The article is devoted to the problems of socio-economic differentiation of municipalities, the excessive manifestation of which forms a threat to the integrity of the socio-economic and territorial space of the region. In order to avoid crisis manifestations of intraregional inequality, it is necessary to constantly monitor the state and trends of socio-economic development of the territories, which will ensure the timely elimination of growing imbalances. To this end, the article proposes a methodological approach to assessing the level of differentiation of socio-economic development of municipalities in the region, which determines the stage of unevenness and analyzes the nature of changes in the processes of interterritorial inequality in the region. The proposed methodology provides for an assessment of the depth and scale of territorial differentiation by individual indicators, which allows us to identify the «pain points» of the socio-economic development of the region. To assess the overall level of socio-economic differentiation, an integral indicator is calculated that reflects the degree of deviation of the main parameters of the municipality from the regional average. Based on the results obtained, the territories are grouped according to the degree of differentiation, which makes it possible to justify the choice of measures and tools of regulatory influence on the development of individual municipalities by regional authorities. The methodology was tested on the example of the municipal districts of the Khabarovsk Territory. The study showed that the territories of the region are characterized by a critical level of the gap in the state of their socio-economic parameters, which is constantly growing. The results of the study can be used in the activities of the executive authorities of the region.

The article analyzes the existing approaches and methods to assess the economic security of the region. Certain features were identified during assessing the level of economic security of the region, namely: there are different approaches to the formation of a system of indicators for assessing the economic security of regions, their number, aggregation; the complexity of calculating indicators; availability of information; mathematical tools that are used to calculate indicators of economic security of regions. As a result of the analysis, a comprehensive approach to assessing the economic security of regions is proposed, which involves a sequence of certain stages: 1) grouping of the regions of Ukraine using cluster analysis methods according to the main socio-economic indicators to determine the state of their socio-economic development; 2) calculation of the integral indicator of the economic security of the region using a fuzzy-logical approach, which will allow comparing the state of the economic security of the region both with other regions of Ukraine and with regions of other countries of the world; 3) assessment of the level of threats that affect the economic security of the region using expert assessments for 7 groups of threats (industrial and technological nature; financial; organizational and legal; social and demographic; technogenic environmental; environmental pollution; information); 4) SWOT analysis for the study the strengths and weaknesses of the region, threats and opportunities, in order to further use the data obtained to develop a concept and strategy for the activities of regional authorities to improve the socio-economic situation of the region. 5) the use of an effective approach, which is based on the assessment of GRP per capita, as a generalized indicator of the economic security of the region, to assess the possibility of economic growth in the region.

The article proposes a new methodological approach to understanding corruption threats to economic security on a national-state scale, based on the formation of a model for the system of strategic analysis, management and prevention of risks in the sphere of socio-economic development of the state. The article considers the approaches to the interpretation of the category "shadow economy", which causes a variety of approaches to assessing the impact of the shadow economy on the socio-economic development of Ukraine. The spread of the pandemic and the complication of economic conditions, formed as a result of the introduction of forced restrictive measures, have led to the growth of the shadow economy in Ukraine. The index of shadowing of the economic sphere in relation to the inflation index and the level of the state budget deficit has been studied. The factors that led to the shadowing of the economy and caused the growth of the share of the shadow sector in the economy of Ukraine are highlighted. The main components of shadow employment are identified. Business entities operating in the shadow sector have significantly more competitive advantages and much higher efficiency than legally operating businesses. As a result, such enterprises are an obstacle to the flow of funds to the budgets of all levels of the country, and as a consequence, have a negative impact on socio-economic development in general. In recent years, state budget expenditures have been growing too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation and, consequently, negatively affects the socio-economic security of society. Budget expenditures are closely linked to public policy, which allows the state to curb the level of economic shadowing through measures to reform relevant areas. It is investigated that the State budget expenditures grow too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation. The paper substantiates the reasons for the growth of the shadow economy and identifies the main measures to reduce shadow employment, the manifestations of which are the deformation of social and economic institutions of the state. The de-shadowing of the economy provides citizens with the right to social protection, in the form of social guarantees in case of unemployment, temporary incapacity for work, accidents or occupational diseases during official work, pensions, etc.

