The article is devoted to the practical experience of digital transformation of project management. The study was carried out on the basis of regulatory legal acts and materials from the official websites of a number of regions of the Russian Federation. The main research methods are case-studies, a comparative analysis of the experience of regions, interviews with representatives of project offices in the regions. A comparative analysis of the regions was carried out according to the main indicators of the digital transformation of project management. The study identified the current results of digital transformation and developed recommendations for improving the process.

Article gives a comparative analysis of using road clothes made of graded breakstone and gravelly sand mixes (GSM) for autonomous oil fields located in the northern territories of the Russian Federation. Positive and negative characteristics of inert material delivered to the field are noted. There have been made calculations based on regulatory acts for road clothes of transition type with following analysis of their cost. The technology of making GSM on objects is also described. This technology includes preparation of a mixture on a separate pad directly on construction object. The possibility of including sand located nearly the construction object into the mixture is analyzed. Major advantages of using GSM during construction of roads using practical experience are reviewed. The condition of the cover during the operation period is shown.

Neo-banking as one of the most important directions of development of modern financial technologies has been considered. The aim of the paper is to study the fundamental prerequisites, advantages and prospects of neobanking development in the Russian Federation. By the methods of retrospection, analysis, comparison and graphical research, characteristics of foreign and domestic neobanks, such as: Tinkoff Bank, Rocketbank, Touch Bank, Tochka have been given and also their detailed comparative analysis with traditional banking institutions is carried out. Based on the results of the study, the conclusion about the dominant role of neobanking in terms of the modern digital transformation of the world economy has been made.

The article examines the process of formation of investigative bodies in the territory of modern Kostroma Region, starting from its formation in 1944, and until the creation of a specialised investigative unit in 2007 – the Investigative Department of the Investigative Committee of the Russian Federation in Kostroma Region. The author of the publication, on the basis of the study of archival and other little-known sources, introduces into the scientific circulation new, previously unknown information about the nature and specifics of the activities of the investigative apparatus in the indicated period of time. In the selection of material, preparation and writing of the article, such research methods as comparative analysis, elements of a systemic, biographical, dialectic and historical approaches were used. The main conclusion arising from the published material is the thesis that the establishment of the investigative apparatus in Kostroma Region was quite difficult, due to the lack of qualified personnel and the large volume of investigative and criminalistic activities. However, this process, possessing regional specifics, as a whole took place in accordance with the laws and other regulations in force at that time.

Digital transformation is a way of doing business that uses information and digital technologies. Readiness of companies for internal and external changes related to digitalization is called digital maturity. The research is devoted to the dynamics of growth of digital maturity of organizations in the Russian Federation and current methods of its assessment. The concept of assessing the digital maturity of economic systems as a stage in the implementation of digital transformation of the economy is revealed. The main directions of digital transformation in the country are highlighted and characterized. The dynamics of the level of digitalization and innovation implementation in Russian business in 2018-2020 are evaluated. A comparative analysis of methods for assessing digital maturity is carried out. Based on the results of the study, the prospects for further research in the field of digital maturity assessment are identified, and the main directions and obstacles to the digital transformation of the economy are formulated.

The purpose of the study is to compare the indexes of innovative development of regions and identify indexes that do not have significant differences. In this article, we used an approach that allows comparing an arbitrary set of indexes of innovative development of the Russian Federation regions in the space of differentiation characteristics used in solving project management problems. Eight indexes are compared: four author's indexes constructed using estimates of the technical efficiency of interaction between science and business in the region and four published indexes with a similar applied focus. Comparative analysis of indices is carried out in the space of expert-defined characteristics of regional differentiation. An approach has been tested to identify indexes that are not distinguishable when solving control problems parameterized using differentiation characteristics.

This article analyzes the business environment of regions on the example of the Russian Federation through a system of indicators that characterize the level of its development within the 8 selected groups of factors (general economic, social, demographical, innovative, natural and geographical, factors of living standards, financial, infrastructural). The main research methods are correlation analysis, regression analysis, and modeling. Based on the results of the research, the authors come to the conclusion about the key role of socio-demographic, general economic and innovative infrastructure conditions for the development of the business environment of the regions.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.
