The purpose of the study is to determine the main factors in creating a favorable environment for the introduction of digital technologies in the electoral system of Ukraine. Three main groups are identified, the content is revealed and the analysis of factors of each of the groups is carried out. Examples of their influence on the process of introduction of new election technologies are given. Based on the analysis of international experience, recommendations for creating favorable conditions of socio-political, operational, technical and legal nature for the introduction of digital technologies in the electoral system of Ukraine are proposed.

The Constitution, as the main universal and comprehensive legal document, establishes fundamental principles and defines the legal basis for development of public and state life in all politically significant spheres, serves as a guarantor of legitimacy and order, gives a boost to the development of society. The special political and legal nature of the constitution, the issues of its operation and the mechanism of its implementation are of great importance. In accordance to the authors’ approach, the mechanism of implementation of the Constitution of the Russian Federation includes the following components: 1) entry of the constitution into legal force; 2) its functions; 3) constitutional algorithm of unity and differentiation of public authority; 4) forms of implementation; 5) ways of implementation; 6) subjects of implementation; 7) objects of implementation; 8) institutions for modernization; 9) guarantees of implementation. The authors conclude that the modern scientific ideas of a rational mechanism of implementation of the Constitution of the Russian Federation contribute to solving the issues of economic and cultural development of the Russian society, help creating favorable conditions for proper law enforcement, strengthening legitimacy and order.

The development of innovations changes the usual living environment of people, affects their standard of living and lifestyle. The purpose of the article is to identify the main factors that determine the attitude of the Russians to innovations and contribute to their spread in everyday life. Findings based on the data of sample surveys, in particular the Comprehensive survey of living conditions of the population (2016), sample Federal statistical observation on the use of information technologies and information and telecommunication networks by the population (2018), and the materials of the Russian Longitudinal Monitoring Survey (RLMS) and the authors’ research conducted in 2017 in Moscow and the Moscow region. The authors used a set of methods for statistical data analysis. The application of the classification tree method revealed the main factors that influence the use of innovative technologies in everyday practice. Factor analysis was used to determine the specifics of Internet use by the Russians. The two-step cluster analysis procedure allowed to form two typology groups (clusters) of respondents depending on their use of such innovative practice as distance financial services. A positive attitude to innovation and information and communication technologies is determined by the experience of using modern technologies in the educational process, the age and interest (readiness) of respondents to use innovations and digital technologies in everyday life. The attitude to innovation is largely determined by the psychological characteristics of the respondent, their willingness to accept innovations. Although innovative practices such as tablet use and distance financial services are widely distributed, their prevalence is determined by similar factors. At the macro level, the parameters of the image and quality of life in various types of settlements, and the involvement in modern technologies in the workplace have an impact. The social and professional status of the person plays a more crucial role than the type of economic activity.

A constitutional referendum was held in Armenia on 6 December 2015. The amendments to the constitution changed the country from having a semi-presidential system to a parliamentary republic, with the changes planned to take place during the 2017–18 electoral cycle. The results of the referendum determine not only the current changes in the electoral code, but also the necessity and effectiveness of the new electoral system. Particularly, by replacing the majoritarian system to the proportional system and by increasing the representativeness of the parliament for some groups, we can create basis for the further development of the country. Above all in the article we discussed the main factors that have a big impact on the voting behavior of the citizens.

The article presents the results of the eighth stage of monitoring the socio-cultural development of youth. It has been carried out for over 25 years under the guidence of Yu. R. Vishnevsky. The sample size of the last stage consisted of 2,000 third-year students of intramural studies at the universities of the Middle Urals. Quota parameters are gender and study programs of respondents (humanitarian, engineering, socio-economic and natural sciences). The purpose of the article is to record the changes that have occurred in the structure of students leisure activities since 2016. The sample of 2016 is compiled by the same principles, n = 1,827. The theoretical part of the article reviews approaches to defining the concept of leisure, its types and main factors that affect the structure of preferences when choosing leisure activities. The results of the article include the dynamics of student interest in leisure activities for the period from 1995 to 2020. An increase in the number of leisure activities per respondent was revealed, as well as an increase in interest in activities related to digital technologies. A decrease in interest was noted in active forms of leisure such as tourism, outings, sports. Interest in leisure activities related to social interaction, both in direct and indirect form, remains. The close attention is paid to the comparison of data from 2016 and 2020, since it was during these years that the most complete range of students’ activities was formed. The influence of the respondent’s gender on the choice of leisure activities has been also analyzed. The respondents have been grouped according to several classifications of leisure. Based on the classifications, an interest in recreational activities and the preservation of the recreational function of leisure are noted.

