The article deals with the functioning and development of large state corporations in the Russian economy. Including the matters of determining the strategic priorities of socio-economic development in the state as a whole their leading role within the formation of the corporate model of public sector in the modern Russian economy is justified. It is determined that each state corporation performs different functions in the economy, including reproduction, innovation, stabilization and the function of ensuring economic security. The paper highlights the shortcomings and imperfections of the institution of state corporations functioning determined by the peculiarities of their institutional status. Practical examples of participation of state corporations in the implementation of major national projects of the country are presented. It was revealed that the strategic development priorities of state corporations coincide and correlate with the development priorities of the state, thereby ensuring their participation in the implementation of state policy in a particular area. The analysis made it possible to highlight recommendations for improving the efficiency of state corporations and outline the prospects for their further existence and development in the modern Russian economy. The research results can be used to optimize the work of large corporate structures with state participation when developing strategic planning documents and determining the prospects for their long-term development.

The state corporations play an important role in the Russian economy today, being the breakthrough points of economic growth. They create the base for ensuring effective stabilization policy in the country and provide the sustainable development of the national economy in the long term. A state corporation is founded after drafting and passing the law at the federal level, which is its general founding document. A public corporation in Russia was understood as a conceptually new type of a nonprofit organization. Later, the Federal law on nonprofit organizations has been amended whereby a public corporation is regarded as a nonprofit organization founded by the state, which is paying material contribution and forming managerial staff. There have been determined the main stages of evolution of the state corporations in the Russian economy that show periods of their arising, intensive development and structural transformation. There have been given and systematized the general characteristics, which stipulate the specific conditions for establishing their institutional status. There have been listed legal and regulatory characteristics of the state corporations. It has been stated that the state corporation receiving funds directly from the budget doesn’t have to provide full information about its activities. There have been given examples of real corporations of a business entity which is a part of a company’s name. Such business entities don’t have a status of a state corporation, but bear a corresponding abbreviation in their names. The names of big industrial holding companies may contain the word “corporation”, as well. There has been given a comparative analysis of state corporations and other corporate structures on such criteria as a form of business organization, ownership situation, methods of state governing and control, business openness, and others.

The article examines the features of the public sector functioning, determines its role and importance in the development of Russian economy. Ensuring the performance of important socio-economic functions, public sector enterprises operate in strategically important sectors of economy, participate in job creation, produce goods and services, and contribute to the GDP growth. State-owned enterprises and corporations provide significant benefits to society, ensure the country’s defense capability. The authors analyze the functioning of the state sector of Russian economy, consider the structure of Russian enterprises and organizations by forms of ownership. The development of the state sector of Russian economy is investigated according to individual indicators, including the share of fixed assets of state property in all fixed assets, the average annual number of employees, the amount of investment in fixed assets of public sector enterprises. It is shown that taking into account only quantitative indicators does not reflect the full scale of the public sector of economy, and does not consider the output of large state-owned enterprises and corporations. An important role in the formation of modern Russian economy is played by the activities of state corporations, the key development indicators of which influenced the functioning of the public sector as a whole. By ensuring the performance of the reproductive, stabilization, innovation and investment functions in economy, state corporations support the development of strategically important sectors of national economy. Based on the results of the analysis of investment activities of large enterprises with state participation, conclusions are drawn about the need for the presence of these economic entities in the structure of national economy. It was revealed that the public sector of economy takes part in maintaining the economic security of our country, individual regions, thereby increasing the competitiveness and the level of well-being of society as a whole.

