  Abstract:Every job that utilize services and human resources certainly requires a salary for payment. This fee will be used to fulfill the necessities of life, both for personal needs of workers, and other needs including household necessities. However, it is undeniable that in the reality of granting wage, it often experiences some obstacles, either caused by workers or from the company itself. Consequently, this creates a conflict that requires resolution. Therefore, it is necessary to manage this conflict resolution of labor or workers' earning according to the Indonesian labour law. This study applied qualitative research methods with a literature and empirical approach. Data are collected through the analysis of legislation and phenomenon that occured in the real life. The results of study revealed that there are still many conflicts over payment of labor wages, so the companies have to apply labor salary’s management based on applicable regulations. Thus, it is necessary to practice the resolution of disputes in this matter maximally, particularly related to the provision of a reasonable wage between the workers and the company.Keywords: Conflict Resolution, Labor Wages, Companies Abstrak:Setiap pekerjaan yang menggunakan jasa dan tenaga manusia sudah pasti membutuhkan upah untuk pembayarannya. Upah inilah yang nantinya akan digunakan untuk memenuhi kebutuhan hidup, baik pribadi pekerja, maupun kebutuhan lainnya termasuk kebutuhan rumah tangga. Namun tidak dapat dipungkiri bahwa dalam realita pemberian hak upah, kerap mengalami kendala, baik yang disebabkan dari buruhnya maupun dari pihak perusahaan pemberi upah. Sehingga hal ini menimbulkan konflik yang membutuhkan penyelesaian. Oleh karenanya dibutuhkan manajemen penyelesaian konflik sengketa pemberi upah buruh atau pekerja ini, dengan didasarkan undang-undang ketenagakerjaan Republik Indonesia. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan literatur dan empiris. Data yang didapat melalui analisis peraturan perundang-undangan dan fenomena yang terjadi di lapangan.  Hasil penelitian menyatakan bahwa masih terdapat banyak konflik pembayaran upah buruh, sehingga perusahaan harus mampu menerapkan manajemen pemberian upah layak buruh yang didasarkan aturan yang berlaku. Oleh Karena itu perlu dilakukannya praktik penyelesaian sengketa dalam persoalan ini secara maksimal, khususnya terkait pemberian upah yang layak antara pihak buruh dan perusahaan.Kata kunci: Penyelesaian Sengketa, Upah Buruh, Perusahaan

The purpose of this study was to describe and analyze the performance of the Regional Parliament of Palangka Raya in carrying out legislative powers and to describe and analyze the constraints that affect the Palangka Raya City DPRD in setting regional regulations. This study uses descriptive qualitative research methods. The types and sources of data chosen by researchers are primary data and secondary data. Data collection techniques used to obtain information are interviews and documentation. The results of the study show that the performance of the Palangka Raya City DPRD (DPRD) in exercising legislative power with the City of Palangka Raya government is quite good. In the period 2015 to 2017, 36 local regulations have been discussed and established. However, if it is reviewed from the proposal initiation, it can be said to be unsatisfactory, because only 9 Regional Regulations are the initiative of the Palangka Raya City DPRD. Factors that influence the performance of the DPRD of Palangka Raya City in setting regional regulations are: Human Resources, Data and Information, and Experience. The condition of Human Resources with an average Bachelor level education (21 out of 30 people) is actually a supporting factor for performance. Given that the basic education is not in line and experience that is still lacking, it becomes an obstacle to support the legislative performance of members of the Palangka Raya City DPRD.

Karya sastra yang berjenis drama menjadi mimik untuk jendela kehidupan nyata. Dalam naskah drama Badai Sepanjang Malam karya Max Arifin tergambar bagaimana idealisme yang tinggi mampu dipatahkan oleh pahitnya kehidupan. Mental serta keteguhan hati nurani dipertaruhkan di atas sebuah idealisme. Penulis mengkaji salah satu naskah drama, yaitu naskah drama Badai Sepanjang Malam karya Max Arifin melalui pendekatan prakmatik dari sudut pandang psikologi. Karena dalam naskah drama Badai Sepanjang Malam karya Max Arifin terdapat konflik batin yang sangat rumit. Sumber data penelitian di dapat dari kutipan-kutipan dialog naskah drama Badai Sepanjang Malam karya Max Arifin. Metode yang digunakan penulis memakai metode penelitian deskriptif kualitatif. Dengan hal tersebut penulis berharap dapat memberikan kajian yang objektif.   Literary works that are of the type of drama become the expression for the window of real life. In the drama drama Badai Sepanjang Malam Max Arifin's work illustrates how high idealism can be broken by the bitterness of life. Mental and perseverance are at stake above an idealism. The author examines one of the drama scripts, namely the drama script Badai Sepanjang Malam by Max Arifin through a pragmatic approach from a psychological point of view. Because in the drama script Badai Sepanjang Malam Max Arifin's work contains a very complicated inner conflict. The source of research data can be obtained from dialogues from Max Arifin's drama drama dialogues by Badai Sepanjang Malam. The method used by the author uses descriptive qualitative research methods. With this the authors hope to provide an objective study.

