Women entrepreneurs have progressively gained more space in what is mostly a man-dominated business world. However, a considerable gender gap in the likelihood of starting a business venture still exists in most countries in the world. Such gap can vary depending on the country and on its socio-cultural, legal and economic conditions among others. In this paper, Hofstede’s cultural dimensions and the Human Development Index of 55 countries are tested in order to identify what factors have a positive effect on the gender gap. Results indicate that the most influential factor is the Human Development index, meaning that the more developed a country is, the lower the gender gap in the entrepreneurship is. In addition, the results also indicate that a lower level of gender gap is also observed in rather individualistic, pragmatic and risk-adverse cultures.

Corruption in government organizations is an important and relevant topic to study because of its impact on the state in terms of financial losses and a decrease in the quality of human development. This study is also relevant because previous analyses are still limited in their modeling and measuring comprehensive fiscal decentralization variables. This study aims to examine the effect of fiscal decentralization and quality of government on the level of corruption and the impact of corruption on the human development index. The sample of this paper comprises 113 local governments on the island of Java, Indonesia, for the period 2015–2018. Statistical testing was carried out using Partial Least Squares-Structural Equation Modeling (PLS-SEM). The test results show that fiscal decentralization has a positive effect on corruption with a path coefficient of 0.100 and is significant at 5% alpha. Likewise, poor governance (proxied by internal control weaknesses) has a positive effect on the level of corruption with a coefficient of 0.062 and is significant at an alpha of 10%. The results of the PLS-SEM test also show that corruption has a negative impact on the human development index with a coefficient of –0.206 and is significant at 1% alpha. The practical significance of this study is the importance of the internal control system reliability as a complementary variable for fiscal decentralization to prevent corruption.

Livestock sector plays an important role for regional economy. Physical and social planning is one strategy to spur economic growth, so it must be well planned. The aims for this research were: 1) to study physical and social planning of duck farmers’ income; 2) to study development planning. The location of the research was determined purposively because the district was the center of duck farming in Riau. Sampling of 180 farmers was taken using Purposive Sampling. Physical factors consist of population and livestock production while livestock social factors consist of unemployment rate, population of poor people and Human Development Index (HDI). The positive influence of physical and social planning of livestock on the income of duck farmers and regional development was analyzed using path analisys. Based on the results of path analysis, 1. the planning of Human Development Index (HDI), population of poor people, unemployment rate, livestock production and total of duck population have a positive effect on the income of duck farmer 2. Farmer duck income, HDI, population of poor people, unemployment rate, duck production and rate of duck populations have a positive effect on the development of the area in Rokan Hulu. Based on the results of the research, it is recommended that the Rokan Hulu government makes efforts to empower duck farmers in order to increase duck farmer income, to improve the HDI, to reduce population of poor people and unemployed rate, to increase productivity of duck livestock, to absorb labor in the field of duck farming as one indicator of regional development and to make efforts to provide business capital for people's livestock in duck farming

This study aims to see the effect of fiscal need variables on the allocation of the General Allocation Fund (DAU) in the islanding area by three regional categories based on topography. The independent variables used were population, area, human development index, construction cost index, and GRDP. The research method used is multiple linear regression analysis and ANOVA test. The results of this study indicate that the population, the Human Development Index, the Construction Cost Index and the GRDP per capita have a positive effect on the DAU, while the area has a negative effect on the DAU. Different test results show that between categories 1 and 3, categories 2 and 3 have different DAU levels. The findings show that non-island regions receive higher DAU allocations than archipelagically characterized areas. The results of category 3 regional GRDP show no influence on DAU allocation.
