. Findings indicate that local communities have a complex knowledge system that cuts across different stages of the FRM cycle and forms a component of community resilience. LK is not homogenous within a community, and is highly dependent on the social and political contexts. Access to LK is not equally available to everyone, conditioned by the access to resources and underlying causes of vulnerability that are outside communities’ influence. There are also limits to LK; it is impacted by exogenous processes (e.g., environmental degradation, climate change) that are changing the nature of flooding at local levels, rendering LK, which is based on historical observations, less relevant. It is dynamic and informally triangulated with scientific knowledge brought about by development partners. This paper offers valuable insights for FRM stakeholders as to how to consider LK in their approaches.

Purpose The purpose of this paper is to reflect on what can be learned about disaster risk reduction (DRR) from the L’Aquila trial of scientists. The court case was initiated because of a controversial meeting on 31 March 2009 of the Major Risks Committee (MRC), held under the auspices of the Italian Department of Civil Protection. The purpose of the meeting was to consider (prior to the fatal earthquake of 6 April 2009) disaster risk in the L’Aquila area, which was being affected by an earthquake swarm since October 2008. Design/methodology/approach The authors undertook a document analysis of trial materials, and a review of academic and media commentary about the trial. Findings The legal process revealed that disaster governance was inadequate and not informed by the DRR paradigm or international guidelines. Risk assessment was carried out only in a techno-scientific manner, with little acknowledgement of the social issues influencing risks at the local community level. There was no inclusion of local knowledge or engagement of local people in transformative DRR strategies. Originality/value Most previous commentary is inadequate in terms of not considering the institutional, scientific and social responsibilities for DRR as exposed by the trial. This paper is unique in that it considers the contents of the MRC meeting as well as all trial documents. It provides a comprehensive reflection on the implications of this case for DRR and the resilience of peoples and places at risk. It highlights that a switch from civil protection to community empowerment is needed to achieve sustainable outcomes at the local level.

Abstract The aim of this paper is to examine the functionality of impoliteness strategies as rhetorical devices employed by acclaimed African American and White hip-hop artists. It focuses on the social and artistic function of the key discursive element of hip-hop, namely aggressive language. The data for this paper comprise songs of US African American and White performers retrieved from the November 2017 ‘TOP100 Chart’ for international releases on Spotify.com. A cursory look at the sub-corpora (Black male/ Black female/ White male/ White female artists’ sub-corpus) revealed the prominence of the ‘use taboo words’ impoliteness strategy. The analysis of impoliteness instantiations by considering race and gender as determining factors in the lyrics selection process unveiled that both male groups use impoliteness strategies more frequently than female groups. It is also suggested that Black male and White female singers employ impoliteness to resist oppression, offer a counter-narrative about their own experience and self (re)presentation and reinforce in group solidarity.

Despite their crucial role for democratic decision-making, local elections receive little atten­tion from political science research . To overcome this shortcoming, the article analyses the Bavarian local elections of 2020 . Although the CSU remains the strongest party in the Free State, the Green Party was able to make considerable gains, especially in larger cities . How­ever, the Greens could not gain any grounds in mayoral elections, whereas CSU and SPD competed for the win . In most of the cases, the Social Democrats won the posts in city halls . In addition to detailing election results, this article addresses the ballot lists, the com­position of local councils, and coalition building at the local level . Overall, this contribu­tion provides a comprehensive account of the elections, which are characterized by their unique ballot system and, thus, have a special role in the political system of Germany .

The intensive development of new information and communication technologies (ICT) has led to major changes in society. The widespread use of smartphones and mobile communications has allowed today to create new programs and services to improve human life. This development changes the established habits of human communication, the relationship between society and the environment. A social networking service (SNS) is a service (on a website or through a mobile application) that allows users to share a personal profile and establish contacts with other users. Social networking services affect the territorial organization of society and can be used for the development of both settlements and entire territories to make their development more sustainable and balanced. The study of social networking services is currently on the rise. The joint efforts of many sciences (sociology, psychology, geography, mathematics, statistics, computer science, etc.) are needed to understand the subject essence of the phenomenon and to analyze data. Approaches to the study of social networking services can be divided into three large groups: 1) in terms of human relations and relationships; 2) in terms of content distributed on the network; 3) in terms of spatial aspects of the functioning of the social network. In Ukraine, there are no detailed studies of the spatial aspects of the spread of social networking services at the local level. In the Ternopil region, there is a pattern of concentration of the majority of Facebook and Instagram users in the largest cities, namely Ternopil, Chortkiv, Berezhany, Kremenets. Buchach, Borshchiv, Zalishchyky, Terebovlya, and Shumsk districts stand out among the districts by the number of users. An important indicator that characterizes the spread of social networking services is the penetration rate of the social network, which is calculated as the ratio of the number of users in a certain territory to the population living in it. Cities of regional subordination differ in terms of the penetration rate of SNS. The highest values were observed in Chortkiv, Ternopil, Kremenets cities. The penetration rate of social networking services in the administrative districts of Ternopil region is much lower. A relatively high rate (over 30%) was recorded in Buchach, Berezhany and Shumsk districts. Extremely low penetration rate (less than 5%) is in Zbarazh, Chortkiv, Zboriv districts which are adjacent to the cities of regional subordination. The social networking service Instagram is inferior to Facebook in level of development, and its main users are mainly young people. However, in the territories where the rate of Facebook penetration is the lowest in the region (Ternopil, Zbarazh, Chortkiv, Zboriv districts), the predominance of Instagram is noted. Thus, the main patterns of spatial distribution of SNS’ Facebook and Instagram in Ternopil region are: concentration of users in the largest cities, especially in the regional center Ternopil City (half of Facebook and Instagram users in the region); the number of users is proportional to the population in the territorial unit; small number of users and low penetration rate of the SNS’ in the administrative districts adjacent to the cities of regional subordination Ternopil and Chortkiv; among administrative districts, higher indicators of social network development are typical for northern and southern districts in comparison with central ones. Se ha visto que sin un sistema de monitoreo ambiental integral y eficiente, que propor­cione datos duros de soporte para un diagnóstico de la situación ambiental, no es posible elaborar nuevas políticas públicas para resolver la problemática que enfrentan las áreas urbanas. En el presente trabajo se revisa la situación actual del sistema de monitoreo ambiental de la Zona Metropolitana de la Ciudad de México desde tres ángulos: climatológico, hidrométrico y de calidad de aire. Asimismo se detectan sus principales avances, limitaciones y otras particularidades y al final se complementa el monitoreo ambiental con la parte social y económica. AbstractIt has been proved that without an efficient, integral environmental monitoring system that provides hard back-up data for a diagnosis of the environmental situation, it is impossible to draw up new public policies to solve the problem faced by urban areas. This paper reviews the current status of environmental monitoring in the Mexico City Metropolitan Zone from three angles: climatological, hydrometric and air quality. It also detects the main progress, limitations and other particularities and at the end, environmental monitoring is complemented by the social and economic part.
