As a result of growing competition in the market of industrial goods and services, the mechanism of sustainable development of the industry is a continuous process of generating innovations. Moreover, the development of innovations is one of the first elements of the industrys competitiveness mechanism along with testing innovations and bringing them into use. The innovations which have successfully passed the stages of approbation and implementation, or the so-called “useful” innovations, present the basic complex of competitive advantages of the industry, its new vector of development, what is a tool of operational management of the countrys (regions) innovation policy which provides a set of specific tasks and mechanisms for the development of the system. The work pays attention to the study of corresponding methods and tools for the formation of an innovative strategy, taking into account the starting positions of the development of society and economy, and new conditions for the development. As a general methodological base, the authors chose the principles of the system methodology and the institutional approach to analyzing the role of innovative tactics of industrial enterprises in developing an effective strategy in the context of economy digitalization. The authors analyze and substantiate the role of “useful” innovations in industrial development in the context of growing competition in the industrial goods market. The researchers offer a tool for assessing the effectiveness of industrial policy based on indicators evaluating the effectiveness of the industrial sector. The authors also analyze the calculated indicators, including with the use of the proposed graphical tool. The types of strategies for the development of a new direction of policy, i.e. neo-industrialization, are presented. A set of main components influencing the level of industrial development, taking into account the barriers to neo-industrialization is added.

With the onset of the Fourth Industrial Revolution, the business environment becomes inherent in changes that occur with maximum speed, as well as characterized by the systemic nature of the consequences. One of them is the transformation of operational management models in industrial enterprises. The modern manufacturing system should focus not only on speed of response and flexibility, but also on the cost and quality of products. Integration of effective models: agile manufacturing, quick response manufacturing and lean production, in order to extract the best from them is proposed. The purpose of this study is to analyze this flexible manufacturing system and to relate it to the current state of the Russian industrial development. Theoretical and practical aspects of this model are presented. The examples of the flexible models introduction in the Russian industrial sector is allocated. The conclusion about the necessity of the flexible manufacturing systems implementation for the Russian industrial development is drawn.

Introduction. Production activity is impossible without the presence of fixed capital and its basic element – fixed assets, in the operation of which the depreciation fund is formed and the targeted use of depreciation deductions and quality reproduction of fixed assets of the enterprise are positioned to the fore. The importance of this issue increases due to need to enter markets with competitive goods and services, which leads to innovative and active activities of industrial enterprises, which require, above all, significant investments into the fixed assets. The purpose of the paper is to highlight the essence and modern problems of fixed capital management of industrial enterprise. Results. The paper explores the essence of fixed capital management of industrial enterprise and identifies modern key issues in this area facing managers of domestic industrial enterprises. The role of strategic and tactical planning of the process of reproduction of fixed assets in the management of fixed capital of the industrial enterprise and the reasons for its renewal are highlighted. The requirements for the formation of strategy and management system of fixed capital of the industrial enterprise are presented. The stages of formation of the effective strategy of fixed capital management under conditions of the modern market and the basic directions of activity of the industrial enterprise in this sphere are offered. The necessity of implementing the rational depreciation policy and correct revaluation of fixed assets is shown. The importance of using leasing as effective tool for investment and renewal of fixed assets of domestic enterprises of the industrial sector of economy is considered. Conclusion. For the effective management of fixed capital, it is important for industrial enterprises to perform a number of tasks, which involve the development of long-term strategy and tactics for the formation and effective use of fixed assets; determination of fixed capital renewal needs; adequate assessment of the conditions of fixed assets, maintaining the proper conditions of machinery and equipment; implementation of rational depreciation policy; finding acceptable sources of funding for the restoration of fixed capital, as well as finding more efficient ways of using the investment resources. It should allow the industrial enterprise to produce products, which are in demand, and ensure stable competitive positions and high efficiency in the long run.

In the modern conditions of economic development, the development of the industrial complex is being transformed with emphasis on digital technologies and high-tech production. The article considers new principles of the implementation of the state’s economic policy taking into account the challenges of the fourth industrial revolution, as well as the results of the analysis of the main indicators of industrial development, both in the world and in Russia in particular, including the assessment of the current state of innovation and technological activity of the industrial sector of the Russian economy. At the same time the authors pay special attention to the analysis of modern trends in the development of industry in countries with both a high level of high-tech production and a low level. The paper analyses the prospects of Russian industry development to justify the need for technological breakthrough strategies and technological modernization of industrial enterprises.

In the paper, we investigate the impact of global trends Industry 4.0 on the structural transformations of Ukrainian industrial sector through the prism of global technological challenges. The current structural imbalances of Ukrainian industrial development and highlights the opportunities that 4.0 technologies provide for innovative industrial renewal are considered; and the readiness for adoption of innovative technologies of Industry 4.0 in the industrial enterprises is assessed. The key conclusion of the study is that further innovative transformation of global production will lead to inevitable changes in the organization and management of production processes. Based on the research results, an effective solution to certain problems has been proposed. The key finding of the research is that representatives of Ukrainian industry though perceive the importance of this tool face many obstacles in its implementation. Considering research results the efficient solutions of identified problems were proposed. They include the establishing strengthening the strategic partnership between the state science and business institutions in the process of stimulating cluster development; improvement of innovation infrastructure, creating the innovation ecosystems for the capitalization of scientific developments and the commercialization of innovations; creation of competitive conditions for all market participants, including equal conditions for access to the raw materials market, technology transfer, protection of property rights; reforming educational infrastructure; creation of a favorable investment environment with the help of mechanisms of state guarantees for foreign investments.