The issue of the country's socio-economic development and analysis of its dynamics arises within the context of the transition to a market economy. The aim of the research is to consider the state of socio-economic development of the regions of Ukraine on the basis of the generalized multicriteria indicator, cluster analysis, as well as the multidimensional nonlinear regression model. To trace the presence of differentiation in the socio-economic development of the regions of Ukraine is especially important. The analysis implemented in the Thesis covers the widest range of indicators of the socio-economic condition of the regions of the country. An integral indicator of the socio-economic condition of the subjects of Ukraine has been offered as the main characteristic. The state statistical data have been used to construct a generalizing indicator. Ranking, as well as clustering of the country regions according to the selected indicators, makes it possible to more accurately determine which of them are the most developed. A multidimensional nonlinear model for forecasting the level of income of the Ukrainian population has been constructed on the basis of correlation and regression analysis. Conducting a comparative assessment of the socio-economic development of Ukrainian regions using integral indicator methods and cluster analysis, made it possible to identify a group of regions of Ukraine with a similar combination of feature values, as well as to determine the place and role of each of them in the national economy. This is of great importance for the development of the most crucial target programs for the economy, investment directions, and state support of lagging regions. The correlation regression model constructed has made it possible to identify the factors of the greatest impact on the change of population income levels, to determine the absolute and relative influence of the factors on the output indicators, and also to provide a reliable estimate of the future level of the output indicator, taking into account various conditions of the country's socio-economic development.

Introduction.The article is devoted to the revealing of the tendencies of social and economic development and to economic security of the territories. The research summarizes the concept of economic security of the territory and the ways of its evaluation, also presents the author’s methodology for determining the trends in the development of municipal areas by the context of economic security on the example of Omsk region.Materials and methods.Indices of economic security in the economic, social and financial spheres and an integrated index are calculated, basing on the data of the Territorial Body of the Federal State Statistics Service for Omsk Region, which characterize the socio-economic development of municipal regions. The grouping of the obtained values and their visualization with the help of GIS technologies helps to demonstrate the development tendencies of the municipal areas of Omsk region.Results.The article substantiates the ways of grouping the indices of economic security and their visual representation for assessing the trends of socio-economic development of municipal areas. As a result, the tendencies of social and economic development of the municipal districts of Omsk region in 20142016 are demonstrated in the context of economic security based on the author’s methodology.Discussion and conclusions.The revealed positive trends in the development of municipal districts’ economy of Omsk region are offset by negative trends in the social sphere. Therefore, most of the municipal districts of Omsk region are classified as “moderate implementation of threats” to the level of economic security in 2016. The revealed tendencies reflect problematic issues, to which the municipal and regional authorities of Omsk region should pay special attention.

The consolidation of economic security of the state, its protection against all external threats should become one of the main directions in the realization of budget expenses in short-term and in long-term prospects. According to this conception, budget expenses are to finance top-priority components of economic security.Some theoretical and methodological approaches concerning the analysis of the influence of budget instruments on parameters of economic security and socio-economic development of the country are suggested.For conducting this investigation, certain econometric models with the best functional forms have been selected and analysed. The most important instruments in budget policy such as state buying, expenses for fundamental investigations, expenses for economic development and expenses for social sphere have been considered under the condition of the Ukrainian economy. The influence of budget instruments on certain parameters that characterize the economic security of the state has been worked out in detail. As a result of the investigation, the main threats for the Ukrainian economic security have been formulated and the ways out have been proposed.The authors state that in the process of the investigation almost all budget instruments have a positive influence on the level of Ukrainian economic security, they stimulate economic development and increasing of social living standards of the population.

