In his monograph The Burden of the Empire. The Administrative Policy of Russia in Central Asia. Second Half of the 19th Century, D. V. Vasilyev analyses imperial Russian policy in the region, focusing on the administration of the steppe provinces and Russian Turkestan between 1865 and 1891. This approach allows the author to observe the evolution of views of the central and regional authorities responsible for the administration of these regions and compare broader imperial policy. The monograph is innovative, as it provides a parallel examination of Russian policy in the steppe provinces and in Russian Turkestan, with the author analysing draft regulations in chronological order. The measures taken to adapt the administrative system in both regions are considered at specific stages of their development. Vasilyev refers to new archival materials, which should be of interest both to researchers of the imperial Russian policy in Central Asia and specialists in the administrative and legal history of the Russian state. Careful and comprehensive analysis of the sources offers the reader an informed perspective on these documents and makes it possible to trace specific aspects and changes in imperial policy.

The ideas of conservative modernization of Russian society are currently very relevant. However, the concept of «conservatism» in modern discourse is very ambiguous, and most importantly, not fully relevant to the complex of domestic socio-political and religious-philosophical ideas that have developed since the existence of the Old Russian state. A much more precise definition in this regard is the concept of “Khranitel’stvo”, which organically developed in the Russian tradition almost until the end of the 19th century and which is a unique and original phenomenon of the intellectual culture of Russia. On the basis of large historical and theoretical material, the authors of the monograph study the ideological origins, essence and evolution of «Khranitel’stvo» as a specific socio-political direction of Russian thought.

The paper contains analysis of development tendencies of the Russian Empire foreign trade with Central Asian khanates in the first quarter of the 19th century. The authors found that the Russian State didnt pay much attention to the Asian customs policy in this direction for a long time. It was due to the fact that the trade with Central Asian khanates was of exchange and caravan character. The author came to the conclusion that the heads of the Orenburg Region - military and civil governors - made great efforts to change that situation and made special rules for the foreign trade development in the Orenburg Region. It promoted commodity turnover increase. The author proved that in the first quarter of the 19th century the most important element of Central Asian trade development crisis in the Orenburg direction was the fact that merchants from Central Asia dominated Russian merchants in the numerical ratio. However, the ministry of finance and E.F. Kankrin refused to forbid Central Asian merchants to trade at internal Russian fairs as it would result in stagnation in trade and would make prices for goods higher. This problem for the first quarter of the 19th century couldnt be solved as it was connected with the geopolitical status quo existing in the region. It only started to get solutions with an active military advance of Russia to Central Asia in the second half of the 19th century.

The Department of Manuscripts of the Russian State Library contains letters of Hegumen Ieron (worldly Ivan Nosov-Vasil’yev), Schemamonk Innokentiy (worldly last name — Sibiryakov) and Iosif the monk, the brethren of New Athos Monastery, named after Simon the Canaanean, to Archimandrite Leonid (worldly Lev Kavelin), Rector of the Trinity-Sergius Lavra, a prominent scientist, a prominent scholar of the Russian Orthodox Church, one of the most enlightened priests of the 19th century. In 1885, the book “Abkhazia and New Athos Monastery, Named after Simon the Canaanean, in It” by Archimandrite Leonid was a real event. The published letters were written by the brethren of the monastery, people of different cultural levels; but they are all imbued with a sense of gratitude to the author, who wrote a book about their holy monastery, which they love and care about the improvement of. Hegumen Ieron’s letters contain numerous details about the opening of Pitsunda Monastery as a skete of New Athos Monastery, about the restoration of the ancient Pitsunda temple, about its beautification and the forthcoming consecration. Schemamonk Innokentiy’s letters provide detailed information about the history of the Monastery, as well as some cartographic data needed by Archimandrite Leonid for his book. Monk Iosif ’s letter contains details of the economic life of the monastery.