The main problems of the state of the Russian economy, which give rise to serious threats to economic security, are considered. The topic is relevant due to the growing risks and threats to our economy. The purpose of the article is to analyze the nature and methods of state management of conditions affecting the level of economic security in the country. The tasks of the analysis are to identify deficiencies in the management system and ways to eliminate them. The novelty of the article consists in a comprehensive analysis of the main reasons and factors of the growing danger for the intensification of stagnation and the economy lagging behind the advanced countries. The main weaknesses and shortcomings of state management of the process of ensuring economic security are revealed: the growth of bureaucracy, corruption, the preservation of a backward resource-export model of the economy. A number of necessary reforms of the state apparatus and diversification of economies are proposed

The idea of import substitution, as well as its attendant problems and challenges, arise permanently and becomes relevant for national economies within the framework of national security concepts and socio-economic development strategies of different countries. Russia is no exception and ensuring social protection of the population is paramount for the sustainability of the interaction of social institutions and ensuring food and economic security in general at the regional and country levels. The meat and meat products market, being the largest segment of the domestic food market, has a significant impact on the country's food supply. The presented study discribes the features of domestic meat industry development in implementation of import substitution programs. Solving the problems of import substitution is not an instant procedure[3]. This is a set of long-term measures, in the implementation of which state bodies at all levels, business itself, and local governments should take part. The purpose of the work is to show the problems that the industry is facing at the present stage, the directions of their solutions and the tasks of the state in this mechanism. The current state of the industry, the volume of its financial support have been analyzed in the study. The state support of import substitution in the industry and its results are examined in detail. Based on data on the current state, the main problems of the development of the industry have been identified, the dynamics of import substitution in it has been shown, there have been formulated recommendations for the effective development of the industry in the long term.

The article examines and assesses the problem of the investment deficit in the Russian economy, which has acquired particular relevance due to the coronavirus crisis caused by the pandemic. The study aims to develop practical recommendations for Russian state bodies to stimulate the investment process in the Russian economy and improve the efficiency of measures taken by the state to ensure the country’s socio-economic development. The objectives of this paper are to analyze the directions of optimization and prioritization of investment of resources during the economic recession caused by the coronavirus crisis using investment lending and project financing instruments, as well as to analyze and assess the ongoing reform of development institutions based on the state corporation “VEB.RF”. The research methodology includes an analysis of the regulatory legal framework, statistical information, official reports of state bodies, development institutions, scientific monographs and publications of Russian scientists, periodicals. The authors analyzed the trends and problems of the investment process in the Russian economy, including in the field of attracting foreign direct investment. Attention is paid to the ongoing reform of development institutions aimed at enhancing the role of the state development corporation “VEB.RF” in stimulating investment. The authors conclude that it is necessary to take a set of functional, instrumental, and institutional measures aimed at stimulating investment and ensuring sustainable socio-economic development of Russia. In particular, in the context of a shortage of domestic sources of financing for long-term investments, it is important to provide regulatory macroeconomic support for the inflow of foreign direct investment into the Russian economy. In this regard, the authors propose to change the monetary policy strategy to increase the stimulating role of refinancing of credit institutions and the projected exchange rate in attracting domestic and foreign long-term investments and ensuring sustainable development of the Russian economy. The authors also propose to increase the role of foreign exchange regulation and foreign exchange control in stimulating investment and ensuring sustainable socio-economic development of Russia.

The article examines the role of digital innovation in the business efficiency of small and medium-sized enterprises and the economic security of the country. The results of the analysis of the state of digitalization in small and medium-sized businesses. The directions of implementation of digital innovations are analyzed. It is shown that enterprises implementing innovative strategies adapt faster to changes in the external environment. On the basis of the results of sociological surveys published in open sources, the priority directions of implementation of digital innovations by small and medium-sized enterprises in Russia are identified.

At present, the issues of economic security seem to be relevant both for the economic development of the state and for complex scientific research. A wide range of the vital activities of society includes indicators that reflect the potential threats that can be encountered by economic agents. The problem of economic security is now becoming increasingly important, and this in turn is caused by the rapid development of a diversified alternative economy that uses the latest achievements of scientific and technological progress. It is quite difficult to predict the development of the country’s economy in the long term when the current challenges and threats are not taken into account. That is why in the information age, where information technology is the main basis for conducting economic activity, and information security is one of the main directions of state development, while the state itself acts as an economic institution. Therefore, the development of the digital economy in Russia poses both opportunities and significant threats.

