Currently, the construction industry needs to reduce material and technical, energy, labor, and as a result, financial costs, reduce the risk of injury in the production process and improve the quality of finished products through mechanization and automation, increases interest in the possibilities of additive technologies in the construction of structures of buildings and structures. Every year, the volume of work on the construction of objects using 3D technologies is growing quite intensively and this is becoming more and more relevant. The high rate of construction, the lack of decking, the reduction of the possibility of design deviations, thanks to the accuracy of the 3D printer, the widespread use of curved structures, which allows not only to reduce stress, but also to increase the level of stylistic quality, all this creates a demand for additive technologies. This article presents the results of experiments that allow us to continue the development in the field of optimizing the composition of building mixes in experimental construction with the use of 3D printing, since in the Russian Federation, a direction in the field of research of building materials for additive technologies is emerging. This article presents the results of optimizing the composition of building mixes used for additive technologies for the Lipetsk region, since it includes blast furnace slag, which is a by-product of PJSC Novolipetsk Metallurgical Combine. As a result of tests of the concrete mixture, it was found that the density is 1940.3 kg/m3, the setting time: the beginning — 3 hours 20 minutes, the end — 4 hours, the mobility of the cone immersion, 3.40 mm, the strength (28 days): compressed — 30.4 MPa, bending — 4.7 MРа. The data indicate that the resulting mixture has the necessary rheological properties and optimal setting times and can be used for the construction of buildings and structures using 3D printing. Thus, the results of this work will allow us to continue the development in the field of optimizing the composition of building mixes in experimental construction using 3D printing, since in the Russian Federation, a direction in the field of research of building materials for additive technologies is emerging.

The author analyses the factors, which affected the volume of actual costs of investment-and-construction projects in 2020-2021 most of all. The three major factors, including price dynamics in the market of building materials, situation in the market of construction tools and equipment as well as the trends in the transport-and-logistic sphere are considered. The order of modification of the Technique of drawing up the estimate of the contract on the project, caused by the growth of costs for the used materials is described. The conclusions on the prerequisites of the rise in price of the realization value of the construction projects in current and following year are drawn.

This work describes the specific features of the influenza virus circulating in the period from October 2015 to March 2016 in 10 cities of Russia, the basic laboratories of CEEI at the D.I. Ivanovsky Institute of Virology “Federal Research Centre of Epidemilogy and Microbiology named after the honorary academician N.F. Gamaleya” of the Ministry of Health of the Russian Federation. The increase in the morbidity caused by influenza viruses was detected in January-February 2016. The duration of the morbidity peak was 4-5 weeks. The most vulnerable group included children at the age from 3 to 6; a high rate of hospitalization was also detected among people at the age of 15-64 (65%). In clinic symptoms there were middle and severe forms with high frequency of hospitalization as compared with the season of 2009-2010, but much higher in comparison with the season of 2014-2015. Some of the hospitalized patients had virus pneumonias, half of which were bilateral. Among these patients, 10% were children; 30%, adults. The mortality in the intensive care unit of the hospital was 46%. Almost all lethal cases were among unvaccinated patients in the case of late hospitalization and without early antiviral therapy. The predominance of the influenza A(H1N1)09pdm virus both in the Russian Federation and the major part of the countries in the Northern hemisphere was noted. The results of the study of the antigenic properties of influenza strains of A(H1N1)pdm09 virus did not reveal any differences with respect to the vaccine virus. The sequencing data showed the amino acid substitutions in hemagglutinin (receptor binding and Sa sites) and in genes encoding internal proteins (PA, NP, M1, NS1). Strains were sensitive to oseltamivir and zanamivir and maintained resistance to rimantadine. The participation of non-influenza ARI viruses was comparable to that in preliminary epidemic seasons.

