Resumo Este trabalho tem por iniciativa entender e ampliar o debate acerca da necessidade do Planejamento Urbano e do desenvolvimento coerente dos centros urbanos, por meio da análise da ferramenta dos Planos Diretores Municipais de duas cidades do interior do Estado de São Paulo escolhidas a partir de características que as aproximam dentro de quatro categorias de análise (Mobilidade Urbana, ZEIS, Mecanismos de Preservação Ambiental e Mecanismos de Controle Social) considerando o contexto em que estas cidades estão inseridas e as suas características que as tornam únicas frente a qualquer outro município do Brasil, a fim de entender e mostrar que os Planos Diretores podem promover soluções, a curto, médio e longo prazo, para findar ou ao menos amenizar os problemas recorrentes da ocupação desordenada nas cidades, de modo geral. Abstract This paper has the initiative to understand and extend the debate about the necessity of Urban Planning and coherent development of urban centers, by the analysis tool of the Municipal Master Plans of two cities in the state of São Paulo chosen from characteristics that approach within four categories of analysis (Urban Mobility, ZEIS, Mechanisms of Environmental Conservation and Mechanisms of Social Control) considering the context in which these cities are located and their characteristics that make them unique compared to any other city in Brazil, in order to understand and show that the Master Plans can promote solutions in the short, medium and long term for ending or at least mitigating the recurring problems of disorderly occupation in cities in general.

Both Paris and São Paulo are cities which feature notably distinct occupation histories. As of secondary data and by means of a bibliographical review that sought to collate standpoints of authors engaged in the fields of urban planning and mobility - in addition to urban mobility systems ideation and development historians and scholars – the historical report wherein mobile impairments evolved at each of the mentioned large urban centres, was summarized into a case study, encompassing from emergence to the 20th. Century - a period both cities experienced pivotal transformations - although these took place in substantially diverse manners. To this effect, reasoning was also gathered so as to, in overview, characterize the challenges that urban mobility, for thousands of years, continues to bring about to cohabitation within restricted space, at large cities. Much conversely to being a recent matter of issue, it is a challenge that remains and changes, although some of its core elements have been found to be breathtakingly perseverant throughout history. Conclusion resides in comments relative to a selection of contemporary alternatives that are currently in use at both cities so as to better direct the addressing of the urban mobility issue and also includes a set of alternatives deemed best successful than that known as solutions to this problem which strong holds its very presence at all major cities of the globe.

