Abstract Due to our increasing awareness of the impact of climate change on our society, unit operations in our manufacturing processes, including those in chemical industry, have to be greenified and made less dependent of fossil resources. This so-called electrification of the chemical industry is still yet in its infancy but there are many scientific and technological challenges to be solved. This article provides some directions for further research for scientists in both academia and industry to move step by step to an e-chemistree. These important but far from trivial energy and materials transitions require not only the introduction of new ways of heat management and other, often not yet fully explored, chemical conversion processes in which green electrons are used, but also the development of new materials including large-scale heating coils, easily chargeable battery systems as well as catalyst materials. For each of these developments, there is the issue of materials scarcity as well as durability as the introduction of these production processes should also be cost effective and overall more sustainable than the existing ones. Abstract Background Invasive disease due to Neisseria meningitidis (Nm) is a serious public health problem even in developed countries, owing to its high lethality rate (8-15%) and the invalidating sequelae suffered by many (up to 60%) survivors. As the microorganism is transmitted via the airborne route, the only available weapon in the fight against Nm invasive disease is vaccination. Our aim was to carry out an HTA to evaluate the costs and benefits of anti-meningococcal B (MenB) vaccination with Trumenba® in adolescents in Italy, while also considering the impact of this new vaccination strategy on organizational and ethics aspects. Methods A lifetime Markov model was developed. MenB vaccination with the two-dose schedule of Trumenba® in adolescents was compared with 'non-vaccination'. Two perspectives were considered: the National Health Service (NHS) and society. Three disease phases were defined: acute, post-acute and long-term. Epidemiological, economic and health utilities data were taken from Italian and international literature. The analysis was conducted by means of Microsoft Excel 2010®. Results Our study indicated that vaccinating adolescents (11th year of life) with Trumenba® was cost-effective with an ICER = € 7,912/QALY from the NHS perspective and € 7,758/QALY from the perspective of society. Vaccinating adolescents reduces the number of cases of disease due to meningococcus B in one of the periods of highest incidence of the disease, resulting in significant economic and health savings. Conclusions This is the first study to evaluate the overall impact of free MenB vaccination in adolescents both in Italy and in the international setting. Although cases of invasive disease due to meningococcus B are few, if the overall impact of the disease is adequately considered, it becomes clear that including anti-meningococcal B vaccination into the immunization program for adolescents is strongly recommended from the health and economic standpoints. Key messages Free, large-scale MenB vaccination is key to strengthening the global fight against invasive meningococcal disease. Anti-meningococcal B vaccination in adolescents is a cost-effective health opportunity.

Abstract The sectorisation of water supply networks (WSNs) includes the permanent closure of valves in order to achieve a cost-effective leakage management and simplify pressure control. The impact of networks sectorisation, also known as district metered areas (DMAs), on water quality and discolouration has not been extensively studied and it remains unknown. In addition, hydraulic variables used in the literature for assessing the likelihood of potential discolouration are limited and inconclusive. This paper investigates a methodology to evaluate the impact of networks sectorisation (DMAs) on water quality and the likelihood of discolouration incidents. The methodology utilises a set of surrogate hydraulic variables and an analysis of the hydraulic condition in pipes with historic discolouration complaints. The proposed methodology has been applied to a large-scale WSN, with and without sectors, in order to assess the potential impact of DMAs on water quality. The results demonstrate that the sectorisation of WSN (DMAs) could compromise the overall water quality and increase the likelihood of discolouration incidents. The results of this study and the proposed surrogate hydraulic variables facilitate the formulation of optimisation problems for the re-design and control of WSNs with sectorised topologies.

This article provides experimental evidence of the impact of a four-year inter-vention aimed at developing students’ growth mindset and internal locus ofcontrol in disadvantaged middle schools. We find a 0.07 standard deviationincrease in GPA, associated with a change in students’ mindset, improved be-havior as reported by teachers and school registers, and higher educational andprofessional aspirations. International empirical benchmarks reveal that theintervention is at least ten times more cost-effective than the typical educa-tional intervention. However, while reducing between-school inequality whentargeted to disadvantaged schools, the program benefits less to more fragilestudents, therefore increasing within-school inequality.

This paper focuses on the interdependent relationship of power generation, transportation and CO2 emissions to evaluate the impact of electric vehicle deployment on power generation and CO2 emissions. The value of this evaluation is in the employment of a large-scale, bottom-up, national energy modeling system that encompasses the complex relationships of producing, transforming, transmitting and supplying energy to meet the useful demand characteristics with great technological detail. One of such models employed in this analysis is the BUEMS model. The BUEMS model provides evidence of win-win policy options that lead to profitable decarbonization using Turkey’s data in BUEMS. Specifically, the result shows that a ban on diesel fueled vehicles reduces lifetime emissions as well as lifetime costs. Furthermore, model results highlight the cost-effective emission reduction potential of e-buses in urban transportation. More insights from the results indicate that the marginal cost of emission reduction through e-bus transportation is much lower than that through other policy measures such as carbon taxation in transport. This paper highlights the crucial role the electricity sector plays in the sustainability of e-mobility and the value of related policy prescriptions.

