Today, some elements and blocks of the strategic planning system, which is being formed, have been developed and are functioning. However, these elements still cannot respond to the system and balance requirements which are written into the Federal Law no. 172 «On Strategic Planning in the Russian Federation» (2014). The system of strategic planning in general (as an important element of the system of government regulation) which is being created has system lacunas and in particular they are: inconformity of the main structural blocks of basic federal documents, inconformity in the approaches to strategic planning and project management, disregard of national security issues in documents of strategic planning and some others which allow to provide fully both the balanced character of goals and targets of government development and resources for achieving them. The article substantiates that project activity has not been constructed into the process of strategic planning so far and project activity documents do not take into account systemic strategic documents. Long term goal setting in project activity in part of developing the country and providing its national security has not been developed so far. The authors emphasize the necessity of constructing a new hierarchy of strategic documents determining goal setting and tools for achieving indices of the development of the Russian Federation in sectoral and regional aspects and a transparent budgeting process directed to implementing the general goal of social and economic development of the country and providing its security. The researchers come to the conclusion that providing a balanced character and coordination of strategic planning documents in Russia is one of priority tasks. The authors emphasize that in the process of modernizing the system of strategic planning it is necessary to pay special attention not specifically to the succession of various types of documents but also to providing correlation (consistency) of the main structural blocks, forecasted and target indicators.

In the framework of improving the methodological approach to state strategic planning, the study of the contingency of legal acts forming the system of strategic planning documents of the Russian Federation is of particular importance. The solution of complex problems that provide fundamental long-term interconnections of the issues of national security, territorial integrity and socio-economic development of the country on the basis of a strategic planning document system that is balanced by priorities and indicators affects the ability of the state to achieve its national development goals with limited resources. Ensuring meaningful coherence of the provisions of regulatory acts that form the system of strategic planning documents is an important management task, the solution of which should be based on bringing the strategic planning activities of all its participants to a single methodological basis. The aim of the study is to analyze and assess the status of substantive contingency of the provisions of regulatory legal acts regulating the requirements for the content, development and adjustment of the Strategy for scientific and technological development of the Russian Federation as part of the goal-setting process of the national strategic planning system. The methodology of work is based on a number of general scientific and special research methods: analysis, comparison, generalization, interpretation and qualitative analysis of documents. The conclusions are made that: the existing legal and methodological support does not actually allow to really improve the quality of strategic planning within the framework of goal-setting at the federal level in the field of scientific and technological development; the identified gaps in the strategic planning system require adjustments to the existing legal framework in terms of concretization of the provisions, in accordance with which the fundamental relationship and interdependence of regulatory legal acts should be ensured, as well as the concretization of existing relationships and coordination of the periods of development and timing of the adjustment of strategic planning documents in the field of scientific and technological development. The results of the expert developments obtained make it possible to clarify the gaps in the system of strategic planning documents in the field of scientific and technological development and substantiate the directions for its improvement and solving the identified problems and shortcomings.

The authors emphasize that the system of strategic planning in Russia, which began to be updated in 2009-2014, has a number of methodological problems, which does not allow for the effective implementation of legislatively fixed basic principles (tradition of power and continuity), and makes it impossible to phrase a vertical goal setting in the strategic planning system thus violating the principle of decomposition of goals and objectives, and does not allow to achieve a balance in terms of validity of program and strategic documents. The article emphasizes that the principles of systematization of the whole complex of strategic planning documents need to be detailed. It is necessary to define more clearly their hierarchical structure, to develop a typology of these documents, depending on the purpose, the characteristics of vertical and horizontal relationships. The authors conclude that the basic system forming document of the goal-setting should be the “National Security Strategy of the Russian Federation”, which defines Russia’s national interests and strategic priorities taking into account the challenges and threats to national security. All other strategic goal-setting documents of a long-term nature should be formed as tools for the implementation of the provisions of this basic strategy; their task is to clarify and detail the directions for ensuring strategic national priorities in relevant areas. It is substantiated that in the hierarchy of strategic planning documents, when developing the “Guidelines for the Government of the Russian Federation”, the provisions of the medium-term forecast of the social and economic development of the Russian Federation, as well as the Decrees of the President of the Russian Federation that legally formulate the Addresses of the President of the Russian Federation should be taken into account. The main areas of activity of the Government of the Russian Federation are a reference point for the development of plans for the activities of federal executive bodies where the provisions of laws mention the development priorities of economic sectors from industry strategies. It is medium-term forecasts, according to the authors, that are the tool for the transition from the goal-setting to planning and programming.

