Introduction. The article for the first time structures the types of additional responsibilities of teachers, not underpinned by local regulations. The proposals for debureaucratization of the educational process in secondary schools are generalized. The aim of the study is to reveal the impact of bureaucratic burden on the social feeling of teachers of general secondary education facilities, the quality of their professional activities and to develop proposals for debureaucratization of teachers’ work. Materials and Methods. A survey of managers and teachers of educational institutions covered more than 3,000 respondents. As additional sources for the interpretation of the data, we used the methods of group interviews (two focus groups conducted among rural teachers), as well as a secondary analysis of data from the international study of the educational environment and working conditions of secondary school teachers (TALIS), conducted in 48 countries, including Russia. Results. The study broadened the idea of the impact of bureaucratization of the education system on the quality of professional activity and the social well-being of teachers. Intensification of bureaucratization of teacher work is attributed, on the one hand, to the extensive growth of additional types of work, and on the other, to the low legal awareness of teachers of educational institutions. Working with reporting documentation takes up to 90 % of the working time free from paid teaching ho urs, which practically does not leave time for the implementation of part of the pedagogical load associated with methodological, organizational and consulting activities. The study identifies activities that, according to respondents, contribute to the debureaucratization of teachers’ work. Discussion and Conclusion. The article is of interest to teachers and heads of educational organizations, regional educational authorities, and scientists, researching i nto educational problems.

Various studies in the information technology revealed that there has been a change in the trend of internet use in recent years. Internet users in the world prefer to spend time accessing the internet through the social media. Social media with a variety of platforms provides special communities with their own uniqueness and allows users to share lots of content. The members involves creates a new social community with various phenomena, both positive and negative. Counselors in the millennium era are required to have the insight andknowledge that is qualified to deal with the well being conditions of individuals from activities in social media. Counselors are also required to have specific skills in providing handling with the condition of well being individuals related to the impact of activities on social media.

In the article, the impact of digitalization of education on the transformation of the professional competence of a social educators is analyzed; the need of the formation of digital competence of social educators in the context of the widespread implementation of information and communication technologies in the educational process is substantiated; the state of using educational Internet resources in the professional activities of social educators is analyzed; the importance of improving the level of digital competence as a component of the professional competence of social educators is substantiated; the use of digital tools as a practical toolkit for social educators is proposed; a brief overview of digital tools that will be useful in the work of a social educator is provided; a training course "Using Internet resources in the work of a social educator" developed by authors is presented; the course consists of four modules in accordance with the main directions of the social educator's activities, in particular, diagnostic, developmental, educational and preventive work; the course has a practical focus, for the implementation of practical tasks, adapted to the professional activity of a social educator, instructional and methodological materials are developed that make it possible to conduct the course both offline and online; the course is developed on the principles of accessibility, comprehensibility, professional orientation and motivation; to implement the developed course, it is recommended to use the Google Classroom platform, which makes it possible to combine traditional and innovative forms and methods of teaching, which is especially important in the context of the introduction of distance and blended learning; the results of approbation of the developed course, which was conducted for social educators of the Nadvirnyansky district of Ivano-Frankivsk region are presented; taking into account the results of approbation, the conclusion is given about the advisability of using the course for the professional growth of social educators, including for the formation of the readiness of a social educator for the implementation of digital tools into professional activities.

The article deals with the problem of improving the quality of training future navigators according to the strategic goals of the modernization of the educational process in Ukraine’s marine higher educational institutions, based on the humanistic paradigm, which requires special attention to the formation of future navigators’ communicative self-efficiency. The study of this problem is of particular relevance, since it is one of the main professional characteristics for representatives of the senior command navigators that enables them to carry out professional activities productively, adequately and at a high level: to organize the coordinated work of the crew, especially consisting of specialists of different nationalities, religious denominations, mentalities; competently and skilfully communicate with seaport employees, representatives of foreign companies, etc. The paper presents the conceptual provisions of A. Bandura, the founder of the theory of self-efficiency, its role and importance in person’s life as well as those of J. Caprari and D. Servon, D. Matsumoto (communication), educators (self-efficiency), (communicative self-efficiency) in the context of importance and the need to develop and form these phenomena for improving the quality of the training aimed at future navigators in higher education institutions of maritime profile. The phenomenon “communicative self-efficiency of the future navigators” has been defined; its essence and structure have been considered, the latter consisting of three components: reflexive (self-identification with navigators as model professionals, the presence of adequate self-assessment of their own actions in the field of professional communication, a stable reflexive position), cognitive-operational (awareness of the communicative sphere of maritime professional activity, skills, professional communication abilities); affective-behavioural (confidence in the possibility of productive communication in professional activities, emotionality, activity, responsibility, ability to self-regulate and self-sustain). The forms and methods for the formation of communicative self-efficiency of cadets of marine universities involved into the experiment have been presented: reflective workshop, keeping a reflective diary, which gave the cadet the opportunity to conduct self-analysis of their own professional actions and enhance self-understanding regarding the presence of the necessary professional personal qualities for performing their future professional activities effectively and building a positive Self-concept of the future navigator; the organizing dialogue “The role of the reflective component in developing future navigators’ communicative self-efficiency”, the technology “Developing confidence in self-efficiency and productive communication of future navigators in their future independent professional activities”, the training module “Communication skills”, etc. Keywords: communication, self-efficiency, communicative self-efficiency, future navigator, marine higher educational institution.

