Interrogating the Constitutionality of Federal Character Principle in Nigeria

This work interrogates federal character principle (FCP) in Nigeria. The FCP was designed to fundamentally address the striking features of Nigeria politics of intense struggles for power among the different ethnic groups in the country between the elites from the North and their Southern counterparts and the various segments, but the practice of FCP in Nigeria so far raises curiosity and doubts. Given the outcome of the interrogation, this research work discovered and conclude that federal character has not indeed achieve its objective in the Nigeria, the study finds that Ethnocentrism, Elitism, Mediocrity, Mutual suspicion amongst others accounts for some inhibiting factors of the FCP in Nigeria. Like many other provisions of the Constitution, the Federal Character principle was meant to correct some imbalances experienced in the past, but it has created more problems than it has attempted to solve. Rather than promote national unity, it has disunited Nigerians. There is an urgent need to use more of professionals and result oriented Nigerians to carry out national tasks, than to use unprogressive people due to this "Federal character" issue. Nigeria should be a place where one's track records and qualifications are far greater than just "where they come from" or their lineage if Nigerian truly want to progress.

В статье автор исходит из понимания феномена культуры (как в искусстве, так и в философии) как культуры, способной жить и развиваться только в одновременном диалоге с другими культурами, который В.С. Библер назвал «культурологическим парадоксом». В процессе проведенного исследования выстроено понимание того, что культура есть мир «вещей», основанный на диалоге их создателей не только с людьми настоящего, но и с последующими поколениями, так как рассказывают потомкам о мировоззрении прошедшей эпохи, о ценностях культуры предков, о мировидении создателей произведений. Автор считает этот аспект достаточно важным и значимым для решения проблем по дальнейшему сохранению культурного наследия народов Северного Кавказа в глобализирующемся мире, стремящемся к всеобщей унификации и нивелирующим тем самым самобытность культур этносов. Культурфилософский анализ предметов как «вещей» способствует выявлению их смыслов, несущих на себе печать человека как homo faber, как созерцателя и как пользователя, которому не только открыто их предназначение, но и без которого в принципе невозможно их существование. В качестве примера рассмотрены узорные карачаево-балкарские ковры - кийизы. Проведена сравнительная параллель между возможными интерпретациями орнаментальных мотивов жыйгыч кийизов - узких полосок, покрывавших полки в патриархальных жилищах этих этносов, и предполагаемым диалогом с Другим. Материал дает основание сделать вывод о том, что эти ковры-занавеси «читаются» по типу «культурного текста» - неких закодированных таким образом посланий предков. In the paper, the author proceeds from the understanding of the phenomenon of culture (both in art and in philosophy), as a culture capable of living and developing only in a simultaneous dialogue with other cultures, which V.S. Bibler called "a cultural paradox". In the process of the study, the understanding is built that culture is a world of "things", basing on the dialogue of their creators not only with the people of the present, but also with subsequent generations. They tell descendants about the worldview of the past era, about the values of ancestral culture, about the worldview of the creators of works. The author considers this aspect important and significant enough to solve the problems of further preserving the cultural heritage of the peoples of the North Caucasus in a globalizing world, striving for universal unification and thereby leveling the identity of ethnic cultures. Cultural-philosophical analysis of objects as "things" helps to identify their meanings, bearing the stamp of a human being, as a homo faber, as a contemplator and as a user, to whom not only their purpose is open, but also without which, in principle, their existence is impossible. The patterned Karachay-Balkarian rugs - kiyizes - are considered as an example. A comparative parallel was drawn between possible interpretations of the ornamental motifs of the zhyigych kiyizes -narrow strips covering shelves in the patriarchal dwellings of these ethnic groups, and the alleged dialogue with the Other. The material gives reason to conclude that these curtain rugs are "read" according to the type of "cultural text" which is a kind of coded message from the ancestors.

