The problematic issues related to the definition of public administration as one of the forms of exercising state power are considered. The level of how the quality of public administration processes affects the functioning of the state system and its key mechanisms is analyzed. An important emphasis is placed on the fact that the most useful of the successful practices of public administration in developed countries can be adopted for the state system of Ukraine. Modern problems and ways of their effective solution at different levels of state and local administration are actualized. The analysis of the basic structural elements of qualitative public administration, the level of their influence on processes of realization of the state-power powers within functioning of the state system is offered. For example, it explains whether transparency and impartiality do have a significant impact on the efficiency of public administration. The efficiency (effectiveness) of various, "non-traditional" ways and means of realization of public-administrative activity is established. The conclusions of both leading scholars are analyzed, and the author's assessment of the extent to which the adoption of strategies and tactics of management activities borrowed from other areas of socially useful activity are useful for the field of public administration. First of all, this applies to the sphere of private business. Penekanan penting ditempatkan pada fakta bahwa praktik administrasi publik yang paling berguna dan yang berhasil di negara maju dapat diadopsi untuk sistem negara Ukraina. Masalah modern dan cara penyelesaiannya yang efektif di berbagai tingkat administrasi negara bagian dan lokal diaktualisasikan. Analisis elemen-elemen struktural dasar administrasi publik kualitatif, tingkat pengaruhnya terhadap proses realisasi kekuatan-kekuatan negara dalam fungsi sistem negara ditawarkan. Misalnya, menjelaskan apakah transparansi dan ketidakberpihakan memang memiliki dampak signifikan terhadap efisiensi administrasi publik. Efisiensi (efektivitas) dari berbagai, "non-tradisional" cara dan sarana realisasi kegiatan administrasi publik didirikan. Kesimpulan dari kedua cendekiawan terkemuka dianalisis, dan penilaian penulis tentang sejauh mana penerapan strategi dan taktik kegiatan manajemen yang dipinjam dari bidang lain dari kegiatan yang bermanfaat secara sosial berguna untuk bidang administrasi publik. Pertama-tama, ini berlaku untuk bidang bisnis swasta. Bagaimanapun, pengalaman yang dianalisis dari negara-negara maju membuktikan bahwa Ukraina dapat meminjam banyak solusi yang berguna dan alat praktis yang efektif dari industri swasta.Kata kunci: Administrasi Publik; Kekuasaan Negara; Ilmu Pemerintahan; Aktivitas Efektif Государственное управление как одна из форм осуществления государственной власти Аннотация В статье рассматриваются проблемные вопросы, связанные с определением публичного администрирования как одной из форм реализации государственной власти. Проанализирован уровень влияния качества процессов государственного управления на функционирование государственной системы и ее ключевых механизмов. Важный акцент делается на том, что именно полезного из успешных практик функционирования публичного администрирования в развитых странах можно перенять для государственной системы Украины. Актуализируются современные проблемы и пути их эффективного решения на разных уровнях государственного и местного управления. Предлагается анализ основных структурных элементов качественного публичного администрирования, уровень их влияния на процессы реализации государственно-властных полномочий в пределах функционирования государственной системы. Например, объясняется, действительно ли прозрачность и беспристрастность оказывают значительное влияние на эффективность публичного администрирования. Устанавливается эффективность (действенность) различных, «нетрадиционных» способов и средств реализации публично-административной деятельности. Анализируются выводы как ведущих ученых, так и предлагается авторская оценка того, в какой степени для сферы публичного администрирования полезно заимствование стратегий и тактик осуществления управленческой деятельности. Прежде всего это касается сферы частного бизнеса, поскольку опыт развитых стран доказывает, что Украина может позаимствовать немало полезных решений и практически эффективных инструментариев именно из частных отраслей.Ключевые слова: Публичное Администрирование; Государственная Власть; Общественное Управление; Государственная Система

The level of development of a country is defined based on indicators such as population size, GDP and contry area. Although it’s easy to identify countries like the USA, France and Spain that are part of developed countries and countries such as Senegal, Gabon Greece or China ranked as emerging countries, there is no universally accepted definition of developing contries. The “emerging contries” are often listed in terms of their differentiation from the developed contries; A comun problem is that some organizations dont’t take into consideration all the variables, a country located on a higher position in terms of GDP is possible to not have the same position at the social development or quality of life. For the last 25 years China has known continuous economic expansion, it’s forecasted that in the next 20 years it will become one of the world’s superpower. China encountered a relatively fast development after the deployment of the “cultural revolution”.In China, the long standing cultural tradition influences till today the economic area, more than other countries encounter from this category. The youth’s mentality is to learn and to work very well with the solely interest to serve the country completely. This desire of the Chinese people is positively influenced by the state - the Chinese Communist Party encourages the state of raising the development of education and the level of life.

