Security-development nexus in strategic planning in the Russian Federation: From goal-setting to forecasting

The article reviews the legal and regulatory framework for strategic planning at the level of constituent entities of the Russian Federation and identifies problems of the used vocabulary. There is no distinction between the concepts of “strategic priorities”, “priorities of social and economic development”, “priorities of social and economic policy”, “directions of development”. The paper analyzed the content of the strategies of social and economic development of constituent entities of the Russian Federation with a view to existence and sequence of basic concepts of the system of goal setting: “mission”, “strategic priorities”, “goal”, “tasks”, “directions of development” as well as approaches to their essence and content. The main approach to the concept “strategic priority of social and economic development” is to identify it with the goal of social and economic development of the constituent entity (60% of the regions use this concept in the strategy of social and economic development). In addition, most part of constituent entities of the Russian Federation determine the goal of social and economic development as the “main” one, the second most popular is the “strategic” goal. It should be noted that in 6 constituent entities of the Russian Federation, no characteristics are attributed to the goal, and in another 18 regions the overall common goal is not identified. Two basic models of goal setting according to the presence of the mission of constituent entities of the Russian Federation are identified: the inside one (the closed one includes 54 constituent entities of the Russian Federation) and the outside one (the open one includes 31 constituent entities of the Russian Federation). The study offers a detailed classification of the models of goal-setting on the basis of the categories of strategic planning used in the strategies of social and economic development of constituent entities of the Russian Federation. The author suggests a logically consistent model of goal setting linked to other strategic planning documents, and the main tools for goal achievement. The practical use of study results is presented in the opportunity of their use by strategic planners of the region during the development of the strategy of its social and economic development.

State of matter: The vital activity of society through the enrichment of its en-trepreneurial part, with the a priori assumption is as soon as it is enriched, universal prosperity will immediately come at all times served by a legalized open (pro-grammed) “direction” with a personification and violent character. When conducting business activities - open (program) management, which was called "management". The concern of managers about the imperfection of the “rule” method and the power, which is a form of its expression, has led to the emergence of unique ideas about “strategic planning”. This concept was introduced in the Federal Law of the Russian Federation dated June 28, 2014 N 172 “On Strategic Planning in the Russian Federation”. However, in the adopted law the proposals by unknown authors about “strategic planning” turned out to be connected with serious semantic conflicts regarding its essence, content and form. Results: As a result of the analysis of the essence, content and form of the cate-gory “planning” and the category «strategic», it was found that the phrase «strategic planning» cannot include «goal-setting, forecasting, planning and programming of socio-economic development», since «planning» is an integral part of «board» and «management (board)», and the combination of «goal-setting, forecasting and pro-gramming of socio-economic development» has nothing to do with the content of the concept of «strategic». In this regard, «strategic planning» can only be considered as a «doctrine of the preliminary distribution of all available forces and means for their best location and use, ensuring the realization of the formulated goal at a given time interval and the solution at this interval, taking into account the real conditions set for its achievement tasks», which is fully consistent with the essence, content and form of the category «plan». The scope of the results: The results can be widely used in practice in a con-stantly changing objective reality. Conclusions: In the real constantly changing environment of being, only the legalized method of “managing” with its characteristic closed functional and organizational structures can ensure the creation of conditions for extracting the most useful properties from any property.

In the framework of improving the methodological approach to state strategic planning, the study of the contingency of legal acts forming the system of strategic planning documents of the Russian Federation is of particular importance. The solution of complex problems that provide fundamental long-term interconnections of the issues of national security, territorial integrity and socio-economic development of the country on the basis of a strategic planning document system that is balanced by priorities and indicators affects the ability of the state to achieve its national development goals with limited resources. Ensuring meaningful coherence of the provisions of regulatory acts that form the system of strategic planning documents is an important management task, the solution of which should be based on bringing the strategic planning activities of all its participants to a single methodological basis. The aim of the study is to analyze and assess the status of substantive contingency of the provisions of regulatory legal acts regulating the requirements for the content, development and adjustment of the Strategy for scientific and technological development of the Russian Federation as part of the goal-setting process of the national strategic planning system. The methodology of work is based on a number of general scientific and special research methods: analysis, comparison, generalization, interpretation and qualitative analysis of documents. The conclusions are made that: the existing legal and methodological support does not actually allow to really improve the quality of strategic planning within the framework of goal-setting at the federal level in the field of scientific and technological development; the identified gaps in the strategic planning system require adjustments to the existing legal framework in terms of concretization of the provisions, in accordance with which the fundamental relationship and interdependence of regulatory legal acts should be ensured, as well as the concretization of existing relationships and coordination of the periods of development and timing of the adjustment of strategic planning documents in the field of scientific and technological development. The results of the expert developments obtained make it possible to clarify the gaps in the system of strategic planning documents in the field of scientific and technological development and substantiate the directions for its improvement and solving the identified problems and shortcomings.