BackgroundDespite high relapse rate among methamphetamine (MA) abusers, there still have been little empirical data to date detecting the risk factors related to craving and relapse from the perspective of MA abusers. Therefore, the aim of this study was to use qualitative research methods exploring the strengths, weaknesses, opportunities and threat factors that could facilitate or impede individuals’ abstinence in a real-life context from the perspectives of MA abusers.AimTo use qualitative research methods exploring the strengths, weaknesses, opportunities and threat factors relating to individuals’ abstinence in a real-life context.MethodSemistructured interviews were conducted with 32 MA abusers recruited in Shanghai guided by open-ended questions on narrating the real-life catalysts and inhibitors related to craving, initiation, relapse and abstinence. All data were transcribed verbatim and analysed using a strengths, weaknesses, opportunities and threats (SWOT) analysis.ResultsThe results of the SWOT analysis revealed that contextual factors including peer influence, prevalence and availability of MA, familiar venue of MA use, discrimination, sexual behaviours, alcohol, emotional states and their attitudes towards smoking MA were important factors that contribute to reinitiation and relapse. Surveillance systems, antidrug social workers, vocational skills trainings, moving to another city and family responsibility might serve as counter measures targeting those mentioned weaknesses and threats above.ConclusionThis SWOT analysis highlights the complex nature of relapse. Comprehensive interventions strengthening coping skills such as virtual reality techniques are desperately needed to facilitate individuals’ sustained abstinence.

This article aims to analyze and find out the strategies implemented by the Regional Government, especially the Kelurahan Governments in Gorontalo District in providing maximum service to the community. This study uses qualitative research methods with the intention of comprehensively knowing several things related to the implementation of E-Gov and to reveal the phenomena that occur in the application of E-Gov. The results showed that the capacity or ability of the Gorontalo District government in implementing the ¬E-Gov concept needs to be evaluated and continuously improved, especially in relation to the budget. This can be seen from the limited funds that are not allocated specifically for the Electronic Government, the limited allocation of funds that have been budgeted by the Government in Gorontalo District is still insufficient for E-Government development, so that activities carried out follow the amount of the budget given, in other words the budget can affect effectiveness of the implementation of activities carried out in the application of E-Government, so that the use and utilization of the budget must be effective and efficient. the implementation of E-Gov in Gorontalo District has been going well. However, there are still some obstacles that are faced, this can be seen from the human resources recruited to manage the Electronic Government who do not have the competence and expertise in this field and some do not even have expertise in the technology field. This is a big challenge for the Gorontalo District governmentArtikel ini bertujuan menganalisis dan mengetahui strategi yang dilakukan Pemerintah Daerah khususnya Pemerintah Kelurahan yang ada di Kabupaten Gorontalo dalam memberikan  pelayanan yang maksimal kepada masyarakat. Penelitian ini menggunakan metode penelitian kualitatif dengan maksud untuk mengetahui secara komprehensif beberapa hal terkait dengan pelaksanaan E-Gov dan mengungkap fenomena yang terjadi dalam penerapan E-Gov. Hasil penelitian menunjukkan kapasitas atau kemampuan pemerintah Kabupaten Gorontalo dalam menerapkan konsep E-Gov perlu dilakukan evaluasi dan terus ditingkatkan terutama terkait dengan anggaran. Hal ini terlihat dari keterbatasan dana yang tidak dialokasikan khusus untuk Electronic Government,terbatasnya alokasi dana yang telah dianggarkan oleh Pemerintah di Kabupaten Gorontalo masih belum mencukupi untuk pengembangan E-Government, sehingga kegiatan yang dilakukan mengikuti jumlah anggaran yang diberikan, dengan kata lain anggaran dapat mempengaruhi efektivitas pelaksanaan kegiatan yang dilakukan di dalam penerapan E-Government, sehingga penggunaan dan pemanfaatan anggaran harus efektif dan efisien.penerapan E-Gov di Kabupaten Gorontalo sudah berjalan dengan baik. Namun, masih ada beberapa kendala yang dihadapi, hal ini dapat dilihat dari sumber daya manusia yang direkrut dalam mengelola Electronic Government belum memiliki kompetensi dan keahlian di bidang tersebut bahkan ada yang tidak memiliki keahlian di bidang teknologi

