At Howard University, the public history program uses new empirical methodologies and pedagogies to engage students and nonacademic audiences. This article outlines the specialized knowledge, perspectives, approaches, practices, issues, and critical concerns of this program. It illustrates how focused, innovative research opportunities simultaneously move students beyond the boundaries of academic theories, publicly funded agencies, private corporations, or entrepreneurial firms while helping them remain sensitive to community-based programs, projects, institutions, and constituencies. Public history is congruent with service, a core value of Howard University, and it strengthens the university's ability to reach beyond the confines of academe; define, shape, and immerse students in challenging new historical syntheses; and inclusively document social, economic, political, and cultural histories that might otherwise go untold.

The US Department of Homeland Security’s new “If You See Something, Say Something” campaign displays a renewed drive to redistribute surveillance responsibilities to the public. Using this campaign as its point of departure, this article examines the relationship between conditions of sovereign governance and public lateral surveillance campaigns. As the police and other sovereign institutions have receded from their traditional public responsibilities, many surveillance functions have been assumed by the lay population via neighborhood watch and other community-based programs. Comparing this development with the policing functions of lateral surveillance during the Norman Conquest, this article provides a historically grounded analysis of the potential for this responsibilization to fracture the social by transforming communal bonds into technologies of surveillance power.

AbstractThis is a study of the comparative outcome success experienced by 2748 participants in government-funded faith-based and community-based intervention programs for at-risk and adjudicated Latino youths run by 28 providers in five western cities. The Latino Coalition, an intermediary faith-based organization, subcontracted with 28 sub-grantees that provided the services from 2005–2008. The study found similar outcomes were experienced by youths in the faith-based versus the community-based programs, but it did find significantly different outcomes by the comprehensive versus non-comprehensive nature of the programs. The study places its findings in the context of faith-based and community initiatives and draws conclusions concerning the public policy implications of the government partnering with faith-based and community-based organizations to provide public services to needy, and especially minority, populations.

There is growing recognition that using the properties of nature through nature-based solutions (NBS) can help to provide viable and cost-effective solutions to a wide range of societal challenges, including disaster risk reduction (DRR). However, NBS realization depends critically on the governance framework that enables the NBS policy process. Drawing from three case studies in Nocera Inferiore (Italy), Munich (Germany), and Wolong (China), we identify key governance enablers—the contextual preconditions, policy processes, and institutions—that proved essential for NBS initiation, planning, design, and implementation. In the three cases, interviews confirm the success of the NBS measures and their benefits in terms not only of DRR but of multiple ecological and social–economic co-benefits. Results highlight critical governance enablers of NBS, including: polycentric governance (novel arrangements in the public administration that involved multiple institutional scales and/or sectors); co-design (innovative stakeholder participatory processes that influenced the final NBS); pro-NBS interest and coalition groups (organized pressure groups that advocated for an NBS); and financial incentives (financing community-based implementation and monitoring of NBS). Findings show that the transition to NBS can contribute to multiple global agendas, including DRR, climate change adaptation, and sustainable development.

The 1950s began two decades of the greatest growth in the populations of institutions for intellectually disabled children and adults. During the time, physicians routinely told families to “put away” their young disabled children. The chapter considers books and articles written in the popular press by some of these parents—Peal Buck, Dale Evans Rogers, Eunice Shriver, and others. Out of these writings, parents formed a national association—the Association for Retarded Children. Despite greater public services for mentally retarded people, the public institutions continued to grow in size and numbers. By the late 1960s reports emerged about the terrible conditions in these facilities. Beginning in the 1970s, a new shift would occur in services for mentally retarded citizens—deinstitutionalization and community based programs. Using law suits, federal legislation, and the new ideology of “normalization,” advocates began a process that continues. Intellectually disabled were becoming, once again, members of communities. This direction has resulted a mixture of successes and failures.

<?page nr="1"?>Abstract This article investigates the ways in which service-learning manifests within our neoliberal clime, suggesting that service-learning amounts to a foil for neoliberalism, allowing neoliberal political and economic changes while masking their damaging effects. Neoliberalism shifts the relationship between the public and the private, structures higher education, and promotes a façade of community-based university partnerships while facilitating a pervasive regime of control. This article demonstrates that service-learning amounts to an enigma of neoliberalism, making possible the privatization of the public and the individualizing of social problems while masking evidence of market-based societal control. Neoliberal service-learning distances service from teaching and learning, allows market forces to shape university-community partnerships, and privatizes the public through dispossession by accumulation.

AbstractThe present study explored the shift from understanding to intervention to population impact in the empirical research published in this journal at five points of time over 40 years since the release of DSM-III. Two-thirds of the more than 600 original studies identified involved basic research, a pattern that is consistent with previous analyses of research funding allocations and that did not change over time. One of every eight studies involved intervention research, which occurred in community-based programs only about one-quarter of the time. These gaps in intervention research and community impact did not improve over time. The findings underscore the need to broaden the training and experience of researchers, and to re-consider priorities for research funding and publication.
