Mainly thanks to this organization, the grappling federation of Ukraine was created. In recent years, a powerful National Grappling Team has been formed, which currently numbers 64 people. The development of normative documentation on the sport ensured the holding of competitions and the opening of grappling branches in children's youth sports schools. The planned funding for training camps and competitions for 2021 has increased almost threefold compared to 2020. Conclusions. The following main socio-historical principles of formation and development of Grappling as a sport in Ukraine are determined: active development of this sport in the world; active work of international organizations, such as Submission Fighting World Federation, United World Wrestling, NAGA, Grapplers Quest, International Amateur Wrestling Federation, International Federation of Associated Wrestling Styles and others; creation of the Federation of Pankration of Ukraine and inclusion of grappling as an amateur discipline in the program of competitions in pankration; close cooperation of the Grappling Federation of Ukraine with the International Organization UWW; creation of a grappling federation in Ukraine and its branches. Among the main areas of Grappling development in Ukraine should be noted competitive activities and education. Purpose This study aims to clarify the scope of the legal procedure of the acquisitive prescription in Russia. Design/methodology/approach Dialectical method, historical method and system analysis method have been used. Findings The authors consistently prove the inadmissibility of applying acquisitive prescription to land plots in private, state or municipal ownership. One of the features of Russia as an emerging market economy is that, the major part of state lands is in so-called “non-delineated state ownership.” Plots included in such lands are not registered in the cadaster or transferred to particular public owners. That is why, the authors prove that the procedure of acquisitive prescription must be applied only in relation to land plots that are in non-delineated state ownership and have been occupied by citizens and legal entities for 15 years. Originality/value The authors propose new guarantees of the rights of private and public land owners. Clarification of the scope of the acquisitive prescription procedure will streamline the turnover of real estate in Russia.

It should be noted that due to the good of the state (the so-called “national interest”), in the case of transport of VIPs by military aircraft, its acceptable level of risk is lower than in the case of transportation of other passengers. Thus, normative documentation regarding such transport regulates a significantly wider and more extensively indicated range of issues, including the principle of “security above all”, when compared to transportation of other passengers. The regulations contained in the normative documents concerning transportation of state VIPs by military aircraft are to protect them not only from human errors which may have influence on the occurrence of air incidents in the course of such transportation. Normative documents also regulate additional requirements regarding aviation equipment employed to transport state VIPs by military aircraft (to decrease the risk of failure) and an in-depth analysis of environment factors (to decrease the risk related to threats to security of transportation due to unfavourable atmospheric conditions).

It should be observed that for the sake of national welfare, while transporting state VIPs by military aircraft, the level of risk that is acceptable is lower than in the case of other passengers. Consequently, normative documentation regarding such transport regulates a range of issues that is considerably wider and more precisely defined than when transporting other passengers, relying on the principle “safety above all.” Regulations contained in normative documents concerning the transport of state VIPs by military aircraft are to protect not only against human mistakes, which might cause an air incident during such flights. Normative documents also regulate additional requirements that concern (1) aviation equipment used during transport of state VIPs by military aircraft (so as to limit the risk of mechanical failure) and (2) in-depth analysis of environmental factors (so as to reduce threat to transport safety as a result of adverse weather conditions).

Today in Russia the urgent question of preparation of qualified specialists for the construction industry. Appearance of new types of work requires workers, foremen and superintendents know how most effectively to manage the construction process, and often it is impossible without a qualitatively prepared the technological card on a certain type of work. Routing is an integral part of the design and technological documentation. It is necessary to modernize the process of formation of technological cards and create a new one, following the trends of development of the construction industry. Use of modern information technologies for the formation of technological cards will eliminate a number of personnel issues facing the construction complex. Raise the level of preparation of design and technological documentation will be possible due to introduction of methods, models, algorithms for automation of documentation. The process of development of technological cards in construction is one of the most difficult and complex and, at the same time, the least automated. Therefore, development of new models and methods of automation, change the very process of creating this section of organizational and technological documentation, will allow to solve an actual problem of improvement of quality of formation of technological cards, reduce time and cost of construction. Methodological and theoretical basis of research includes: the theory and practice of CAD, system analysis and construction or for system architect, database design, theory of algorithms, thematic work of the authors, the normative documentation in the field.

Information on the main normative documents on wastewater discharge into surface water bodies adopted in Russia, Europe and the USA is given. The information on normalization of composition and properties of waste water discharged into surface water bodies is summarized. The system of sewage discharge rationing, operating in Russia from 1947 to 2019, formed the establishment of maximum permissible concentrations for the majority of pollutants at the level of technically unatt ainable concentrations. Implementation of normative documents of ITG (information technology guide) 10- 2019 and «Rules for att ributing water bodies to categories of water bodies to establish technological indicators of BAT (Best Available Technology)...». (2019) is the next stage of practical actions to radically change the normalization of wastewater discharge into water bodies in Russia.

Objective. Improvement of the process of multi-year training on the basis of studying competitions in children’s and youth sports and development of skills in gifted athletes in track and fi eld athletics. Methods. Theoretical analysis and generalization of scientifi c and methodological literature and information on the Internet, legislative acts and normative documents of the International Association of Athletics Federations, data from the information database of track and fi eld athletics, published and electronic sources of the Association of Statisticians in Track and Field Athletics, IAAF electronic resources, statistical databases, methods of mathematical statistics. Results. Competitions in children's and youth sports (through the example of track and fi eld athletics) were analyzed. The current state of the existing competition system and discussions related to their holding were reviewed. Sporting experience of recent years has shown that athletes, who have achieved success in junior sport (n = 1332) and who have become medal winners of the Youth Olympic Games, in rare cases achieve success in high performance sport. Dropout of gifted athletes due to the transition from junior to senior level in sport is a serious problem of the modern system of training athletes. More than 95 % of athletes failed to achieve their performance results demonstrated in junior sport. One of the main reasons is forced training of young athletes. The studies showed the presence of a number of problems, especially regarding the position normative documents for children's and youth sports schools, specialized children's and youth sports schools, and schools of sports excellence. Conclusion. To further improve the system of multi-year training it is necessary to focus on the implementation of a qualitative approach that involves the compliance with the patterns and principles of consistent development of sports mastery for 8 to 12 years from the beginning of sports activity to the level of the highest achievements.