Today, large-scale programs for the construction of general education facilities are being implement-ed in the country. The Russian architecture of general educational buildings is gradually moving away from the standard architectural solutions approved by practice. This is influenced by the condi-tions of the current stage in the development of the state and society, and the tasks for the formation of an individual and a new generation of citizens. An analysis of the works of modern Russian architects suggests that the country has begun and is steadily gaining momentum in the process of forming the architecture of a new generation of school buildings. According to the author, the process is under the influence of a number of objective conditions. They are: the need to provide cost-effective architectur-al solutions of the design documentation for the mass construction of an object of General education in Russia; the continuation of the traditions of the author's architectural design for the public sector in education and the growing influence of the architecture of the non-public (private) sector to create innovative school buildings of the new generation; the impact of the reform processes in the field of pedagogical technologies in the system of General education and in solving complex issues of security and anti-terrorist protection of the object of General education on the formation of architecture of the school building; the operation of the object of General education in Emergency situation ( pandemic) and transition to the information society in the era of digitalization,; the enforcement of Federal laws of the Russian Federation in the field of safety of object of General education. Based on the identified conditions, a new systematization of the components of the architectural concept is proposed and the principles necessary for the creation of a general education building that marks the end of time are formulated.

Microfluidic devices are gaining popularity in a variety of applications, ranging from molecular biology to bio-defense. However, the widespread adoption of this technology is constrained by the lack of efficient and cost-effective manufacturing processes. This paper focuses on the roller imprinting process, which is being developed to rapidly and inexpensively fabricate micro-fluidic devices. In this process, a cylindrical roll with raised features on its surface creates imprints by rolling over a fixed workpiece substrate and mechanically deforming it. Roller imprinting aims to replace processes that were developed for laboratory scale prototyping which tend to not be scalable and have high equipment requirements and overheads. We discuss the limitations of PDMS soft lithography in large-scale manufacture of microfluidic devices. We also discuss the design, fabrication, and testing of a simple roller imprinting device. This imprinter has been developed based on the principles of precision machine design and is implemented using a three-axis machine tool for actuation and position measurement. A framework for the micro-machining of precision imprint rolls is also presented.

Two hormone-based fertility-control treatments were trialed on free-ranging female koalas. Either levonorgestrel or oestradiol-17β was administered in a cylindrical, silastic, sub-dermal implant. Levonorgestrel was administered in a commercially produced implant (Norplant 2, Leiras). Two different doses of oestradiol were administered via custom-made implants of different length (1 cm and 0.5 cm). Treatments were randomly applied to 58 females (each koala receiving a single implant) and a control group of 27 female koalas received no implant. Fertility, as determined by the presence of pouch young, was recorded following capture and examination during June 1998, 1999, 2000 and 2001. Fertility was reduced in all treatment groups but remained high (90%) in the untreated group. Fertility was lowest in koalas that received levonorgestrel (0%) and longer oestradiol implants (5%). The results demonstrate that slow-release implants containing either of these two steroid hormones have the ability to significantly lower fertility of wild koalas for at least four breeding seasons following treatment. No adverse side effects were apparent in any of the treated individuals. Compared with the cost of current management strategies for over-abundant koala populations, their deployment on a large scale should be cost-effective.

Antipoverty programs in developing countries are often difficult to implement; in particular, many governments lack the capacity to deliver payments securely to targeted beneficiaries. We evaluate the impact of biometrically authenticated payments infrastructure (“Smartcards”) on beneficiaries of employment (NREGS) and pen sion (SSP) programs in the Indian state of Andhra Pradesh, using a large-scale experiment that randomized the rollout of Smartcards over 157 subdistricts and 19 million people. We find that, while incompletely implemented, the new system delivered a faster, more predictable, and less corrupt NREGS payments process without adversely affecting program access. For each of these outcomes, treatment group distributions first-order stochastically dominated those of the control group. The investment was cost-effective, as time savings to NREGS beneficiaries alone were equal to the cost of the intervention, and there was also a significant reduction in the “leakage” of funds between the government and beneficiaries in both NREGS and SSP programs. Beneficiaries overwhelmingly preferred the new system for both programs. Overall, our results suggest that investing in secure payments infrastructure can significantly enhance “state capacity” to implement welfare programs in developing countries. Revised EPBD directive has set ambitious targets for renovation. It is stated that Member States shall establish a long-term strategy facilitating the cost-effective transformation of existing buildings into nearly-zero energy buildings. The long-term strategy should set out a roadmap with a view to the long-term 2050 goal of reducing greenhouse gas emissions in the European Union. This creates the need for cost-efficient renovation solutions which can be implemented in large scale. The impact assessment shows that roughly a doubled renovation rate of 3 % would be needed to accomplish the energy efficiency ambitions in a cost-effective manner. The objective of this study is to specify renovation concepts with adequate heating and ventilation, based on Estonian and German apartment buildings and corresponding local solutions. Energy performance and sizing analyses were conducted for selected multifamily apartment buildings typical for 1960-70es with three different renovation concepts. Energy calculations were conducted with national energy calculation methods and national energy requirements for major renovation. In the renovation, the building envelope insulation, air tightness, and heating and ventilation systems were improved so that the renovated building complies with national nearly zero-energy requirement for major renovation.

Improving “ last-mile” public service delivery is a recurring challenge in developing countries. Could the widespread adoption of mobile phones provide a scalable, cost-effective means for improvement? We use a large-scale experiment to evaluate the impact of phone-based monitoring on a program that transferred nearly a billion dollars to 5.7 million Indian farmers. In randomly selected jurisdictions, officials were informed that program implementation would be measured via calls with beneficiaries. This led to a 7.8 percent reduction in the number of farmers who did not receive their transfers. The program was highly cost-effective, costing 3.6 cents for each additional dollar delivered.
