This article focuses on the assessment of the size of the public sector, which goes back to the assessment of the degree of state participation in the domestic economy and remains controversial. Such assessments are often carried out without the presentation of threshold criteria and without evaluation of its effectiveness and combination with other institutional sectors. At the same time, it is obvious that the ratio between the public and other (non-state) sectors refers to the issue of strategic importance, to the issue of the effectiveness of the country's economic system in its integrity, and therefore requires theoretical, methodological and practical resolution.The objectives of the research are: (1) to determine the relative scale and efficiency of the public sector functioning in the national economy, to establish minimum necessary and maximum possible values of its scale; (2) to determine the size and establish a measure of harmonious combination of institutional components of the domestic economy aimed at maximizing its efficiency.Materials and methods. Theoretical foundations of the research have been developed on the basis of the authors' preferences regarding the results of conceptual and applied developments of domestic scientists in the field of philosophy, mathematics, economics and sociology, as well as the practice of structural and spectral analysis in their subject areas. The analysis of parameters (indicators) of the state and other institutional sectors of the national economy was carried out (mainly) on the basis of statistical data of ROSSTAT for 2006-2016, materials of official reports and developments of analytical centers. The methodological basis of the research is formed by works on modular theory of society, public sector economy, and structural harmony of systems. Tabular methods of visualization of research results and statistical methods of source data processing were used. Standard packages of Microsoft Office application programs were used for solving research tasks.Results. It is shown that against the background of a decrease in relative resource capacity, the public sector over the period under review does not show an increase in the degree of government participation in the Russian economy. At the same time, performance indicators of the public sector did not show not only worse, but also worsening values, both as compared with the private sector and the economy as a whole. Criteria of minimum required and maximum possible scale of the public sector have been defined and it is shown that as of 2016 the integral indicator of the scale of the public sector of the Russian economy does not reach the minimum required value. A quantitative model for optimizing the sectoral composition of the national economy has been constructed. System solutions are proposed and a method for determining the share of institutional sectors in the structure of the national economy is given.Conclusion. The article deals with the issues of state participation in the economy, defines the scale and efficiency of the public sector in the national economy. It is noted that within the limits of maximally liberal and maximally ethical ideological statements the task of optimization of neither the size of the public sector of the national economy nor the harmonious combination of its sectoral composition find a satisfactory solution. The analysis of institutional composition of the national economy has been carried out and the way of optimization of its structure has been shown, the direction of the state economic policy on optimization of institutional structure of the national economy has been determined. Orientation of economic policy towards achievement of optimal structure (harmony) of economic system (as well as the very movement towards it) will create conditions not only for increase of its efficiency, but also will allow to satisfy economic needs of socially-professional groups to the fullest extent, and society as a whole will successfully develop.

The article examines the features of the public sector functioning, determines its role and importance in the development of Russian economy. Ensuring the performance of important socio-economic functions, public sector enterprises operate in strategically important sectors of economy, participate in job creation, produce goods and services, and contribute to the GDP growth. State-owned enterprises and corporations provide significant benefits to society, ensure the country’s defense capability. The authors analyze the functioning of the state sector of Russian economy, consider the structure of Russian enterprises and organizations by forms of ownership. The development of the state sector of Russian economy is investigated according to individual indicators, including the share of fixed assets of state property in all fixed assets, the average annual number of employees, the amount of investment in fixed assets of public sector enterprises. It is shown that taking into account only quantitative indicators does not reflect the full scale of the public sector of economy, and does not consider the output of large state-owned enterprises and corporations. An important role in the formation of modern Russian economy is played by the activities of state corporations, the key development indicators of which influenced the functioning of the public sector as a whole. By ensuring the performance of the reproductive, stabilization, innovation and investment functions in economy, state corporations support the development of strategically important sectors of national economy. Based on the results of the analysis of investment activities of large enterprises with state participation, conclusions are drawn about the need for the presence of these economic entities in the structure of national economy. It was revealed that the public sector of economy takes part in maintaining the economic security of our country, individual regions, thereby increasing the competitiveness and the level of well-being of society as a whole.

The background of the development of the model of economic development of Ukraine in the context of social orientation has been analyzed taking into account the interdependent influence of the mechanism of market relations and economic policy of the state. It is researched that the economic mechanism of socially oriented market economy contains organizational structure of production (vertical and horizontal), specific forms of functioning of economic system (state and non-state regulation of the market), as well as a specific institutional base (including its legislative component). The constituents of the economic system are entities formed by large economic entities (eg financial corporations). The authors argue that the economic mechanism of a socially oriented national economy is a complex structure and system of interconnections and includes: a) a system of balanced markets; b) public sector of economy; c) large economic structures that fulfill the regulatory role of the state for the economy as a whole and at the same time increase the market sensitivity to medium and long-term programs of its development; d) public sector administrative and production subsystem; e) system of operative state regulation of economy; e) a budget-balancing system with a powerful core; g) regulatory framework governing mid-market processes. The study states that Ukraine, in rather difficult conditions, produces the parameters of its own national model of socio-economic development for the long term. The country has not yet formulated or implemented an effective model of economic development that would fully reflect its national characteristics and interests and become a macroeconomic basis for effective state regulation It is determined that in the conditions of construction of a new model of the national economy the role of non-governmental and charitable organizations is increasing. The role of non-governmental organizations, which represent one of the most optimal legal forms to assist citizens in solving their common problems, upholding common interests, is a compulsory attribute of the model of socially oriented national economy.