Este trabalho refere-se aos resultados da pesquisa Impacto da aplicação de novos instrumentos urbanísticos em cidades do Estado de São Paulo. Coloca-se a pergunta: passados dez anos da promulgação da Constituição — que inclui em seu texto uma série de novos instrumentos urbanísticos comprometidos com a idéia de ampliação do acesso à terra e moradia por parte do setor popular —, o que ocorreu nos municípios brasileiros com mais de 20.000 habitantes em relação a Planos Diretores e instrumentos urbanísticos previstos por lei? Qual é o perfil e a forma de elaboração desses planos? Os novos instrumentos, se adotados, possibilitam novas formas de administrar os conflitos urbanos? A pesquisa levanta a situação da legislação nos municípios, por meio de um questionário. Elabora o conceito de exclusão territorial, significando que parcela da população vive em condições de precariedade no que diz respeito à infra-estrutura urbana e às condições de habitabilidade do local de moradia. Em um segundo momento, realizaram-se estudos de caso em três municípios — Guarujá, Diadema e Jaboticabal —, aprofundando-se o estudo das relações entre os diferentes modelos econômicos e os processos de regulação urbanística.Palavras-chave: planejamento urbano; regulação urbanística; reforma urbana; urbanismo. Abstract: This paper refers to the results of the research project Effects of the Implementation of New Land Use Controls in the Cities of São Paulo State. It raises the following question: ten years after the introduction of the new Constitution — whose text includes new urban land use controls aimed at increasing land and housing for the poor — what has happened in cities of over 20.000 inhabitants concerning Master Plans and land use regulation procedures? What is the form and quality of the process which has led to these plans? Do the new controls, where in use, allow new ways of managing urban conflicts? The research looks into the current legislation situation in these cities through a series of questions. The concept of territorial exclusion is defined, meaning how much of the local population lives in precarious conditions regarding urban infra-structure and housing conditions. In the second part, three case studies were conducted — in the cities of Guarujá, Diadema and Jaboticabal — studying more thoroughly the relations between different local economic models, land regulation processes and territorial exclusion. ResumoO Plano Diretor Participativo é o principal instrumento de política urbana nos municípios brasileiros, razão pela qual deve contar com a participação social como orientadora para a arquitetura das respectivas políticas públicas voltadas para o desenvolvimento urbano. Os processos participativos devem permitir que todos os atores contribuam para a definição da pauta de prioridades e que as contribuições se tornem insumos para o planejamento. Na mesma senda, os Planos Diretores Participativos devem articular a influência docidadão na construção das cidades. Embora audiências públicas tenham sido realizadas, a análise de dados secundários inerentes à revisão do Plano Diretor Estratégico (PDE) do município de São Paulo nos anos de 2013 e 2014, revelou que esse processo foi composto de sucessivas esferas de consulta, meramente informativas. Através da utilização da metodologia da “Escada de Participação Popular”, proposta por Sherry Arnstein, verificou-se que a elaboração do PDE pode ser considerada “pseudoparticipativa”, evidenciando que o procedimento de ausculta social se deu muito mais para legitimar as decisões políticas acerca do PDE do que efetivamente para garantir a participação democrática no planejamento urbano. Apesar dos avanços, o processo ainda está aquém do almejado para uma participação plural e determinante na tomada de decisões em comunidades.Palavras-chave: Participação Social. Audiências Públicas. Município de São Paulo. AbstractThe Participatory Master Plan is the main instrument of urban policy in Brazilian municipalities, which is why it must count on social participation as a guide for the architecture of the respective public policies aimed at urban development. Participatory processes must allow all actors to contribute to the definition of the agenda of priorities and that contributions become inputs for planning. In the same vein, the Participative Master Plans must articulate the citizen's influence in the construction of cities. Although public hearings were held, the analysis of secondary data inherent to the review of the Strategic Master Plan (PDE) of the municipality of São Paulo in the years 2013 and 2014, revealed that this process was composed of successive spheres of consultation, merely informative. Through the use of the “Ladder of Popular Participation” methodology, proposed by Sherry Arnstein, it was verified that the elaboration of the PDE can be considered “pseudoparticipativa”, showing that the social auscultation procedure took place much more to legitimize the political decisions about the PDE than effectively to guarantee democratic participation in urban planning. Despite the advances, the process still lags behind the goal of plural and decisive participation in decision-making in communities.Keywords: Social Participation. Public Hearings. Urban planning. Urban mobility is one of the main topics when it comes to urban planning, in Brazil, it is one of the most troubling subjects since the country had a demographic boom in the 60s and 70s leading to unplanned cities that were not capable of properly preparing for its population increase. In order to evaluate what Brazil’s cities are lacking, Manaus and São Paulo were compared to leading cities in urban mobility like Hong Kong and Prague reviewing the main indicators which leads to those cities being ranked higher than Brazilian cities. Being the cycle lanes one of the biggest disparities between cities like Prague and Manaus, the urban mobility plans of the Brazilian cities were evaluated to present their guidelines and their plans to unite with the global trend in urban mobility.

City master plans assumed a central role in urban planning in Brazil with the promulgation of a new constitution in 1988 and the passage of enacting legislation in 2001. Citizen participation became an important part of this new urban planning framework. In contrast to some of Brazil’s other democratic experiments, participation in urban planning has been received critically or with only cautious optimism. A comparison of two participatory forums in Santo André, São Paulo, shows that established patterns of administrative power can decisively influence the participation of the public in city planning. Differences in the executive structures of the two institutions enabled one of them but not the other to foster open-ended deliberation on policies with members of disadvantaged groups. The study suggests that participation might be enhanced by reserving executive positions for civil society participants, including the public at all stages of policy development, choosing participants largely from disadvantaged groups, and keeping the forum small. Planos diretores para cidades desempenharam papel fundamental no planejamento urbano brasileiro com a promulgação da Constituição de 1988 e o sancionamento da legislação em 2001. Demais, a participação de cidadãos tornou-se importante elemento dessa nova moldura de planejamento urbanístico. Ainda assim, em contraste com outros experimentos democráticos no Brasil, a participação no planejamento urbano tem sido recebida de maneira crítica ou no máximo com otimismo cauteloso. Contudo, uma comparação entre dois forums participativos em Santo André, São Paulo, demonstra que padrões estabelecidos de poder administrativo tiveram influência decisiva na participação pública no planejamento urbano. Diferenças na estrutura executiva das duas instituições permitiram que uma delas, mas não a outra, promovesse deliberações transparentes sobre iniciativas enquanto permitia a participação de grupos menos privilegiados. O estudo sugere que a participação pode ser ampliada com a nomeação de participantes da sociedade civil a cargos executivos, incluindo-se o público em todos os estágios da política de desenvolvimento e escolhendo-se indivíduos majoritariamente entre segmentos mais desfavorecidos da população. O forum deve, ainda, manter-se pequeno.