The scientific article is devoted to the study of a complex but relevant problem for the period of creating the preconditions for sustainable development - the definition of approaches to providing the economy with strong human resources. It is noted that its formation is always faced with the issues of reproduction of the labor force, the effectiveness of which implies the achievement in total, at the same time high levels of quality of life and vocational training of people. Particular attention is paid to the emergence of new problems that increase the severity of personnel issues in Ukraine: there is a significant increase in labor migration of Ukrainians abroad, reducing the population and working age. However, despite the difficulties of the transition economy, the country has gradual, progressive changes in the entire system of educational infrastructure, attempts are being made to reform the organization of education in educational institutions of all levels: higher education, secondary school, vocational education. In addition to traditional vocational schools in the educational, already competitive environment, there are new educational institutions - technical lyceums, technical schools, colleges. However, a significant part of vocational schools has shortcomings related to the quality of their material and technical base, the level of training of teachers in terms of their mastery of the latest technological concepts and methods of teaching educational material. Improving the system of vocational training should be based on the understanding that innovative development has already become an integral part of the domestic economy and has led to new requirements for personal factors of production. Now there is a need to closely link professional training to specific production conditions of future activities, the entire educational process should be built taking into account changes in the state of production processes, target settings for obtaining the final results of enterprises. Under modern market conditions, the first priority is not the production of more goods and services of one type, but their differentiation and new quality characteristics within one product group. Relevant changes occur in the assessment of the personal factor of production. This is not just about the quantitative certainty of staff, but about the level of training of each employee, his ability to adapt to technical and technological changes. In the process of professional training it is important to form in future employees an awareness of their role and importance in the overall efficiency of enterprises, to bring to their understanding the high probability of losses associated with their possible errors in the production functions. The issue of greening of professional activity should be important in the educational processes of all educational institutions

The task of vocational education at the present stage of development of society is to train competitive professionals with professional mobility, skills of rapid adaptation to changing conditions of society, methods of self-education, improving the quality of their own professional activities and its product. The article analyzes the modern model of practical training of teachers, namely: future educators of preschool education and primary school teachers in the educational process of the Pedagogical Institute of Borys Grinchenko Kyiv University. The current modernization of the domestic education system creates increased requirements for the quality of training of modern teachers, which is not only to modernize the content of profile-oriented disciplines, but also requires appropriate organization of various types of pedagogical practice. The authors investigate various aspects of training future teachers to carry out professional activities in preschool and primary schools. In particular, the activities of the Center for Self-Knowledge and Self-Development, the Center for Innovative Educational Technologies (ICR), the Educational Laboratory of Creative Pedagogy are substantiated, providing a combination of scientific achievements and practice in the educational process. It is in the process of training in these centers that students have the opportunity to model different components of future pedagogical activities and choose different ways to solve them given the proposed features of the pedagogical situation, which will further contribute to the formation of future teachers holistic perception of professional activity. all participants in the educational process, the ability to make independent decisions and respond quickly to the challenges of everyday teaching. The peculiarities of students’ work in the centers in classroom and extracurricular classes are revealed, in the process of which future preschool educators and primary school teachers have the opportunity to participate in interdisciplinary projects, trainings, master innovative and digital teaching tools. component of the educational process and ensures the competitiveness of young professionals. The article identifies tools for information and educational environment that should be used in working with students (STEAM-education, storytelling, kahoot, answergarden), which will promote the development of future teachers’ ability to self-presentation, the effective formation of their professional competence. The article reveals a study of the ethical competence formation of students at medical universities. This competence includes theoretical knowledge of professional ethics, professional and ethical value orientations, moral and personal qualities and practical skills of a doctor in the professional activity. Formation of ethical competence provides for the doctor’s conscious ethical behavior in accordance with professional and ethical standards, as well as the need for professional and ethical self-improvement throughout life. The results of the study allowed to establish the availability of reserves to improve the quality of future doctors’ training and formation of their ethical competence. Taking into account the trends of globalization of the educational sphere, the impact of postmodernism on the formation and development of value orientations of student youth, the emergence of new forms of ethical values, etc., it is assumed that the this competence formation will be effective if at different stages of students’ training at medical universities there will be introduced pedagogical conditions that enhance functioning of the main subsystems of the educational process. These stages correspond to the peculiarities of students’ professional and personal development during different years of study and in view of their cognitive abilities. Experimental verification of the effectiveness of pedagogical conditions for the formation of future doctors’ ethical competence at medical universities confirmed the validity of the research hypothesis. At the same time summarizing of the research results revealed certain influence of the tendencies of traditionalism, universalism and pragmatic motives on the future doctors’ value-motivational sphere.

