The article addresses the system of comitology and delegation in the European Union. It explores such issues like evolution of comitology, contemporary procedures of the control over the European Commission in the process of elaboration of implementing and delegated acts, preferences of legislators regarding control procedures, factors determining the final choice among these procedures. The article shows that the system is based on the “police patrol” model.Should we consider the comitology / delegation procedures as a mechanism of control or discussion (deliberation)? This question is of the greatest theoretical interest. The purpose of this article is to show based on the existing empirical studies, the actual preferences of EU institutions when choosing the procedures of comitology/delegation and the factors influencing the final decision. The article demonstrates that both prior to and after the Lisbon Treaty, the preferences of institutions in choosing procedures differ significantly and can be largely explained by the goal of maximizing their own influence. An empirical analysis of the results of the final choice of procedures demonstrates that the main factors that push toward stricter control procedures are institutional conflict and the complexity of the issue under discussion. These preferences and factors of the choice of procedures allow to conclude that the EU institutions consider the system of comitology and delegation primarily as a mechanism of control over the Commission in the logic of the principal-agent theory.

Enlargement has always been an essential part of the European integration. Each enlargement round has left its mark on the integration project. However, it was the expansion of the European Union (EU) with the 10 Central and Eastern European Countries (CEECs), Cyprus, and Malta, unprecedented in scope and scale, which presented the EU with an opportunity to develop a multifaceted set of instruments and transformed enlargement into one of the EU’s most successful policies. The numerous challenges of the accession process, along with the immensity of the historical mission to unify Europe, lent speed to the emergence of the study of EU enlargement as a key research area. The early studies investigated the puzzle of the EU’s decision to enlarge with the CEECs, and the costs and benefits of the Eastern expansion. However, the questions about the impact of EU enlargement policy inspired a new research agenda. Studies of the influence of the EU on candidate and potential candidate countries have not only widened the research focus of Europeanization studies (beyond the member states of the Union), but also stimulated and shaped the debates on the scope and effectiveness of EU conditionality. Most of the analytical frameworks developed in the context of the Eastern enlargement have favored rational institutionalist approaches highlighting a credible membership perspective as the key explanatory variable. However, studies analyzing the impact of enlargement policy on the Western Balkan countries and Turkey have shed light on some of the limitations of the rationalist approaches and sought to identify new explanatory factors. After the completion of the fifth enlargement with the accession of Bulgaria and Romania in 2007, the research shifted to analyzing the continuity and change of EU enlargement policy and its impact on the candidate and potential candidate countries. There is also a growing number of studies examining the sustainability of the impact of EU conditionality after accession by looking into new members’ compliance with EU rules. The impact of EU enlargement policy on the development of European Neighbourhood Policy (ENP) and comparative evaluations of the Union’s performance across the two policy frameworks have also shaped and expanded the debate on the mechanisms and effectiveness of the EU’s influence. The impact of the Eastern enlargement on EU institutions and policymaking is another area of research that has emerged over the last decade. In less than two decades, the study of EU enlargement policy has produced a rich and diverse body of literature that has shaped the broader research agendas on Europeanization, implementation, and compliance and EU policymaking. Comprehensive theoretical and empirical studies have allowed us to develop a detailed understanding of the impact of the EU on the political and economic transformations in Central and Eastern Europe. The ongoing accession process provides more opportunities to study the evolving nature of EU enlargement policy, its impact on candidate countries, the development of EU policies, and the advancement of the integration project.

