Abstract Outsourcing services in the armed forces are a promising tool for reducing defence spending which use shall be determined by previously made accurate analysis of peacetime and wartime tasks of army structures. The decision to implement such services allows formations of Bulgarian Army to focus on the implementation of specific tasks related to their combat training. Outsourcing is a successful practice which is applied both in the armies of the member states of NATO and in the Bulgarian Army. Using specialized companies to provide certain services in formations provides a reduction in defence spending, access to technology and skills in terms of financial shortage. The aim of this paper is to analyse main outsourcing risks that affect the relationship between the military formation of the Bulgarian army, the structures of the Ministry of Defence of the Republic of Bulgaria and service providers, and to assess those risks. The basic steps for risk management in outsourcing activities are determined on this base.

Nowadays France is a home to the largest Muslim community in Europe. Therefore, the issues of the relationship between government structures and adherents of Islam are of great importance for the country and they become a field for political confrontation especially because of the existing separation of spiritual and secular life. This means that Islamization of the armed forces of the Republic is also important. It is necessary to discover the level of army Islamization and spiritual needs satisfaction of soldiers, as well as the role of Muslim chaplains in army structures. Based on analysis of French laws, press and publications in scientific journals, the author discovers the changes that occurred in the Nation attitude to the issue of Muslims integration to the military system of the country and explains the reasons and content of some evolution stages of Muslim military chaplains institute in the French army since 2006.

This study is dedicated to the regional history of the East-West conflict on the basis of the relationship between the Germany military and the Belgian armed forces stationed in Germany. The central question it addresses is which factors were largely responsible for the interdependence between actors and institutions of both armies. In addition to analysing the limited time of the peak phase of Belgian military deployment in the Federal Republic 1946–1990, the book concentrates regionally on the military training areas of Vogelsang in the Eifel and the Wahner Heide near Cologne as military contact zones. For this purpose, the author evaluates unpublished archival sources at the local level for the first time.

The position of the Military Court is a body that executes the judicial power in the circle of the Indonesian National Armed Forces to enforce the law and justice with due observance of the interest in the state defense and safety. The Military Court is authorized to try the crimes committed by someone who when committing such crime is a soldier of the Indonesian National Armed Forces, a member of a group or office or body or equal to a soldier pursuant to the Law and someone is not included in the said group as set forth in the Law Number 31 of 1997 on Military Court. Following the reform of 1988, the existence of the Military Court is developed by some activists and the public that observe the Military Court, insisting the Parliament of the Republic of Indonesia to revise Law Number 31 of 1997 on Military Court, with the focus point for a soldier of the Indonesian National Armed Forces who commits a general crime to be tried in the General Court with the reason that the Military Court practice is closed in nature, and another reason is the equalization of rights before the law. The method used in this research is the normative law research that is carried out to obtain the necessary data relating to the problem. The data used is secondary data consisting of primary law materials, secondary law materials, and tertiary law materials. In addition, primary data is also used as the support of the secondary data law materials. The data is analyzed by the qualitative juridical analysis method. The results of the research show that the Military Court is one of the mechanisms that are always tried to be maintained. The outcome from the research discovers that the role of the Martial Court in Indonesia remains effective, fair, and democratic to this date realistically marked by fair punishment within the jurisdiction offended, which corresponds to the need of TNI institution in the aspects of Culture, Benefit, Assurance, and Fairness. It is recommended that the RI Government continuously develop and improve the same by maintaining the role of the Martial Court in punishing criminal offenses committed by military members on the Martial Court system currently in force.

The aim of this study was to critically explore the strengths, limitations, barriers and gaps in social services within the CAF in relation to delivery, access and uptake of social services while employed in the CAF. The study provided CAF members an opportunity to express their thoughts, ideas and opinions based on their lived experiences, and to explore creative responses and solutions to issues members face with social services in the CAF. Presented are the findings from data collected through semi-structured, in-depth interviews with recently released CAF members. Themes that emerged from the research captured the lived experiences of the participants and were related to: differences between components (Regular Force vs. Reserve Force), perceived need and its effect on utilization of services, significant improvements in services post 9/11 and Afghanistan, organizational and systemic influence, impact of service providers, and better promotion of social services to the greater CAF community.