Results: the absence of normatively fixed principles and a system for ensuring strategic planning, as well as the procedure for implementing strategic planning, leads to inconsistency of the approved strategies and forecasting, the development of new documents and studies in the Federal Law “On Strategic Planning in the Russian Federation” and other violations of the systematic approach. In this regard, it is necessary to determine the architecture of the system of strategic planning documents developed as part of the target definition, forecasting, planning and programming. Conclusions and Relevance: the architecture of strategic planning documents proposed in the article is based on the creation of a three-level document system with a central place in it the National Security Strategy of the Russian Federation as the main document of strategic goalsetting. In accordance with Federal Law N 172-FZ, the level of forecasting, target definition, planning and programming allows you to add a conceptual level that ensures the quality of the overall ideological superstructure, which should provide an idea of what kind of character for the state and its position in the world the strategic planning system should provide. Taking into account the task of minimizing amendments and clarifications to the Federal Law “On Strategic Planning in the Russian Federation”, the proposed changes are more in the nature of clarifying the provisions of this law. The article reviews the legal and regulatory framework for strategic planning at the level of constituent entities of the Russian Federation and identifies problems of the used vocabulary. There is no distinction between the concepts of “strategic priorities”, “priorities of social and economic development”, “priorities of social and economic policy”, “directions of development”. The paper analyzed the content of the strategies of social and economic development of constituent entities of the Russian Federation with a view to existence and sequence of basic concepts of the system of goal setting: “mission”, “strategic priorities”, “goal”, “tasks”, “directions of development” as well as approaches to their essence and content. The main approach to the concept “strategic priority of social and economic development” is to identify it with the goal of social and economic development of the constituent entity (60% of the regions use this concept in the strategy of social and economic development). In addition, most part of constituent entities of the Russian Federation determine the goal of social and economic development as the “main” one, the second most popular is the “strategic” goal. It should be noted that in 6 constituent entities of the Russian Federation, no characteristics are attributed to the goal, and in another 18 regions the overall common goal is not identified. Two basic models of goal setting according to the presence of the mission of constituent entities of the Russian Federation are identified: the inside one (the closed one includes 54 constituent entities of the Russian Federation) and the outside one (the open one includes 31 constituent entities of the Russian Federation). The study offers a detailed classification of the models of goal-setting on the basis of the categories of strategic planning used in the strategies of social and economic development of constituent entities of the Russian Federation. The author suggests a logically consistent model of goal setting linked to other strategic planning documents, and the main tools for goal achievement. The practical use of study results is presented in the opportunity of their use by strategic planners of the region during the development of the strategy of its social and economic development.

The modern stage of the civilizational development of Russian statehood is characterized by the search for optimal and most effective management models. The article notes that, in the current difficult socio-economic conditions, it is the program-target planning method that is the most flexible tool, including in conditions of budgetary constraints. The normative and legal analysis of the documents showed that the evolution of target programs is the result of administrative and budgetary reforms implemented in the territory of the Russian Federation in a specific historical retrospective. The article emphasizes that to date, to ensure the synchronous development of the entire territory of the country, a single system of strategic goals and objectives has been formed. At the same time, a new approach to strategic development required the development of appropriate mechanisms for organizing project activities of the Government of the Russian Federation. That is why the national projects developed in accordance with the May 2018 Decree of the President of the Russian Federation occupy a special place in the country's strategic planning system and are the subject of close attention of public authorities. The analysis made it possible to systematize the problems and reveal the systemic contradictions of a legal and institutional nature that exist between state programs and national projects, which do not allow public authorities to effectively fulfill the targets set out in strategic planning documents. In conclusion, the authors conclude that it is necessary to legislatively consolidate the role and place of national projects in the general system of strategic planning, since at present the concept of a «national project» is absent in the federal law of the Russian Federation «On strategic planning in the Russian Federation».

