The author of the article investigated the innovative aspects of the formation of non-state education in a new stage of development of the Republic of Uzbekistan. The article emphasizes the role of non-state education in the successful implementation of democratic reforms and the development of civil society. The author of the article made an attempt to reveal the mission of non-state education in society, the tasks of preschool institutions, secondary schools, in the upbringing of the younger generation. The formation of private schools and an increase in the number of specialized schools where individual subjects are studied according to an in-depth program has become a form of an innovative approach in the process of improving non-state school education and teaching children. In the context of the development of civil society, highly qualified teaching staff working in private schools fulfill an important mission in the process of social policy, ensuring the improvement of the quality of the non-state educational process in schools, including increasing the number of students participating in international Olympiads. Graduates of non-state secondary schools carry out a social mission in the implementation of democratic reforms, in ensuring human rights. A modern graduate of a non-state secondary school is a powerful intellectual potential for the country, they make a worthy contribution to the future, the process of digitalization of society, the development of small business and private entrepreneurship. The paper investigates the role of non-state higher educational institutions and the importance of highly qualified personnel in the process of modernizing society. An integrated approach to work in the non-state education system shows that this work is closely related to the democratic reforms carried out in the country in the context of the deepening of the market mechanism in all spheres of socio-economic life. Improving the quality of the educational process in non-state educational institutions has a potential impact on attracting talented young people to study at universities, technical schools, academic lyceums and professional colleges. In the process of non-state school and higher education, pupils and students are introduced to the knowledge necessary for the whole life of every person, which is considered a reference point for determining the future. The country has created equal conditions for admission to higher educational institutions for graduates of non-state secondary schools.

Based on data on the information openness of the education system and educational institutions of Kemerovo Region obtained by means of the integrated monitoring implemented in the region since 2008, as well as on the results of an independent assessment of education quality, the authors analyze the development of informatization processes in the context of ensuring the information openness of the region’s education and its results (on the example of general education institutions) in order to identify possible prospects and improve the activities in question. The eff orts of state, education authorities and regional organizations on informatization have resulted in achieving high values of the indicators of normative, material, HR, programme, and organizational support of information openness. However, the availability of information and services intended for the interaction of all the participants in the educational process presents a problem for a large number of organizations and indicates the failure to fulfi ll the functional tasks of ensuring openness and accessibility of information about an organization. The authors suppose that this makes it possible to determine the further prospects for implementing the regional educational policy in the fi eld of informatization, with an emphasis on eff ective practices of interaction between interested parties and satisfaction of their information needs.

The training of highly qualified specialists for various sectors of the national economy, as well as the training of pedagogical personnel for higher educational institutions, is the main task of the magistracy. At the decision of this problem the educational disciplines entering into educational process "the Technique of teaching of special disciplines" is of great importance. The methodical preparation of undergraduates is the main component of the scientific and pedagogical activity. The article deals with the masters degree in the specialty “Methods of Teaching Special Subjects” in the preparation of masters for scientific and pedagogical activity in the field of pedagogy, psychology, general professional and special disciplines, on issues of organizational forms and methods of vocational and special disciplines as well as the content, of their educational standards in the magistracy specialtie the content of this subjects has been analyzed and the recommendations ane given to improve its effectiveness.

Biological knowledge is one of the fundamental components of a common human culture, because without knowledge of biology it is unthinkable to develop an ecological way of thinking, to ensure the perception of the scientific principles of interaction of the Man-Nature system. The formation of a healthy lifestyle, the preservation of ecosystems, and the development of mankind are based on knowledge of biology. The purpose of the article is to develop and use a model of a methodology for organizing project-based education in biology in non-core institutions of secondary vocational education. The interrelation of theoretical knowledge and practical skills is a prerequisite for increasing the level of training of future specialists in any industry. In connection with the introduction of new FSES SPE into the work of educational institutions, secondary schools are required to improve the organization of the educational process and teaching materials. The involvement of students in the implementation of various projects leads to the development and development of project competence, and its level is determined by the number and quality of developed projects. The author concludes that the formation of competencies among students at secondary schools through project activities takes place.

