Relevance. The spread of the coronavirus infection and the ensuing economic restrictions significantly influenced the main parameters of the socio-economic development of Russia and its territories, affecting the growth rate, production structure, territorial differentiation and competitiveness of Russian regions. Purpose of the study. The key goal of the study was to identify the socio-economic changes in the development of the country and its regions during the pandemic. Data and Methods. The analysis relies on open data on the socio-economic development of Russian regions for 2019–2021 (monthly, quarterly and annual periods), posted on the official website of Rosstat. Methodologically, the study is based on the comparative analysis of the data for the federal districts and their regions. Results. The study describes the main trends in the development of industry, trade, paid services, and investment potential and in the dynamics of unemployment and income in federal districts and regions. The first wave hit Russian regions the hardest due to the rigorous restrictions. Although no sharp recession was detected during the second wave, the stagnation in the key sectors persisted. The third wave is expected to have the same impact as the second. Conclusions. After the second wave subsided, there was a revival of economic activity in the spring of 2021. However, this has not turned into a steady trend yet. The coronavirus pandemic affected the competitiveness of regions. The importance of certain factors (including those related to resource potential) decreased during the pandemic, while the role of the competitive position of regions in the distribution of federal budget transfers increased.

This article presents the results of a cluster analysis of the regions of the Russian Federation in terms of the main parameters of socio-economic. The major objective of the article is to develop a method for the division of the Russian regions into clusters in order to improve the quality of the policymaking process. The authors studied and analyzed the domestic and foreign (Eurostat) methodology for assessing the socio-economic development of territories. The major results of the study are the determination of the main parameters of territorial differentiation and identification of the key indicators that affect the socio-economic development of Russian regions. The authors have carried out a classification of the constituent entities of the Russian Federation not in terms of territorial location and geographical features, but in terms of the specifics and key parameters of the socio-economic situation into 4 clusters. The results of the cluster analysis allow specifying specific areas, where state control and interference is needed in order to ease the economic and social inequity in Russia and cease social unrest.

Typologization of rural areas, taking into account differences in population density and level of socio-economic development, is necessary to identify “growth points” and strategic sustainability benchmarks. The method of integrated assessment of the level of socio-economic development of rural territories is proposed, according to which the grouping of Russian regions is carried out. Applying data on rural population density to the results of calculations allowed us to identify 12 typological groups, in the context of which unified recommendations on sustainable development of territories should be formed.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.

Subject. The modern economic development strongly depend on a powerful regulator, such as grand challenges, which have become a critical barrier, requirement, level that should be attained. Considering the grand challenges, the country set up goals and tasks for the coming period and adjusts operations of economic agents. Therefore, it is necessary to assess the gap between the absolute and current market potential with reference to qualitative and quantitative indicators. The study is called to assess whether Russia is prepared for the existing and arising grand challenges. We also determine risk mitigation methods and the probability of negative scenarios. Objectives. We determine and evaluate the level of socio-economic risks for Russia to respond to the grand challenges. We also pinpoint key directions for the Russian regions to continue their socio-economic development in order to promote their further economic growth. Methods. The study presents the economic-mathematical modeling of the nexus among factors that determine socio-economic risks of the GRP dynamics to find their mitigation methods. In the study, the logit-model with dummy variables that attribute the regions to certain clusters. Results. We analyzed and classified risks of the Russian regions by 10 integral indicators. The article shows homogeneous regional zones exposed to similar socio-economic development risks. We also carry out the multivariate classification of the Russian regions by the risks assessed. As the findings show, the Russian regions strongly differ by socio-economic risks. The article spotlights priorities of the socio-economic development of the constituent entities of the Russian Federation. Conclusions and Relevance. As their key development vector, the Russian regions need to overcome the technological gap, mitigate the S&T potential risk and a drop in the innovative activity of the economy.

The article is devoted to the problems of socio-economic differentiation of municipalities, the excessive manifestation of which forms a threat to the integrity of the socio-economic and territorial space of the region. In order to avoid crisis manifestations of intraregional inequality, it is necessary to constantly monitor the state and trends of socio-economic development of the territories, which will ensure the timely elimination of growing imbalances. To this end, the article proposes a methodological approach to assessing the level of differentiation of socio-economic development of municipalities in the region, which determines the stage of unevenness and analyzes the nature of changes in the processes of interterritorial inequality in the region. The proposed methodology provides for an assessment of the depth and scale of territorial differentiation by individual indicators, which allows us to identify the «pain points» of the socio-economic development of the region. To assess the overall level of socio-economic differentiation, an integral indicator is calculated that reflects the degree of deviation of the main parameters of the municipality from the regional average. Based on the results obtained, the territories are grouped according to the degree of differentiation, which makes it possible to justify the choice of measures and tools of regulatory influence on the development of individual municipalities by regional authorities. The methodology was tested on the example of the municipal districts of the Khabarovsk Territory. The study showed that the territories of the region are characterized by a critical level of the gap in the state of their socio-economic parameters, which is constantly growing. The results of the study can be used in the activities of the executive authorities of the region.