Introduction. Today, one of the criteria for assessing the quality of education is the opinion of students about educational services. Undergraduates enrolled in distance learning programs represent a specific student audience. Features of this category form a social portrait that has the information potential for organizing an effective educational process adapted to the “target audience”. Methodology and sources. In the academic year 2018–2019, the author conducted an empirical case study through an anonymous online survey of graduate students of the correspondence department of the first year of study. Results and discussion. As a result of the survey, respondents have received answers characterizing the peculiarities of their life, sociocultural environment, professional activity and factors of formation of motives of educational activity. The information obtained is presented in tables, which allowed to form a “numerical” outline of the social portrait of an extramural student. The result of an empirical study was a description of the collective image of a student studying in absentia in a magistracy. Active professional activity, focus on success, limited time resources, etc., determined the content of wishes for improving the conditions and process of educational activity. The main adjustments should relate to the effective planning of the educational process, methodological support of classroom and extracurricular activities, providing comfortable conditions for a long stay in an educational institution and communication with fellow students.Conclusion. The social portrait of students contains information about their typical representatives, the sociocultural environment of life.  Regular monitoring of the dynamics of socially significant characteristics of students allows you to quickly make adjustments that improve the quality of education.

Improving the professional skills of penitentiary personnel is a multifaceted process of obtaining additional knowledge to perform tasks and responsibilities within their professional activities. The article analyzes the main forms of personnel advanced training. The first is carried out in educational institutions of central executive bodies, local executive bodies (external form), and the second – in educational institutions of the State Penitentiary Service of Ukraine (internal form). When clarifying the content of the external form, attention is paid to the model of its implementation. The first model is a holistic system of advanced training, which ensures the unity of the educational process and adequate educational technologies. The second is a variational model, which means working on a certain side of the profession that needs to be improved. The third model – involves using special diagnostics with subsequent monitoring of acquired knowledge. The article details the advantages and disadvantages of the external form of advanced training. The internal form of advanced training provides the participation of educational institutions of the State Penitentiary Service in this process. The structure of bodies that provide advanced training within the State Penitentiary Service is revealed. Among its advantages is the possibility of involving experienced specialists of the penitentiary service in the training process, introduction of effective innovative technologies and motivation of service activity. The disadvantages of this form of education are also analyzed. The article states the combination of external and internal forms helps to increase the level of professional knowledge and skills based on best practices used in various spheres of professional activity of society and allows to maximize the professions in bodies and penitentiary institutions. Studies of human capital at the present stage of human development are extremely relevant, since at present human capital is steadily transforming from a factor of economic development into a target for its sustainable development. The paper proposes the basic tool i.e. a new mathematical model for assessing the impact of human capital on social well-being and development of Russian society. It uses the interdependencies among the criteria of human capital and general development. The tool proposed in paper will be powerful for improving and increasing the quality of human capital, improving the social welfare of society, bringing the most effective innovative solutions to the economy. The Human Capital can be assessed in particular by publications, proceedings, and other types of knowledge representation on the websites. And also all this materials can be automatically placed in other databases, including in Elibrary which can also be a parameter of a model. The assessments of the impact of human capital on social well-being and the development of regions and countries can be obtained automatically on-line.

Tourism geography is one of the disciplines close to the practice of tourism itself. In addition to its contribution to theory and academic literature, the formation and development of tourism geography have always been in symbiosis with the everyday practice of tourism, in particular in the service of planning, development, and regulation. Tourism geography focuses on the social, economic, and environmental issues of the interaction between the traveler (homo turisticus) and the destination, but the exploration of psychological changes has also become increasingly prominent in the last decade. The examination of the impact of tourism on the quality of life in Hungary was induced during the process of drafting the National Tourism Development Strategy 2005-2013, and the think tank established at that time enriched both theory and practice with valuable research results. This study reviews the impact of tourism on well-being, and then demonstrates how the theory can be transformed into planning practice through the process of designing the Austrian Tourism Strategy (Masterplan T) and the document itself, published in 2019.