The relevance of the topic is determined by recent transitional process in higher legal education, aiming at finding its new directions and role of legal professionals in a changing world. Quality of higher legal education is one of the crucial problems in each state of the BRICS block. The objective of this article is to make a comparative analysis of legal education quality in the BRICS countries. In plethora of research literature related to higher education in general and legal education specifically in selected BRICS countries, there is a difficulty to find a comprehensive comparative analysis of the quality of legal training across educational institutions in Brazil, Russia, India, China and South Africa. The authors identify common and specific features of legal training in the BRICS countries. The common drivers for legal education are global influence of the American education system, “explosive” growth in the popularity of legal education, urgent needs to reform educational process and its quality, growing differentiation of educational institutions into “elite” and “mass”, with a special role of each type of university in society. The peculiarities of legal education in Brazil, Russia, India, China and South Africa are primarily in the structure of educational institutions and bodies controlling quality of educational training; solutions to the borrowing educational experience and attempts at self-identification in the global educational space. The problems of legal education have been studied in dynamics over the past 20 years holistically (complex analysis). In their conclusions, the authors propose some results of a comparative legal analysis related to quality of higher legal education. In particular, they outline the leading role of the government in setting requirements for the content of educational process and lawyer’s competencies; the increasing role of employers, public organizations and students in establishing requirements for law schools. The results of the research can be used both for academic studies and for practical purposes in reforming BRICS legal education.

The article is devoted to the problem of the quality of vocational training of graduates of educational institutions of secondary vocational education in the field of information technology. The urgency of the problem is the fact that the popularity of secondary vocational education in the field of information technology is growing: every year a large number of middle-level specialists enter the labor market, who are required to be ready to work, adaptability to work's conditions, which minimizes the need to retrain them. There is a need to control the quality of education and the results of professional training of graduates. The article analyzes the documents regulating the educational process of secondary vocational education on the example of the specialty 09.02.07 Information systems and programming: the decree of the government of the Russian Federation On the approval of the state educational standard of secondary vocational education, the procedure for organizing educational activities in educational programs of secondary vocational education, order of the Ministry of Labor of Russia On the approval of the list of the 50 most in demand in the labor market, new and promising professions requiring secondary vocational education, federal state educational standard for the specialty 09.02.07 Information systems and programming, the order of the Ministry of Labor of Russia On the approval of the professional standard Programmer. The conclusion is made that educational institutions have the ability to ensure the quality of vocational training if they involve employers and specialists from the industry close to the educational program in the educational process. However, educational institutions should involve external, independent experts from the industry to organize the educational process and monitor its results.

The systemic transformation of the Russian society in modern market conditions assigns a special role to economic sciences, which form the economic outlook of citizens. The continuous improvement of the quality of economic education in general and methods of teaching economic disciplines, in particular, seems to be undeniably relevant. In the context of a two-level education system in the Russian Federation, the theoretical unpreparedness and dogmatic practical orientation of graduates of economic training areas is completely unacceptable. In this aspect the role of a teacher in the educational process and the use of modern educational technologies and their constant improvement are especially significant. The above mentioned circumstances determine the relevance of the topic of the study. The research substantiates the need for continuous improvement of an integrated approach to teaching economic disciplines, systematizes the experience of teaching economic disciplines in Russian higher educational institutions. The article proposes a new understanding of the process of improving teaching methods of economic disciplines and improving the quality of economic knowledge of students, the author’s list of methods of teaching economic disciplines is given. The following research methods have been used: a formalized method for parsing and analyzing methodological developments, systematization and data synthesis.

Рассматривается вопрос представлений педагогов образовательных учреждений о роли школьного психолога в современном образовательном процессе. Подчеркивается особая роль школьного психолога, осуществляющего психологическую поддержку всех субъектов образовательного процесса в условиях внедрения федеральных государственных образовательных стандартов. Представлены результаты изучения экспектаций педагогов об основных целях деятельности, направлениях и формах работы педагога-психолога в условиях реализации федеральных государственных образовательных стандартов. Дана характеристика представлений педагогов о профессионально важных качествах школьного психолога, работающего в современных образовательных условиях. В перечень наиболее значимых профессиональных качеств школьного психолога вошли: доброжелательность, жизненный опыт, интеллектуальность, любовь к людям, ответственность, отзывчивость, стремление к сотрудничеству, уважение к личности, умение работать в команде, умение слушать. Описаны основные задачи, выделяемые педагогами, которые, по их мнению, являются наиболее приоритетными в рамках деятельности школьного психолога по отношению к разным субъектам образовательного процесса. Выделены значимые социально-психологические условия профессиональной деятельности педагога-психолога в реализации федеральных государственных образовательных стандартов. Выявлена высокая степень заинтересованности педагогов образовательных учреждений в сопровождении педагогом-психологом образовательного процесса в современных условиях. The article deals with the question of the ideas of teachers of educational institutions about the role of a school psychologist in the modern educational process. The special role of the school psychologist, who provides psychological support to all subjects of the educational process in the context of the introduction of federal state educational standards, is emphasized. The article presents the results of studying teachers’ expectations on the main goals of activity, directions and forms of work of a teacher-psychologist in the conditions of implementation of federal state educational standards. The characteristic of teachers’ ideas about professionally important qualities of a school psychologist working in modern educational conditions is given. The list of the most significant professional qualities of a school psychologist includes: benevolence, life experience, intelligence, love for people, responsibility, responsiveness, desire for cooperation, respect for the individual, ability to work in a team, ability to listen. The main tasks identified by teachers are described, which, in their opinion, are the most priority within the framework of the school psychologist’s activity in relation to different subjects of the educational process. Significant socio-psychological conditions of professional activity of a teacher-psychologist in the implementation of federal state educational standards are highlighted. A high degree of interest of teachers of educational institutions accompanied by a teacher-psychologist of the educational process in modern conditions is revealed.