The article is devoted to the definition of the concept in the signs of public administration. It was found that the transition from the state-centric paradigm of state administration to the concept of a service state led to the renewal of the conceptual apparatus of administrative law. There was a need to substantiate the essence and characteristics of public administration, with the help of which the goals of the existence of a service state are realized.It is substantiated that the category “public administration” occupies an important place in modern scientific research. Scientists of public administration are mainly considered as: a) a way of realizing public interest as the interest of a certain social community, united within the territory of the state; b) as a mechanism for the implemen-tation of state policy; c) as the activity of public authorities (or state bodies and local self-government bodies) aimed at achieving socially important goals.It has been established that the definition of the concept of “public administration” in a broad sense depends to a certain extent on the level of development of democratic relations in society. If the state is characterized as democratic, then public administration can be defined as professional, paid, funded from the state and local budgets, the activities of state bodies and local self-government bodies, their officials, aimed at ensuring the rights, needs and interests of man and citizen, civil society, subjects objects of entrepreneurial activity and other participants in public relations within the framework of a unified state (public) policy. In a narrow, technocratic, understanding, public administration of any state can be considered as a set of actions of state-authorized bodies and their officials aimed at implementing public policy measures in all spheres of society.It has been proved that the signs of public administration are: a) the relationship between the direction of actions of persons directly carrying out public administration measures and state (public) policy; b) the professional nature of public administration; c) detailed legal regulation of most of the public administration activities; d) the presence of a distribution of competence between various subjects of public administration in order to avoid duplication of their functions.

The article reveals the main features of the competence approach in the practice of European public administration. The features of the competence approach in public administration are determined on the basis of analysis of the basic concepts of public administration. In the dynamics of the formation and development of popular theories of interaction between state and local authorities, such as the theory of a free community, community (public) and public and state (the theory of municipal dualism), we can trace a number of characteristic features of a competency approach, which manifests itself both through the general theoretical relations and manifestations, and through the practice of coexistence of public authorities. There is a problem of definition and distribution of public functions as a prerequisite for defining and shaping the competences of public institutions. An important issue in the context of a competent approach is the institutional consolidation of functions in the context of the existence of the basic models of territorial organization of power. In each of the varieties of the Governance concept (Responsive Governance concept, Democratic Governance concept, Good Governance concept), the specifics of the use of competencies are defined. The archetypal symbols in the European public administration are singled out using the analysis of competence in public administration in its main constituents. A brief description of the archetypal aspect of European public administration is given. The main components of competence are shown in connection with the existing archetypal symbols and the characteristic trends of their development. Their connection is shown according to the scheme “the entity component (who?) — the object component (what?) — the administrative component (how?) — the basis (in what environment?)”. Concerning the trends of development of a competence approach in the context of practice and theory of public administration, it is determined that modern concepts of public administration are characterized by shifting the balance between state and public institutions to the sphere of common goals and tasks, and thus responsibility. The joint activity of all subjects of society requires new forms of cooperation, definition of the spheres and subjects of each entity’s activity for effective cooperation, distribution of functions and competences of the entities, formation and consolidation of their status characteristics.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

The article is devoted to the problems of finding ways to improve the mechanisms of implementation of state policy in the socio-humanitarian sphere. The purpose of this article is to identify areas for improvement of mechanisms for implementing public policy in the socio-humanitarian sphere, taking into account the needs of their unification within a single approach to the organization of social processes in the analyzed area. Achieving this goal has provided solutions to more practical problems: the development of goals, objectives, areas of state policy in the socio-humanitarian sphere, as well as organizational and legal support for its implementation. All this together will allow to introduce quite detailed algorithms and tools for managing the socio-humanitarian development of Ukraine and to quickly and effectively overcome the negative risks that arise in it. The content, essence and state-legal nature of mechanisms of public administration, as a set of ways and tools of practical realization of state policy are revealed. The analysis of modern approaches to understanding the essence of mechanisms of public administration is carried out. The author's definition of the mechanism of public administration in the socio-humanitarian sphere is offered. The content and essence of state policy in the socio-humanitarian sphere are revealed. The conclusion concerning the basic determinants and features of its development is made. Approaches to the formation of mechanisms for the implementation of state policy in the socio-humanitarian sphere are generalized. The need to further unify approaches to the implementation of such public policy in different sectors of the socio-humanitarian sphere has been proved. The main directions of improvement of mechanisms of its realization are allocated. The mechanism of state policy implementation in the socio-humanitarian sphere is defined as a set of nonlinear sets of tools and methods of state influence, which is implemented through appropriate management decisions (a set of measures as components of state policy) to develop the rights and interests of citizens and practical implementation. guarantees of the state in the fields of education, health care, social security, as well as others covered by the humanitarian mission of the state and able to influence the formation of productive forces, human, intellectual and social capital in society.

