Intellectual historians owe Nietzsche a debt for many things, not least for lending the quality of “untimeliness” a positive connotation. In the late 1990s, when Marxism was arguably at its nadir as an intellectual program, much less a political one, Warren Breckman published an insightful study of Marx's early thought and its genesis out of a series of disputes with the Young Hegelians concerning the state and its ambiguous relationship with theological conceptions of authority. The untimeliness of Breckman's intervention had much to recommend it. Taking his distance from the pallbearers, Breckman showed that a historical inquiry into the Marxist enterprise increased rather than diminished its contemporary relevance. In the wake of the eastern bloc's collapse, “civil society” had become the order of the day. Breckman showed that, far from being an innocuous panacea to the terror of state power, the concept had its own contested political history, one that Marx grappled with in ways whose resonance has only grown in the decade since Breckman's first book appeared.

For those attentive to the epochal shifts of globalization, the state has been either serving global capital or on its way out for decades. Neo-liberalism prones new scales of economic and political organization and the promise of a global civil society while international law ostensibly undermines the traditional functions of state power. The inadequacy of the state has found an equally sharp echo among populists who have reaffirmed democracy at the expense of a robust state. And in an odd déjà-vu, social scientists are once again pushing elsewhere: the state would seem at once the all-powerful protagonist of global finance or entirely insufficient for integrating popular power in our contemporary democracies.

The General characteristics of the concept of civil society, outlined its functions, the main features, institutions and forms of interaction with public authorities. The category «activism» is considered as a means of civil society to effectively implement and protect the interests of society. On the basis of the analysis of activity of public organizations the attempt of conditional allocation of varieties of «activism»is carried out. It is determined which form of «activism» has the most real ability to influence public authorities.

This chapter seeks to bring out the interrelated quality of twentieth century discussions of democracy, drawing especially on debates in the 1930s and 1970s. It locates these within the longer history of the British conversation about democracy, a conversation that was both influenced by discussions elsewhere and informed by comparisons with, and imaginings of, other polities. It starts with an examination of the history of debating democracy in Britain and then turns to the British way of doing democracy. It argues that the former is essential to making sense of the latter. It moves on to consider how the British have done democracy, drawing upon an emerging cultural history of democratic practices. The final section offers thoughts on the prospects for the historiography of democracy in Britain, and on what its development so far says about the state of modern British political history.

AbstractThis article provides a new interpretation of the changes that occur in party-civil society relations when progressive parties of mass-based origin gain state power by looking at the experience of the Brazilian Workers’ Party (PT) during the Lula administration. The need to preserve what is defined here as ‘social governability’ changes the nature of party-movement relationships when political parties move from opposition to government. The article shows how the PT in national executive public office, to a large extent, managed to secure social governability through reward-based linkages, such as the distribution of jobs in the state apparatus and the allocation of massive state subsidies.

This study analyzes the causes of democratization failure in Pakistan. The data collected by questionnaire. The study's main objective is to investigate the problems closely concerned with the collapse of democracy and the prevalence in the country of democratic norms. The study finds that the Overall Quality of Democracy, Independence of Media, Belief in Political Parties, Presentation of an Independence Cabinet causes failure of Democracy in Pakistan. According to this, the State, supporting parties, civil society, and youth must perform their positive role in engaging in a recreation of democracy to generate liberty for institutional democratization in Pakistan confidently.

The paper investigates the challenges bedeviling the strategies of an Islamic civil society organization known as Jama’atu Izalatil Bid’a Wa’iqamtis-Sunnah [JIBWIS] popularly known as Izala in the democratization process of Katsina State-Nigeria with a view to proffering solutions. A lot of problems have been militating against the efforts of Izala Islamic civil society association towards improving the quality of the democratic order. As a case study qualitative research inquiry, the study was conducted through an in-depth semi-structured interview with 18 key informant’s personal experiences on the phenomenon. Analysis of data was done by using NVivo 12 which significantly aided in the coding, categorization and data management which produced the themes and sub-themes. System theory was used as a framework in the explanation of the phenomenon. The study found out that there are myriads of problematic issues related to the strategies used by the Izala organization; which negates their strategies in the democratization process. Furthermore, the study has identified the various ways in which such strategies could be strengthened for the Islamic organization to give a positive impact on the advancement of the democratization process in the State. Thus, the study presents a conceptually and empirically supported framework to describe the strategies of Islamic civic association in the democratization process of the state. In effect, therefore, the lingering Izala strategy’s crises in the democratization process was explored and analyzed. The study is particularly useful for religious civil societies, politicians, policy-makers, and researchers by identifying and proposing the ways in which the state, political parties, religious organizations, and other democratic stakeholders should conduct and relate in a nascent democratizing society. The analysis points toward the potential for change in the strategies of Izala Islamic civil society in the democratization process.

