Cuba transita por un proceso de actualización de su modelo económico por lo que se están llevando a cabo profundas transformaciones en todos los sectores de la economía. En esta dirección se ha puesto especial énfasis en la articulación agroindustrial y en desarrollar la producción agroalimentaria, mediante nuevos modelos de gestión, efectivas relaciones entre actores económicos para lograr la satisfacción de las demandas de la población por la entrega de productos de calidad y mediante mecanismos más ágiles. Un elemento esencial en las transformaciones a llevar a vías de hecho, parte de la necesidad de que los directivos de las organizaciones tengan claridad para analizar e identificar las potencialidades del enfoque de cadenas de producción y de la planificación estratégica para el logro de un desarrollo sustentable. El trabajo se orienta a establecer el marco teórico referencial acerca de las formas de articulación productiva. Se presenta la modelación de las principales categorías logrando su representación mediante un mapa conceptual. Se presenta una metodología de análisis y desarrollo de cadenas de producción así como algunos aspectos a tener en cuenta para la planificación estratégica en función del logro del desarrollo sostenible.  Cuba is going through a process of updating of the economic model. That is why there have been profound changes taking place in all sectors of the economy. In this direction, the state has placed special emphasis in the development of productive chains through new management models, effective relationships between economic actors to achieve the satisfaction of the populations demands by delivering quality products through efficient mechanisms. The work aims at establishing the theoretical framework for productive forms of articulation. The main results of this research are the modeling of the conceptual categories; the critical assessment of the main methodologies for analyzing supply chains that formed the basis for the methodological design is provided. Also the article proposes several aspects for the strategic planning for the sustainable development in Cuba.

The present research featured the issue of regional strategic planning as part of Russian economic system. The research objective was to study the role of strategic planning in improving the sustainable development of local economy. The study was based on the methods of analysis, synthesis, and grouping. The Strategy of Economic Development of Kuzbass through 2035 turned out to be more relevant in its content than previous strategies. The analysis of regional typology helped to identify a wider range of problems that aggravated or appeared over time. The problems were formulated as key priorities aimed at improving the life of local population and boosting the economic growth. The author believes that the main goal of the state regional policy is to reach and maintain a high level of economic development of the region. Regional policy is a set of legislative, administrative, and economic measures aimed at improving the quality of life and productive in the region. The state regional policy has the same economic orientation for all regions, which should be regulated by strategic planning, thus increasing the level of sustainable economic development.

<p>The article analyses the importance of an active role of the state in achieving the Sustainable Development Goals. Its starting point is that despite the fact that today there is a growing recognition in the world that for the implementation of sustainable development an active role of the state and local self-governing communities is indispensable and despite the fact that in Slovenia such a role of the state in implementing sustainable development stems from its Constitution, so far, too little has been done in Slovenia to achieve the Sustainable Development Goals. The purpose of this article is to analyse theoretical arguments and the Constitution in order to show the need for an active role of the state in implementing sustainable development goals, and also to discuss basic steps to be implemented in order to achieve an active role of the state in Slovenia. In this article comparative and analytical methods were used in studying the literature and regulation. The article, based on theoretical arguments and the constitutional analysis, identifies the need for an active role of the state in implementing sustainable development goals, and proposes arguments for it and also basic steps toward an active role of the state. The discussed topic is new and this article contributes to the field some fundamental arguments for the active role of state and for the more comprehensive policy-making. The article offers theoretical and constitutional arguments to be implemented in order to transform the present role of the state from a passive one into an active role and its findings are meant to be used by policy-makers and law-makers as a significant argument to pursue more active role of the state in implementing sustainable development goals.</p>

In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.

The anthropogenic impact on urban rivers is very significant. Industrial enterprises, municipal, and agricultural organizations discharge wastewater directly into the rivers. In the samples of the studied water, certain properties were found. The water in the river is cloudy, brown in color, and in some places has a sharp smell. Extraneous impurities and foam were detected in water. Moreover, various chemicals were found, which are not characteristic to natural waters. The analyzed water is highly polluted as shown by the following chemical indicators, which reported results higher than the Maximum Allowable Concentration: Fe concentration is 24 times higher than standard, Cu is 5 times higher, Mn is 6 times higher, Al is 366 times higher, Hg is 3 times higher, Zn is 4 times higher, NO2 is 2.5 times higher, hydrocarbon pollution is 2.8 times higher, NH4 is 1.9 times higher. Therefore, it is necessary to immediately develop effective methods for monitoring the state of the watercourse, both economic and energetic. To save the sustainable development of the natural system.

In this article, the authors consider the basics of Russia’s current state-legal policy pursued in the field of social partnership, analyze basic international legal and national statutory and legal acts, which regulate social partnership in the labor field. The authors reveal the social and legal significance of social partnership between employees and employers for the benefit of the sustainable development of the society’s economy, problems related to the establishment and implementation of Russia’s state-legal policy in the modern conditions. The article puts a special emphasis on the analysis of peculiarities related to the development of laws in the constituent entities of Russia on social partnership in the field of social labor on the example of statutory acts adopted in the Stavropol region. In addition, the authors pay sufficient attention to bringing to light the principles of social partnership in the labor field and its primary forms (collective negotiations over the signing of collective contracts and agreements). The article reveals problems that Russia currently faces in pursuing the social partnership policy in the laborfield and substantiates proposals for solving them.

As a historical and cultural city, Pingyao has become the focus of domestic and foreign tourists’ concern. However, with the rapid development of tourism, the ancient city of Pingyao is also required to be developed and protected. As a positive response to low-carbon economic model, developing low-carbon tourism is necessary and feasible. With favorable geographical conditions and high attention to policy, through advocating low-carbon tourism consciousness of consumers, developing new products of low-carbon tourism, providing facilities of low-carbon tourism, improving the quality of managers and rationally plan and manage scenic spots, developing low-carbon tourism will provide the new support for the sustainable development of the ancient city.

The sustainable development of most tourism areas is accompanied with ever-increasing recreational pressure and the ever¬growing threat of depletion of their natural and recreational resources. All efforts at strategic planning or long-term forecasting may be baffled if there is insufficient understanding of where the risks are coming from and what impact they may have on the environment. It is of utmost significance for tourism areas to keep track of all risks attendant upon their path to sustainable development, which is about achieving balanced recreational pressure and a number of positive socio-economic effects. On balance, there is a need to identify the entire set of risks that may face an area as a result of tourism activity in it. This paper explores some of the key threats to the sustainable development of tourism areas, identifies some of the key risks inherent to the process, and proposes a method for rank-ordering the risks based on their gravity.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.