The authors emphasize that the system of strategic planning in Russia, which began to be updated in 2009-2014, has a number of methodological problems, which does not allow for the effective implementation of legislatively fixed basic principles (tradition of power and continuity), and makes it impossible to phrase a vertical goal setting in the strategic planning system thus violating the principle of decomposition of goals and objectives, and does not allow to achieve a balance in terms of validity of program and strategic documents. The article emphasizes that the principles of systematization of the whole complex of strategic planning documents need to be detailed. It is necessary to define more clearly their hierarchical structure, to develop a typology of these documents, depending on the purpose, the characteristics of vertical and horizontal relationships. The authors conclude that the basic system forming document of the goal-setting should be the “National Security Strategy of the Russian Federation”, which defines Russia’s national interests and strategic priorities taking into account the challenges and threats to national security. All other strategic goal-setting documents of a long-term nature should be formed as tools for the implementation of the provisions of this basic strategy; their task is to clarify and detail the directions for ensuring strategic national priorities in relevant areas. It is substantiated that in the hierarchy of strategic planning documents, when developing the “Guidelines for the Government of the Russian Federation”, the provisions of the medium-term forecast of the social and economic development of the Russian Federation, as well as the Decrees of the President of the Russian Federation that legally formulate the Addresses of the President of the Russian Federation should be taken into account. The main areas of activity of the Government of the Russian Federation are a reference point for the development of plans for the activities of federal executive bodies where the provisions of laws mention the development priorities of economic sectors from industry strategies. It is medium-term forecasts, according to the authors, that are the tool for the transition from the goal-setting to planning and programming.

The article deals with the issues of improving the system of strategic planning of the economy in the regions (Russian Federation entities) in the context of contemporary national problems and world challenges. The authors summarize regional practice of socio-economic planning and assess the hierarchy and composition of existing strategic planning documents in the regions of the Russian Federation, as well as propose new types of prearranged documents as the most important planning institutions. The authors consider also the feasibility of forming regional and interregional coordination structures that perform the strategic planning functions, as well as note the importance and prospects of using information technologies in regional strategic goal setting, forecasting, and programming.

The analysis of methodological problems of interrelation of the documents of strategic planning of the federal level, developed within the framework of goal-setting according to the sectoral and territorial principles, is directly linked to the issues of settlement. The article considers the norms of the corpus of federal regulatory legal acts adopted within the framework of goal-setting in the process of strategic planning of socio-economic development of territories, which includes the provisions of the norms of the Strategy of Socio-economic Development of the Russian Federation, Federal Law No. 172 “On Strategic Planning”, the Urban Planning Code of the Russian Federation, the Resolutions of the Government of the Russian Federation related to the role of local self-government bodies in the implementation of the settlement policy as a factor of socio-economic development of territories. The specifics of the federal policy of territorial development of the regions, which is based on the participation of not only the federal center, but also the state bodies of the regional level of the vertical of power, are revealed. It is argued that the existing “vertical” of public administration does not include an imperative function in relation to the local authorities, which are not assigned the responsibility of developing strategies for the socio-economic development of the municipality. It is determined that, in methodological terms, such consequences should include the need to differentiate measures of state support for municipal territorial entities, regional typologization of settlements when considering budget and urban development policies. The problems related to the legal nature of the federal district in relation to the nature and powers in the field of strategic planning of the constituent entities of the Russian Federation are identified. It is argued that the factors influencing the processes of formation and implementation of the state policy of regional development and directly related to the issues of strategic planning include not only the features of the federal structure, geo-political, geo-deterministic, socio-cultural factors, but also a significant difference in the levels of regional socio-economic development and territorial population. In this article, the authors carried out the analysis of principle implementation and application efficiency of strategic forecasting and strategic goal-setting mechanisms in the field of social-economic development. According to the authority distribution in the state management system, we propose to optimize the set of basic documents of strategic planning. Taking into account the criteria of necessity and sufficiency, as well as the existing mechanisms of state management, the scope of regulation, purpose and functional tasks of strategic planning documents at the federal and sectoral levels are specified.

The article examines the possibilities of the smart specialization strategy for the regions of the Russian Federation as a tool for the complementary development of territories based on knowledge and innovation. The analysis of the application of the smart specialization strategy is carried out on the basis of the author’s indicators that have the following functional and target value: the goal setting of the subjects of the Russian Federation, the methodological tools for managing the development of the subject of the Russian Federation, the potential for the implementation of the smart specialization strategy. As an object of research, the documents of strategic planning of the subjects of the Russian Federation until 2020-2030 are considered. It is concluded that the current nature of the socio-economic and innovation policy reflected in the documents of the strategic planning of the regions of the Russian Federation does not fully correspond to the principles of the smart specialization strategy, but there is a certain methodological continuity of approaches, which gives grounds to draw conclusions about the possibility of using this methodology.

Today, some elements and blocks of the strategic planning system, which is being formed, have been developed and are functioning. However, these elements still cannot respond to the system and balance requirements which are written into the Federal Law no. 172 «On Strategic Planning in the Russian Federation» (2014). The system of strategic planning in general (as an important element of the system of government regulation) which is being created has system lacunas and in particular they are: inconformity of the main structural blocks of basic federal documents, inconformity in the approaches to strategic planning and project management, disregard of national security issues in documents of strategic planning and some others which allow to provide fully both the balanced character of goals and targets of government development and resources for achieving them. The article substantiates that project activity has not been constructed into the process of strategic planning so far and project activity documents do not take into account systemic strategic documents. Long term goal setting in project activity in part of developing the country and providing its national security has not been developed so far. The authors emphasize the necessity of constructing a new hierarchy of strategic documents determining goal setting and tools for achieving indices of the development of the Russian Federation in sectoral and regional aspects and a transparent budgeting process directed to implementing the general goal of social and economic development of the country and providing its security. The researchers come to the conclusion that providing a balanced character and coordination of strategic planning documents in Russia is one of priority tasks. The authors emphasize that in the process of modernizing the system of strategic planning it is necessary to pay special attention not specifically to the succession of various types of documents but also to providing correlation (consistency) of the main structural blocks, forecasted and target indicators.

Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.
