This article explores trends in language policies in the Transcarpathian region during 1991–2020 within the general Ukrainian sociopolitical context. It is argued that the status of the Ukrainian language as the state language in the region has become strengthened as evidenced by recent developments in language planning and language policy, including the adoption of the Law “On Ensuring the Functioning of the Ukrainian Lan-guage as the Official Language”. However, the manipulation of the language question in Ukraine, especially in the border regions, has taken on a political character, spreading beyond the borders of the state, threatening the constitutional order and the state sovereignty of Ukraine, in particu-lar in education, economics, and legal sphere. In Transcarpathia, a multi-ethnic border region in the extreme west of Ukraine, warrants attention of both scholars and politicians. This article looks into the changes in the Ukrainian language policies in the local state administration, and the importance of the Ukrainian president office in this regard. Specific features of the linguo-political situation in Transcarpathia, viewed at different periods of its development from the independence of Ukraine in 1991 on-ward, are presented. This study determines the role of the media in shaping a regional linguo-political situation, including the Internet media language space. The paper provides data of a comprehensive analy-sis of the results of the 2017–2019 external independent evaluation as an indicator of language competence of the participants of EIE, the results of research on the perception of educational language innovations in the region through a survey of different categories of respondents during 2018, the monitoring of experimental experience in implementing elements of multilingual edu-cation in educational institutions in Ukraine, particularly in Transcarpathia. The author outlines prospects for continued research in the framework of the project “Debat ing Linguistic Diversity: Managing National Minority Languages in Ukraine and Russia” (2020–2023). AbstractMany of Fishman’s contributions to understanding language in society stress the importance of dynamics, drawing attention to the complex interplay of micro-, meso- and macro-level factors from which an integrated pattern emerges. Our understanding of language dynamics, therefore, should encompass processes unfolding at various levels and provide accounts that do justice to these interactions, while delivering an analysis broad enough to constitute a sensible basis for successful language policy. Such concerns, illustrated in particular by Fishman’s work on reversing language shift, call for revisiting this issue by focusing on the role of translation. Translation is linked to language dynamics, and it is both a conduit of language policies and a condition for their success, but these interconnections need to be explicitly acknowledged. Whereas translation studies often approach translation itself as a self-contained process, it certainly emerges from multilingual contexts, but is also, at least in part, dependent on language policies. Translation contributes to the maintenance of linguistic diversity and societal multilingualism which are, reciprocally, dependent upon the practice of translation. This examination confirms the ongoing soundness of the fundamentals of Fishman’s approach to “language-in-society” and helps to assess some recent criticism toward core notions of classical sociolinguistics that Fishman helped develop and disseminate, such as multilingualism, which is being called into question by current notions such as “English as a lingua franca” and “languaging”. The very existence of translation as a social, economic and political practice suggests that societal multilingualism cannot satisfactorily be described without resorting to classical sociolinguistic concepts like “named” languages, mother tongue and domain, which are crucial to successful policies and, hence, to the maintenance of the linguistic human rights to which Fishman’s work has made such essential contributions.

In the era of globalization, the problem of maintaining linguistic diversity is often discussed. Language, with its external and substantial features, reflects the thought system, the conceptual apparatus, the everyday and cultural differences of the ethnic group. Determining the place of the Kazakh language in the list of languages used and the areas of its use is one of the urgent problems in linguistics. Studies in the field of the language situation in the country and on the levels of knowledge of the Kazakh language make it possible to determine the priorities of the language policy and organize timely and relevant social, cultural, measures to improve the prestige of the state language.The article examines the research of world scientists in the field of determining the vitality of a language and ranking languages by levels. An analysis was made of the functioning of the Kazakh language in Kazakhstani society and proposals were made to improve the viability of the state language.

The purpose of this article is to analyze the multilingual situation in Morocco in the face of the challenges encountered by language policies undertaken by the state since independence in 1956. The Moroccan society is characterized by ethnic, cultural, and linguistic diversity. This multidimensional richness has created competition amongst the linguistic varieties in the country, which has prompted the state to undertake several reforms and language policies including Arabization and the development of the National Charter in 1999, with a view to managing linguistic diversity in the country. Before tackling all these issues, a presentation of the linguistic landscape in Morocco is provided. Then, drawing upon the work of researchers specializing in the field, this review addresses the obstacles that have hindered the success and effectiveness of the enacted policies thus far. A sociological approach is also privileged in this study by referencing the work of the sociologist Bourdieu and emphasizing the importance of identity, cultural, and social considerations in developing an effective educational language policy that is capable nurturing citizens with adequate proficiency in national, local, and foreign languages.