<p>Indonesia and Timor Leste have had an irrelevant relationship related to the history of Seroja Operation on 7 December 1975 when the TNI, formerly known as ABRI (Armed Forces of the Republic of Indonesia) carried out a total military operation in order to keep Timor Leste for not separate from Indonesia, while later it caused losses where many TNI and <em>Falintil- Forças De Defesa De Timor Leste</em> (F-FDTL)’s personnel were killed in the war. Time passed, now the relationship between both countries is getting better due to the efforts from the Indonesian and Timor Leste’s parties, especially the national armies, had been done. To solve the conflict between those countries, defense diplomacy is needed. In this article, the writers tend to describe how both armed forces conduct defense diplomacy so Indonesia and Timor Leste’s relationship is getting better, indeed now both countries have done some collaborations in some aspects in the economy and military. Later, the writers will analyze more to find out the best conflict resolution that had been done by both armed forces, and the existence of each State Leaders’ participation. It is clearly stated that by utilizing defense diplomacy through visiting state leaders, having an official meeting, holding military cooperation such as doing exchange troops are some best ways of conflict resolution that can be done by Indonesia and Timor Leste to create a better relationship.</p><p>Keywords: Defense Diplomacy, Conflict Resolution, Indonesia National Army (TNI), F-FDTL, Timor Leste</p>

Analysis of the foreign experience of the organisation and reformation of the armed forces in other countries, with the respective systems of military education being an integral part, reveals the specific national aspect of such activities in each country. In the meantime, there are some general methodological approaches used in military pedagogic practice across different countries of the world to be practicably considered and applied. The article examines the experience of officers’ training for the armed forces of the Republic of Hungary. The article provides information on the existing network of military educational institutions for the officer training of tactical, operational and strategic level of military command. Requirements for admission to military educational institutions for the officer training of different levels of training has been given. The terms of military specialists’ training on tactical, operational and strategic level have been defined. The analysis of the content of officer training for different armed services of the armed forces and different levels of military administration has been conducted. We used the system of the general scientific methods of theoretical and empirical research, in particular, the theoretical-methodological analysis of the problem and the relevant scholarly resources, systematization and generalization of the scientific information pertaining to the essence and content of the set objectives, monitoring of the existing system of military specialists training in the Armed Forces of the republic of Hungary, scientific generalisation, the general scientific methods of logical and comparative analysis, systems approach, peer review, analysis and interpretation of the obtained theoretical and empirical data. The general structure of the National University of Public Administration, the Faculty of Military Sciences and the training of officers is shown, as well as the main tasks that are solved by the institutes and training centers that are part of it are identified. An analysis of the concept, structure, goals, content and technologies of officers’ training in the armed forces of the Republic of Hungary shows that the military education system reflects the current stage of development of the armed forces, as well as the national cultural specificity of the country. Education and training of officers is carried out on the basis of national cultural and military tradition. The main direction of officers’ training is their fundamental military and professional training in both the military and civilian fields. The content of the officers’ training is based on two military education levels. Each level of military education ends with a certain level of qualification. It is possible to distinguish the general tendencies of development of the higher Hungarian military school: improvement of the quality of applicants’ selection, individualization of training of cadets and trainees, stabilization of their number at the present level; further informatization of the educational process, introduction of multimedia learning tools. Certainly, the positive elements of the experience of the Hungarian army can be used in the training of officers in the Ukrainian Armed Forces under the conditions of gradual transition to the recruitment on a contract basis.