Development of small innovative enterprises (SIE) and promotion of start-ups is an urgent problem in the country's economy. On the example of SIE, modern tendencies and prospects of mutually beneficial assistance to startup promotion by SIE are considered. The way of long-term development of SIEs has been analyzed at the expense of R & D services starting from preliminary studies by start-ups and contract production for new projects (start-ups). The interconnected approaches in this direction are defined: long-term and mutual benefit. For the successful implementation of start-ups, a system for their development (the system of innovative business) is proposed, its elements are listed, as well as the management body-the corporate accelerator (innovation center). Elements of the innovative business system and the position of the state in the system of acceleration are considered. As a criterion for the effectiveness of the system of accelerating startups and startups themselves, it is suggested to estimate them in addition to the volume of sales of innovative products also in terms of the volume of cooperation. The need to adjust corporate policy to small, medium and large enterprises for long-term innovative development has been clarified. Enterprises can act as corporate accelerators. The experience of building mutually beneficial cooperation between the corporate accelerator of the innovation center in Aerofon LLC and start-ups can be useful for creating an accelerated system with state participation.

This article focuses on the assessment of the size of the public sector, which goes back to the assessment of the degree of state participation in the domestic economy and remains controversial. Such assessments are often carried out without the presentation of threshold criteria and without evaluation of its effectiveness and combination with other institutional sectors. At the same time, it is obvious that the ratio between the public and other (non-state) sectors refers to the issue of strategic importance, to the issue of the effectiveness of the country's economic system in its integrity, and therefore requires theoretical, methodological and practical resolution.The objectives of the research are: (1) to determine the relative scale and efficiency of the public sector functioning in the national economy, to establish minimum necessary and maximum possible values of its scale; (2) to determine the size and establish a measure of harmonious combination of institutional components of the domestic economy aimed at maximizing its efficiency.Materials and methods. Theoretical foundations of the research have been developed on the basis of the authors' preferences regarding the results of conceptual and applied developments of domestic scientists in the field of philosophy, mathematics, economics and sociology, as well as the practice of structural and spectral analysis in their subject areas. The analysis of parameters (indicators) of the state and other institutional sectors of the national economy was carried out (mainly) on the basis of statistical data of ROSSTAT for 2006-2016, materials of official reports and developments of analytical centers. The methodological basis of the research is formed by works on modular theory of society, public sector economy, and structural harmony of systems. Tabular methods of visualization of research results and statistical methods of source data processing were used. Standard packages of Microsoft Office application programs were used for solving research tasks.Results. It is shown that against the background of a decrease in relative resource capacity, the public sector over the period under review does not show an increase in the degree of government participation in the Russian economy. At the same time, performance indicators of the public sector did not show not only worse, but also worsening values, both as compared with the private sector and the economy as a whole. Criteria of minimum required and maximum possible scale of the public sector have been defined and it is shown that as of 2016 the integral indicator of the scale of the public sector of the Russian economy does not reach the minimum required value. A quantitative model for optimizing the sectoral composition of the national economy has been constructed. System solutions are proposed and a method for determining the share of institutional sectors in the structure of the national economy is given.Conclusion. The article deals with the issues of state participation in the economy, defines the scale and efficiency of the public sector in the national economy. It is noted that within the limits of maximally liberal and maximally ethical ideological statements the task of optimization of neither the size of the public sector of the national economy nor the harmonious combination of its sectoral composition find a satisfactory solution. The analysis of institutional composition of the national economy has been carried out and the way of optimization of its structure has been shown, the direction of the state economic policy on optimization of institutional structure of the national economy has been determined. Orientation of economic policy towards achievement of optimal structure (harmony) of economic system (as well as the very movement towards it) will create conditions not only for increase of its efficiency, but also will allow to satisfy economic needs of socially-professional groups to the fullest extent, and society as a whole will successfully develop.