The purpose of this study was to analyze the factors that influence the implementation of the Karo District Regulation number 2 of 2018 regarding the anniversary of Karo District. The method used is descriptive qualitative research methods. The results showed the implementation of the Karo District Regulation No. 2 of 2018 on the Anniversary of the Karo District could be said to have been running optimally. This is seen from the communication aspect in the form of socialization carried out by the Regional Autonomy Section of the Karo Regency Regional Secretariat to all Local Government Agencies and Communities throughout the Karo Regency. Judging from the non-human resources, the facilities in the activities of the anniversary were quite adequate for all of the activities of the anniversary. This is evidenced by the implementation of the anniversary on March 8, 2018 in Jambo Karo District with a variety of series of activities ranging from pilgrimage to the tomb of the hero to entertainment activities. The influencing factors, namely the inhibiting factors are the lack of human resources (HR), lack of budget and lack of some of the trust of the people of Karo. Supporting factors are support from the local government, inculcation of employee awareness as the State Civil Apparatus (ASN) and accessibility factors.

ABSTRAKPenelitian ini bertujuan untuk mengetahui bagaimana pengembangan wisata sebagai daya tarik situs Rumah Sandi di Perbukitan Menoreh Kulon Progo. Penelitan ini menggunakan metode penelitian deskriptif kualitatif. Hasil penelitian ini didapat strategi yang dapat disusun dalam pengembanagn situs Rumah Sandi yaitu penambahan jumlah sumberdaya manusia, pengidentifikasian para stakeholder sebagai mitra dalam pengembangan situs Rumah Sandi agar mampu beradaptasi dan dapat memenuhi kebutuhan pendidikan secara optimal, peningkatan kesadaran masyarakat terkait situs Rumah Sandi dan pelestariannya serta peningkatan kualitas pelayanan dengan merencanakan dan merumuskan sesuai kebutuhan pendidikan. Kata kunci: Daya Tarik, Pariwisata, Pengembangan  DEVELOPMENT OF TOURISM AS ATTRACTION OF SITUS RUMAH SANDI IN MENOREH HILL  KULON PROGO ABSTRACTThis study aims to find out how tourism is developed as an attraction for Situs Rumah Sandi in Menoreh Hills Kulon Progo. Abstract2020 is a worrying year for all countries, including Indonesia. This is due to the emergence of the Corona virus outbreak, which originated in Wuhan City of China, and spread throughout the world. Initially the government did not follow the method used by several other countries related to information provided about the corona covid-19 virus, namely by conducting a quick reaction of prevention socialization. The reason is so that the Indonesian people are not worried about issues that are worrying, other than to minimize the existence of Hoax news from a handful of irresponsible people. Finally the covid-19 outbreak also became a concern for the community, because many Indonesians were affected by the transmission of this virus. Therefore, the government took the initiative to take a lockdown policy for 14 days to anticipate the transmission of this corona outbreak. The study uses qualitative research methods with a literary and empirical approach. The data obtained comes from several regulations, such as the Governor of DKI Jakarta and several other regulations and policies, as well as phenomena that occur in the field. The results of the study stated that Indonesia had experienced a condition where the community's concern about Covid-19 was quite large, so that a government policy to lockdown was needed, as an effort to break the chain of the spread of the Corona Covid-19 virus.Keywords: Corona Virus, Lock Down, Government Policy AbstrakTahun 2020 merupakan tahun yang mengkhawatirkan seluruh negara, tanpa terkecuali negara Indonesia. Hal itu disebabkan munculkan wabah virus Corona, yang bermula dari Kota Wuhan China, dan menyebar ke seluruh penjuru dunia. Awalnya pemerintah tidak mengikuti cara yang digunakan oleh beberapa negara lainnya terkait informasi yang diberikan mengenai virus corona covid-19, yaitu dengan melakukan reaksi cepat sosialisasi pencegahan. Penyebabnya, agar masyarakat Indonesia  tidak khawatir dengan isu yang mengkhawatirkan, selain untuk meminimalisir adanya berita Hoax dari segelintir orang yang tidak bertanggung jawab. Akhirnya wabah covid-19 ini juga menjadi hal yang mengkhawatirkan bagi masyarakat, karena banyak warga Indonesia yang terkena dampak penularan virus ini. Oleh karenanya, pemerintah berinisiatif untuk mengambil kebijakan lockdown selama 14 hari guna mengantisipasi penularan wabah corona ini. Penelitian menggunakan metode penelitian kualitatif dengan pendekatan literatur dan empiris. Data yang didapat berasal dari beberapa Peraturan, seperti Peraturan Gubernur DKI Jakarta dan beberapa peraturan dan kebijakan lainnya, serta fenomena yang terjadi di lapangan. Hasil penelitian menyatakan bahwa Indonesia sudah mengalami kondisi dimana kekhawatiran masyarakat terhadap covid-19 cukup besar, sehingga diperlukan kebijakan pemerintah untuk melakukan Lockdown, sebagai upaya memutus mata rantai penyebaran virus corona Covid-19Kata kunci : Virus Corona, Lock Down, Kebijakan Pemerintah