Relevance of the research topic. Socio-economic development, which is the main task and simultaneously an instrument for ensuring the effective functioning of the country and increasing the well-being of its population, is directly dependent on the effectiveness of fiscal policy. The choice of forms, methods and models of budget regulation allows to achieve the achieved results by allocation and redistributing the gross domestic product according to the priorities of ensuring economic growth. However, at the present stage, the danger of destructive influence on the budget system of endogenous and exogenous factors of influence increases. Highlighting issues become relevant in the face of increasing integration processes and financial globalization. It is important to develop the institutional framework for budget security, the expansion the system factors and indicators that characterize it, in accordance with international requirements and standards. Setting the task, the purpose of the study. The task of the study is to analyze the budget security characteristics. The aim of the study is to reveal the methodological and practical provisions of the formation Ukraine budget security in the context of the institutional modernization of the economy and to determine the directions of its increase by means of fiscal regulation. Method or methodology for conducting research. The country's budget security is one of the main indicators of the level of development of the financial system. Providing long-term sustainability of public finances, balancing social and economic development is a priority task of state authorities. The main indicators of Ukraine's budget security show that there are destabilizing factors, but effective budget regulation will minimize their negative impact on the pace of economic growth. It is advisable to increase the level of budgetary discipline, improve medium-term budget planning and forecasting, form an effective strategy for managing public debt and budget deficit.

Formulation of the problem. Economic safety is a conception which estimates the modern state of national economy. Therefore, economic safety depends on the level of economic development. The purpose of the research analyze еconomic security, which protects national interests, implements the development of the national economy and supports its adaptation to the economic interests of state bodies. The object of the research is the process of modeling of economic security is a concept that assesses the current state of the national economy. The hypothesis of the research is the dynamics of the socio-economic development of the state is one of the conditions ensuring its economic security. Along with the protection of the country's national interests, economic security is the readiness of state bodies to ensure the real development of the country's economy in accordance with national interests and the socio-economic stability of society. The dynamism of the country's socio-economic development is a necessary condition for ensuring its economic security. There are a number of tasks that determine economic security, one of them is the assessment of its geopolitical state and the protection of the national interests of the state. All this is analyzed in detail in the article on the example of Azerbaijan. The originality and practical significance of the research. The article deals with the problem of uneven socio-economic development of the regions of the Russian Federation as a threat to the economic security. In the Russian Federation, as one of the most likely threats to the economic security of a country, the localization of which should be the focus of the activities of federal authorities, is the increasing unevenness of the socio-economic development of regions. Differences in the level of socio-economic development of regions, the presence of depressed, crisis and economically backward areas, disruption of production and technological ties, as well as the widening gap in the level of production of national income per capita between individual subjects of the Russian Federation - all this creates real threats economic security of the country. The article presents an analysis of the development of regions, as well as a list of measures necessary for the state to solve existing problems.

The subject of the research is the formation of a comprehensive interconnected set of regulatory mechanisms for the socioeconomic development of the Arctic macro-region to meet the new economic requirements. The purpose of the research was to develop an adapted set of tax and customs regulatory mechanisms for the development of the Arctic Area of the Russian Federation from the standpoint of strengthening the national interests and economic security of the country and to identify the main problems in the establishment of a system for financial support and stimulation of the socio-economic development of the Russian Arctic Area. The relevance of the research is due to the fact that the development of the Russian Arctic Area having a substantial natural resource and economic potential determines to a great extent the economic security and sustainable development of the country. The dynamically changing geopolitical and economic situation necessitates seeking new approaches to the formation of the country’s Arctic financial policy alongside the development of effective mechanisms for its implementation in order to ensure sustainable socio-economic development of the Russian Arctic Area. Conclusions: a set of tax and customs mechanisms for the implementation of the state Arctic financial policy was proposed from the standpoint of strengthening national interests aimed at the promotion of investment, business and research activities in the Russian Arctic Area. The comprehensive use of the proposed regulatory mechanisms will improve the effectiveness of investment and financial decisions in the implementation of the state Arctic policy.
