The industrial development of Siberia in the Soviet period is in the focus of the present article. The text considers evolution of the state attitudes towards solving social problems during implementation of comprehensive regional programs for areas of new industrial development. The article is based on various sources, including those from archival funds. It shows that the development of that Siberian region was controlled by the state in order to ensure a high degree of industrialization in the country. The article also analyzes the development stages of national and regional policy towards both infrastructural and urban construction related to establishing various territorial and industrial formations. As stated in the text, scientific and design works during the period under study proved the importance and socio-economic efficiency of solving social problems in the territories of industrial construction. Once the development of another industrial new building project started in Siberia, the main attention was paid to the provision of enterprises with personnel, but not to encouraging people to settle in new cities and workers' settlements. The article also examines the problems of developing and implementing strategies for social and cultural development of new industrial cities in Siberia. The text puts an emphasis on the Soviet programs of industrial modernization in the economy and society, which contributed to both the development of industrial production in the Siberian region and the formation of an industrial-urban society based on establishing new urban settlements. The article concludes that, the social problems in new cities and workers' settlements have been tackled with time in spite of all difficulties, as well as the strategies for the cultural development of new industrial cities in Siberia have been finally developed.

The review of an anthology on the history of the Aginsk Steppe Duma published by drs. B.V. Bazarov, B.T. Zhalsanova, L.V.Kuras notes that hundreds the new archival documents offer a holistic view on the governmental politics concerning one of large ingenious peoples of East Russia. The composers have identified and presented documents reflecting various aspects of local self-government of the Aginsk Duma created on the basis of M.M. Speransky’s Statute on the Inorodtsy of 1822. The review contains a brief characteristic of the archival documents corpus systematized in volumes and argues their information value. The documents contain data on the officials of the Duma, personnel structure in dynamics from its foundation to its termination. The edition offers an array of documents on tax policy pertaining to indigenous population, public censures, correspondence on administrative and land disputes at the turn of the 19th century. Authors-composers have published family lists of the Aginsk buryats. The review underscores the information value of the commentary included in all volumes of the edition, the nominal indexes numbering hundreds of surnames. The illustrative component of this three-volume edition is also emphasized: there are rare photos of officials of the Aginsk department, meetings of tsesarevitch Nikolai Aleksandrovich in Transbaikalia in 1892, deputy of the State Duma, descendants of families from the Transbaikal steppes in the Soviet period. The review emphasizes the importance of such edition for studying governmental policies concerning ingenious peoples, balance of government and local self- government, social and economic and cultural development of East regions in the Imperial period. Materials of the three-volume edition open numerous unpublished documents to researchers. The review notes its value for historians, local historians, archivists, museums employees, and those researching their family tree.

The author analyzes the problems of demographic development of industrial cities of the Angara area (Priangarye) in the 1990s. In particular, it focuses on the negative trends in the natural movement and migration of the urban population, which, in turn, led to depopulation. Distribution of municipal formations of the Irkutsk region in the total value of the mortality rate allows you to detect only the most general trends. The minimum level of total mortality was recorded in the south-eastern and central parts of the region, as well as in most large and medium cities. The highest values of total mortality rates were observed in the northern areas of the region and a number of rural and single-industry towns in central and eastern part of the region. Mostly, it's economically depressed municipalities with single-industry economy. According to the author, the causes of demographic instability in many industrial cities were laid during the Soviet period and were associated with the practice of attracting population and populating areas of new industrial development. The economic crisis and the aggravation of social problems in the 1990s seriously complicated demographic development of the urban population in the region. The demographic crisis of the 1990s could have been significantly smoothed over, if the federal and regional authorities had taken steps to stop the steady depopulation. In the context of the collapse of the political system demographic policy for many years had been pushed into the background. As a result, the demographic crisis, which takes root in the 1980s, fully manifested itself at the regional level in the first post-soviet decade.

