The research analyses the legislative framework and scientific sources on the interpretation of the concepts of "educational standards" and "standardization of education" as components of the research vocabulary for studying the foundations of medical and pharmaceutical education development. The study of Ukrainian and foreign regulatory documents and scientific and pedagogical developments of medical scientists and educators has been conducted on the basis of a systematic generalizing approach. The sequence of the terms "educational standards" and "standardization of education" introduction in the Ukrainian education system is considered. Differences in the interpretation of the concept of "educational standards" from the point of view of the meaning that a particular organization (or person) puts into the definition of this concept are presented. It is indicated, that higher medical and pharmaceutical educational institutions still have educational standards, developed on the basis of an activity-based approach, which cannot fully satisfy the pedagogical and medical educational community. The paper studies the imperfection of the legislative framework in the State regarding the development of educational standards, the lack of educational standards for medical and pharmaceutical specialists of the junior specialist (junior Bachelor) educational level. Since the European and in Ukrainian education systems focus on the educational process, aimed at the development of employees' ability to solve practical problems in various fields of activity on the basis of acquired theoretical knowledge, the priority direction of the state educational policy for the development of educational standards for medical and pharmaceutical educational institutions is the need for a competence-oriented approach. The research states that updating the educational legislation, improving and modernizing the educational system and introducing a new generation of state education standards, will help increase the competitiveness of medical and pharmaceutical specialists in the labor market

The article is devoted to the actual problem of identifying priority areas of implementation of the state educational policy in modern Russia. The author summarizes the political and legal basis of the state policy in the sphere of education, determines the problematic aspects of the activities of state bodies in the field of education, and suggests the ways to optimize educational policy based on complex management actions. The author notes that the priorities of the state educational policy are objectified in legal acts, state programs, concepts. It is noted that the translation of the federal legal framework in the field of education are the regional programs. Their goal is synergistic social and economic effects, namely: increasing the competitiveness of education, human capital, ensuring the needs of the growing economy for qualified workers and improving the efficiency of their use; improving the efficiency of the use of budgetary funds in the area of education through the implementation of integrated system projects. Mechanisms for the implementation of educational strategies, based on complex management actions, would create a single federal center of legal and methodical support of educational institutions, the establishment of standard quality assessment in the field of education in view of the variety of types and kinds of educational institutions.

The article deals with the problem of determining the prognostic possibilities of the distance pedagogical education development in Ukraine on the basis of the positive domestic historical and pedagogical experience of 1950-1980. It was found that it would be useful to refer to the practice of training and counseling centers, an analogue of which today can be systematized application of distance learning elements. It is emphasized that the past experience of organizing admission on the basis of a differentiated approach to correspondence students, in accordance with their age, professional and social status, deserves attention. The expediency of returning the practice of periodic writing of dictations and tests in the Ukrainian language is indicated. It is noted in the article that the experience of differentiated and individual approaches to the organization of practice and effective cooperation between educational institutions, education authorities and schools in improving the efficiency of the educational process, employment of graduates, the formation of the state order is suitable for the usage. At the same time, politicization and ideologization of the educational process are inadmissible.

The author of the article investigated the innovative aspects of the formation of non-state education in a new stage of development of the Republic of Uzbekistan. The article emphasizes the role of non-state education in the successful implementation of democratic reforms and the development of civil society. The author of the article made an attempt to reveal the mission of non-state education in society, the tasks of preschool institutions, secondary schools, in the upbringing of the younger generation. The formation of private schools and an increase in the number of specialized schools where individual subjects are studied according to an in-depth program has become a form of an innovative approach in the process of improving non-state school education and teaching children. In the context of the development of civil society, highly qualified teaching staff working in private schools fulfill an important mission in the process of social policy, ensuring the improvement of the quality of the non-state educational process in schools, including increasing the number of students participating in international Olympiads. Graduates of non-state secondary schools carry out a social mission in the implementation of democratic reforms, in ensuring human rights. A modern graduate of a non-state secondary school is a powerful intellectual potential for the country, they make a worthy contribution to the future, the process of digitalization of society, the development of small business and private entrepreneurship. The paper investigates the role of non-state higher educational institutions and the importance of highly qualified personnel in the process of modernizing society. An integrated approach to work in the non-state education system shows that this work is closely related to the democratic reforms carried out in the country in the context of the deepening of the market mechanism in all spheres of socio-economic life. Improving the quality of the educational process in non-state educational institutions has a potential impact on attracting talented young people to study at universities, technical schools, academic lyceums and professional colleges. In the process of non-state school and higher education, pupils and students are introduced to the knowledge necessary for the whole life of every person, which is considered a reference point for determining the future. The country has created equal conditions for admission to higher educational institutions for graduates of non-state secondary schools.

The philosophical training of tertiary-level students is designed to perform a number of functions assigned to it by society and the state. However, in recent years, it is no longer in demand by the majority of the educational process participants, since the university philosophy does not respond well to modern challenges from education, primarily to the need of digitalization and competence approach implementation. To preserve the disciplinary status of philosophy, the lecturers have to modernize the content, methods and forms of implementation of the discipline in order to increase its attractiveness in students’ minds, as well as the demand by society and the state. One of the possible ways to update the training course of philosophy is seen in its reorientation towards the development of students’ universal competencies prescribed in the state educational standards. In this case, the philosophical content becomes a tool to achieve this goal, and the philosophical heritage is used as a theoretical basis for mastering the technologies of mental action. The article presents the experience of Kazan University, where the philosophy course has recently become a tool for “system and critical thinking” competence training. Although a digital format of philosophical training has a number of cognitive advantages, nevertheless it is fraught with the risk that the philosophical value potential will not be fully realized. This risk can be minimized through a mixed format of teaching philosophy. Тo increase the demand for philosophy in higher education, the author offers a number of ways to enhance the role and importance of philosophy in students’ minds.