Air pollution is one of the main environmental problems in large urban centers, affecting people’s health and impacting quality of life. The Metropolitan Area of São Paulo (MASP) presents frequent exceedances of air-quality standards in inhalable particulate matter (PM10), a consequence of pollutant emissions modulated by meteorological conditions. This study aims to identify and characterize PM10persistent exceedance events (PEE) inthe MASP between 2005 and 2017, relating them to meteorological conditions. The criteria used to select the events were: (i) events that occurred in at least 50% of the air-quality monitoring stations chosen for this study and, (ii) among the events that met the first criterion, those with a duration equal to or greater than five days, which correspond to the 80% percentile of the event duration distribution. A total 71 persistent episodes of exceedance were selected. The results show that the exceedance of PM10 lasted up to 14 consecutive days and was predominant in the austral winter, accompanied by an increase in maximum temperature (T), a decrease in wind speed (WS) and relative humidity (RH), and a wind direction predominantly from the northwest during the peak concentration of the pollutant. On average, a concentration increase of 60% was observed at the peak of the PEE.

SUMMARYSeroprevalence of Toxocara and Taenia solium and risk factors for infection with these parasites were explored in a long-term rural settlement in São Paulo state, Brazil. An ELISA for the detection of anti-Toxocara IgG and IgE and anti-T. solium cysticerci was standardized using Toxocara excretory-secretory antigens (TES) obtained from the cultured second-stage larvae of T. canis and by vesicular fluid antigen from Taenia crassiceps cysticerci (VF). For cysticercosis, the reactive ELISA samples were assayed by Western blot using 18 kDa and 14 kDa proteins purified from VF. Out of 182 subjects, 25 (13·7%) presented anti-Toxocara IgG and a positive correlation between total IgE and the reactive index of specific anti-TES IgE (P=0·0265) was found amongst the subjects found seropositive for anti-Toxocara IgG. In these individuals 38·0% showed ocular manifestations. The frequency of anti-T. solium cysticerci confirmed by Western blot was 0·6%. Seropositivity for Toxocara was correlated with low educational levels and the owning of dogs. Embryonated eggs of Toxocara spp. were found in 43·3% of the analysed areas.

ABSTRACT Background: Azathioprine is a common first-line therapy for neuromyelitis optica spectrum disorder (NMOSD). Objective: The aim of this study was to determine whether long-term treatment (>10 years) with azathioprine is safe in NMOSD. Methods: We conducted a retrospective medical record review of all patients at the School of Medicine of the University of São Paulo (São Paulo, Brazil) who fulfilled the 2015 international consensus diagnostic criteria for NMOSD and were treated with azathioprine for at least 10 years. Results: Out of 375 patients assessed for eligibility, 19 were included in this analysis. These patients’ median age was 44 years (range=28-61); they were mostly female (17/19) and AQP4-IgG seropositive (18/19). The median disease duration was 15 years (range=10-39) and most patients presented a relapsing clinical course (84.2%). The median duration of treatment was 11.9 years (range=10.0-23.8). The median annualized relapse rates (ARR) pre- and post-treatment with azathioprine were 1 (range=0.1-2) and 0.1 (range=0-0.35); p=0.09. Three patients (15.7%) had records of adverse events during the follow-up, which consisted of chronic B12 vitamin deficiency, pulmonary tuberculosis and breast cancer. Conclusion: Azathioprine may be considered a safe agent for long-term treatment (>10 years) of NMOSD, but continuous vigilance for infections and malignancies is required.