В статье рассматривается история становления различных типов женских учебных заведений в Твери во второй половине XIX - начале XX вв. Архивные материалы, привлеченные к исследованию, раскрывают организацию учебного и воспитательного процесса, содержание учебных планов, недельное распределение уроков, численный и сословный состав обучающихся, административный и педагогический состав, правила проведения вступительных и экзаменационных испытаний и т.д. в женских учебных заведениях. Приводятся данные по распределению численности средних женских учебных заведений в Тверской губернии, количественному составу учениц, учебным предметам, срокам обучения в школе П.П. Максимовича, Постоянных педагогических курсах, Тверской Мариинской женской гимназии. Подчеркивается роль женских средних школ для подготовки учительских кадров в Тверской губернии. Автор делает вывод о значительном потенциале развития всесословной женской средней школы в российской провинции. The article examines the history of the formation of various types of women's educational institutions in Tver in the second half of the XIX - early XX centuries. The archival materials involved in the study reveal the organization of the educational process, the content of the curriculum, the weekly distribution of lessons, the number and class composition of students, administrative and pedagogical staff, the rules for conducting entrance and examination tests, etc.in women's educational institutions. Data on the distribution of the number of secondary female educational institutions in the Tver province, the number of female students, academic subjects, terms of study at the P.P. Maksimovich school, Permanent pedagogical courses in Tver and Tver Mariinsky girls ' gymnasium are presented. The role of women's secondary schools for training teachers in the Tver province is emphasized. The author concludes that there is a significant potential for the development of an all-female secondary school in the Russian province.

The authors of the article investigated the problems of international cooperation in the field of training highly qualified economic personnel in a new stage of the country. The article emphasizes the role of a joint international educational program organized at the universities of Uzbekistan in order to train competitive specialists. The authors of the article made an attempt to reveal the essence, tasks of joint work of universities with foreign higher educational institutions for the training of qualified bachelors, the importance of specialists for the socio-economic structures of the country in conditions of deepening market economy. Researchers note the place and role of active participation of the teaching staff, the use of innovative pedagogical technologies in the training of modern competitive economic personnel. The article concludes that an important issue in organizing a joint international educational program is the need to further improve the educational process, conduct research work based on innovative technologies, exchange teachers and students between universities.

In Lithuania and in every developed country in the world, it is important to ensure the effectiveness, continuity and competitiveness of educational institutions in new markets. Educational process quality is defined as student’s edification and comprehensive development of student’s innate powers in compliance with the standards of education and school goals. In educational institutions quality must be ensured by school leaders and teachers as well as the whole school community. That is why it is important to establish an ongoing quality integrity system – self-assessment in schools. The e quality of educational process is assured by a continuous aspiration of perfection requiring to establish a regular and consistent evaluation system which can balance the state education policy, educational institution‘s goals and community needs. To ascertain self-assessment’s influence of educational process quality in Lithuanian comprehensive schools the following research tasks were raised: 1) to describe the practice of self-assessment quality in Lithuanian comprehensive schools in 2008-2010; 2) to distinguish the advantages of self-assessment that help to raise the quality of the educational process in schools. A survey was carried out in 2010–2011, to analyze how education quality in Lithuanian comprehensive schools is assessed and managed. Analysis of the survey data revealed that the quality of self-assessment and the usage of its results in comprehensive schools is far from perfect and does not completely meet the needs of students. The e survey confirms the necessity of closer cooperation among school leaders and community, for interaction helps to organize and manage expedient educational practice.