The balance between civil and military structures is central to understanding the development of Georgian statehood since the beginning of the 20th century. The first modern independent Georgian state was established after the 1917 Russian Revolution. The Democratic Republic of Georgia declared its independence in May 1918. In February 1921, the young republic was incorporated into the Soviet state and had no separate army of its own. Since regaining its independence in 1991, Georgia has experienced multiple administrations, and despite significantly different policies on the military, the overall pattern has been one of civilian (though not always democratic) control. Georgian militias and paramilitaries, between 1918 and 1921 and again between 1991 and 1995, played important roles in determining political power at times of revolutionary or constitutional crises. Since 1991 there have been three presidents - Zviad Gamsakhurdia, Eduard Shevardnadze, and Mikheil Saakashvili - with strong executive authority. In 2013, the position of president was made semi-ceremonial and a prime-ministerial system was instituted. Since 2013, there have been multiple prime ministers. Bidzina Ivanishvili was the first and the most powerful. All of Georgia’s leaders have shifted from a Soviet to pro-Western orientation. Since the second half of the 1990s, the relationship with NATO has grown closer, which has had a major impact on the structure of the Georgian armed forces and on their relationship with Georgia’s civil authorities. The 2008 war with Russia had a major impact on the Georgian military, and, since then, the level of professionalization of the Georgian armed forces has increased dramatically. Samuel Huntington, Eric Nordlinger, and other Western students of civil-military relations have pointed to the important balance required between civil and military authorities for a stable democracy. Georgia still displays continuing features of nepotism, clientelism, corruption, and dominant political personalities, which has significant consequences for the independence of the Georgian military and for civil-military relations more generally. Western states such as the United States and Germany, and international organizations like NATO continue to urge reform and provide training to the Georgian armed forces

Abstract The Republic of Slovenia has been a member of NATO for 15 years. In preparing for NATO membership the Slovenian Armed Forces (SAF) were required to prepare for radical change, from a territorial defence force to one that could contribute to NATO missions. The need for change became even more significant after the government decision in 2002 to end conscription and move to a fully professional SAF. A revised force structure for the SAF was agreed in 2003, prior to Slovenia joining NATO in 2004. Progress in developing the SAF in the first five years of NATO membership, while encountering a number of challenges, showed a positive trend, with a commensurate increase in defence expenditure. In the following five years the economic crisis which affected most NATO countries had a particularly damaging effect on the continued development of the SAF, with very severe reductions in defence expenditure. Today, after 15 years of NATO membership, the SAF has still not recovered from the cuts made in defence spending. Spending remains close to 1.0% of GDP and is inadequate to support the force plans of the SAF. The SAF is unable to make an effective contribution to NATO and a decision needs to be made on the future size and shape of the SAF which matches plans for future defence expenditure. This article proposes a unified theory of logistics for the Air Forces of the Armed Forces of Ukraine based on the existing theories of armament and the logistics of the Armed Forces, and on the general laws and established consistent patterns, trends, principles, forms and methods of the use of the logistics of the Air Forces of the Armed Forces of Ukraine. The objective function of the logistics system of the Air Forces of the Armed Forces of Ukraine is formulated to achieve compliance of the capabilities of this system with the predicted volume of logistics tasks. In order to implement this compliance, it is necessary to ensure the convergence of requirements and capabilities at all levels of logistics management. The assessment of the functioning of the Air Forces logistics system of the Armed Forces of Ukraine is proposed on the basis of the stated views on the logistics theory of the Air Forces of the Armed Forces of Ukraine by assessing the set of real capabilities of each subsystem that is a part of its structure and system as a whole. At the same time, the assessment of the quality of the logistic support of the military units (formations) of the Air Forces of the Armed Forces of Ukraine should be related to the level of implementation of the potential capabilities of the logistics system when solving problems of each subsystem at the various stages of combat training, unblocking and operational deployment, the preparation and conduct of operations (combat actions), restoration of combat capability of troops (forces).

Literature on the determinants of far-right support has increased markedlyduring the last few years, expanding our knowledge on who votes for these par-ties. Little is known, however, about the relationship being a member of the mil-itary and voting for the far-right. Recent scandals within the armed forces ofsome developed democracies underscore this gap. In this paper, we argue thatthere is an ideological affinity between the military and far-right parties based onshared values over nationalism and authoritarianism. We use two distinct empir-ical strategies to test this argument in Spain. First, we pool together data fromseveral survey rounds to show that individual military personnel are significantlymore prone to support Spain’s new populist radical right-wing party, VOX. Sec-ond, we show that the location of military facilities across Spain is linked to highersupport for VOX. Using spatial statistics, we show evidence of a diffusion effect.Our findings are relevant to both the literature on far-right support and our knowl-edge of civil-military relationships.