Статья посвящена исследованию степени соответствия современной политики российского государства в сфере образования, процессов, происходящих в региональных университетах, политико-правовым основам многонациональной Российской Федерации, заложенным в Конституции, других важнейших документах, определяющих принципы её государственно-территориального устройства. Эти основы официально гарантируют российским народам и регионам всестороннее социокультурное, образовательное, научно-технологическое развитие. Целью работы является всесторонний анализ просчётов деятельности российского государства в образовательной сфере в постсоветский период, приведших к проблемам, не позволяющим региональным университетам сегодня решать возлагаемые на них обществом функции, а также поиск путей их решения. Процесс реализации данной цели определил следующие задачи: проанализировать степень соответствия постсоветской политики российского государства в образовательной сфере провозглашённым политико-правовым основам государственного устройства РФ, гарантиям социокультурного развития российских народов; выявить взаимосвязь результатов современных реформ в системе высшего образования с объективными функциями региональных университетов РФ; раскрыть позитивный потенциал региональных университетов в решении социально-экономических, социокультурных проблем регионов и народов РФ, сохранении и укреплении её евразийской цивилизационной сущности; исследовать негативные последствия постсоветских реформ, отразившихся на состояние дел в региональных университетах, наметить пути решения возникающих проблем; показать важность учёта этнокультурного компонента в системе образования многонациональной РФ, определяющего личностные и профессиональные качества подрастающих поколений, способствующего достижению межнационального согласия и стабильности в российском обществе. The paper is devoted to the study of the degree of compliance of the modern policy of the Russian state in the field of education, the processes taking place in regional universities with the political and legal foundations of the multinational Russian Federation, laid down in the Constitution, and other important documents that determine the principles of its state-territorial structure. These foundations officially guarantee the Russian peoples and regions comprehensive socio-cultural, educational, scientific and technological development. The purpose of the work is a comprehensive analysis of the miscalculations of the activities of the Russian state in the educational sphere in the post-Soviet period, which led to problems that do not allow regional universities today to solve the functions assigned to them by society, as well as the search for ways to solve them. The process of implementing this goal defined the following tasks: to analyze the degree of compliance of the post-Soviet policy of the Russian state in the educational sphere with the proclaimed political and legal foundations of the state structure of the Russian Federation, guarantees of the socio-cultural development of Russian peoples; to identify the relationship of the results of modern reforms in the higher education system with the objective functions of regional universities of the Russian Federation; to unleash the positive potential of regional universities in solving the socio-economic, sociocultural problems of the regions and peoples of the Russian Federation, preserving and strengthening its Eurasian civilizational essence; investigate the negative consequences of post-Soviet reforms on the state of affairs in regional universities, outline ways to solve emerging problems; show the importance of taking into account the ethnocultural component in the education system of the multinational Russian Federation, which determines the personal and professional qualities of younger generations, which contributes to the achievement of interethnic harmony and stability in Russian society.

Population growth in the Siberian region began at the end of the XIX century, during the construction of the Transsiberian railway, which passed through all of Siberia and the far East. Many rural people came to the region from the European part of the Russian Empire. Some settlements to which they arrived became urban settlements in Soviet times. The formation of the urban population continued during the Soviet period, where were significant changes in the dynamics of growth of the urban population of the Siberian region and its social structure. By 1950, in Siberia, the consequences of the Great Patriotic War were largely eliminated. In the Eastern regions of the Soviet Union, the creation of new for the Siberian region industrial sectors continued. As a result of these actions, there was a significant increase in the urban population, which was accompanied by the development of the social processes that was new and important for the State. In Siberia, new cities and workers settlements were built, which later became cities. At new buildings of the Siberian region, at the All-Union Komsomol call, arrived, as a rule, young people, who then had building new enterprises and cities in the region. The autor believes that the migration processes took place due to the development of industrial sectors which was necessary for the region, the construction of completely new for Siberia military-defense enterprises, and the construction of new industrial production facilities. The article uses both General scientific and historical methods, including dialectical, chronological, comparative, as well as other methods and approaches.

A historical analysis of research conducted during 1988—1991 by employees of the USSR Academy of Sciences to identify the socio-economic and ethnocultural situation of the indigenous small-numbered peoples of the North living in Yakutia is presented in the article. At the same time, the main attention is paid to those materials that most representatively reflect the changes that have occurred in the assessment by scientists of the consequences of the state policy carried out in the Soviet period in the national history of the state policy for indigenous ethnic groups. The sources for the preparation of the article were archival materials identified by the author, as well as published documents and scientific literature data. The work carried out made it possible to determine the main directions of the research, which focused mainly on understanding the impact of management decisions taken by the authorities, as well as changes in the state of the environment under the influence of intensive industrial development on the traditional culture and economy of indigenous peoples. The presented material testifies to the fact that at the turn of the 1980s and 1990s, Yakutia actually found itself at the forefront of criticism of the state policy pursued towards the indigenous peoples of the North through-out most of the Soviet period.