A shift in the emphasis of archaeological field-work has taken place during 1987 and 1988. With the completion of much of the rescue work which has played such an important part over recent years, energies have been largely re-channelled into research projects, many with long-term designs. Thus, the past two years have seen the initiation of new research work at Abu Duwari, Ashur, Dlihim, Harba, Jemdet Nasr, Kar Tukulti Ninurta, Kish, Nimrud, Nineveh, and Tell es-Sawwan, while work has continued at about a dozen other research sites. At the same time, rescue work has commenced within the North and East Jezira irrigation areas.The most significant factor in this flourishing of research work in Iraq has been the unstinting co-operation of the Iraqi Office of Antiquities and Heritage, and it is to its Director-General, Dr. Mu‘ayyad Said Damerji, that our greatest debt of gratitude is due, not least for permission to publish these short reports. We thank also Dr. Munir Taha and Dr. Sabah Jasim of the Office's staff for their considerable assistance. As always, this survey would not have been feasible without the gracious co-operation of all the excavators involved. Коллективный сборник, авторами которого стали коллеги, ученики и близкие друзья Андрея Марковича, содержит научные статьи, полевые и архивные материалы, переводы, так или иначе связанные с темами мифологии, фольклора, культовых практик народов Сибири и Дальнего Востока. Вторую часть книги составили материалы, которые можно отнести к эпистолярному жанру (воспоминания, письма и газетная публицистика) и которые в более полной мере позволили раскрыть разносторонность научных интересов Андрея Марковича Сагалаева и грани его неординарной личности. The reviewed book describes the life and research work of Andrey Sagalaev (1953–2002), a famous Russian ethnographer, doctor of historical sciences, professor, public figure. Colleagues, students and friends of Andrey Sagalaev became the authors of the collective monograph. The first part of the book contains scholarly articles, field and archival materials, and translations related to the themes of the mythology, folklore, cult practices of the peoples of Siberia and the Far East. Culture is viewed as a synthetic phenomenon that goes beyond the narrow framework of evolutionary theory in these works. Culture does not have universals given “initially”. There are no absolutely identical plots. Accordingly, each of the cultures (“large” and “small”) is unique. Andrey Sagalaev believed that an archaic culture and an archaic society are a unique way of development, and the only possible one in the harsh environmental conditions of Siberia, the North, or the Far East, and this way requires understanding. He viewed Siberian shamanism as a special form of the natural philosophy of nature with its unique complex of ideas, ceremonial-ritual and cult components. The authors of the monograph developed these ideas in their research included in the book. They examine the themes of shamanism, the genesis of mythologems, the identification of the general and the special in the mythological plots of different ethnic groups, the search for borrowings and sources of origin of certain mythical (cultural) heroes and plots, the description of cult and ritual elements. The second part of the book contains materials that can be attributed to the epistolary genre: memoirs, letters, and newspaper journalism. These issues made it possible to more fully reveal the versatility of Andrey Sagalaev's research interests and the facets of his extraordinary personality.

In the past few decades, there has been lot of focus on the issue of sustainability. This has occurred due to the growing concerns related to climate change and the growing awareness about environmental concerns. Also, the competition at global level has led to the search for the most sustainable route in the industries. The current research work deals with the selection of green supplier in a Nickle coating industry based on certain weighted green attributes. For this purpose, a hybrid tool comprising of Fuzzy AHP (Fuzzy Analytical Hierarchy) and VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje) is used. The Fuzzy AHP is used for assigning proper weights to the selected criteria for supplier evaluation, while VIKOR is used for final supplier selection based on the weighted criteria. The three criterions for green supplier selection are, Ecological packaging, Corporate socio-environmental responsibility and Staff Training. The outcome of the integrated model may serve as a steppingstone to other SMEs in different sectors for selecting the most suitable supplier for addressing the sustainability issue.

The paper describes the past and present distribution of Colchicum autumnale in the vicinity of Cracow, highlights the role of Stanisław Dembosz (who published the first locality of C. autumnale near Igołomia in 1841). Gives information about the occurrence of C. autumnale in Krzeszowice in the 19th century (reported by Bronisław Gustawicz), presents new localities noted in 2012–2014 in meadows in the north-eastern part of the Puszcza Niepołomicka forest and adjacent area (between the Vistula and Raba rivers), and gives a locality found in Cracow in 2005 (no longer extant).