The article deals with strategic planning, which is one of the main mechanisms for ensuring the purposeful and sustainable development of the state, economy and society. The adoption of the Federal Law No. 172-FZ of 28.06.2014 "On Strategic Planning in the Russian Federa-tion" in the Russian Federation marked a new stage in the formation of the state strategic planning system. The status of plans for the activities of federal executive bodies as one of the key elements of the system of strategic planning documents is considered. The practice of their preparation and implementation is analyzed, its shortcomings are studied, and possible directions for improving the current legislation in this area are proposed. The authors consider the status of plans for the activities of federal executive bodies as one of the key elements of the system of strategic planning documents. They analyze the prac-tice of their preparation and implementation, study its shortcomings, and propose all possible directions for improving the current legislation in this area. When writing the article, the authors studied the content of certain questions about strate-gic planning and the corresponding functions of the federal executive bodies of the Russian Federation. They revealed the problems of practical importance and proposed the methods and options for their solution. The authors used the following methods: system analysis, dialectical, logical, compara-tive-legal methods, analysis and synthesis, induction and deduction. As a result of the study, the following results were obtained: – it is necessary to ensure that not only activities and tasks of a general nature are included in the adopted plans, but also their detailing in terms of the expected stages of work; – the activity plans of the federal executive authorities, which are responsible executors of strategic goals and objectives, should give an unambiguous answer to how and when the strategic guidelines defined at the federal level within the entire array of strategic planning documents will be implemented; – the introduction of a systematic approach will allow to fix the risks of non-achieving certain strategic indicators and take the necessary measures in a timely manner; – at present, the role of plans for the activities of federal executive bodies in the system of strategic planning documents is unreasonably low; – the transfer of issues of preparation and control over the achievement of relevant strate-gic indicators to the level of the executive authorities themselves, in the conditions of insuffi-cient external control over this process, in fact, led to the loss of their managerial potential, depriving the state apparatus of an important mechanism for coordinating work in the field of strategic planning; - it is necessary for the entire system of strategic planning to revise quali-tatively the role of the plans of the federal executive bodies with the transfer of authority for their approval to a higher level with a simultaneous increase in responsibility for achieving the planned indicators.

The purpose of the article is to develop recommendations for countering the destruction of the nationhood of the Russian Federation. The subject of the article is various aspects of countering the technologies of destruction of nationhood, reflected in the strategic planning documents. The results of the accomplished work: based on the analysis of the doctrinal documents of foreign actors and the modern practice of destructive impact on the target countries, the authors identified the most relevant technologies through which the destruction of nationhood occurs: information, political, economic and cyber impact on the population and infrastructure. Currently, the main threats are shifted from the military and economic spheres to the information one. One of the priority tasks of external actors is to influence the population in order to change values and meanings. In connection with the dominance of the power component in the regulatory and legal framework in the field of national security of Russia, the authors propose to make a number of changes to the main documents of strategic planning, strengthening the problems of the humanitarian component, spiritual and moral values, and culture. At the same time, the main task at the state level should be the creation of a holistic, in terms of goal-setting and management, system of counteracting the destruction of statehood.

Currently in Russia there is a need to create a strategic forest planning system : to meet the requirements of the Federal Law № 172-FZ "On the strategic planning in the Russian Federation", to ensure the achievement of specific objectives stated by the Russian government in the "Principles of State Policy in the field of , protection and reproduction of forests in the Russian Federation till 2030 ", based on the new forest law, which takes into account the advanced domestic and foreign experience of legal and normative support of forest relations. According to the authors, the main task of strategic forest planning at the federal level should be the establishment of sectoral and regional priorities. In addition, the distribution of forest resources on the territory of the country requires, along with an assessment of sectoral priorities, justification of the conditions for the effective allocation of industries to economic regions and subjects of the Russian Federation. At the level of the constituent entities of the Russian Federation, the forest plan in the format of regional medium-term program for strategic development of the forest sector should be an effective tool that allows not only to achieve the goals and objectives of state policy in the sphere of forest use, reproduction, protection and protection, but also to positively influence the economy of the region and the country generally. It is necessary to form regional strategic planning document on a block (modular) basis in the same way as all plans for social and economic development of the industry at the federal and regional levels are formed. Each activity in it must be targeted, resource-efficient, and also be a subject of external monitoring and control.