The article examines the experience of Russian constituent entities (Murmansk region, Nenets Autonomous Okrug, Archangelsk Oblast) in the support of indigenous ethnocultural rights in the context of current models for protection of minority languages and initiatives in the field of education. The contemporary scene of interaction between the state and indigenous minorities in the region is considered from a historical perspective. Special attention is paid to the early decades of the Soviet regime when key discussions concerning the status, way of integration with the state and direction of cultural development were established. The cultural bases and boarding schools, collectivization, forced relocations contributed to the construction of social reality of indigenous peoples which we can observe in the post-Soviet period. The specificity of modern transformation in the sphere of language and life of the reindeer herders are discussed in the context of the everyday practices of the interethnic relations of the Nenets and the Pomors of the Kanin peninsula and the northern parts of Mezen Region.

In reconnecting marketing to more plastic and malleable markets, we need more understanding about market evolution. In this research we explore how to assess the state of a market, and how the roles of a market-shaping actor vary depending on this state. We view markets as configurations of 25 interdependent elements and argue that well-functioning markets have a high degree of configurational fit between elements. The level of configurational fit describes the state of a market as a continuum from low to high marketness. The clout of a market actor to influence a market configuration is an amalgamation of the actor’s capabilities, network position and relative power. By exploring marketness and clout as contextual contingencies, we identify four market-shaping roles: market maker, market activist, market champion, and market complementor. The focus of a market-shaping actor, in terms of which elements to influence and in which order, vary significantly between roles.

The article is devoted to the study of the party model of Russian parliamentarism in post-soviet period. The focus is on the issues of party representation and its correlation with the distribution of the managerial positions and introduction of collective legislation at State Duma. These issues are examined from the point of view of reaching cross-party consensus and implementation of fair parliament party representation principle. According to the author Russian parliamentarism model aims at reaching full-fledged party consensus that corresponds better to the principles of popular representation than strict parliament polarization along the line of “authority-opposition”. Understanding of those issues by the majority of the players was noted from the very start of the State Duma activities, in spite of the acute conflicts in the 1990-ies.The author draws the conclusion that the equation of party representation continues to grow at the level of managerial positions in the parliament that allows to improve cooperation of the parties and to reduce authority and opposition conflicts. Thereby the Russian parliamentarism model makes an important contribution to the stabilization of socio-political situation of the country.

The BID (Board of Industrial Development) framed the legislation and it was introduced before the state legislation and passed in the form of Maharashtra Industrial Act which gave birth to Maharashtra Industrial Development Corporation (MIDC), as a separate corporation on August 1, 1962. The BID was the first personnel strength of MIDC. A small ceremony at Wagle Estate Thane, under the Chairmanship of the Chief Minister Shri Y.B. Chavan, marked the birth of MIDC on August 1, 1962. The Board of Industrial Development during its existence between October 1, 1960 and August 1, 1962 has done enough spade work to identify the locations for setting up industrial areas in different parts of the state. Thus, right in the first year of establishment MIDC came up with 14 industrial areas, to initiate action for infrastructure and help entrepreneurs set up the industrial units in those areas. Maharashtra Industrial Development Corporation is the nodal industrial infrastructure development agency of the Maharashtra Government with the basic objective of setting up industrial areas with a provision of industrial infrastructure all over the state for planned and systematic industrial development. MIDC is an innovative, professionally managed, and user friendly organization that provides the world industrial infrastructure. MIDC has played a vital role in the development of industrial infrastructure in the state of Maharashtra. As the state steps into the next millennium, MIDC lives up to its motto Udyamat Sakal Samruddhi i.e., prosperity to all through industrialization. Indeed, in the endeavor of the state to retain its prime position in the industrial sector, MIDC has played a pivotal role in the last 35 years. MIDC has developed 268 industrial estates across the state which spread over 52653 hectares of land. The growth of the Corporation, achieved in the various fields, during the last three years, could be gauged from the fact that the area currently in possession of MIDC has doubled from 25,000 hectares in 1995.

After the Rose Revolution, President Saakashvili tried to move away from the exclusionary nationalism of the past, which had poisoned relations between Georgians and their Armenian and Azerbaijani compatriots. His government instead sought to foster an inclusionary nationalism, wherein belonging was contingent upon speaking the state language and all Georgian speakers, irrespective of origin, were to be equals. This article examines this nation-building project from a top-down and bottom-up lens. I first argue that state officials took rigorous steps to signal that Georgian-speaking minorities were part of the national fabric, but failed to abolish religious and historical barriers to their inclusion. I next utilize a large-scale, matched-guise experiment (n= 792) to explore if adolescent Georgians ostracize Georgian-speaking minorities or embrace them as their peers. I find that the upcoming generation of Georgians harbor attitudes in line with Saakashvili's language-centered nationalism, and that current Georgian nationalism therefore is more inclusionary than previous research, or Georgia's tumultuous past, would lead us to believe.