In April 2020 we commemorate the 90th birthday of the major scientist, doctor of technical sciences, Professor Eduard Mechislavovich Krisiyk. A new field of research on radiation-hygienic assessment of the natural sources of ionizing exposure and limitation of the public exposure has been developed under his scientific supervision and personal participation. For the first time in the international practice E.M. Krisiyk as the main author developed the requirements for the concentration of the natural radionuclides in the building materials; as the co-author – in phosphoric fertilizers, indicated the necessity of their radiation control. His scientific results were included into various Russian legislative and methodical documents: Federal state law “On the radiation safety of the public” in 1996, Norms of the radiation safety NRB-96 and NRB-99, Basic sanitary rules on the provision of the radiation safety OSPORB-99, Federal targeted program “Radon”, various guidelines. His scientific school, his flock and followers are successfully developing the scientific-methodical basics of the regulation of the natural exposure of the public of the Russian Federation at the current stage.

The purpose of the work is to analyze the incidence of gastroduodenal ulcer in the Republic of Mordovia in 2008–2017, and to give regional medical and social assessment of the pathology. Materials and Methods. The authors analyzed the data of the Scientific Research Institute for Organization and Informatization of Healthcare of the Ministry of Health and Social Development of the Russian Federation and the Regional office of the Federal State Statistics Service in the Republic of Mordovia on the incidence of peptic ulcer disease in the Republic of Mordovia between 2008 and 2017. Results. The paper shows that in the Republic of Mordovia gastroduodenal ulcer is a common disease. The overall morbidity rate in the Republic of Mordovia in 2008–2017 was lower than in the Russian Federation, but it was one of the highest among the Volga region districts. The highest rates of overall morbidity rate of gastroduodenal ulcer were observed among the population of the Chamzinsky, Ichalkovsky, Torbeevsky and Tengushevsky districts. Between 2008–2017, the level of primary morbidity among the population of Mordovia as a whole was lower than the average rate in the districts. The highest rates of primary morbidity of the population were in the Ichalkovsky district of the Republic of Mordovia. Due to the current situation in the Republic of Mordovia, namely, the high rate of gastroduodenal ulcer, it is necessary to look for ways to solve the problem by means of systemic preventive measures. Such measures can influence social and psychological aspects of health of the entire population. Conclusions. Analysis of gastroduodenal ulcer rate in the Republic of Mordovia in 2008–2017 demonstrates the necessity of comprehensive target republican program on the reduction of the disease level, improvement of clinical examination as well as therapeutic and diagnostic measures aimed at increasing patients’ compliance during treatment and improving the quality of their life. Цель работы – провести анализ заболеваемости язвенной болезнью желудка и двенадцатиперстной кишки населения Республики Мордовия за 2008–2017 гг. и дать региональную медико-социальную оценку данной патологии. Материалы и методы. Проанализированы данные ФГУ «ЦНИИ организации и информатизации здравоохранения Минздравсоцразвития России» и территориального органа Федеральной службы государственной статистики по Республике Мордовия по заболеваемости язвенной болезнью в Республике Мордовия с 2008 по 2017 г. Результаты. В работе показано, что язвенная болезнь желудка и двенадцатиперстной кишки в Республике Мордовия является распространенным заболеванием. Уровень общей заболеваемости населения в Республике Мордовия в 2008–2017 гг. ниже, чем в РФ, но является одним из самых высоких среди регионов Приволжского округа. Наиболее высокие показатели общей заболеваемости язвенной болезнью желудка и двенадцатиперстной кишки всего населения отмечаются в Чамзинском, Ичалковском, Торбеевском и Теньгушевском районах. Уровень первичной заболеваемости всего населения по Мордовии в целом в течение 2008–2017 гг. был ниже, чем в среднем по районам. Наиболее высокие показатели первичной заболеваемости всего населения – в Ичалковском районе Республики Мордовия. В связи со сложившейся в Республике Мордовия ситуацией, а именно из-за высокой заболеваемости населения язвенной болезнью желудка и двенадцатиперстной кишки, необходимо искать пути решения данной проблемы на базе системных мер профилактики. Подобные меры способны оказать влияние на социальные и психологические аспекты здоровья всего проживающего населения. Выводы. Анализ заболеваемости язвенной болезнью желудка и двенадцатиперстной кишки в Республике Мордовия за 2008–2017 гг. демонстрирует целесообразность создания комплексной целевой республиканской программы по снижению уровня заболеваемости, совершенствованию организации диспансеризации, лечебных и диагностических мероприятий, направленных на увеличение комплаентности при проведении лечения и улучшение качества жизни пациентов. Ключевые слова: язвенная болезнь, заболеваемость, региональные особенности.

