Technological revolutions are special moments of paradigmatic shifts, when the old industrial branches are still needed, but they go away, and the new industries have already manifested itself, but have not yet received proper business support. In modern conditions the economic problems of coal mines coincide with the toughening of the sustainable development ensuring requirements, which leads to the collapse of the industry under the pressure of energy in renewable sources. The authors since the nineties of the twentieth century are promoting the idea of introducing economic-organizational hierarchies, such as industrial parks, in the coal industry, for example, the scheme of corporate development of the mine field, according to which a private company at the state mine develop own piece of mine field, and the state enterprise provides the company with paid services for lifting, transportation, ventilation, drainage, power supply, sanitary and hygienic maintenance of personnel. This resulted in the purpose of the article – the justification of the expediency of the hierarchies in the coal industry in the situation of the modern industrial revolution. The research by methods of scientific abstraction, analysis and synthesis leads to a non-trivial solution to the comprehensive coverage of degrading and emerging industries. For example, there is the industrial park formed on the mine with accumulation of energy, which are necessary for the functioning of energy in renewable sources. Such parks should act as a kind of parachute for the enterprises of the "falling" coal industry and as a "booster" for the most modern power engineering. The clusters of industrial parks as the energy hubs in the mining regions provide the opportunity to diversify the activity of coal enterprises and find a solution of a large number of economic and social problems.

The paper analyzes the changes taking place in recent years in the coal industry of Ukraine and the world and examines measures for innovation in energy. The main goals, challenges and prospects of fair transformation of coal regions are revealed by analyzing the current state of the coal industry of Ukraine and world trends. The instruments of the state policy on providing the fired workers of the coal regions with jobs in case of liquidation / transformation of mines are defined and the alternatives of the policy of promoting the employment of the fired workers for making effective decisions are established. Peculiarities and factors of creation of technological or eco-technological parks on the basis of coal enterprises are studied. It is concluded that one of the effective solutions for the fair transformation of coal regions can be the transformation / transformation of the mine as a state enterprise into a park system by involving energy companies. The implementation of investment projects using the infrastructure of the mine for other activities is promising. Significant work should be done on job creation programs and training / retraining / retraining of workers, design of industrial parks and implementation of innovative projects.

The ideology of Pancasila as a way of life, the basis of the state, and national identity has a various challenge from time to time so that the existence of Pancasila as an Ideology must be maintained, especially in industrial revolution 4.0. The research method used is a qualitative approach by doing study of literature. In data collection the writer used documentation while in techniques data analysis used content analysis, inductive and descriptive. Results of the research about challenges and strengthening of the Pancasila Ideology in facing the era of the industrial revolution 4.0 are: (1)  grounding Pancasila, (2) increasing professional human resources based on Pancasila’s values, (3) maintaining the existence of Pancasila as the State Ideology.

Мета: Відповідно до сфери діяльності служби радіаційного контролю ДП «38 ВІТЧ» території колишнього уранового виробництва ВО «ПХЗ» необхідно виявити загальні та специфічні особливості несення служби підрозділу та запропонувати розробку універсальної інструкції при здійсненні вихідного дозиметричного контролю на режимній території ВО «ПХЗ». Методика: аналіз дослідження дозволив виявити характерні закономірності впливу природних і антропогенних джерел іонізуючих випромінювання на величину ефективної дози опромінення населення та сучасна концепція радіаційного захисту людини. Результати: встановлені завдання вихідного радіаційного контролю, вихідного радіаційного експрес-контролю, проведення другого рівня радіаційного контролю, оптимізовані права та обов’язки співробітників служби дозиметричного контролю. Розроблений порядок та інструкція проведення вихідного радіаційного контролю вантажів та транспортних засобів. Регламентовані радіаційні параметри, що підлягають контролю. Обґрунтований раціональний перелік обов'язків дозиметриста, щодо переміщення через КПП режимної території. Наукова новизна: підвищення рівня безпеки на території колишнього виробничого об’єднання ВО «ПХЗ», що відображають усі аспекти діяльності служби радіаційного контролю. Практичне значення: При наявності на підприємстві затверджених інструкцій (особливо щодо перетину периметру режимної території), всі ланки (служби) підприємства ДП «38 ВІТЧ» ясно розумують, які обов’язки повинні виконувати, що в свою чергу поліпшує атмосферу в колективі та зменшує вірогідність похибки при вхідному або вихідному радіаційному контролі. Ключові слова: вихідний та вхідний радіаційний контроль, контрольно-пропускний пункт (КПП), дозиметрист, інструкція, вантаж, транспортний засіб, дозові рівні.

A common claim in disability studies is that industrialization has marginalized disabled people by limiting their access to paid employment. This claim is empirically weak and rests on simplified accounts of industrialization. Use of the British coal industry during the period 1780–1880 as a case study shows that reassessment of the effect of the Industrial Revolution is in order. The Industrial Revolution was not as detrimental to the lives of disabled people as has often been assumed. While utopian workplaces for disabled people hardly existed, industrial sites of work did accommodate quite a large number of workers with impairments. More attention therefore needs to be paid to neglected or marginalized features of industrial development in the theorization of disability. Drawing on historical research on disability in the industrial workplace will help scholars better understand the significance of industrialization to the lives of disabled people, both in the past and the present.

The United Nation has adopted the Sustainable Development Goals and goal No. 4 ‘Quality Education’ is one of them. Information and communication technology transforms education at different levels. For the successful collection, system analysis and processing of large amounts of heterogeneous data, special tools were developed (including specialized indicators), algorithms (including the processing of statistical information in fields of nonparametric information to detect the presence of correlations between various factors) and databases. An example of the use of such indicators is a system for testing the effectiveness of a student’s work in the laboratory. The initial assessment of the state of the laboratory was carried out using a sociological survey of persons associated with the organization of the educational process in the laboratory and subsequent data visualization. Which allowed us to determine that students and management perceive the state of the laboratory differently.

<p>The article analyses the importance of an active role of the state in achieving the Sustainable Development Goals. Its starting point is that despite the fact that today there is a growing recognition in the world that for the implementation of sustainable development an active role of the state and local self-governing communities is indispensable and despite the fact that in Slovenia such a role of the state in implementing sustainable development stems from its Constitution, so far, too little has been done in Slovenia to achieve the Sustainable Development Goals. The purpose of this article is to analyse theoretical arguments and the Constitution in order to show the need for an active role of the state in implementing sustainable development goals, and also to discuss basic steps to be implemented in order to achieve an active role of the state in Slovenia. In this article comparative and analytical methods were used in studying the literature and regulation. The article, based on theoretical arguments and the constitutional analysis, identifies the need for an active role of the state in implementing sustainable development goals, and proposes arguments for it and also basic steps toward an active role of the state. The discussed topic is new and this article contributes to the field some fundamental arguments for the active role of state and for the more comprehensive policy-making. The article offers theoretical and constitutional arguments to be implemented in order to transform the present role of the state from a passive one into an active role and its findings are meant to be used by policy-makers and law-makers as a significant argument to pursue more active role of the state in implementing sustainable development goals.</p>