The history of the Russian Magneto-Meteorological Observatory (RMMO) in Beijing has not been extensively researched. Sources for this information are Russian (the Russian State Historical Archive, Saint Petersburg Branch of the Archive of the Academy of Sciences, Russian National Library) and Chinese (the First Historical Archive of Beijing, the Library of the Shanghai Zikavey Observatory) archives. These archival materials can be scientifically and methodologically analyzed. At the beginning of the 18th century, the Russian Orthodox Mission (ROM) was founded in the territory of Beijing. Existing until 1955, the ROM performed an important role in the development of Russian–Chinese relations. Russian scientists could only work in Beijing through the ROM due to China’s policy of fierce self-isolation. The ROM became the center of Chinese academic studies and the first training school for Russian sinologists. From its very beginning, it was considered not only a church or diplomatic mission but a research center in close cooperation with the Russian Academy of Sciences. In this context, the RMMO made important weather investigations in China and the Far East in the 19th century. The RMMO, as well as its branch stations in China and Mongolia, part of a scientific network, represented an important link between Europe and Asia and was probably the largest geographical scientific network in the world at that time.

The Uyghurs comprise a Turkic-speaking and predominantly Muslim nationality of China, with communities living in the independent republics of Central Asia that date to the 19th century, and now a global diaspora. As in the case of many national histories, the consolidation of a Uyghur nation was an early 20th-century innovation, which appropriated and revived the legacy of an earlier Uyghur people in Central Asia. This imagined past was grounded in the history of a Uyghur nomadic state and its successor principalities in Gansu and the Hami-Turfan region (known to Islamic geographers as “Uyghuristan”). From the late 19th century onward, the scholarly rediscovery of a Uyghur past in Central Asia presented an attractive civilizational narrative to Muslim intellectuals across Eurasia who were interested in forms of “Turkist” racial thinking. During the First World War, Muslim émigrés from Xinjiang (Chinese Turkistan) living in Russian territory laid claim to the Uyghur legacy as part of their communal genealogy. This group of budding “Uyghurists” then took advantage of conditions created by the Russian Revolution, particularly in the 1920s, to effect a radical redefinition of the community. In the wake of 1917, Uyghurist discourse was first mobilized as a cultural rallying point for all Muslims with links to China; it was then refracted through the lens of Soviet nationalities policy and made to conform with the Stalinist template of the nation. From Soviet territory, the newly refined idea of a Uyghur nation was exported to Xinjiang through official and unofficial conduits, and in the 1930s the Uyghur identity of Xinjiang’s Muslim majority was given state recognition. Since then, Uyghur nationhood has been a pillar of Beijing’s minzu system but has also provided grounds for opposition to Beijing’s policies, which many Uyghurs feel have failed to realize the rights that should accord to them as an Uyghur nation.

Mikhail Speranskiy, an outstanding Russian statesman and legislator of the first half of the 19th century, was Governor-General of Siberia from 1819 to 1821. The main result of this moment in his career was the government reform in Asiatic Russia as well as the formulation in 1822 of a set of codes – rules and regulations – for Siberia and its peoples. Speranskiy tried to incorporate his theories on state and law into these codifications. One of these codes was the Rules on the Siberian Kirghiz which provided for a reform of the government system of the Kazakhs (‘Kirghiz’ in the Russian pre-revolutionary tradition) of the Middle Horde, who were under the control of Siberian regional authorities. The Middle Horde became a place where Speranskiy could experiment with his ideas. Previous researchers have paid more attention to the consequences of the promulgation of the ‘Rules on the Siberian Kirghiz’ for the later history of Kazakhstan. This paper clarifies which specific ideas of Speranskiy on state and law the Rules on the Siberian Kirghiz reflect, and answers the question of whether they had practical importance. A substantial part of the ‘Rules on the Siberian Kirghiz’ was, in fact, ineffective and would not be used in practice because of Speranskiy’s lack of knowledge of the Kazakhs, and his underrating of their political and legal level. At the same time, the authority of Speranskiy in 19th century Russia as legislator and reformer was so high that his Rules on the Siberian Kirghiz remained in force until the 1860’s, when the next substantial administrative reforms of the Kazakh steppe took place.