In modern Russia, organizational and managerial approaches to the development of the housing sector reveal a lack of a systemic nature. The main indicators of the housing sector lag behind the level of many developed countries. In the present article the authors analyze the imbalances presented in the housing industry in Russia and look at future-oriented areas to improve the affordability of housing and the level of urban comfort, based on the belief that the quality of life of the population is largely determined by the availability and quality of housing and the state of the residential environment.

Intellectual historians owe Nietzsche a debt for many things, not least for lending the quality of “untimeliness” a positive connotation. In the late 1990s, when Marxism was arguably at its nadir as an intellectual program, much less a political one, Warren Breckman published an insightful study of Marx's early thought and its genesis out of a series of disputes with the Young Hegelians concerning the state and its ambiguous relationship with theological conceptions of authority. The untimeliness of Breckman's intervention had much to recommend it. Taking his distance from the pallbearers, Breckman showed that a historical inquiry into the Marxist enterprise increased rather than diminished its contemporary relevance. In the wake of the eastern bloc's collapse, “civil society” had become the order of the day. Breckman showed that, far from being an innocuous panacea to the terror of state power, the concept had its own contested political history, one that Marx grappled with in ways whose resonance has only grown in the decade since Breckman's first book appeared.

The relevance of the study is that effective public administration constitutes one of the most important factors in the progressive development of the modern state. An important condition for the productive functioning of public authorities is public administration, which acts as a holistic scientific system of organisation of activities. Assessing the effectiveness of public administration decisions is necessary for both public authorities and society. It helps civil servants to control and improve the management process, and helps the society to assess the quality of public institutions. The lack of objective generally accepted indicators for assessing socio-economic processes, the work of bodies and institutions is one of the main problems that hinder the efficiency of the state mechanism. At present, there are no well-established approaches to assessing the effectiveness of public administration decisions. The solution to this problem is a more detailed study of scientific knowledge regarding the system and mechanisms of evaluation. The purpose of the study is to analyse the main modern approaches and mechanisms for evaluating the effectiveness of public administration decisions. The concept of performance evaluation as a complex process is currently the most prevalent and used by modern scientists. Ensuring efficiency is a difficult task for public administration. The diversity of the system requires the use of rational approaches and the creation of differentiated evaluation criteria. The components of the evaluation system in the context of globalisation affect the effectiveness and efficiency and require continuous improvement. The use of special tools and technologies provide flexibility of government decisions and internal integrity, leading to rapid change in the state. mainstreaming of the efficiency improvement and quality of evaluation of public administration decisions directly affects the socio-economic development of the state and improvement of the welfare of the population. The use of evaluation results allows to identify existing problems in a timely manner, to find ways to solve them, improving management by improving the efficiency of public administration at all stages. The practical significance lies in the use of research results in the activities of individual public administration bodies, which will allow to modernise the effectiveness of evaluation of public administration decisions and the management system in general

In recent years, the Ukrainian academic and educational community has been addressing issues of academic integrity and the implementation of international academic standards. In the civilized academic world, a fundamental role attaches to the fundamental values of academic integrity as an effective instrument for the quality of education ensuring, the moral and ethical image of a modern educator and scientist formation, the creation of a highly competitive society. In the article the essence of the concept "academic integrity" in modern discourse is revealed, and its components are presented. The European experience in counteracting of academic fraud has been analyzed; its most widely used methods are outlined. It has been found that there is no ideal way of counteracting academic abuse in the world; standardized procedures for assessing the educational policy of academic institutions regarding academic integrity have not been developed. The information on the SAIUP project (Strengthening Academic Integrity in Ukraine Project), which was launched in Ukraine to promote academic integrity, has been submitted. The scientific policy of the Ivan Ziaziun Institute of Pedagogical Education and Adult Education for preventing manifestations of academic unfairness is described, as well as the introduction of a system of measures to avoid manifestations of academic plagiarism and selfplagiarism, citation errors, and practice of falsification of scientific research. It is concluded that the views of the academic community on the problems of academic integrity depend to a large extent on the state policy and definition of the system of social values and ethical norms by educational and scientific institutions. The proposals on adherence to academic integrity in Ukraine on the state and institu-tional levels are substantiated.