The authors proved that contrary to the global trends of development of science-intensive neo-industrial economy in Ukraine there is deindustrialization of the economy associated with outpacing growth of production and export of raw materials with a low level of technological processing and added value. The article examines the main factors of the deindustrialization of Ukraine’s economy, in particular, a significant degree of depreciation of fixed assets of industrial enterprises and production infrastructure, insufficient volume and unsatisfactory structure of capital investment to restore worn-out fixed capital, negative dynamics of foreign direct investment in the spheres of national economy such as innovations, etc. The authors also highlighted and analyzed the institutional factors influencing the industrial development of Ukraine, namely: the “presence” of the state in the economy, corruption and the shadow economy. The negative impact of the institutional environment on the innovative modernization of the national industrial sector was confirmed with the help of economic and mathematical modelling. The main directions of intensification of the state ‘s activity to overcome the institutional dysfunctions and traps formed during the period of market reform of the national economy are substantiated.

The purpose of the article is to study the priority areas of stimulating the development of industry in cities in post-conflict areas. Today, the processes of implementing measures to rebuild cities in post-conflict territories are carried out on the basis of the old industrial policy, which negatively affects the industrial and economic potential of the country as a whole. The issues of structural changes in industry remain unresolved and controversial, which determines the need for the formation of new tools, mechanisms, stabilization measures for the implementation of transformational development processes. Therefore, the priority today is the issue of developing directions for harmonization, restructuring, stimulating the strategic development of the industrial sector of the economy of cities in post-conflict territories. The article presents the interpretation of the term "post-conflict territories". The analysis of the industrial sector of Donetsk and Lugansk regions was carried out, on the basis of which the reasons for the fall in the volume of sales of industrial products were identified. The leading enterprises of the industrial sector of the Donetsk and Lugansk regions, which are located on the territory controlled by the Ukrainian government, are presented. The analysis of directions for stimulating the industrial sector of the Ukrainian economy is carried out. The priority directions of stimulating the development of industry in cities located in post-conflict territories have been determined. As a result of the study of priority areas for stimulating the development of industry in cities located in the post-conflict territories of Donetsk and Lugansk regions, it can be concluded that the development strategy should be implemented through the modernization of production, innovative developments, reorientation of the economic and economic activities of industrial enterprises, increasing the investment attractiveness of the region, at the level states - improving legislative and tax management mechanisms, developing general strategies for the development of territories and industrial facilities.

China Pakistan Economic Corridor (CPEC) has been identified as a "game-changer" for Pakistan. Pakistan is facing two vital issues in recent times; one, the energy crisis and second, the lack of industrial capabilities. This paper explores that how CPEC is helpful in resolving the issue of the energy crisis in Pakistan. The industrial development in Pakistan through the CPEC project is also discussed in this research. Different energy projects and special industrial economic zones initiated under CPEC are discussed in this research. The research is supported by a survey conducted from 300 students of BS and MA level from different universities of South Punjab. The research concludes that CPEC seems to be helpful in resolving the energy crisis and the development of the industrial sector. However, the pace of working on these projects is slow, and the policymakers in Pakistan need to revise their strategy to get the full benefit from CPEC.

The article is devoted to the study of the current state of innovative activity of enterprises in the industrial sector of the economy as one of the leading sectors of the national economy, which is of decisive importance in the development and strengthening of the country's position in the world economy. Based on the analysis of statistical data reflecting the main results of innovative activity of industrial enterprises, the paper gives an assessment of the dynamics of the level of their innovative activity, defines the most innovatively active enterprises by types of production. As a result of the study, the author identifies formulates the main problems of the formation of the national scientific and technological potential of the industrial sector, which are a barrier to the introduction of innovations and increase of the innovative activity of business in the aspect of implementing the objectives and solving the priority tasks of the modern innovation policy of the state.

Every international economy linking countries through two channels: trade in goods and services (real sector) and financial sector. Trade relations means that some products from a country that exported abroad, while some goods that are consumed or invested in the country are imported from abroad. The strong role of international trade is partly reflected in the goods market will be able to help us to know how big contribution to the real sector is affected by exchange rate and net exports to increase income or national output. All economies, regardless of size, depends on other economies and are affected by events beyond its limits.The existence of an agreement between Indonesia and China as stipulated in the agreement more or less ACFTA will influence the increase or decrease in Indonesia's trade balance are reflected in an increase or decrease in GNP. Indonesia's ability to see its comparative advantage will be able to increase the competitiveness of Indonesian products in the international market.

Topicality. The inconsistency in carrying out scientific and technical and innovation policy during the years of Ukraine's independence has led to a significant technological lag behind the developed countries of the world. As a result, the low level of competitiveness of domestic industrial enterprises has become. In such circumstances, considerable importance is the creation of proper conditions for formation of an integrated national system to effectively transform new knowledge into new technologies, products and services that find their ultimate consumers. Aim and tasks. The aim of the article is to study, evaluate and identify the strengths and weaknesses of the country in providing the prerequisites for the innovation development of Ukrainian industrial enterprises. Research results. The article analyzes the main prerequisites for the formation of innovation system in Ukraine revealed strengths and weaknesses of the country's position in ensuring these prerequisites for innovative industrial development. The main directions of improvement of the components of the national innovation system are determined. Conclusions. The results of the analysis of the effectiveness of the national innovation system testify that in Ukraine, unfortunately, satisfactory prerequisites for the innovative development of industrial enterprises have not yet been formed. Having educated and professionally trained people who can create, share and use knowledge inspires some optimism, because intellectual capital of Ukraine - a point of growth for the economy. About that. in the conditions of an open market and borders, in the absence of economic freedoms and satisfactory social standards, our human capital will be the point of growth for foreign economies. The success of the modern state is defined by the ability to generate and commercialize knowledge and information as well as reforms to create an innovative economy and particularly for the innovative development of industrial enterprises should be a priority in most economic strategy.