In the past, the anadromous salmonids, Atlantic salmon (Salmo salar) and sea-trout (Salmo trutta), have formed natural populations in the river Rhine. From the beginning of the nineteenth century onwards, the greater part of the drainage area of the river has been gradually altered from a more or less rural and agricultural area, into a highly industrialised one with subsequent industrialisation, river-engineering and heavy pollution. These developments are considered to be the major cause for the disappearance of the populations of anadromous salmonid fish in the 1950s. The water quality has recovered significantly during the past 25 years. From about 1975 onwards, this process gave rise to a recovery of the anadromous trout population. Results of recent studies of the sea-trout migration pattern are presented. They reveal that nowadays these salmonids can complete their up- and downstream migrations from the North Sea to places, situated at hundreds of kilometres upward the river and vica versa. The numbers of recorded Atlantic salmon and catch locations in inland waters are presented. They show a significant increase since 1989. These phenomena can be understood as promising signs of the recovery of the Rhine aquatic ecosystem.

This chapter turns from a historical account of the development of the US literature of experience and the Latin American literature of reading to a textual analysis of the US and Latin American historical novel. Hemispheric/inter-American scholars often cite William Faulkner’s Absalom, Absalom! (1936), Gabriel García Márquez’s One Hundred Years of Solitude (1967), and Toni Morrison’s Song of Solomon (1977) as exemplifying instances of literary borrowing across the North–South divide. As I demonstrate, however, each of the later texts also realigns its predecessor’s historical imaginary according to the dominant logics of the US and Latin American literary fields. Whereas the American works foreground experiential models of reconstructing the past and conveying knowledge across generations, García Márquez’s Latin American novel presents reading as the fundamental mode of comprehending and transmitting history.

In the era of digital technology, it becomes easy to share photographs and videos using smartphones and social networking sites to their loved ones. On the other hand, many photo editing tools evolved to make it effortless to alter multimedia content. It makes people accustomed to modifying their photographs or videos either for fun or extracting attention from others. This altering brings a questionable validity and integrity to the kind of multimedia content shared over the internet when used as evidence in Journalism and Court of Law. In multimedia forensics, intense research work is underway over the past two decades to bring trustworthiness to the multimedia content. This paper proposes an efficient way of identifying the manipulated region based on Noise Level inconsistencies of spliced mage. The spliced image segmented into irregular objects and extracts the noise features in both pixel and residual domains. The manipulated region is then exposed based on the cosine similarity of noise levels among pairs of individual objects. The experimental results reveal the effectiveness of the proposed method over other state-of-art methods.

AbstractFatigue damage is a concern in the engineering applications particularly for metal structures. The design phase of a structure considers factors that can prevent or delay the fatigue and fracture failures and increase its working life. This paper compiled some of the past efforts to share the modelling challenges. It provides an overview on the existing research complexities in the area of fatigue and fracture modelling. This paper reviews the previous research work under five prominent challenges: assessing fatigue damage accurately under the vibration-based loads, complications in fatigue and fracture life estimation, intricacy in fatigue crack propagation, quantification of cracks and stochastic response of structure under thermal environment. In the conclusion, the authors have suggested new directions of work that still require comprehensive research efforts to bridge the existing gap in the current academic domain due to the highlighted challenges.

With the rise of Deep Learning approaches in computer vision applications, significant strides have been made towards vehicular autonomy. Research activity in autonomous drone navigation has increased rapidly in the past five years, and drones are moving fast towards the ultimate goal of near-complete autonomy. However, while much work in the area focuses on specific tasks in drone navigation, the contribution to the overall goal of autonomy is often not assessed, and a comprehensive overview is needed. In this work, a taxonomy of drone navigation autonomy is established by mapping the definitions of vehicular autonomy levels, as defined by the Society of Automotive Engineers, to specific drone tasks in order to create a clear definition of autonomy when applied to drones. A top–down examination of research work in the area is conducted, focusing on drone navigation tasks, in order to understand the extent of research activity in each area. Autonomy levels are cross-checked against the drone navigation tasks addressed in each work to provide a framework for understanding the trajectory of current research. This work serves as a guide to research in drone autonomy with a particular focus on Deep Learning-based solutions, indicating key works and areas of opportunity for development of this area in the future.