A new version of genesis of the epithermal gold-silver deposit Kupol (Chukotka), its mineral composition of ores and conditions of ore-localization based on the analysis of published geological materials on the geological structure had purposed in this article. The active thermal ore-forming role of completing the volcanic cycle of the multiphase subvolcanic complex’ the proximal bodies of the Upper Cretaceous rhyolites had been proved. The main factors of this deposit’ formation and the conditions that favored the appearance of large ore bodies and rich ores were considered. The magma chamber, unified faulty magmatic and fluid conductor, rock screen, flank clusters of subvolcanic rhyolite bodies and their integral thermal anomalies that initiated and sustained the deep fluid thermal convection under the screen, its mixing with fractured pore and meteoric waters and formation of gradient temperature zones, were considered among the main factors. The conjugation of these factors in space and time, the active tectonic regime and the long-term preservation of the deformation plan were the favorable conditions for ore formation. They maintained the high permeability of the fluid conductor, prevented a wide dispersion of fluids and provided a telescopic deposition of different mineral parageneses.

The paper discusses the issues that arise when creating a virtual image in multimedia products, including computer games, using the image of a citizen. As a rule, such images are used without the consent of a citizen, and therefore disputes have begun to arise regarding the legitimacy of using real images of artists in computer games, social networks. The author analyzes the legal nature of the right to an image of a citizen and the possibility of using such an image in virtual and augmented reality. In connection with the development of digital technologies, the images of citizens are now actively being used in creation of various works, such as holograms. The dance moves are being used to create digital results of creative work. The author notes that when getting results of creative work in virtual reality, it is necessary to observe the rights of citizens, whose images are used to create digital objects. When considering these issues, an analysis of foreign experience is provided, as well as mechanisms for legal regulation of relations arising in the cases under consideration.

One of the most important and promising areas of digitalization is to create favorable environment for the population of cities and improve the quality of housing and communal services. “Smart City” concept implemented in many countries provides solutions for this problem. However, the analysis of examples of the implementation of such initiatives indicates that the housing and utilities sector is represented in Russia by a limited number of projects, in particular, the problem of controlling the timing and quality of work in maintaining the housing stock, including the overhaul of residential buildings, remains unresolved. This leads to accidents and does not contribute to creating a comfortable environment for the population. This study is devoted to the analysis of the use of digital technologies in the housing and communal sector and contains recommendations on the creation of an information-analytical system for controlling and monitoring the quality of overhaul repairs of housing.


The article is devoted to the study of such sources of electoral law in Ukraine as the Convention for the Protection of Human Rights and Fundamental Freedoms, the first Protocol to the Convention and the case-law of the European Court of Human Rights. The legal nature of these international sources of suffrage in Ukraine is considered. Attention is drawn to the peculiarities of the wording of the right to free election in Article 3 the first Protocol to the Convention. The peculiarities of the application of the above article by the European Court of Human Rights are disclosed. The importance the case-law of the European Court of Human Rights as a source of suffrage in Ukraine is emphasized. This assertion is justified by the fact that the rules of the Convention for the Protection of Human Rights and Fundamental Freedoms and its Protocols are of a general and abstract nature and are interpreted and filled with real meaning in judgments of the European Court of Human Rights, which are of precedent nature. A number of legal positions of the European Court of Human Rights concerning the obligation of the state to organize and hold democratic elections, enshrined in the specific decisions of this international judicial institution, have been analyzed. In the article were covered such legal positions as: the possibility of limiting the suffrage of citizens, provided that such conditions do not interfere with the free expression of the people's opinion on the election of the legislative body; evaluation of the electoral legislation in the light of the political development of the country, taking into account national characteristics; wide discretion of the state in the choice of the electoral system, which will ensure the free expression of the opinion of the people, etc. There are a number of unresolved issues regarding the application of the case-law of the European Court of Human Rights in judicial and administrative practice in Ukraine, one of which is the possible conflict between the case-law of the Court and the rules of Ukrainian law. It is proposed to resolve this conflict at the legislative level. The conclusions focus on the peculiarities of the legal nature of these sources of suffrage in Ukraine. The article examines the election campaigns of the late twentieth century. in Ukraine and proved, that they operated manipulation technologies. The state was democratizing the political system, adoption of new election legislation, transition to a mixed electoral system; political pluralism was formed, the number of parties has increased significantly, the struggle for power intensified. With each subsequent election campaign (presidential, parliamentary), the political struggle intensified, and voter engagement technologies have become more vulnerable. The author proves, that the ways and purposes of application of technologies depend on motivations of subjects of the power, as: obtaining, exercising and retaining power; the desire to achieve political and social results, most profitable for pragmatic actors, although this may run counter to collective goals. In Ukraine, democratic processes are not yet complete, traditions of democracy and stable political institutions are absent. Instead, manipulation technologies, electoral engineering, which are aimed at limiting the actions of competitors and creating favorable conditions for their own victory. This prevents the formation of certain restraints, barriers to manipulation technologies, familiar to many civilized democracies.