Através de uma análise das atividades desenvolvidas pelos terapeutas da zooterapia, apresentado pela experiência de um trabalho de observação de longa duração, este artigo se propõe a colocar em questão a associação do homem e do animal, em um corpus de conhecimentos vindo de uma “etologia” empírica e de um corpus elaborado e estruturado de saberes antropológicos. A zooterapia enquanto mediação animal é uma técnica de cuidado para além de uma constatação trivial interespecífica ou de uma projeção antropomórfica sobre os animais de categorias universalmente reconhecidas como humanas. Ela permite nos interrogarmos sobre o recurso à participação animal e seu estatuto de sujeito dotado de capacidades agentivas, ao lado de um terapeuta humano e face à uma pessoa doente. Por ocasião de três estudos de caso contextualmente situados nas cidades de Porto Alegre, Rio de Janeiro e São Paulo, destacamos a questão mais geral da interação entre os dados empíricos que a zooterapia acumula e as representações sociais que são implicitamente mobilizadas para situar o animal dentro de uma cadeia operativa. De modo geral a problemática de interesse deste artigo trata das práticas e horizontes relacionais que atravessam vários grupos sociais e indivíduos contemporâneos que apostam na direção de uma relação interespecífica. Essa problemática é também empírica e epistemológica, pois demarca uma remodelação das diferenças entre natureza e cultura, baseada em uma conjunção de fenômenos invocados a caracterizar os sujeitos (conduta, ações, afetos, comportamento).Palavras-chave: Antropologia da natureza. Modalidades de ações.The interspecific relations for human care in the conventional health system: an anthropological analysis of the dynamics of zootherapyAbstractThrough an analysis of the activities developed by zootherapy therapists, presented by the experience of a long-term work of observation, this article proposes to put in question the association of man and animal, in a corpus of knowledge coming from an empirical "ethology" and an elaborate and structured anthropological knowledge corpus. The zootherapy as an animal care mediation is a technique other than an interspecific trivial finding, or an anthropomorphic projection on animals of universally recognized as human categories. It allows us to interrogate about the use of animals and their status as subjects endowed with agentive capacities, alongside a human therapist and in face of a sick person. Based on three case studies contextually located in the cities of Porto Alegre, Rio de Janeiro and São Paulo, we highlight the more general question of the interaction between the empirical data that zootherapy accumulates and social representations that are implicitly mobilized to locate the animal inside of an operative chain. More comprehensively the issue of interest in this paper deals with the practical and relational horizons that cut across social groups and contemporary individuals who bet on the direction of an interspecies relationship. This problem is also empirical and epistemological because it marks a remodel of the differences between nature and culture, based on a combination of phenomena invoked to characterize the subjects (behavior, actions, feelings).Keywords: Anthropology of nature. The Estuary of Cananéia, Iguape and Ilha Comprida is a part of the Estuarine Lagoon System of Cananéia, Iguape and Paranaguá , on the south coast of São Paulo State, Brazil. It has been recognised for its high standards of environmental conservation. The objective of this paper was to assess the blue crab (Callinectes sapidus) fishing in the region, from January 1998 to December 2006, and obtain supportive data to implement technical rules for the rational exploitation and resulting conservation of this resource. The results show a remarkable decrease in the fisheries' abundance index (CPUE) up to 2005, from 9.4 to 4.0 kg/hour, mainly caused by an increase in fishing effort, from 1,960 to 13,776 hours on a yearly basis. With the decrease in the fishing effort in 2005 and 2006, the abundance index reacted positively, indicating a recovery of the exploited population. Due to the lack of appropriate regulation limiting the fishing effort and organising the fluctuating admission rates of new fishermen, there is a noticeable increase of the effort, above the sustainable level. Therefore, there is a need for measures to limit and control the admission of fishermen in this activity. One of the measures to be considered is the establishment of regular periods where fishing the species is prohibited (called "defeso"), each year, especially from September to January. Another measure is to create a fishermen registry and special licenses, to limit the number of new entrants. Such actions require, for their implementation, a co-managed initiative, involving the blue crab fishermen themselves, governmental agencies and resource management researchers, and the integration of ecological, socioeconomic and cultural dimensions.