The article presents the results of studies of compositions of intermetallic nickel alloy based on casting single-crystal rhenium containing VKNA-25 grade alloy for the manufacture of parts by the methods of additive technologies. It is shown that an increase in the carbon content, as well as carbide-forming elements, while observing the known conditions for the balance of chemical and phase compositions, made it possible to find the composition of the material for which the patent of the Russian Federation was obtained.

The article provides an overview of current regulatory acts of the Russian Federation on various aspects of the legal regulation of the use of additive technologies in domestic medicine. The authors draw attention to the question of the legal nature of bioprint organs. In the study, such methods of scientific knowledge were used as: general scientific dialectic, formal legal and comparative legal methods. At the same time, the author proceeds from the subjective-objective backside of processes and phenomena, as well as their relationship. This means that all people can use the technology of a new generation, which can cause a therapeutic or preventive effect. This condition is the need for the formation of new legal issues in this area through modernization.

In 2019 the regional budgets revenues grew at a high rate, including due to the outpacing growth of Federal transfers under the condition of the economic recession. Corporate income tax, personal income tax and excise tax receipts provided the growth of own income, while property tax receipts decreased. The growth rate of regional budget expenditures was significantly faster than the growth rate of revenues. The priorities of the subjects of the Russian Federation were healthcare and the national economy. High growth rates of expenditures did not always lead to an increase in the volume of public debt – its total amount decreased by the end of the year. Only in some regions of the Russian Federation there was a significant increase in the amount of debt. Estimates of possible budget revenue losses that regions will inevitably face in the context of the impending economic crisis allow us to identify a group of Russian regions for which these problems will be most acute.

The paper presents the results of the analysis of foreign and Russian experience in the field of research and development of new methods for the accelerated determination of frost resistance of concrete, as well as a description of the experimental method for determining frost resistance by exposing the tested samples to extremely low temperatures. The development of the building materials market, the improvement of construction and installation work technologies require the use of modern high-tech technologies and means, including in the implementation of construction control at unique construction facilities. Currently used regulatory documents of the Russian Federation and standards of foreign countries imply large time costs and high labor intensity. Foreign and domestic scientific research describes other methods of testing using expensive equipment, a large amount of mathematical calculations and mathematical modeling. Reducing the time interval for testing will slightly change. The developed experimental method takes into account the requirements of the regulatory documentation in force on the territory of the Russian Federation, and implies cyclic freezing of samples saturated in a 5% aqueous solution of sodium chloride at extremely low temperatures achieved by using liquid nitrogen. Based on the results of parallel tests in accordance with the requirements of regulatory documents and in accordance with the developed experimental method, a positive convergence of the results was obtained. A significant decrease in the time of testing to determine the frost resistance of concrete was recorded, which allows concluding that it is advisable to use this experimental method, especially if it is necessary to quickly control the quality of concrete at unique construction facilities.

Three-dimensional printing has several significant advantages over traditional methods of production: simplification and acceleration of the production process, versatility, low cost and a few others. As a result, additive technologies have quickly become a highly promising area with great potential in many areas of human activity, finding more and more points of application. Medicine is no exception. The development of three-dimensional printing in the field of medicine can not only solve a few pressing health problems, but also stimulate the progress of technology. To date, three-dimensional medical printing is used in the following areas: individual prostheses both temporary and permanent wear, surgical instruments, simulation manuals for training medical students and preoperative training of surgeons. Of interest is the joint application of additive technologies with cellular technologies – bioprinting. Despite its great potential, this activity is not sufficiently regulated, which is a serious obstacle to its development. The introduction into practice of the principles proposed in this work of the device and functioning of a specialized service – laboratory of additive medical production – should solve this problem and contribute to the rapid development of medical three-dimensional printing in the Russian Federation.