The formation of the spectrum of global economic and political challenges for Russia is a factor in returning the issues of economic modernization to the public administration agenda, taking into account the current state and development trends of the country’s economy as a whole and its regions. As a research tool, the system method and the method of statistical observations are used. In Russia, the role of the state in regulating economic processes and its predominance in the structure of Russian economy remains significant. All this makes it necessary to consider the participation of the state in the process of modernization transformations. The article discusses the historical experience of modernization in developed countries with significant state participation, as well as modern Russian goals of state participation in economy, the role of the relevant policy in achieving the goals of modernization (on the example of the “May Decree” of the President of the Russian Federation of May 7, 2018), its contingency with the practices and role of big business as an integral part of the modernization process. The paper suggests ways to optimize public policy in the direction of modernization, taking into account the priorities formulated for the management system.

At present, the share of the public sector in the Russian economy plays a significant role. The state sector is actively used as a means of regulation to achieve many state social and economic goals, including provision of the stable development of important strategic sectors. The article reveals the features of the formation and development of the corporate model of the public sector of the Russian economy, related, including the creation and functioning of the institution of state corporations. Special features of the formation of the corporate model of the public sector of the Russian economy are identified, by defining its features, principles, advantages and disadvantages of use, including the achievement of the integration effect in the process of interaction of its economic entities. The results could be used in the activities of state structures in the implementation of state policy for the development of the public sector, solving problems of accounting for its boundaries and scales, and in developing and improving strategies for the development of state corporations, and improving the efficiency of their activities.

Abstract The fourth target of Sustainable Development Goal (SDG) 3 advocates for the promotion of mental health and wellbeing. The Indian state of Kerala is recognized for its gains in health and development but has substantial burden of mental health ailments. Historical analysis is vital to understand the pattern of mental health morbidity. The current study focusses on comparable estimates available from three largescale population-based surveys in India to explore trends in prevalence of mental health disorders over the years and map resources and infrastructure available for mental health care in Kerala. We undertook a secondary analysis of national demographic surveys from 2002 to 2018 which reported information on mental health and availability of health infrastructure and human resources. Data were collated and descriptive analyses were conducted. We compared the national and state level estimates over the years to study the trend in the prevalence of mental health disability. The prevalence of mental retardation and intellectual disability in Kerala increased from 194 per hundred thousand persons in 2002 to 300 per hundred thousand persons in 2018, two times higher to the national average. The prevalence of mental illness increased from 272 per hundred thousand people to 400 per hundred thousand people in sixteen years. The prevalence was higher among males (statistical significance was not indicated) in mental illness and mental retardation. 2018 data showed that the public sector had 0.01 hospitals and 5.53 beds per hundred thousand persons available for mental health treatment. Results showed a substantial increase in mental health illness over the 16-year study period that has affected males and females, as well as all social classes of the state. The current health infrastructure and human resources in the public sector of the state are inadequate to meet the current burden of the problem and to ensure universal access to care for its population. Key messages The trend in prevalence of mental health disorders in the state is increasing across the years. There is a mismatch between the extend of the problem and resources available in public sector.

Purpose The purpose of this paper is to identify the influence exerted by a quality management system (QMS) under ISO 9001: 2015 on the quality of public services organizations in Mexico. Design/methodology/approach The methodological design was quantitative, explanatory, observational and transversal, for which a sample of 461 public servants from the state of Guanajuato, Mexico was obtained. To test the hypotheses, a structural equation model (SEM) was developed through the statistical software Amos v.21. For the analysis of the data, software SPSS v.21 was used. Regarding the goodness and adjustment indices of the SEM (χ2 = 720.09, df = 320, CFI = 0.933, TLI = 0.926 and RMSEA = 0.05) which, therefore, proved to be acceptable. Findings According to the results obtained through the SEM model, the QMS under ISO 9001: 2015 is positively and significantly influenced tangible aspects (β1 = 0.79, p < 0.01), reliability (β2 = 0.90, p < 0.01), related to response quality (β3 = 0.93, p < 0.01), guarantees (β4 = 0.91, p < 0.01) and empathy (β5 = 0.88, p < 0.01) of the quality related to public services in Mexico. The study’s key contribution is that it discovered that implementing a QMS in accordance with the ISO 9001: 2015 standard has an impact on the quality of public services, with the most influential quality of response. Similarly, the assurance and dependability of service quality turned out to be important in providing public service quality. Research limitations/implications In this paper, the QMS was only evaluated as a variable that intervenes in the process of obtaining quality in public service under the ISO 9001 standard in its 2015 version. In this regard, the results’ trustworthiness is limited to the extent that the findings may be generalized in the state of Guanajuato, Mexico’s public service. As a result, the scientific community is left primarily focused on service quality to promote new future research. Practical implications The ISO 9001: 2015 standard’s QMS is one of the tools for success in both the commercial and government sectors. However, there are practical limitations, which focus on the time during which managers exercise their vision in the public sector: first, the dynamics that managers play in public policy; second, the length of time they have served in public office; and third, the interest of directors of public institutions to improve the quality of service provided by the government. Other practical consequences concern organizational culture and identity, public servant commitment, senior management or secretaries of government, as well as work and training. Originality/value The findings of this paper are important and valuable because they foster knowledge generation in the public sector through the ISO 9000 quality area. A model that permits the adoption and implementation of a QMS based on the ISO 9001: 2015 standard in public organizations that seek to provide quality in their services offered to the user is also presented to the literature. Similarly, the paper is important because there is currently insufficient research focusing on the variables examined in the context of public service in Mexico.

Indonesia now does not adhere to the theory of growth because this principle actually experiences a failure. Therefore, Indonesia currently holds fast to the principle of populist economy.