Federations have existed in a modern form since the constitution of the United States entered into force in 1789. Riker defines a federation as follows (1975, p. 101) “a political organization in which the activities of government are divided between regional governments and a central government in such a way that each kind of government has some activity on which it makes final decision.” The process of getting to the federation, the integration process, is best described as federalism.There is some agreement on the core of what a federation is, and some disagreement over whether to apply the term “federation” strictly to states and state-like actors or in a broader sense. Federations are concrete ways to organize government, but in many writings, they are also given positive attributes, such as enhanced democracy and efficiency, too.There are two ways to think about federalism: as a politico-ideological theory of action and as an academic theory of regional integration. The first theory is propagated by writers such as Richard Coudenhove-Kalergi, Jean Monnet, and Altiero Spinelli. This theory is of political rather than academic interest. Academic theories of regional integration are divided into two groups, following the common practice in international relations theory: liberal theories (by far the largest group) and realist theories.Federalism theory as a theory of regional integration was abandoned too early because, inter alia, it had been linked to the development of the European Community, which was in crisis from the mid-1970s till the mid-1980s. This was a mistake. Federalism theory provides the scholar with at least two tools. First, under the title “federation,” it introduces a large number of theories, methods, and empirical studies on how to analyze the European Union and other regional integration projects. Second, as a federalism theory, especially in the realist or the Riker-McKayian version, it provides a theory of how countries may unite peacefully. This approach must be developed in terms of (a) the concept of threat, which must be broadened to include economic, social, and cultural elements, and (b) the role of a basic common culture, which primarily facilitates the founding of the federation and constitutes the foundation securing the maintenance of the new federation.A brief analysis of the development of today’s European Union, following the realist approach, demonstrates that, broadly speaking, a correspondence exists between threat and the integration process: In times of threat, the process of integration and federalization advances; in periods of peace and no crisis, the integration process stagnates.

This chapter critically evaluates the position of the EU within the global trade and developments of its position from a long-term perspective, and identifies the main factors behind these developments. With this aim, both the intra-EU trade and the extra-EU trade are analyzed, including the development of export and import values, along with the trade balance development and the structure of the intra-EU and extra-EU trade flows (main trading partners and main product groups). Furthermore, the development of the EU's share on the global trade is studied in comparison to the share of other main world trade players. The chapter examines the main factors that influence the position of the EU within the global trade. Finally, the prediction of the EU trade and of its position in the global economy are developed.

This paper is an analysis of Brexit, and asked the question, “Should the UK have Brexited the European Union?” We use the Analytic Hierarchy Process (AHP) to model the decision based on Benefit-Opportunities-Costs and Risks (BOCR). The AHP  structure considers various factors that may be taken into consideration from the perspective of the UK (Saaty, 1980). Questionnaires were used to obtain pairwise comparison judgments from experts and used to derive priorities for the factors and final decision to Brexit. The BOCR model results are combined in two ways. Both results show that the UK should remain a member of the EU. The referendum used showed the opposite result. The approach followed here can be used to educate people when voting on similar decisions.

This article attempts to identify and analyze the main factors that influenced the development of relations between Turkey and the European Union after the change in EU leadership, as well as highlight the main reasons that aggravated these relations until the outbreak of COVID-19. The threat of a sharp aggravation of the migration crisis in the EU countries against the background of the deteriorating situation in Syrian Idlib and the tightening of sanctions against Turkey in connection with its exploration work in the Mediterranean Sea created even greater foggy relations between Turkey and the EU.

The implementation of e-petition systems holds the promise to increase the participative and deliberative potential of petitions. The most ambitious e-petition systems allow for electronic submission, make publicly available the petition text, related documents and the final decision, allow supporting a petition by electronically co-signing it, and provide electronic discussion forums. Based on a comprehensive survey (2010/2011) of parliamentary petition bodies at the national level covering the 27 member states of the European Union (EU) plus Norway and Switzerland, the present state of public e-petitioning in the EU is presented, and the relevance of e-petition systems as a means of political participation is discussed.

Serbia is considered as "an unfinished state" with a rather "undefined Nation" and as such approaching the European Union. This raises the question to what extent these circumstances will influence the success of Serbia?s EU-integration process, since nation identity and statehood are in this article seen as constitutional parts of the concept of Europeanness. Thus this paper focuses on Europeanness and the identity behind it. It further gives an overview of the Serbian identity, first by presenting its dichotomy and then by highlighting the main factors, which have primarily shaped the identity of Serbia. Finally this paper shows why a clearly defined national identity would facilitate Serbia?s access to the EU.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.