This article examines the issue of the effectiveness and quality of the implementation of parliamentary control in the spheres of spirituality and culture, as an aspect of ensuring national security in the modern conditions of the hybrid aggression of the Russian Federation against Ukraine. It is noted that parliamentary control in Ukraine is extremely insufficient and rather contradictory, which does not yet allow to talk about the stability of parliamentary control as such, about its proper scientific understanding and legal consolidation in modern conditions, especially in the context of the hybrid aggression of the Russian Federation against Ukraine. It was stated that social changes caused by globalization processes affect the state of ensuring national security in such spheres as culture and spirituality. Currently, this issue has not been studied enough, and therefore needs further development. It was noted that in the field of culture, certain positive changes in the implementation of state (parliamentary) control have been achieved in recent years. However, in the sphere of spirituality (spiritual culture) and in the related religious sphere, as a result of the ideological sabotage and special informational operations carried out by the Russian Federation, a spiritual crisis has actually been generated in Ukraine, the resolution of which is an urgent task of the state power. Parliamentary control in these areas, which should be carried out through the prism of national security, is virtually absent. A number of proposals have been worked out, which are advisable to be introduced into the process of exercising parliamentary control over the aforementioned spheres.

The problematic issues related to the definition of public administration as one of the forms of exercising state power are considered. The level of how the quality of public administration processes affects the functioning of the state system and its key mechanisms is analyzed. An important emphasis is placed on the fact that the most useful of the successful practices of public administration in developed countries can be adopted for the state system of Ukraine. Modern problems and ways of their effective solution at different levels of state and local administration are actualized. The analysis of the basic structural elements of qualitative public administration, the level of their influence on processes of realization of the state-power powers within functioning of the state system is offered. For example, it explains whether transparency and impartiality do have a significant impact on the efficiency of public administration. The efficiency (effectiveness) of various, "non-traditional" ways and means of realization of public-administrative activity is established. The conclusions of both leading scholars are analyzed, and the author's assessment of the extent to which the adoption of strategies and tactics of management activities borrowed from other areas of socially useful activity are useful for the field of public administration. First of all, this applies to the sphere of private business. Penekanan penting ditempatkan pada fakta bahwa praktik administrasi publik yang paling berguna dan yang berhasil di negara maju dapat diadopsi untuk sistem negara Ukraina. Masalah modern dan cara penyelesaiannya yang efektif di berbagai tingkat administrasi negara bagian dan lokal diaktualisasikan. Analisis elemen-elemen struktural dasar administrasi publik kualitatif, tingkat pengaruhnya terhadap proses realisasi kekuatan-kekuatan negara dalam fungsi sistem negara ditawarkan. Misalnya, menjelaskan apakah transparansi dan ketidakberpihakan memang memiliki dampak signifikan terhadap efisiensi administrasi publik. Efisiensi (efektivitas) dari berbagai, "non-tradisional" cara dan sarana realisasi kegiatan administrasi publik didirikan. Kesimpulan dari kedua cendekiawan terkemuka dianalisis, dan penilaian penulis tentang sejauh mana penerapan strategi dan taktik kegiatan manajemen yang dipinjam dari bidang lain dari kegiatan yang bermanfaat secara sosial berguna untuk bidang administrasi publik. Pertama-tama, ini berlaku untuk bidang bisnis swasta. Проанализирован уровень влияния качества процессов государственного управления на функционирование государственной системы и ее ключевых механизмов. Важный акцент делается на том, что именно полезного из успешных практик функционирования публичного администрирования в развитых странах можно перенять для государственной системы Украины. Актуализируются современные проблемы и пути их эффективного решения на разных уровнях государственного и местного управления. Предлагается анализ основных структурных элементов качественного публичного администрирования, уровень их влияния на процессы реализации государственно-властных полномочий в пределах функционирования государственной системы. Например, объясняется, действительно ли прозрачность и беспристрастность оказывают значительное влияние на эффективность публичного администрирования. Устанавливается эффективность (действенность) различных, «нетрадиционных» способов и средств реализации публично-административной деятельности. Анализируются выводы как ведущих ученых, так и предлагается авторская оценка того, в какой степени для сферы публичного администрирования полезно заимствование стратегий и тактик осуществления управленческой деятельности. Прежде всего это касается сферы частного бизнеса, поскольку опыт развитых стран доказывает, что Украина может позаимствовать немало полезных решений и практически эффективных инструментариев именно из частных отраслей.Ключевые слова: Публичное Администрирование; Государственная Власть; Общественное Управление; Государственная Система

Abstract In a perspective of a long-awaited and postponed revision of the Romanian Constitution, we consider that it is necessary to reanalyze the name of the state power, given to public authorities (legislative, executive and judicial), opposite the quality of the Romanian people's sole proprietor of power in the state. Under this aspect, the current constitution materializes an obvious normative indecision and inconsistency of terminology of the constituent Legislator.Also, in the legal doctrine of the field, although there are numerous and remarkable scientific works of constitutional law, he subject, as a rule, is bypassed, and the power of the people and the powers of the state are analyzed As if the first consecration would not exclude the other, And the recognition of the latter would not question the existence of the former