Francis of Education (print)/1474-8479 (online) Article 2010 Language in education debates in Hong Kong focus on the role and status of English (as the former colonial language and an important means for international communication); Cantonese, the mother tongue of the majority of the population; and Putonghua, the national language of China. This paper examines the language policy formulated in 1997–1998, and finds that it radically departed from previous policies by mandating the use of Cantonese as the medium of instruction in secondary schools. The paper then analyses two subsequent policy revisions and concludes that, while the tonal emphasis on mother-tongue education has remained, the policy revisions have reversed the language policy to previous practices that emphasised the importance of English.

Summary The article analyses whether the expansion of English is adding to linguistic repertoires, or whether a process of linguistic capital dispossession of national languages is taking place. It explores the role that discourses of ‘global English’ and of English as a ‘lingua franca’ play in processes of global and regional European integration. It considers whether the linguistic capital of all languages can be made productive when in much of Europe there is a marked downgrading of the learning of foreign languages other than English, alongside the continued neglect of many minority languages. Language pedagogy and language policy need to be situated within wider political, social and economic contexts. EU schemes for research collaboration and student mobility are of limited help in maintaining linguistic diversity. The Bologna process furthers European integration but intensifies the hegemony of English. Nordic universities are moving into bilingual education, combining English with a national language. The 2006 Declaration on a Nordic Language Policy aims at ensuring that Nordic languages and English develop in parallel, that all residents can maintain their languages, and that language policy issues should be widely understood. If neoliberalism and linguistic neoimperialism are determining factors, there are challenges in maintaining the vitality of languages, and organizing school and university education so as to educate critical multilingual citizens.

The article focuses on the issue of legislative regulation of linguistic relationships in Ukraine. The ability of a national language to function as a means of consolidation and national identification depends to a large extent on state linguistic policy, political support that the language receives. The state legislation on language is indicative in this regard while it establishes the status of languages, the linguistic model and the linguistic regime. In accordance with the Constitution of Ukraine, the Ukrainian language is a state language in Ukraine. The dynamics of the Ukrainian legislation on languages illustrates the inconsistency of the implementation of this constitutional norm. The article analyzes the milestones of its formation. The content of the basic laws in the sphere of linguistic relationships (Law of the USSR ‘On Languages in the Ukrainian SSR’ (1989), the Law of Ukraine ‘On the Principles of the State Language Policy’ (2012), which is invalid now, and the new Law of Ukraine ‘On the Functioning of the Ukrainian Language as a State Language’ (2019)), the socio-political tendencies, that preceded their adoption, their evaluation by tpublic and world community as well as their consequences for linguistic situation in Ukraine are described. The possibility of official bilingualism approving is studied. The article analyzes historical, cultural and political preconditions for the adoption of official bi- or multilingualism by other states, acceptability of this linguistic model for Ukraine and possibility to overcome existing linguistic contradictions.

This article considers the YouMeUnity Report proposal for the inclusion of new language provisions in the Australian Constitution as part of a package of reforms for the constitutional recognition of Aboriginal and Torres Strait Islander people. The article outlines the important symbolic and substantive effects of recognising language rights in the Constitution. The article explains how the recognition of a national language and the recognition of minority languages are conceptually distinct — promoting a national language is aimed at promoting national unity and enhancing the political and economic participation of individuals in the state, whereas protecting minority languages is aimed at recognising linguistic diversity, enriching the cultural life of the State, maintaining connections with other nations, and recognising language choice as a basic human right. The article argues that there is a strong case for minority language recognition, and in particular, the recognition of Aboriginal and Torres Strait Islander languages, in the Australian Constitution, but warns against the recognition of English as the national language.

Former Yugoslavia followed an internationally acclaimed language policy of constitutional and legal equality of its numerous languages. Anticipating or accompanying the disintegration of this federation, the new states arising on its territory published their constitutions in the period 1990–1993. This paper briefly surveys the basic provisions concerning the official use of languages in each of them and attempts, on the basis of the often scant evidence available, to assess their actual implementation. It is concluded that, whereas language policy in former Yugoslavia was fairly consistent, its successor states display more variety. The inherited spirit of tolerance and language rights still survives in some respects, but there are also clear indications of favouring the linguistic means associated with the “state nation”, at the expense of old and new minorities. The administrative multiplication of the former federation’s largest language, Serbo-Croatian, is likewise noted, as is the general need to complement internal measures of language policy with external ones in preparation for life in tomorrow’s world.