AbstractThe only surviving copy of a Testament of Ivan the Terrible stems from the beginning of the 19th century with a watermark from 1805. In January 1822 the director of the Foreign Office's archive, Aleksei Malinovskii, sent the testament to the historian and novelist Nikolai Karamzin, who was working on his History of the Russian State, and who published it in the commentary to the ninth volume of the History. An analysis of Aleksei Kurbatov's and Vasilii Tatishchev's alledged authorship of the testament's preface and commentary leads to the conclusion that the testament displays the literary devices of a fictional text. The preface presents a story complete with the grammatically ambiguous signature ,,A. Kurbatova“, a host of conflicting dates and several lost copies of a lost original. The argument for Tatishchev's authorship rests solely on some peculiarities concerning the publications of his personal copy of the Sudebnik of 1550. The questions surrounding the testament are resolved easily when one takes into account the literary hints and regards the text as an early 19th-century mystification.

The purpose of the presented thesis is to show a figure of one of the directors of the Jagiellonian Library in the 19th century, a professor at the Jagiellonian University and historian – Józef Muczkowski. In the thesis, the Professor’s personal life has been presented in chronological order, as well as his achievements in the professional field and his scientific accomplishments. The thesis consists of seven chapters, each dealing with issues related to the individual stages of the Professor’s life. Special attention has been focused on the process of intellectual and scientific development of Józef Muczkowski from his birth, through youth, to the period of holding office of the director of the Jagiellonian Library, and finally up to the last days of his life. Large part of the work is devoted to changes that were implemented by the Professor during the period when he was the Jagiellonian Library director. It concerns, among others, the organisation of library collections and complete reconstruction of the library building which is located within the Collegium Maius edifice. The thesis also introduces a broad spectrum of activities undertaken by the Professor in the political field. Presentation of profiles of his loved ones and relationships that connected him with his family and other people of science constitutes important part of the work because it connects all chapters. The thesis is based largely on unpublished sources, such as manuscripts, numerous fragments of official letters and the Professor’s correspondence. Analysis and interpretation of many types of information sources, followed by their elaboration and organisation, allow to fill the “information gap” regarding the person of Józef Muczkowski. As a result, by recreating Józef Muczkowski’s professional path, the thesis also supplements the information resource of history of the Jagiellonian Library in the first half of the 19th century.

The history of the language policy of the Turks begins with the work Divanu lugat at-turk, written by Mahmud Kashgari in the 11th century. Despite the fact that the XI-XVII centuries were a mixed period for the language policy of the Turkic states and communities, it contained many guiding and important questions for subsequent stages. Issues of language policy, originating from the work of Kashgari, continued with the publication in 1277 of the first order in the Turkic language by Mehmet-bey Karamanoglu, who is one of the most prominent figures in Anatolian Turkic history, and culminated in the creation of the impeccable work Divan in the Turkic language by the great Azerbaijani poet Imadaddin Nasimi who lived in the late XIV - early XV centuries. Later, the great Uzbek poet of the 15th century, Alisher Navoi, improved the Turkic language both culturally and literally, putting it on a par with the two most influential languages of that time, Arabic and Persian. The appeal to the Turkic language and the revival of the Turkic language in literature before Alisher Navoi, the emergence of the Turkic language, both in Azerbaijan and in Anatolia and Central Asia, as well as in the works of I. Nasimi, G. Burkhanaddin, Y. Emre, Mevlana, made this the language of the common literary language of the Turkic tribes: Uzbeks, Kazakhs-Kyrgyz, Turkmens of Central Asia, Idil-Ural Turks, Uighurs, Karakhanids, Khorezmians and Kashgharts. This situation continued until the 19th century. This article highlights the history of the language policy of the Turkic states and communities.

In the article, on the basis of documents of the Russian State Historical Archive (RGIA) that have not been previously introduced into scientific circulation, the activities of N. I. Ivanov, a famous merchant of the second half of the 19th century in the Turkestan General Government, which became rich on military supplies to the Russian army during the period of conquests in Central Asia is given. For the first time in Russian historiography, the functioning of the Central Asian Commercial Bank (1881-1911) - the first commercial bank in Russian Turkestan, founded by N. I. Ivanov. The activity of private financial institutions in Central Asia is analyzed.
